moving forward, finding solutions. this is abc7news. ama: tonight, fears calls for freeway cameras. a five-year-old hey tonight we take a look at the steps freeway in fremont. ama: no arrests have been made. lauren martinez is looking at the push to shore up freeway safety. reporter: three days after the deadly freeway shooting, a five-year-old. chp investigators shut it down for hours looking for evidence relating to the shooting which happened near fremont. >> our freeways have become shooting grounds. that has to stop. reporter: for years, dan romero has advocated for freeway cameras.

with several mayors support, contra costa county received federal funding to install a freeway security network along interstate 80 and highway four. now the hope is that other counties can get cameras. governor newsom announced funding for a pilot program to add more cameras on freeways across the state. >> got the money in 2017. i never imagine that six years later, i would be back on tv talking about this regularly. reporter: contra costa county was facing 115 shootings in a 13 month time span. by 2021, after cameras were installed, that number decreased by 68% according to the chp. >> will it stop the shootings? i don't think so. it is suicidal. reporter: the santa clara unified school district released a statement regarding iliana's death. the superintendent called the young girl a bright young soul and added, we deployed a district crisis team this

morning to support her fellow students and their families as well as our staff and have increased counseling support for her school community for as long as needed. lauren martinez, abc7news. dan: there's a gofundme set up to support the family while they grieve. it's just about $1000 away from reaching it $75,000 goal. you can find a link to it by looking for the story on our website, abc7news.com. let's move onto other news. police arrested a man they say sexually assaulted a woman in broad daylight in palo alto. the attack happened sunday afternoon as the victim was walking her bicycle through what's known as the california avenue pedestrian underpass. the suspect was arrested today on the campus of uc berkeley. police say they had put out information on the suspect to law-enforcement all across our area. ama: now to the major scandal in the antioch police department. we've obtained racist messages

among some of the departments officers. the issue came front and center at tonight city council meeting where two people had to be escorted out after exchanging words with the city's mayor. j.r. stone was there and has more. >> you want to go outside? let's go. i'm sick and tired of being attacked by these people in this community, apologizing for the racism that's going on in this community. you are the problem. you are the problem. reporter: tense moments between the antioch mayor and a community member in a special meeting where residents and public officials commented on alleged racist and homophobic text messages sent between some antioch police officers. >> it's disgusting. it's vile. we are not going to tolerate this. that put heard on me. what's happening? >> i can't believe it.

it's disgusting. it's more than disgusting. >> they have no business in being in law enforcement. >> for the other officers that are involved in calling black people by really derogatory terms, it's too much. reporter: part of an fbi and district attorney investigation have not been made public. our media partner obtained a report containing the texts in which officers used slurs and made light of national cases involving police violence. during tuesday's meeting, mayor thorpe addressed the text messages and vowed to make changes. >> this was in their heart. this is in their heart. it's not just 17 individuals we are talking about. we are talking about 24. 24. i'm not sweeping it under the rug. we are not going to do that.

they may get upset. the institution may get upset but i'm not hiding behind that. this is what it isn't we have to deal with it. reporter: there's uncertainty about how many officers are implicated in the report. the antioch police chief address the issue at hand, saying officers who may have been involved here are not currently on patrol. >> there's a lot of good officers in the police department who work hard every day. that is one thing i noticed was the dedication that these officers have to the profession. i'm not going to indict the entire organization. let's be clear, this is unfortunate. let's not gloat in this. this is very unfortunate to the city, to this organization, and to the profession. reporter: j.r. stone, abc7news. ama: an earthquake has struck in lake county. this happened just a few minutes ago. let's go to sandhya patel. sandhya: right now, i will show

you where the earthquake hack into. -- happen. as you take a look here, it struck at 10:30 p.m.. 4.5 magnitude. six miles. there have been multiple reports since then. we are talking about a dozen reports. the maximum magnitude is 4.5. once again, that earthquake near cobb in california. ama: thank you. now to new developments with the death of a champion cyclist around san francisco. a group ride took place tonight in honor of ethan who died last week in a collision in the presidio. he had a large group of friends in the cycling community. many of them showed up tonight. >> he shouldn't have died like this. nobody deserves to die like this. ama: this crash has calls for more protection for cyclists in the presidio. inactive for shared the changes he'd like to see on our show.

