continue to put the pieces together of what happened on that night. we had sky 7 overhead yesterday afternoon, early in the afternoon, after they shut down this specific stretch of 880 at the fremont border in search of evidence related to the shooting death. the closure was in place for hours as officers walked the roadway. saturday night's shooting turned attention back to last may, when the governor announced funding for a pilot program for an additional 200 freeway cameras to be installed across the state. alameda county and contra costa county were included in the push, though it's unclear how many of those cameras were installed on 880 and 500 $.80. we connect with the v romero -- the vice mayor federal funding to install a freeway security network along i-80 and highway four. the hope is other counties can

dark clothes was kneeling next to the manhole. it is not clear if he was questioned or detained. the meeting will resume this morning a 9:30. discussion of reparations payments for the city's black community is on the agenda. >> the state reparations task force will be holding an event highlighting the histories of black and asian american communities. it features a screening of a film and a panel discussion, which will also cover japanese american incarceration during world war ii. people will be advised on how to get involved in the reparations movement. the event in berkeley is free but you have to register. >> evacuation warnings are in effect in parts of monterey county because of a mudslide threat as state officials warned there could be flooding in multiple areas as snow begins to melt in the mountains. experts are unsure how bad the flooding could be from runoff in the sierra. it depends on how warm it gets. >> people should be concerned.

there's no dire predictions but there's the potential depending on how the weather plays out. >> the department of water resources predicts runoff should peak in may but could last until july. dwr is coordinating with the u.s. army corps of engineers to monitor reservoir levels. >> the objective in managing the snowmelt is to release, over an extended period of time, a constant snowmelt flood release in addition to the normal water supply release to allow for the project to fill while avoiding larger than channel capacity releases. >> the agencies are closely watching the basin. it's historically dry but water levels are nearing the tops of the levees. >> today, expelled t lawmaker justin pearson could be reappointed to the state legislature. >> thank you. pearson and jones were expelled from the tennessee legislature last week after leading a

gun-control protest into the house following the deadly school shooting in nashville. jones, who represents nashville, was reinstated monday. the shelby county board of commissioners is scheduled to vote on appointing pearson in an interim capacity until a special election to be held. democrats have a majority on the board. tennessee's governor's joining calls for tougher gun laws and that's a change for him. governor bill lee says he wants the legislature to restrict gun purchases and he wants a new bill passed before the end of the regular legislative session. lee has put pressure on lawmakers to draft this bill to specifically target calls dangerous people. >> it is important and possible to remove them from access to weapons. >> governor lee reportedly plans to sign an executive order to

>> developing news. i wildfire in southern new jersey is causing mandatory evacuations. officials say the fire grew to 2500 acres overnight and continues to threaten structures. the first fire corrupted in manchester township yesterday and is 10% contained. >> developing news in indiana. thousands of people have been evacuated because of a fire at a recycling plant sending toxic fumes into the air. this is the city of richmond near the ohio border. you can see how much smoke is coming from outside that plant. authorities are urging residents outside the evacuation zone to shelter-in-place. officials say that quickly

it comes a little over a month after a levee broke at the river, leaving the town underwater, forcing hundreds of people out of their homes for weeks. senator alex padilla and representatives will be joined by the regional flood management agency. if you are planning to drive to burlingame today, there will be a closure of interstate 82 at el camino real from hillside drive to adeline drive. it starts at 8:00 this morning and will go to 3:00 p.m. caltrans will be moving -- will be removing trees. drivers are asked to avoid the area and detours will be in place. >> information on the san francisco police officer who was hurt when a falling tree crushed his car last month. sergeant kevin berger was released yesterday. the police officers association shared a photo of the procession as officers escorted him to a rehab facility. a gofundme has raised almost $268,000 to help with the cost

