dan ashley. >> i'dion lim. the earthquake rattled the bay area. it was a 4.5 magnitude shaker felt throughout the area all the way to the north bay. >> abc 7 news me meteorologist sandhya is here with more. sandhya: it felt like someone just shook the building. i was on the upper floor. take a look at the magnitude of the earthquake. it struck east of salinas. as we take a closer look it was 4.5 in magnitude at 3:23 this afternoon. the depth was about six miles. as we take a look at the wider picture, there are multiple reports. the maximum magnitude was 4.5. smaller amounts were one or one and a half. it was on the calaveras fault and that is put luminary information. as we take a look at the shaking intensity map, you will notice it was felt up to north bay in san francisco, parts of the east bay, even out towards the fresno

and modesto area. when you take a look at the earthquake magnitudes, a 4 a light earthquake with noticeable shaking. 10,000 per year. the energy equivalent is 33,000 pounds of explosives, so if you felt that earthquake, you are not imagining things and there have been obviously smaller earthquake aftershocks after that. dion: that really puts it into perspective. people who live around there will probably tell you they live in earthquake country. the area is sandwiched by two major fault lines, the san madras and the calaveras, which today's quake happened along. the earthquake sent some people and set roadside diner in hollister heading for the exits. >> a big rumble. we heard it and it started to shake. we were looking around and seeing each other and it was still shaking. and i was looking at which door was going to get me outside the fastest. dion: the diner did not sustain any damage, that is good news

plea. his departure was swift. he did not appear to acknowledge the spectators, instead choosing to get into a vehicle and had to the airport to return to florida. manhattan district attorney alvin bragg held a news conference following the former president's arraignment. >> these are felony crimes in new york state no matter who you are. we cannot and will not normalize serious criminal conduct. dan: it will be a while before we see the former president in court again. is next in person appearance is scheduled for december 4. at abc 7, i team reporter was in lower manhattan to document this historic day in the crowd of people gathered outside the courthouse. >> hundreds of reporters, photographers and producers from around the world spread out across the street from the criminal court building in lower manhattan. for a brief time today, they outnumbered the protesters, but not for long. downtown is an economic hub. the mp spaces hurt the city and the mayor introduced legislation to the board of supervisors that could pave the way to convert office buildings into housing. >> yes, we need more housing. but i am not sure how work. suzanne: many people agree the city of san francisco needs more affordable housing. mayor london breed and supervisor erin believe that one answer could be converting empty office buildings downtown to housing. >> i think it's a great idea, the buildings are empty now anyway. tech is moving out and a lot of the vacant spaces offices, so why not? people need housing so we might as well utilize the space. suzanne: the mayor submitted legislation to the board of supervisors designed to change a planning code to make it easier and less expensive to comer -- convert vacant spaces. they worked with the mayor for the past month on the legislation. >> i am excited.

look, san francisco and its downtown have channeled this. there are opportunities for reimagining and this is one of them. >> you think about conversion, it is the classy buildings that are going to be looked at. they are tickly much older, smaller foot plates then like the first tower. suzanne: while there is a lot of work to be done decide which building will be converted and how much it will cost, the endgame can be promising says downtown sf partnership. >> when using about the utility work alone that needs to go into converting one of these buildings, with the right incentives from the city, the right incentives from the state, we can look at a mini lower manhattan model. suzanne: this mother from richmond hopes for the best. >> being a mom, i think it is a wonderful idea because you can occupy a building with the families and they will be happy to know they have somewhere to stay and i do not think any

parents want to be homeless. suzanne: economic experts say the office vacancy in san francisco is about 30% and according to a policy research group, the city's empty office space could hold 11,000 new homes. the city would need to lower fees in a the housing requirements. live in the newsroom, suzanne phan abc 7. dion: hurdles to overcome. we appreciate that report. dan: it feels like this is the first tuesday in weeks without a storm. on the heels of the wet weather, there could be a new problem. mosquitoes. abc7news reporter leslie brinkley explains what to expect for mosquito abatement this year. leslie: these little swimmers are mosquito larvae. can find them in kids toys, backyard fountains and birdbaths that fill up with rainwater. control districts are asking for the public's help starting now. >> we have technicians at the district that go out and inspect all of contra costa county's

water sources. creeks, marshes, murray knows, looking for mosquitoes. leslie: it's up to individuals to patrol their own neighborhood. >> dump out containers that may have standing water. they could be potential mosquito eggs remaining in these containers, so dump and scrub. leslie: not only are there yearly concerns about west nile virus, but last august, the mosquito that carries z fever was found in martinez so controls will be on the lookout before dispatching to spray neighborhoods. as for those with standing water on the property. >> the district provides mosquito eating fish. residents can call or go to our website to request those fish. a technician will come out, conduct an expression -- conduct an inspection make sure the area is suitable for fish and then we will provide the resident with fish. leslie: a little water can produce a lot of mosquitoes. vector control agencies expect to be very busy this spring.

dion: certainly lots of police out this afternoon in alameda. this is video from sky 7 showing police taking a suspected truck thief in the custody near park street. the man was considered armed and dangerous which explained the huge police presence. according to police, the man ditched the stolen truck in front of a nearby safeway and was found after a brief search. dan: the san francisco school district has its share of old buildings with occasional problems. yesterday at least one high school experienced a broken boiler which made for an uncomfortable learning environment obviously. abc 7 senior news education reporter leeann melendez looks at the $1.7 billion infrastructure problem. >> we know it has been an unseasonably cold spring. students at john o'connell high school in san francisco dressed in layers to deal with the colder temperatures outside and a broken boiler inside.

