carmeniani is still in the hospital abc 7 news reporter liam. melendez has more on this attack and video of the man arrested. cell phone video shows the man san francisco police say brutally assaulted former fire department commissioner don carmignani with some type of metal object. right literally right here here around the corner in front of the gas station. he almost beat the man into the street with all these cars that you'll see passing by it was it wasn't one in one location. it was moving several people witnessed the attack which took place in several spots on magnolia and laguna streets in the marina district within a few paces from where carmignani lives the man arrested his homeless and neighbors here say he befriended these two other homeless people who have made this area their home. we spoke to one of them nate roy who gave us more details about the weapon that was said to be used by the alleged attacker it

wasn't for what was it? it was it was two round pieces of metal that has been broken nate roy who was with him claims. they were sprayed with bear mace because carmignani didn't like that. they were hanging out near his home. why why had somebody over the head like that and attack him as he was really this respectful we oh disrespectful. there was a big old hair old man was being disres. and then but is that enough to beat him up? sometimes these types of brutal attacks in these type of brazing attacks, and these are the type of things that have people anxious about what's happening. well other crime statistics remain steady or have gone down. the police chief is right according to the abc 7 news neighborhood safety tracker so far this year the number of robberies has gone up by 14% compared to the same time last year and assaults also on the

rise by 2.2 percent carmignani remains at san francisco general hospital with injuries to his head and face, joe elioto visited him and as we were interviewing him, we were interrupted by someone incoherent in san francisco. don't have a mechanism to take care of people who are having mental health issues. and so as and here we have a very good example of this. i'm from the east coast i moved here because i love this city and it's becoming more and more disturbing to live here. and the supervisor district catherine stephanie issued a statement in which she says, please know that i share your outrage and your commitment to creating a safer san francisco. stephanie was one of the supervisors who supported allocating an additional 25 million dollars to pay for police overtime given that there is a shortage of officers on staff. the newsroom leanne melendez abc

year to other cities as well. you can find the neighborhood safety tracker on our website. just go to abc7news.com the san jose police officers association executive charged in a drug distribution distribution scheme has officially been fired the police union has finished the first phase of an internal investigation involving joanne segovia abc 7 news reporter. zach fuentes has more it's been a tumultuous few weeks for the san jose police officers association. the poa's executive director. joanne segovia was charged with attempting to import illegal synthetic opioid drugs specifically a form of fentanyl from overseas federal prosecutors say it was part of a year's long scheme to distribute them in the us investigators say segovia used her personal and office computers to order the drugs and agree to distribute them elsewhere in the country. the poa says they had no knowledge of it and have been conducting an internal investigation on friday the announce the first phase of it is now over as a result. we have terminated her

employment the poa would not elaborate on what findings in that investigation led to the firing. we reached out to segovia's attorney and have not heard back the poa says the next phase of the investigation will be bringing an outside independent investigator or looking to identify. someon record someone that's an expert to be able to come in. take a look at our overall. protocols are procedures things that we have in place. could there have been something that was in place. that would have identified this type of behavior sooner but least accountability groups and human rights advocates raised questions wednesday about the years-long drug smuggling case do not have the po. a to say we're going to do an internal investigation. that doesn't work. the poa says they're searched to bring in an external investigator was planned and is not in response to cause from the community groups. we plan this from the very good go we have taken it.

election is announced. washington faith the blue bay abc news and this is video from today as vice president kamala harris arrived in tennessee tonight to meet with the expelled lawmakers. attorney general robbanta is backing new legislation from a san diego lawmaker that aims to protect victims of predatory businesses vonta joined assembly member brian mayshine today to call attention to a bill that would establish a victims of consumer fraud restitution fund. it would be funded by the penalties paid by businesses that violate the law even if they become insolvent. with the new restitution fund we'd be able to recover ill-gotten gains from consumer from corporations who break the law and help make whole people who've been used abused left in the dust of a crumbling company. mainshine says the bill will not only help consumers but also deter businesses from wrongdoing. a lot more coming up a close call today at the masters.

food. it's a huge problem because when it gets trapped between layers of plastics and other trash it releases the worst greenhouse gas. methane studies have shown that the climate footprint of food waste is larger than the entire aviation industry. you can reduce at least a third of your food waste by just taking your foodstingep ts litt binerentile're ready outside. it is still gonna release carbon dioxide when it breaks down but far less harmful than the methane it'll produce if it went to a landfill. next priority get rid of plastic less than 10% of plastic gets recycled properly and plastics in the environment break down into microplastics that then end up in our oceans the fish we eat and eventually our bodies some studies suggest that this could cause health problems dishwasher pods are big right but they still have plastic. there are ones that don't instead of the throwaway sponge. we've had the silicone sponge. don't add me for two years.

coast is to protect the dwindling chinook salmon population, but the effects are being felt across the fishing industry abc 7 news reporter cornell. bernard says the bay area lawmakers are hoping that federal disaster funds can help. what am i going to do this summer? you know, what's the what's the buyers gonna buy? you know, it's it's really rough bay area 7 fisherman say they're facing the perfect storm when it comes to their livelihood on the water much like covid. there there will not be people who make it to the end of this disaster. they say that disaster is the cancellation of california salmon fishing season the official recommendation happening this week by west coast fishery managers the vote meant to conserve the dwindling chinook salmon population. there's a lot of fear and panic all up and down the coast. with families trying to figure out how they're going to pay the bills this year because there's no salmon commercial and recreational salmon fishing season typically spring lasting to the end of

summer, but this year there will be no season a fisherman have an extremely broad set of skills, and we are pretty good at thinking quickly in an emergency. things happen at sea and we can work with that. but this one is bigger than that. we need help representatives nancy pelosi and jared huffman stood in the rain at this news conference founding to ask congress for 300 million dollars in federal disaster relief to help those impacted by the shutdown. we can't afford to wait years and in fact, we've got to bring this disaster relief home in a matter of a few months. we have a good case and these stories that we heard today. they are the most powerful the most powerful arguments to say the least. it's been a challenging year for anyone trying to make their living here in the pacific waters last month the state closed commercial dungeon is crab season to protect the humpback whales where i expect to lose in excess of two million dollars this year pro shop owner can't eli says he's laid off ten employees from his business. it's not me.