aarer nero, obtained report detailing dozens of racist texts shared between nearly two dozen officers over two years. the report shows officers joked about harming black residents. one offered to buy a prime rent dinner -- prime rib dinner to anyone who shoots the may with a projectile used on protesters. some congratulated each other on violence used during protests. the texts have not been made public. things got more tense when the publication contra costa news reported when a community remember -- reported a community member called for an investigation into the mayor. the comment appeared to be in reference to accusations made against the mayor last year, accusations he has denied multiple times. >> i am tired of being attacked by these people in this

nickolas wilt was sworn in as an officer less than two weeks before the shooting. he's now listed in critical condition after getting shot in the head. his training officer was grazed by a bullet before returning fire, killing the 25-year-old shooter. police say the shooter, a bank employee, who sources say was about to be fired, used an 5 he bought just days before the attack. the weapon will eventually be auctioned off to a federally licensed dealer because kentucky law bans authorities from destroying seized guns. >> that murder weapon will be back on the streets one day under kentucky's current law. >> the shooter's family said overnight that they never saw any warning signs. louisville's mayor wants the state to give local municipalities to make some gun reform. five people were killed in this shooting, eight injured, and the white house again is calling on congress to pass gun reform legislation. >> thank you. it looks like there might be

we will take you to live doppler 7. we have a couple features to point out on satellite. this ribbon of cloud cover moving through southern california was a front that moved through here yesterday. it kicked up our winds yesterday afternoon. another cold front is about to move into northern california that will reinforce our winds today and also bring about cooler weather. today is the coolest day we have all week. by 11:00 a.m., generally in the 50's. this time of the year, we should be close to 70 if not in the low 70's. today, most of us will be in the 50's if not low 60's later today. it coincides with strong winds along the coastline. by about 4 p.m., we will see winds in excess of 40 miles per hour along the coastline. today, it's bright but we have a wind advisory for the coast and solano county. temperatures below average for the middle of april.

warmer weather will move in by the weekend. we will show you that in the forecast. let's check in with jobina to see how we are doing with traffic. >> good morning. i did reach out to the vta to see if we could get more information on when the light rail service will be reinstated. is temporarily suspended because of an overhead electrical line issue. they have not given us an update. they are not telling us if bus bridges are still in place. they had them in place until 6:30. it looks like that is not an option unfortunately. heads up if you rely on the vta for your commute. looking at the bay bridge toll plaza, metering lights came on and the backup is there. it goes into the maze, speeds under the limit on westbound richmond. speeds will pick up when you reach the center of the bridge. tracy to dublin, we had a crash earlier in dublin that's causing some residual delays in that area.

treasurer fiona ma will be joining an effort to let vulnerable residents of san francisco's chinatown know what their options are to keep medical coverage. this is about president biden's acting three weeks earlier to end the national covert emergency. millions of californians could lose health coverage. mott will be joining staff to speak to chinatown residents about coverage options. the emergency declaration wai rules and regulations to help americans obtain coverage. health care in service workers will be staging rallies at medical centers throughout the state, demanding it when he five dollars minimum wage -- demanding a $25 minimum wage. some say that low wages are making it impossible to make ends meet. they are demanding higher wages and cost-of-living increases. the rally is scheduled today at the uc parnassus campus. opponents say higher wages will lead to increasing costs for health care with patients having to pay more for services. >> your morning money report.

the epa will release new-car pollution regulations proposed by the biden administration. the plan also aims to ramp up production of electric vehicles. they won 54% of new cars sold in the u.s. by 2030 to be electric. the auto industry also pledged to make evey's 50% of new car sales by the same year -- make evs 50% of new-car sales by the same year. less than 6% of new cars sold last year in this country where electric. this is a proposal, not a requirement, by the biden administration. inside the chipotle restaurant of tomorrow. this chain once the concept to be the blueprint. these restaurants are powered entirely by electricity generated in part by solar panels on the roof. gas grills are being replaced with electric ones. chipotle also plans to rely more biodegradable take away containers and flatware. two of these new concept