>> the classrooms were really cold. the heaters were not working pretty well and some of the windows could not close. >> it was a normal day, pretty cold though. sweaters and even then it was impossible to concentrate in class because everyone was shivering. some students brought their blankets. >> ironically the students called the school home of the boilermakers. >> we want to make sure students and staff are comfortable in classrooms and office spaces in schools. we know of someone is cold it makes it more difficult to learn and teach. >> typically the maintenance department responds as quickly as possible but because there is a staff shortage, it may take a few days. this is part of a larger issue involving an aging infrastructure. according to the district, there are a number of boilers that have outlived their lifespan. a year ago, the facilities department went from schools to school to do a thorough evaluation and they found there was a lot of work ahead of them. >> $1.7 million was the amount

isn't that gorgeous from our santa cruz camera? good day to be out of the boardwalk or out sailing today. a chilly morning with patchy fog and frost. rain returns late thursday night going into friday and there is a warmer pattern setting up for sunday and monday. so you're temperatures at 7:00 tonight in the 50's. if you are stepping out, grab a next or layer because temperatures will fall quickly tonight and tomorrow morning you're looking at numbers in the mid 30's to the mid 30's to the mid-40's for many areas. this morning places like santa rosa airport, napa airport, fairfield, livermore all got down to freezing. expecting chilly conditions once again. north bay at valleys, the delta under a frost advisory. temperatures in the low to mid 40's. frost will form and damage sensitive plants so keep that in mind. temperatures low 30's to low 40's out the door tomorrow morning. patchy fog and a higher clouds as we look at the afternoon highs. you will notice they are in the mid 50's to the mid 60's, so

twitter is facing a lawsuit now. 4 vendors claim twitter has breached contracts and not paid overdue bills. the proposed class action lawsuit filed today claims the vendors are quote small companies without the resources, time and money to litigate claims on their own. the alleged overdue bills range from 40,000 to $140,000 for services provided in 2022. dan: elon musk is no longer the world's top billionaire with an estimated $180 billion, he dropped to the second spot on forbes annual worlds billionaire list. bernard arnaud is now number one. the first time a french citizen has ever topped the list. the chairman of the french luxury goods giant lv includes louis vuitton and sephora has a net worth of $211 billion. the top five around out by jeff bezos, larry ellison and warren buffett. listen to this, there are a total of 2640 members of the

>> building a better bay area, moving forward, finding solutions. this is abc7news. dan: our top story, former president donald trump appeared in a new york city court room and entered a plea of not guilty to 34 felony charges. the case stems from hush-money payments to adult film star stormy daniels during his 2016 presidential campaign. abc news political director rick klein joined us today at 3 p.m. on a program called getting answers and he says there are a number of reasons why this is a difficult case. >> this is going to be a tough case to bring for a whole range of reasons.

not the least of which, novel legal theories and politics of the moment. this is not only a former president but as of now, the leading candidate for the republican nomination. dan: the former president returned to his home in florida following his arraignment to address his supporters. he is not scheduled to appear in court again until december 4. let's move now to a story you will see only on seven. dion: an iconic part of san francisco's chinatown took a hit during recent storms. the community is asking for help. dan: abc 7 anchor liz kreutz reports about a fundraising effort to replace red lanterns on grand avenue. ♪ liz: a place to find by the sound of music, the smell of good food and for the last 10 years, the sight of these iconic red lanterns on grand avenue. >> the red lanterns are a symbol

of love and hope and prosperity. liz: look up now and you may notice something slightly off. on one block, they are gone and in the places they are still hanging. >> they just look tattered and old. liz: the reason is the recent weather. the atmospheric river's and windstorms that pummeled the bay area took a toll on the delicate paper lanterns, ripping them up and treading them into pieces. >> so as you can see, they are in bad shape. liz: eva and jackie are with nonprofit be chinatown to replace the lanterns. >> any support is very helpful. >> the project is not cheap. each strand of lanterns cost a thousand dollars and the need to replace three blocks of them. it is a cost they say is worth it, since the lanterns were first installed a decade ago, they functioned as an extra layer of security for those who live and work in chinatown. it is something chance says has been more vital amid the rise of

