live look outside tonight from our tower camera. can ly c but those winds are going to be kicking up tomorrow morning. spencer christian has been watching the conditions very closely. what can we expect here? spencer: we have a wind event which is beginning tonight. i will give you a look at our surface wind speeds and it is quite gusty. 37 to 39 mile-per-hour winds along the coast and even in our inland areas. it's pretty breezy. as a matter of fact, a wind advisory has a 24 hour temperature change. we have a wind advisory that will be in effect tomorrow from 5:00 a.m. to 11:00 p.m.. that is for all the coastal areas and in the solano county area, it is in effect from 11:00 a.m. to 8:00 p.m. we will see gusts at 45 to 55 miles per hour and here is a wind gust animation starting at midnight.

ict oceanea bin they will be back on monday and they expect the wind to be even stronger at that time. an accurate expectation as the wind advisory goes into effect monday morning. >> i will be back here tomorrow, probably around 2:00 or 3:00. jr: while kite surfers might be excited about the ocean conditions to come, there is concern on land. many will aware of the trees that have fallen down during recent storms and the glass windows that have been blown out of several san francisco skyscrapers. >> i think it will be dangerous because it impacts the community as far as the community is concerned. falling trees will cause stops along the way. jr: some who live along the coast in montara say they will prepare before the advisory goes into effect. >> that gives me pause. i had to make sure everything is tied down and nothing is going

to fly off. >> others we talked with told us they don't put much faith in and advisory -- an advisory, saying they will wait and see before they take any major precautions. >> it depends how strong the wind is. usually, we hear about those advisories and then we see what is actually going on outside. jr: no rain is expected but no rain has some wondering what is going on. >> it's different from last year. we did not have enough rain. this year, over abundance of rain. isn't it crazy? jr: and then all the wind. j.r. stone, abc 7 news. dion: it is a potentially historic they tomorrow up in the sierra. april's annual snowpack survey at phillips station in soda springs could show a modern record in california. that snowpack is projected to be more than 235% of normal for the month of april and it has not

been that high since it was measured at 237% of normal levels back in 1957. however, there are now some serious worries of flash flooding from the melting snow. governor newsom requested a presidential emergency declaration for relief efforts. you can always track the weather anytime using the same doppler as the abc 7 news weather team with the abc 7 bay area news app. download it wherever you happen to stream. we are learning more today about the executive director of san jose's police officers association who now faces drug charges. a neighbor who has known her for at least 15 years spoke to abc news. the four-year-old was think -- she is accused of attempting to import synthetic opioid drugs from overseas with intent to distribute. patricia briggs finds it difficult to believe her neighbor would be involved in

paramedics, emt's, and vendors entering nursing facilities. to developing news involving former president trump's criminal indictment. trump says he will be making a statement from mar-a-lago on tuesday after his expected arraignment. in a brand-new abc news poll percent of americans think the former president should have been charged with a crime in this case. 32% did not think so. tonight, abc news reporter jay o'brien has the latest on how the criminal charges could unfold this week. >> and mitch hyatt security, former president trump is preparing to fly to new york tomorrow from florida for his arraignment tuesday on criminal charges. sources say trump is facing around 2000 charges including felonies that could potentially expose him to prison time. >> he is gearing up for a battle. this is something that obviously we believe is political persecution and i think people on both sides of the aisle believe that it is a complete abuse of power. >> the charges stem from an

investigation on an alleged hush money payment to stormy daniels near the end of the 2016 campaign. the alleged hush money itself is not a crime but the way trump might have accounted for it might be. the indictment comes as a new poll last should former president trump have been charged with a crime? 45% of americans saying he should. 82% believe he should not. 23% don't know. along party lines, 80% of democrats think trump should have been charged as to 40% of independents, 62% of republicans responding that the former president should not have been charged. ahead of the arraignment, former president trump will be driven to court from his 5th avenue apartment, his movements coordinated by the secret service and the nypd. once inside, he will be processed but not handcuffed and walked along the 15th floor corridor into the courtroom where his attorney said he will plead not guilty.

