k 25-year-old shooter was live-streaming during the attack. jobina is tracking aventis. jobina: officers arrived at old national bank within three minutes of being dispatched, quickly killing the gunman. he is described as a bank employee armed with a rifle. hours after the shooting, family and friends hazard at a visual -- a vigil to remember the victims. sources told abc news the gunman was recently given notice he would be fired and he left a note for his parents and friends indicated he planned to shoot of the bank. witnesses say the government walked into their credit conference room and started shooting. people rent, others scrambled to lock themselves into bathrooms and reportedly hid inside the vault. >> the lady next to me says what the -- and then he starts shooting. >> blood is on me from it. >> i want to thank

law-enforcement officers for responding and doing their best to try to save some of my friends and many others. jobina: the governor of kentucky says two of the victims were his close friends. two louisville metro police officers were also hurt. one of them, nickolas wilt, just graduated from the academy 10 days ago. he was shot in the head and is in critical condition. there have been 15 mass shootings that have happened in april alone. overall there have been 146 mass shootings in america in 2023. these cases are only part of the story. they are just a fraction along with the suicides, murders, or other shootings that make up gun violence cases in america. reggie: stunning nuisance -- stunning new stats shows how many americans are affected by gun violence. one in five adults say they have been threatened with a gun.

84% of people say they have taken precautions to protect themselves from the possibility of gun violence. one third of people say they have avoided large crowds in order to protect themselves from the possibility of gun violence. kumasi: gun violence is having an effect in the bay area. we are hearing heartbreaking words of a friend who nerd -- of a friend who knew five-year-old eliana. amanda del castillo you is live in -- amanda del castillo i live in fremont. reporter: details are still limited but we did hear from that family friend speaking on behalf of eliana's family saying in moments before the shooting the family was driving, looking up directions on their way to dinner saturday night. those points, one of them hitting and killing eliana.

that five rolled little girl. an update places the deadly shooting in the fremont area. the agency initially reported it happened in milpitas. becoming crushed into milk he does, saw a chp officer on the freeway shoulder -- and pulled over. chp is not linking the shooting death to the shooting that happened moments earlier on fremont bully hard -- fremont boulevard. we spoke with a family friend. >> i just got home from seeing them. they are crushed. a little bit is you to talk, little bit easier to make plans of what is going to happen. the biggest thing case doesn't matter. investigation doesn't matter.

it is all about eliana and celebrating her life and just remember how amazing of a girl she was. reporter: actually says she was there in the aftermath saturday night and remembers having to pick up her friend, eliana's mother, from a crime scene. she recalls having a police escort to the hospital where they learned eliana had died. at the anna leaves behind her parents and three older siblings, including her brother who was only 11 months older than her. eliana would be celebrating her sixth birthday in the next coming weeks. we are told the brother was sitting right next to her and they were very close so you can only imagine what he is going through. chp is asking anyone with information between the stretch between fremont and milpitas to come forward with any information they might have. reporting live in fremont along

kumasi: the oakland city council will vote to end an action moratorium put in place at the beginning of the pandemic. landlords are not happy about this proposal because it would keep a moratorium in place to september to give renters time to prepare. landlords wanted to end now. the proposal includes new protections for rentals including changes to just cause evictions. dueling rallies are planned before the meeting. a vote is expected in the coming weeks. reggie: the board of supervisors is set to discuss reparations payments to the black community in san francisco. mayor london breed is expected to attend. it is unclear if any decisions on any payment or payment system will be taking place. the advisory board had of their monthly meeting yesterday. the reparations committee is set to release a final report in june with an expected decision

that. kumasi: the city of san francisco has been ordered to make its manned library and other facilities more accessible for people with disabilities. an appeals court made that ruling yesterday and ordered a judge to renew the possibility that 10 recreational centers and the botanical gardens need improvements. all of this stems from a lawsuit claiming the city violated federal law and many of the facilities with steep entrance ramps, bathrooms without the grab bars, and many other issues. reggie: after more than three years, two presidential administrations and a million deaths later, president biden has assigned legislation to enter the national emergency for covid-19 -- to end the national emergency for community. he plans to sign it on may 11. the public health emergency is what allowed for free covid test kits and other benefits.

how the young girl is being a merrill -- is being remembered. reporter: the latest updated places that deadly shooting saturday night in the fremont area of 880. we heard from chp about it happening in milpitas. after the shots were fired, the family continued driving. they crossed into milpitas where they found a chp officer parked on the shoulder. they pulled over. at this point, the agency is not linking the shooting death of eliana to the shooting that happened minutes earlier on fremont boulevard or to three arrests made hours earlier -- hours later in santa cruz. a family friend spoke on pat -- spoke on behalf of the family. ashley wasn't there in shooting but she said in the moments before the family was searching for directions on their way to n they shthded -- when they were shot at.

stretch of fremont and milpitas to come forward with that information to help out in this investigation. reporting live from a chp facility on 880 in fremont, amanda del castillo. kumasi: new developments in what was becoming a stunning scandal within the antioch police department. the contra costa public defender has ordered a review of all cases investigated by officers now accused in a texting scandal. 17 officers, including the president of the police union sent racist and homophobic messages. the texts were uncovered as part of an investigation into possible other crimes by police. thousands of cases past and present will be reviewed and could be impacted or even overturned. developing news in governor greg abbott is valid to pardon a surgeon

expulsion was nothing more than a modern-day racist and political lynching of a young black man for whom -- who stood up for what is right." kumasi: the justice department is appealing a judge's ruling in texas over approval abortion pill that has been approved for 20 years. jobina:'s ability tried to block the ruling that would block the fda's approval of method and system. if a logitech effect, the court's order would thwart the fda's scientific judgment and harm women. the abortion pill was approved by the fda more than 20 years ago and is used in more than half of all abortions in the u.s. the texas judge appointed by donald trump is arguing the fda's approval was based on unsound reasoning.

executives from more than 400 pharmaceutical and biotech companies blasted the ruling saying it ignores decades of scientific evidence and legal precedent. some democrats and republicans are urging the white house to defy the judge's order entirely. >> this is an fda approved drug. i support these of fda approved drug. it is not up to us to decide as legislators or even as the court system if this is the right drug to use or not. i agree with ignoring it at this point. jobina: hours after the texas ruling came down, a judge in washington state issued a contradictory ruling blocking any change to status quo rights as it related to the availability of the medication. that really only applies to the 36 states where it is currently legal. the texas ruling would apply to every state in the country. some democratic governors are

resources is holding a briefing to discuss the timing of sierra snowmelt and the potential of flooding. experts are expected to talk about the risk to san joaquin valley and kings county. water levels in the lake basin by nearing the tops of levees, something that has not been seen in four decades. if it spills over, it could flood the farming town and state prison. reggie: california's drought maps, these images tell the story. look at the differences in the current map on the left versus the old map from a year ago on the far right. with our local reservoirs in a much better place, the question becomes, is it time to rethink water rules we have been adhering to? gloria rodriguez is in the newsroom tracking key decisions being made today and how it can save you on your water bill.

gloria: some bay area agencies are considering easing mandatory water restrictions and that could mean lower water bills for you. the san francisco public utilities association will resend a surcharge that can save households 15% on their bills starting next month. the santa clara water valley board will vote on reversing their emergency drought restriction which would end the 15% call for water reduction. peace senior resources water specialist there says that means retailers could end surcharges. lower water bills would be a big financial of the for homeowners. -- were put in place in june 2021. >> it is quite a bit. >> i said goodbye to the model