mayor london breed authorized an emergency declaration requiring inspections of buildings 15 stories were taller and built after 1998. building owners must provide a licensed architect or engineer's evaluation to ensure the safety and stability of all elements of the façade including the windows. dion: moving on to our work to build a better bay area. a flood improvement project may displace more than 200 house to people in san jose. a multimillion dollar partnership could help relocate them. abc7news reporter zach fuentes has their story. zach: san jose waterways have been home to the cities on the house like raymond who lived here all along the guadalupe river. >> i was in my truck. them out of the area and now a similar sweep may be happening along coyote creek, an area that is in need of prevention work for floods. >> the flooding in 2017, this is

very important to public safety. it is connected to our retrofit project as well, as we are doing that project and preparing for the possibly that there may need to be greater flows into coyote creek. so this will help protect those residents in those areas. zach: the project would require up to 200 people who live along the creek to relocate starting in june. the proposed partnership would see valley water can shooting $4.8 million to help the city with outreach and resources for people to relocate. san jose mayor matt said the funding will help those displaced even though it is a tight timeline. >> get this double benefit of having additional funding to do outreach and identify housing solutions for people living in encampment. and that enable them to do this critical environmental work. zach: one advocate i spoke with says if the city and valley water move forward to the housing options for those displaced should not be temporary. >> if you don't have the end result where people need to be which is permanent housing, you can't do this and tell people

they need to go from the creeks into the tiny homes. if they do not have a place to go in the end. zach: matt agrees that permanent housing is needed but the city has to act. >> and unsheltered homelessness as quickly --end homelessness as quickly as possible but there's a broader issue which is our regions lack of housing supply. zach: san jose council voted unanimously tuesday to move forward with the valley water partnership. valley water's board is set to discuss next tuesday. zach fuentes abc7news. dan: there are calls tonight for federal oversight of the antioch police department. this comes in the wake of an fbi investigation and the civil rights violations and offenses that led to several officers being put on leave. abc seven news reporter has the story. >> and antioch allegations of excessive force and police brutality led to an fbi investigation of eight officers.

that investigation exposed more officers involved in alleged misconduct. >> now we've got allegations that at least eight other officers are involved in sending racist text messages. are these the people who can fairly police the community? >> ben is a partner at a firm. he suggests federal oversight may be necessary to move the department forward. >> there's no one left to do it. they have shown they cannot do it. the da is unwilling to enforce the standards. >> they are a lawyer represent the family of angelo who filed a lawful -- unlawful death lawsuit against the antioch police department. the case gained national attention because his death was similar to the killing of george floyd. >> they continued that pronet re-strained with enough pressure on his back to because hemorrhages in his eyes. and what that means is it's a sign that they asphyxiated him

while they restrained him. >> he says federal oversight can lead to effective internal investigations and enforcement standards. if someone makes an allegation against an officer, gets investigated, not in order to cover it up or not with a preconceived presumption that the officer is innocent. >> the antioch police department declined to be interviewed for this story but the department released statistics for 2022. they show officers handled almost 80,000 calls. of those, 67 required use of force or less than 1% of all incidents. it adds it is developing training that emphasizes de-escalation and initiatives to increase transparency, as well as increased diversity of its workforce. >> we need fair reasonable policing, federal oversight is the only remaining avenue to make this department one that can be relied on. >> in antioch, abc7news. >> a bay area woman cannot

dan: for six years, six years a solano county woman unsuccessfully tried to register her car. dion: she ran into one roadblock after another. michael finney is here and i feel her frustration. mike: you're underlining six years. that's good because that long ordeal meant she went all that time without legally being able to drive. for the most part it just sat there. this is the 2007 previous she cannot drive because it has expired expiration -- registration tags. >> if i drive the car i run the risk of having the car impounded which did happen once. mike: to understand, you need to go back to 2013. that is when she moved from california to a suburb of portland, oregon. two years later she returned to california to live in fairfield and thats where the confusion began. she immediately applied and

received her new california plate of registration. then she says the dmv sent her a letter saying not so fast and basically rescinded her registration. >> and internal audit had found some incorrect information. mike: that meant she had to start all over with the dmv's both in california and oregon. she says the dmv advised her to register her car first in oregon to get a title there. >> and of course oregon will not do that, because i do not live there. so i cannot get a title from either california or oregon. mike: she says she has spoken to both dmv's in person and by phone many times with documentation, but without success. >> if you do not fit in their neat little box of go here, fix that, fill out this form, they do not know how to be helpful. mike: with six years of frustration boiling over, she contacted 7 on your side.

and we contacted the dmv which told us it could not let her register the car because of a -- it belong to someone else. someone else turned out to be her daughter, who was apparently gifted the car from her mom many years ago. the daughter took it but decided she did not need it and let her mom have the car back. both apparently forgot to take care of the paperwork. so we contacted the oregon dmv and sent her daughter the title to the car and suggested she needed to sign the title over to her mom to complete the transfer. ludin has a license plate and up-to-date tags. the car now belongs to her and after six years, she is raring to go. >> as soon as i get packed and organized i'm going to take a road trip and drive this thing to yellowstone national park. and go camping and have some fun. mike: she says she is planning trips back to oregon and up to