>> in an ideal world, there would be concrete there. i'm calling for the presidio trust to install traffic posts there that would help to prevent something like this and make drivers drive slower and more carefully. ama: the cause of the crash is under investigation. it happened in the presidio. it's being handled by u.s. park police. dan: it's our guiding mission here at abc 7 to build a better bay area. the city of san francisco is dealing with a safety problem. citing safety concerns. the whole foods on eighth and market street abruptly closed. it opened last year, located in the midmarket neighborhood. it was billed as the company's flagship store for san francisco. there was optimism it would help transform a neighborhood budding with new housing and tech offices. things did not go as expected. >> it's where all the homeless people are.

investigation. this follows a series of notable flaring incidents from nearby refineries. there was one in martinez last november that's a hazardous materials released into the air. it was enough to prompt a warning for people not to eat any produce grown in their yard. a proposal to phase out the addiction moratorium in oakland made it out of committee tonight and will go before the city council next week. it touched off a debate including tooling rallies. >> i don't believe that we should sunset anything. i think it's time for it to end. this sunset is just a bunch of you know what. >> this would take a load of stress off of my household. not only do we need to pay rent but we have utilities, we have food, we have other expenses that we need to account for. ama: if approved, the band would go away at the end of august. the ban was enacted during the early days of the pandemic. dan: the san francisco board of

supervisors will once again try to discuss reparations payments for the city's black community. today's meeting did not go as planned because of a fiber-optic cable that authorities say was severed by a vandal. that knocked out the city of san francisco's government tv live feed sub the supervisors decided to recess. comcast crew worked to fix the damaged wires. that meeting will resume tomorrow morning at 9:30. >> there's no vacuum asian warning in parts of monterey county because of a mudslide threat. it's one of several threats across the state. state officials warned as the snowpack begins to melt, it could bring heavy flooding. flood concerns rise. experts are unsure how the sierra water runoff will go. it could change depending on how warm the coming months are. >> people should be concerned. there's no dire predictions but there's the potential depending on how the weather plays out. ama: the department of water resources predicted that runoff should peak in may at 860,000

ama: a vigil will be held for the victims of yesterday's bank shooting. people will gather to pray for those who were killed and injured. a bank employee armed with a rifle open fire at his job. thomas elliott, juliana farmer, jeff barrick, deanna eckert, and david b is the honest were all killed. it victims are in the hospital including the officer who is in critical condition. kentucky's governor fought back tears during his public statement. >> i want to thank all of our law enforcement officers for responding and doing their best to try to save some of my friends. ama: the family of the shooter released a statement saying they had no morning their son would commit such a shocking act. the weight of gun violence can be difficult the process. that's why we put together a list of resources. visit our website for more

information and help. dan: you've heard a lot about the pandemic's impact on downtown spaces. there are major headlines today that we think deserve your attention. that's why we are making the focus of tonight's deep dive at 11:00. we will start in san francisco. it's one of the last in the pack to recover nationwide. one of the worst affected in the first few months of this year. office vacancies were at their highest level ever recorded. we learned another major name. salesforce will be dumping the remaining office space at 350 mission st and subleasing it instead. this is not a pro to san francisco. many across the country are on high alert for the financial threat posed by america's empty offices. the pandemic brought a major change to how many businesses operate. >> for so many people, not going to the office is much as they have before has had a seismic

impact on commercial real estate. dan: and the potential problem for america's banks. >> there's no question that there's some risk in the system associated with these changes simply because so much is change. reporter: offices sit vacant or underused. average occupancy is less than half of where it was in march of 2020 when the pandemic began. that's according to data from castle. that's dragging down the value of these properties. >> the real question is for the owners of these properties. whether they are experiencing financial distress or will in the future. dan: banks lend significant money to this sector. goldman sachs estimates that 55% of u.s. office loans sit on bank balance sheets. the decrease in values puts more strain on already stressed out banks. >> we are aware of the concentrations in commercial real estate. dan: jerome powell remained confident when asked about the

it's a shaky view looking at san francisco. gusts of 35 at sfo. 21 mile per hour sustained wind at half moon bay. the wind has dialed back from earlier today but still gusty. mount diablo at 32 miles per hour. onshore breezes are going to continue. tomorrow morning, 36 to 38 mile per hour winds. 2:00, 44 to 45 miles per hour near the coast. at 8:00 tomorrow night, still going to be on the gusty side. that's when the wind advisory goes up. runs until 11:00 thursday. gusts of 45 miles per hour. that could cause some issues. be aware of that. live view tonight. it's mainly clear. we have seen some very gusty wind. peak gusts of 54. you are looking at 48 at sfo and oakland at 35. here's what's happening in the atmosphere. this first front came through earlier this morning.
