ukraine. "the washington post" reporting one document it obtained included the assessment that ukraine would fall short in its expected counteroffensive this spring. "the post" reporting the top secret assessment saying ukraine only has enough troops and equipment to make modest gains. but secretary austin downplaying it. >> they have much of the capability that they need to continue to be successful. >> and now, in another document, "the post" is reporting egypt, one of america's closest allies in the middle east was secretly planning to help russia offerig to supply moscow with tens of thousands of rockets. the document, which abc news has not seen, reportedly quotes the egyptian president instructing his senior military officials to keep the plan secret to avoid problems with the west. the white house would not say if the u.s. has intelligence that egypt planned to arm the russians, just that it never actually happened. while an egyptian official is

dismissing the report as rumors. now in the meantime, the secretaries of defense and state have been on the phone with top ukrainian officials as the u.s. is now racing to contain the diplomatic fallout is now ricochetting around the world. robin? >> we appreciate your reporting and as we heard, some of the leaked documents related to the war in ukraine. for the reaction there, let's go to our chief foreign correspondent ian pannell. good morning, ian. >> yeah, good morning, robin. that's right. ukraine is trying to play down the impacts of these leaks but the documents from february do suggest potential problems for the country. first, they face a dire shortage of air defense missiles and that the upcoming spring offensive may not be as successful as some expect. u.s. official confirming to abc news that the classified u.s. intelligence assessment does say that ukraine is unlikely to capture as much territory as last year's counteroffenses. ukraine is saying that the leaks won't fail the plans but under real pressure to deliver some momentum on the battlefield. meanwhile, russia is testing

intercontinental ballistic missile saying it's designed to test new strategic missile systems. that comes, of course, amid some recent prisoner swaps, but also now the director of the c.i.a. saying clearly that he thinks vladimir putin isn't serious about negotiations to even end this war. george? >> ian pannell, thanks. president biden is dealing with the arrest of the journalist in russia. he called the family on the way to belfast and the special envoy roger carstens is leading the way to get him home. thank you for joining us this morning. has any american diplomat made contact yet with him? >> as of this time, no one has made contact with him from the state department or united states government. >> what do we know about his condition? >> as we understand, he's in good spirits. his health is good. but haven't been able to verify that by way of a consulate version. we're urging the russians to allow access. >> have you personally spoken with the russians? >> i have not. i would imagine the coming days,

weeks, months we will have a chance to start engaging the russians on this topic. what i can tell you is that the secretary of state had a chance to talk to the foreign minister and other parts of the united states government, we've had a chance to talk to our russian counterparts so that we've begun in earnest to start sketching out what a negotiation might look like. but we have -- we have yet to get together with them to discuss how we're going to make this happen and get it done. >> give everybody a sense of what your job is exactly and what your strategy will be to get him home. >> in terms of what my job is, our job is to find ways to get americans out who are wrongfully detained or held hostage by terrorist groups. additionally, we spend a lot of time taking care of the families. so i'll have a chance to visit the family in pennsylvania in the coming days. we'll spend a few hours with them describing how we're going to partner with the family to bring their loved ones home. but really, my overarching job is to bring together and coordinate all elements of the

national government, members on capitol hill, members of the media and certainly family members to find a way and negotiating strategy that allow us to return their loved one home to the united states. >> in the end as we saw with brittany griner it will require some kind of trade with the russians, won't it? >> we don't know yet. i think these things are best done in private. i don't want to negotiate in public. if we start to show our hand and our strategy, that will decrease the chances of bringing evan home. some of the things are best not discussed. >> not just evan but paul being held by the russians. >> i had a chance to talk with paul on monday, the 10th of april. he called me from prison. spoke for about 15 minutes. we engaged with his family all the time. it's pretty much continuous communication with the wheeland family and that's really the mission, not only to bring evan home but paul home as well. >> thanks so much for your time this morning. robin? >> george now, the latest on the news breaking overnight that massive fire at a recycling plant in indiana sending toxic

smoke into the air forcing thousands out of their homes. alex presha has the latest. >> this morning, more than 2,000 residents in wayne county, indiana ordered to evacuate a toxic plume into the sky.llin- >> the smoke is definitely toxic. if there's a lot of smoke, they need to get out of it. >> the fire began tuesday afternoon. officials believe a tractor-trailer caught fire nearby. the flames spreading to this recycling facility 70 miles outside of indianapolis. the town's fire chief saying the flames were feeding off of unknown types of plastics. >> once the fire got out of control and down on us, we backed out real quick. and then went to a defensive mode. >> the blaze so big, it could be seen on these satellite images from the national weather service. the flames sending nearby residents sprinting to shelter. >> so many of us were outside looking at this spectacle. we had a tornado warning a few weeks ago, and to this looked