trump will reportedly leave town after leaving court and is expected to speak from a mar-a-lago that evening. trump is the first presidential candidate to seek office while facing criminal charges. abc news, west palm beach, florida. dion: former president trump faces a new challenger for the republican presidential nomination. in an exclusive interview you saw earlier today on abc's this week, the former arkansas governor said he is throwing his hat into the ring. >> i have made a decision and my decision is i am going to run for president of the united states. as i have traveled the country for six month, i hear people talk about the leadership of our country. everyday americans just saying give us good leadership, give us common sense, consistent conservatism and optimism about our great country. and that inspires me and i believe i can be that kind of leader for the people of america. dion: hutchinson called trump indictment a sideshow and

distraction and added the former president should withdraw from the race because of it. california governor gavin newsom is heading to a few different southern states earlier this week. he will visit alabama, arkansas, and mississippi in an effort to boost democratic politicians in those states. he will also use the tour to promote his new political action committee called campaign for democracy. he shared this video late last week calling out "rising authoritarianism" and prominent republicans. the governor's high-profile national trip is stoking the rumors of a possible presidential run. newsom has said he will not challenge biden for the presidency in 2024. much more to come on abc 7 news at 11:00. allies are showing up to fight back. the action being planned by the trans and lgbtq+ community and one of the advocates coming to their side. plus the bears are back in lake tahoe. out of hibernation and still looking as huge as ever.

dion: happening tomorrow, a meeting involving san francisco's historic castro theatre. a committee will discuss a highly controversial renovation plan. another entertainment company took over the theater last year and it wants to remove the existing seats and replace them with a modern movable floor and temporary seats. those against the new seating arrangement are pushing to win landmark designation to keep the theater as is. the free virtual meeting starts tomorrow at 1:30. our commitment to building a better bay area has a crucial focus on race and social justice and this next weekend will be

to find local resources and support. ♪ dion: the faithful celebr palm sunday in san francisco today. the holy holiday is celebrated by millions around the world. palm sunday marks the last sunday of lent and the start of the holy week. homes used during mass signify peace and the arrival of jesus in jerusalem before his death. pope francis presided over palm sunday mass in st. peter's square in rome today, one day after being released from the hospital. he was treated for bronchitis during his three-day hospital stay. the 86-year-old said he was in good spirits as he left, even jokingly telling reporters, i am still alive. in the vatican has said he will take part in a full array of easter events this week. the busiest period in the roman catholic church calendar. francis urged the world to take better care of the poor, the

food source is buried under all of that snowpack so without access to their food, they most likely scramble for it in homes and dumpsters. i know we have heard about this time and time again but when you see it, such a big bear also. spencer: it's kind of scary. couldn't it hibernate just a little longer? dion: with things melting -- spencer: things are mounting. winds are blowing. the bay area. we have gusty conditions right now. surface wind speeds near 30 miles per hour in some spots and they are going to get even stronger going into tomorrow so we have a wind advisory that will be in effect from 5:00 a.m. tomorrow to 11:00 p.m. along the coastline but also for solano county, the winds will be 15 to 30 miles per hour out of the northwest. right now, you can see the 24 hour temperature change. it is quite a bit cooler than at this time last time.

here is a view under clear skies looking out over san francisco where it is 48 degrees. 48 or 49 in oakland, mountain view, and half moon bay. nice view from emeryville under clear skies. 46 degrees in santa rosa and upper 40's in napa, fairfield, and livermore. a view from the rooftop camera, looking across the embarcadero, these are the forecast headlines. partly cloudy, breezy, overnight. much warmer weather can be expected by the end of the week. forecast animation starting at midnight shows a couple spotty sprinkles moving down southward along the coastline and a couple of them may produce some light sprinkles over land areas but basically, we are looking at dry conditions overnight and tomorrow so let's move along and take a look at overnight low temperatures. it will be chilly in the inland valleys. mid to upper 30's. right around the bay shoreline

and along the coast, the lows will be in the low 40's. highs tomorrow, 51. half moon bay. most locations around the bay shoreline will have highs around 56 degrees and inland areas will not be much milder, 58 degrees, about as mild as it will get tomorrow. here is the accuweather 7-day forecast after a sunny and windy day tomorrow. still a bit breezy on tuesday but not gusty like tomorrow and sunny skies and a gradual warming trend through wednesday and then the warming trend becomes more than gradual. look at friday, low 70's inland, upper 60's around the shoreline and the weekend will bring high temperatures up to about 80 degrees inland and xm day, mid 70's around the bay shoreline, and mid-60's on the coast. this is a dramatic change in the weather. probably a welcome one as well because we need drying out. we need some sunshine to lift our spirits again and we need some more. dion: and also to dry things

dion: happening tomorrow, a few changes kick into gear. capitol corridor is adjusting its train and bus schedule. here is a look at what to know. the train will leave 30 minutes earlier at 5:42 a.m. from jack london square in oakland. there will be changes in the frequency of buses connecting between san francisco and emeryville. and then there are new departure time for buses connecting between san jose and santa cruz. you can visit the capital corridor website for more details. it is his first season playing for the oakland a's and he is already making an impact after only a few games. i led misty is is wearing two different colors of batting gloves. take a look.

