released in san francisco safety has been a hot topic recently following the deadly stabbing of cash app founder bob lee this morning. we want to take a look at the potential solutions when it comes to reducing crime in san francisco. first a look at san francisco's homicide rate fbi and police crime data from 2021 actually shows san francisco close to the bottom of the list of major cities in america with six points. 0.9 homicides per 100,000 people for perspective. the city with the highest homicide rate is saint louis, which has 66.5 homicides per 100,000 people. abc seven news reporter terry campbell. here's from mayor london breed about what is being done within the police department and on the streets to improve security in san francisco from a brutal attack on a former san francisco fire commissioner to the stabbing death of tech exec bob lee mayor london breed setting the city safety record straight saturday. i want to start by, you know, making it clear um,

that, um you know, both of these cases, the information is still not yet public. they're under investigation. the mayor cautioning people not to jump to conclusions when some of the facts of many of these cases come out. people are going to be surprised, she says social media has helped spread a message questioning the safety of the city. it is really heightened events like this as well as you know people who are jumping to conclusions about what they think is actually happening despite the safety perception, the mayor says progress is being made, pointing to the city's moved to put 25 million more dollars into police overtime. what that does is continue to allow us to do our jobs here and to make sure that we're not only out on the streets and we can respond to calls for service, but it provides us the ability to do these investigations around the clock. the city's at least 500 officers short, but

various offenses. and now anti oxman. a er is calling for more action, abc seven news reporter answer hassan tells us this comes after 17 officers were accused of misconduct have 17 names that are part of this department that point to some serious issues on friday contra costs. the judge released the names of 17 officers accused of misconduct. mayor lamar thorpe says the problem stems from the culture of antioch's please department while i'm outraged by all of this, as every resident should be outraged by this and more concerned and more irritated at the fact that our command staff, uh, somehow didn't know about this, so there's systemic failures and leadership here. thorpe issued a video saturday morning calling for an independent audit of the department's internal affairs process. he also wants a review of the hiring and promotions process to eliminate what he called racial policy in both practice and behavior. culture shock police department is a

problem. hmm and has long been a huge legal and financial liability for the city police department has been under a federal and state criminal investigation for the past year over a broad range of offenses, including alleged fraud, bribery and excessive use of force, the contra costa county district attorney's office says that investigation then uncovered that the police officers quote exchanged text messages which contain unambiguously and historically racist speech directed towards the suspects. the officers were investigating . at least 20% of the department is on lead for misconduct. so the mayor is 100% right. there's a cultural problem here. nissenbaum is the lawyer representing the family of angelo quinto seen in this video who filed a wrongful death lawsuit against the antioch's lease department. he believes it's important that the officers names are released so there can be accountability, especially since one of the officers named is said to be the president of the anti ox lease union. its own

condition is not known right now broadcast. if i audio has the chp call into dispatch from the scene first drove up to me. first gunshot was planning three. investigators have not released information about the suspect. new this morning a fraternity is facing a lawsuit. a former student at san diego state university, says the night of hazing put him in a coma and his life has never been the same since abc news reporters are in shock reports. this morning, a family of a former senior ago, state university student is filing a lawsuit against an off campus fraternity and nine of its members, saying they're freshmen teen nearly died during a hazing incident pre incident then was everyone's favorite guy . he lit up a room now it feels like we're getting to know a new bend, according to the lawsuit from benjamin brennan's family. two years ago when he was pledging kappa sigma fraternity , which the university said it

expelled last year, frat members forced him to consume drugs and hard alcohol amount set with literally kill most people. there was a 750 ml bottle of captain morgan rum. he was instructed he was commanded to drink it all, and they provided tobacco and marijuana and he was supposed to consume that as well . the lawsuit alleges that a fraternity member then rove brennan to a nearby hospital. and according to the lawsuit, then dumped his lifeless body while attempting to avoid responsibility. these boys just abandoned their brother and left him for dead. that's not that's not brotherhood. the 19 year old was in a coma. two years later, is still recovering. can't work now and we don't know if he'll be able to you can't go back to school. now all of those types of damages and all the emotional distress damages. he's gonna supper just two years prior to

brennan's incident at the same university, dylan hernandez fell out of the top of a bunk bed in his campus dorm room. hit his head and later died. he had been heavily drinking and another fraternity, the university's greek life organization, once again being called into question , and the brennans say benjamin is facing an uncertain future. greek life is a big part of a college experience, but i want to caution. the families have a long, thoughtful, serious conversation before your son joints. that type of community because you might think of not my son. my son is too smart. my son would never be involved in something like that. and that's exactly what i told myself and i'm lucky that he's alive. just hear the pain in her voice. the lawyers are also recommending that criminal charges be filed for hazing. they say a police investigation has been turned over to the d a s office. dorian shop, abc news los angeles new

developments in the second largest school district in the country union teachers and staff with the los angeles unified school district approved a labor deal after their three day strike in march. the deal was voted on this week by the union wages would be increased by 30% for workers who make an average of $25,000 a year. it also includes $1000 bonus for employees who worked during covid. district workers will also receive expanded health care benefits. the board of education still needs to approve of this contract before anything else happens. the school district says the board is set to vote on it on april 18th. innovation and sustainability is on full display in sunnyvale as the city celebrates the opening of its new city hall as abc seven news reporter amanda del castillo reports. it's being held as the first of its kind when it comes to energy efficiency is the first in the nation to be both zero energy and leed platinum, the city's mayor says it's a symbol of sustainability and innovation, ultimately reflecting silicon valley. we have solar panels on

doing that. these tankser elemel in sonoma. they've been capturing the roof rainwater during our recent storms that the school will reuse for its garden in the summer, when water isn't so plentiful. steven lee of the nonprofit cinema colleges center designed the system and helped install it in november when the kids are learning all of those lessons. we want them to learn about growing food and all of the bits about having an educational garden, water conservation and water capture is part of the curriculum, so it's a demonstration. nation system, in addition to it, actually providing you know the water that that would be needed to satisfy some some portion of the water budget for that garden. also in sonoma county winery and windsor is among four jackson family wines in northern california, also collecting rainwater. as the rain falls on the roof. it's diverted into a series of pipes that leads into tanks in our winery, um that we then capture the water in we