just as scary as probably seeing a tornado approaching. >> the town ordering evacuations within 1/2 mile. >> we don't know whether the residents can come back in until after we do the air quality testing. >> crews working into the night gaining containment but concern growing over the long term impact. >> the health effects of these disasters can be tremendous. >> while no injuries have been reported, officials this morning are frustrated by what some have told us was a lack of upkeep at the facility. the fire chief saying we knew it wasn't a matter of if. it was a matter of when this was going to happen. the state already on edge over receiving hazardous shipments of toxic waste from february's norfolk southern train derailment in ohio. and this town which is just over the border with ohio is rallying around the first responders. pallets of water, gatorade and a company that donated biscuits and gravy to the firefighters here. but as the sun was coming up, we got a chance to see what they're up against. that huge wall of smoke there in the distance, that is the fire.

when the shooter fires again. officer wilkes shot in the head. officer galloway grazed by a bullet, falling and then rushing to cover. >> he's shooting straight through these windows right towards the officer. >> soon after returning fire, killing the suspect. officials say the 25-year-old connor sturgeon, current employee at the bank, had set up an ambush in the front lobby waiting for authorities to arrive after causing more than a dozen casualties killing five people with an ar-15 he bought six days prior. >> we know he left a note. we know he texted or called at least one person to let them know he was suicidal and contemplating harm. >> overnight, his family telling abc news in a statement "while the shooter had mental health challenges which we as a family were actively addressing, there were never any warning signs or indications he was capable of this shocking act." the officer is now in critical

condition. the deputy chief commending his bravery on just his fourth shift as a police officer. >> the officer was a brand new officer. he had no experience. he was going based on two things. his training and his character. >> memorials now growing at the steps of the bank. five crosses for five lives taken. josh barrick, tommy elliott, juliana farmer, jim tut and diana eckert and in the wake of the massacre, the chief medical officer calling for officials to do something to curb gun violence. >> we barely had to adjust our operating schedule to be able to do this. that's how frequent we are having to deal with gun violence in our community. >> and the mayor also pointed out under kentucky law, the ar-15 that was useed in this shooting will eventually go up for auction and could be back out on the streets. tonight in louisville, the city has planned a significant vigil honoring these victims. >> to politics now, latest

candidate to launch a race for the white house. south carolina senator tim scott contacted the news overnight and rachel scott is here with the details. good morning. >> at this point, senator tim scott has all but declared he's running for president. sources say that the south carolina senator is launching an exploratory committee for a presidential run. i just talked to his sources who say he's going to release it in the video you see here. it is a soft launch and allows scott to start raising money that eventually would be transferred to his campaign. it's the biggest step that he's taken so far ahead of 2024. and it comes as he's set to test his message in key primary states this week with stops in iowa, new hampshire and south carolina. senator scott has long been seen as a rising star in the party. but if he does enter this race, he would not be the only republican from south carolina. the state's former governor niki haley launched her campaign a few months ago and like haley, senator scott once promised he would support donald trump for president in 2024. now, it's looking more and more likely he would be running against him in a republican field that's only expected to grow even more crowded.

>> understand why south carolina politicians want to get in. that's an early primary state. but at the same time, you got the other senator lindsey graham who is a big supporter of donald trump. >> exactly, george. this is the thing here, the announcement by former president donald trump to announce his third bid for the white house has not cleared the field at all. so we're going to see, this is going to start to divide the republican party completely because on one hand, you have south carolina governor lindsey graham supporting trump and then you got potentially two south carolinaians in the race for president, george. >> rachel scott, thanks very much. robin? >> now to inflation and what's in store today as the latest numbers and prices are revealed. elizabeth schulze joins us live from a gas station in washington. good morning, elizabeth. >> robin, good morning. this report shows that inflation is continuing to cool off in part because of relief here at the gas pump in recent months though prices remain historically high. the consumer price index rose 5% in march from a year ago. that's an improvement from the 6% rate in february and is the slowest pace in nearly two

