agricultural powerhouse areas the white house is approving a presidential -- a disaster declaration to free up federal funding for places like monterey and santa cruz county. we are following the new round of letting fears and what it might mean for northern and central california. reporter: after historic snowpack levels, how runoff comes is a reason for concern. >> the real challenge as we move into spring and summer is significant flooding. the department is focused on the entire central valley, including the sacramento valley. reporter: fresno and tulare counties have been impacted by flooding after this year's storms. the department of water resources is currently there are two locations expected to reach flood stage within the next five days. both are within san joaquin valley. >>

ama: the bay area's community is morning tonight after the sudden death of a legendary drag performer. dan: heklina had been performing in europe after a legendary career in separate -- san francisco. tim johns spoke with some of heklina's closest friends after the news and shares the legacy the star will leave behind. >> dasthis is such a shock to md

to the community. tim: feelings of disbelief at away says nightclub in san francisco, where dozens gathered on monday afternoon to mourn the loss of heklina, a legendary bay area drag performer. >> thank you for being a friend. tim: the local star was well-known for things like the golden girls live show, promoted on abc seven in november. >> it started in the front parlor of the western edition 17 years ago, and it has grown. now everybody comes out. tim: heklina's careers in san francisco spans decades and has long been one of the faces of the san francisco drag scene. the artist is credited with helping to revolutionize drag shows not just here in the bay area but also around the world. >> heklina brought a style of drag in the 90's that was not

wake of that deadly shooting in nashville that happened a week ago. tennessee governor poe posed -- proposed a bill that would have safety at schools. it would boost physical security by requiring schools to lock all exterior doors when students are there. students are calling for more than that. hundreds of protesters marched in the state capitol in nashville today. they chanted, the nra has got to go, and demanded stricter gun laws. >> if lawmakers wanted to protect our kids, they would take action. we know it is not drag queens or books harming our children. it is guns, and we need action today. dan: new ballistics reports revealed the shooter fired hundred 52 rounds last monday -- 152 rounds last monday.

northern california's community is stepping out in support after the wake of that deadly shooting. emily did kelce was the niece of a couple who owns wineries in healdsburg. the wine sales. >> we have the rallying together of so many families and people affected by this ongoing crisis. it is about standing together as a community and being part of something to just be bigger and just to make noise. dan: 100% of the proceeds from now through next week will go to a fundraiser set up for every town for gun safety. ama: our guiding mission at abc 7 is to build a better bay area, and it means focusing on stories that push communities to find

solutions. the san jose mayor revealed a plan that he hopes will put more police officers on the streets. the budget plan calls for doubling the rate of officer hires and new recruitments. he says this will lead to better outcomes, response times, crime rates, and perceptions of safety, but some say that is not accurate. one person with valley naacp wants to see efforts to make the city safer. >> how am i supposed to evaluate a decision if you are not saying these are the specific problems we will address and here is how it will work, and here is how you will note it is affected? ama: san jose currently sits at 1103 officers. the police chief says the ideal number of officers for a city the size of san jose is about 1400. san francisco's police union has a new strategy to recruit
