news and today's top story a magnitude 4.5 earthquake shakes the greater bay area. maybe you felt it. it was centered in the small san benito county community of tres piños along the calaveras fault. the usgs says the quake hit at 3:23 this afternoon. no damage has been reported. we wouldn't expect much with a magnitude of that level but folks in neighboring felt it pretty strongly. first we heard it and still shaken and i was looking at which door was get me outside fastest. all right, for more. let's go to abc 7 news media biologist, sandia patel, and

this magnitude was significant. it was from the fact that a lot of people felt it dan and dion. so, let me show you the magnitude and the earthquake it was centered just north of trespina's as you take a look here. the magnitude initially came in as a 4.6, but it was revised by the usgs to a 4.5 at 323. pm adapt was about six miles now when you look at the bigger picture there were multiple reports of earthquakes with the maximum magnitude of 4.5 on the calaveras fault as you just heard dan say and when you take a look at the shake intensity map, it was felt all the way to the north bay right here in san francisco. it felt like a jolt to me. it was felt all the way out towards the fresno area when you look at this earthquake a four is really a light earthquake, but can have noticeable shaking. so keep that in mind once again that earthquake was 4.5 miles north of 4.5 magnitude. north of trespeños stan. okay, sandy. thank you. under new york state law is a

a professor at uc law in san francisco about whether he thought the case was weak and why the former president was charged with felonies instead of misdemeanors. we know that this was designed to cover up the unfavorable information alvin. bragg has added other aspects to the case. not just the the hush money the stormy daniels, but the two other sources of unfavorable information and he's alleged to conspiracy of people to suppress this evidence, which is a violation of new york state law. i have to say i'm a former federal prosecutor in the organized crime section. we charge cases like this and if you can charge a felony, that's what you charge. the former president's next court appearance is scheduled for early december and here's another live look at the scene in mar-a-lago. the former president is scheduled to speak in about 10 minutes and just a few minutes to go. we were told that he is still revising this speech. he was working on it on the plane as melissa just reported and then we are expecting an abc news special report after he is

finished now in east bay there are coals for federal oversight of the antioch police department. this comes in the wake of an fbi investigation into civil rights violations and other offenses that led to several officers being put on leave. here's abc 7 news reporter unser hassan. in antioch allegations of excessive forests and police brutality led to an fbi investigation of eight officers. i'd investigation exposed even more officers involved in alleged misconduct and now we've got allegations that at least eight other officers are are involved in sending racist text messages. are these the people who can fairly police a community ben? nissenbaum is a partner at the law firm of burris nissan bomb curry and lacey he suggests federal oversight may be necessary to move the department forward. well, there is nobody left to do it. they've shown they can't do it. da has shown that they're not willing to enforce the standards this embalm is the lawyer

representing the family of angelo quinto who filed a wrongful death lawsuit against the antioch police department the case gay national attention in part because his death was silar to the killing of george floyd and they continued that prone restraint with enough pressure on his back to cause particular hemorrhages in his eyes. what that means is that it's a sign that they asphyxiated him while they restrained him. he says federal oversight can lead to effective internal investigations and enforcement of standards if someone makes an allegation against an officer, it gets investigated not in order to cover it up or not with a preconceived presumption that the officer is innocent the antioch police department declined to be interviewed for this story, but the department just released some statistics for 2022. they show officers handled almost 80,000 calls of those just 67 required use of force or less than 1% of all incidents.

anchor liz crates reports on a fundraising effort to replace those beautiful red lanterns on grant avenue. a place to find by the sound of music the smell of good food and for the last 10 years the site of these iconic red lanterns framing bustling grant avenue. the red lanterns actually are symbol of love and it's hope and actually prosperity but look up now and you may notice something slightly off on one block. they're gone and in the places, they're still hanging. they just look very tattered and old the reason is the reason weather. yeah. look at that the atmospheric rivers and wind storms that pummeled the bay area took a toll on the delicate paper lanterns ripping them up and in some cases shredding them into pieces. so as you could see there in pretty bad shape evenly and jenny chan are with the chinatown merchants association.

they've launched a gofundme campaign with the non-profit be china town to replace the lanterns. so any amount and any support is really helpful the project isn't cheap each strand of lanterns cost roughly a thousand dollar. and they need to replace three blocks of them. it's a cost. they say is worth it since the lanterns were first installed a decade ago. they functioned as an extra layer of security for those who live and work in chinatown. it's something chan says has been even more vital amid the rise and anti-asian hate crimes and a lot of the residents in the sro. they really like taking evening strolls, but it could get dark in the alleys and on the streets the lanterns at a sense of safety because it's they're lit up at night. they're also a big draw for visitors looking for that. perfect. san francisco photo op. i mean, can you imagine grand avenue without lanterns for the tourists? so yeah, we're working on it right now and we have a lot of challenges in our tours season already. so yeah, hopefully we'll get them done before the summer

displaced more than 200 unhoused people in san jose and now we're proposed partnership hopes to bring millions of dollars to the city to help provide support critics. say more long-term solutions are needed but the cities mayor is calling this an opportunity. here's abc 7 news reporter zach fuentes. san jose waterways have been home to many of the cities on house like raymond furtado who once lived here along the guadalupe river prior to staying here. i was in my truck a recent city abatement swept furtado and others area now a similar suite may be happening along coyote creek an area valley water says is in need a flood prevention work provide protection there up to the

levels that we saw the flooding in 2017. so this is verymptaornto t also connected to our anderson dam seismic retrofit project as well as we're doing that project. we're preparing for the possibility that there may need to be a greater flows in the coyote creek. and so this is going to help protect those residents and those areas the project would require up to 200 people who live along coyote creek to relocate starting in june the proposed partnership with sea valley water contributing 4.8 million dollars to help the city to play outreach and resources for those people to relocate san jose. mayor matt mayhem says the funding will help those will be displaced even though it's a tight timeline sort of get this double benefit of having. additional funding to do outreach and identify housing solutions for people who currently living in encampments and then enablehe tm do this critical environmental work one homeless advocate. i spoke with says that if the city and valley water do move forward with this the housing options for those displace should not be temporary, but if you don't have the end result where people need to be which is

outside. well, i'll let you just kind of savor this for a moment. there's sunshine and a few high clouds filtering the sun also on live doppler 7, you may have noticed that some fog is starting to approach parts of the san mateo and santa cruz coastlines right now, not nearly as strong as what we saw yesterday, but certainly still breezy gus to 25 sfo santa rosa 20 in concord. here's live view from our golden gate bridge camera, and you were seeing the filtered sunshine just a lovely view 53 degrees in the city 56 in oakland 57, san jose 52 degrees in half moon bay for more san jose camera the clouds. jacked up a 61 degrees in santa rosa still lagging behind where you should be for this time of year in the upper 50s from napa to concord 56 degrees in livermore, and you're looking at mount diablo from our east bay hills camera where there is plenty of sun and look at all the green hills good to see chilly morning with patchy fog and frost rain returns late thursday night into friday in a warmer pattern is setting up for