years. some of the places where price increases have been the biggest in the past year have been in air fares, up 18%, electricity up 10%. groceries and rent also higher especially for some of those staples like milk, cereal and butter. and now, after several months of lower prices, gas prices are ticking higher after major oil producing countries announced a surprise cut to oil supply. the national average this morning $3.62. that is up 9 cents from just a week ago. that's important to remember as we head into this summer driving season, prices still aren't at those record highs that we're approaching at this time last year when they were closer to $4 a gallon. guys? >> we'll keep that in mind. i know you'll be back in the next hour with what to do about those rising costs from gas to groceries. see you then. coming up, we have a scam targeting first time home buyers caught on camera at an airbnb. >> plus, elon musk's surprise interview released overnight talking about the state of

record heat for now two days in a row. even salt lake city right by us here went to 83, excuse me. they were just a record low last week. so a lot of change really quickly. we're fully in the swing of spring. you can see the numbers here. chicago could see a record of 81. 78 cincinnati. that will keep marching east and that's where we'll see the numbers not just 15 but 20 and 25 degrees above average. new york city can close in on 90 degrees which is quite early. 80 for boston would be a record. philadelphia will go in the 80's as well. this is a very warm stretch and it's not just the afternoon highs but it's those overnight lows. that's going to be remarkable. we should stay above 60 degrees for five nights in new york city. that's the big picture. let's get the local weather in 30 seconds.

suspicious of the couple in november of 2019 when they caught chad in a lie during a welfare check for j.j. >> i asked him how he knew lori vallow. and he stated that he hardly met her, hardly knew her. that he only met her a couple of times. we knew that lori vallow and chad daybell had been married two weeks prior to my contact with him. >> the next day, investigators say they obtained a search warrant for vallow daybell's apartment and found evidence that it was lived in but no sign of her. >> everything that looked like someone had lived there except for there were no clothes on the hangers. there were just empty hangers in all the closets. >> they say they also found guns, ammunition and haz-mat style suits. police say the couple fled to hawaii where they were tracked down in january of 2020. east idaho news capturing the moment police served vallow daybell with a court order to return the children to idaho. >> where are your kids?

comments on social media even taking breaks all together from being on line reminding people you just don't know what someone is going through, guys. >> sure don't. good advice there. thanks very much. turn to inflation now. new figures out this morning, elizabeth schulze is at a gas station in washington to look at the numbers and what you can do about rising prices. good morning, elizabeth. we're talking about the consumer price index here. >> right, good morning, george. well, the consumer price index shows that inflation has been cooling but is still uncomfortably high. that index was up 6% in february. what that means is that american households paying $372 extra every single month for the same goods and services compared to this time last year. the prices of utilities, rent and groceries are still going up, could still be a while before we see those prices start to drop. >> that's a big difference right there, year over year. how do you lower your grocery bill? >> well, especially when you're thinking about staples like eggs, butter and milk. those prices especially high. so one thing to consider when

dula and had a home birth with her second and third children. birth at home carries its own set of risks. >> i told by my doctor the clock was ticking and time to have a c-section if i didn't continue to dilate and if i didn't deliver soon. i asked for more time, you know, it's funny to say that, you know, to ask for permission. >> 2020 data across the u.s. shows about 1 in 5 to 1 in 3 women undergoing c-sections to give birth. and an epidural rate hovering near 80%. >> there's been concern about how high the caesarean section rates have been in this country. and we want to apply care where it's appropriate. and i think we have seen circumstances where sometimes women aren't offered the full set of options or aren't given the full information they need to help make the best decision for themselves. >> so after your two home births, how does that impact how you moved forward? >> as a provider yourself? >> the biggest thing i feel is just talking to the patients, really explaining things, giving

true informed consent and allowing them to be autonomous and focusing on the postpartum period and what's necessary to keep a mother healthy, you know, in that crucial time after birth. >> and recent c.d.c. data showing how crucial postpartum care is. finding half of maternal deaths happen one week to one year after giving birth. and while about 1 in 4 of those deaths were from hemorrhage or cardiac conditions, nearly the same amount, 1 in 4 were from mental health conditions with more than 80 deaths attributed to suicide by new moms. the surgeon general says postpartum depression is a major factor, mental health and social stressors like lack of resources returning to work too soon are important drivers of these mortality numbers that are just unfathomable. >> when you hear the doctor in your report saying that she would have -- would rather give birth outside of the hospital, that's really telling. >> she's a practicing o.b. but that is her experience. >> thank you for that. very important report today.