tornadoes swept across 11 states this weekend. one ripped through the little rock, arkansas, killing five. tonight, thousands are without homes. in one case, a tornado killed a person at a concert when the roof collapsed. one tornado tore over the apollo theater during a concert in belvidere, illinois. the state's governor visited the 100-year-old building today to assess the damage. the victim's son said he was standing next to his father when the roof fell. >> it happened so fast, man. he raised me since i was two years old. dion: illinois officials confirmed a total of 12 tornadoes hit the state. the wet winter in the bay area has had an impact on our local farmers markets and the family-run farms that show up to these traditions. cornell barnard details their post-storm struggle. >> we are happy to see the sun. cornell: leonardo has never been more thankful for good weather.

abc 7 news wad spoke with peopur re on his 81st birthday trip. we need to have things go not end. dion: family members say the restaurant owner was ready to retire, but the pandemic and changing consumer habits were also contribute factors. the cafe closed after its breakfast service today. also starting today, there are fewer berkeley police officers on patrol. the berkeley scanner reports the department shifted from a 16 beat structure to a 14 beat structure due to staffing shortages. the new structure means it will take police longer to respond to nonemergency calls and mutual aid from other agencies may be needed if there is a big emergency. building a better bay area means pushing to find solutions for our region's one-of-a-kind

climate and environment. despite the recent storms. the larger western u.s. is still gripped by drought and short to face more of it in the years to come. but there are efforts underway to save water in our largest city centers. abc 7 news anger dan ashley shows us the san francisco company turning entire high-rise buildings into water safe machines. dan: with the view from this rooftop, you can actually see the future of recycled water. >> this is not theoretical. this is not something in the future. it is happening right now. it is happening in the course building -- in the course building. dan: half he is co-finer -- he is cofounder of a company harnessing wastewater from high-rise buildings and giving it a second life with a dizzying array of technologies. >> we are taking that wastewater, turning it into clean water, into high quality amendments, and energy. dan: at the heart of the system,

a control center that monitors everything from the amount of energy being saved to the amount of wastewater being recovered. ryan pulley is the director of water use operations. >> we take water that looks like this as it comes into our system, and we ticket through our process and it comes out -- we take it through our process and it comes out this way. dan: while they say the water is pure enough to drink, it is currently only used from applications ranging from toilet flushing to irrigation to cooling laundry systems. but the materials removed from the water itself continue on through the system. a thresher like machine employs a chemical process to turn the solid waste squeezed from the water into an ultrarich soil, all in the company's rooftop r&d facility. >> it converted from a wet, smelly waste to a dry, odor list, pathogen free product. dan: samples are on display in the company's garden, as our

toilet shape planters and other reminders of the strategy that can help buildings reuse up to 95% of their wastewater. but rather than celebrating its early success, the company is using its own recycled water year to demonstrate -- beer to demonstrate the possibilities ahead. >> we make beer out of recycled water because we are trying to change the conversation. we are trying to help people rethink how our communities handle water. dan: with three major projects either completed or in the works in san francisco, the company believes their strategy is already at a tipping point. later this year, california is scheduled to unveil new updated regulations for what is known as direct potable reuse, for the first time allowing agencies to convert recycled water directly into drinking water. >> cheers. dan: or perhaps, maybe someday, beer. dion: that is so fascinating.

another begins. ♪ woo! ♪ woo! ♪ [giggles] ♪ rated pg-13. dion: a new initiative is helping to bring back bigger crowds to downtown san francisco. today, the city kicked off its first art and makers market. the festival area talent including musical performers, local artists, and vendors. >> this really is the cultural center of san francisco.

we have so many museums down here. this is where a lot of people who come to visit san francisco come because we are close to moscow newscenter and restaurants and hotels. dion: the market will be the first sunday every month for the rest of the year. it runs from 11:00 a.m. to 4:00. mckenzie stock captured some great photo of creatures out and about, enjoying our sunny, mild spring day. i think a pair of sea lions, maybe a mama and pup, basking in the sun and smiling. and this bird decided to photobomb the shot. totally welcome. another spectacular natural phenomenon was caught on camera. the northern lights lit up the skies in fairbanks, alaska. the photographer says he judges the strength of an aurora brightness according to the light reflection from the ground. and in a matter of minutes, the area went from pitch black to a bright green.
