dinner with her parents in oakland, she returned to her car. she was parked on 24th between broadway and webster. >> it was so quick. reporter: someone tapped on her passenger side window while in her car, she leaned over and suddenly the glass shattered. >> they blew up the whole window right away and reached in and grabbed and they were gone. reporter: someone snatched her tote bag from the passenger seat with her wallet, house and car keys, and camera. >> i was screaming, trying to make as much notice as possible to get people's attention. reporter: it's been months since the terrifying ordeal. she just shared her post on instagram. >> i hope by posting this that they can -- that it can help more people. it looks like they were waiting for my spot and had locked me in so i couldn't leave. dr's lessons -- here are lessons i've learned from the situation. just because you are in your car and lock your doors does not mean you are safe, people can smash your window. i learned, don't linger in your car, leave us fast as possible. reporter: number two, women,

mind your purse. >> buckle it into your seat or put it in your trunk so there is no way to get it. reporter: she received hundreds of responses to her instagram post including one woman who says she always carries a black get in her car to cover her belongings on the floor. she has another suggestion. >> if you get your car keys stolen with your stuff, try not to leave your car unattended, if possible. reporter: her father stayed with the car until someone came back with the spare key. >> the robbers did drive by probably at least five times because every time the car, he gets close to the car, the car lights up and starts bunking. reporter: her boyfriend was at home in the marina district and immediately called locksmiths to change all the locks. we checked the safety tracker about crime in oakland. last year there were more than 2600 robberies and 11,700 burglaries. she says she's coming forward because she wants more people to be aware of what to do and what not to do. >> i just think all around the bay area, it's not that safe

anymore. reporter: in san francisco, suzanne f., abc 7 news. larry: we are working to try to build a better bay area looking at issues like crime. we actually have created the abc7 news neighborhood safety tracker to help you know exactly what's happening in your neighborhood. you can break it down city by city, crime by crime. you can even compare year-to-year to examine all the trends. given the story about the influence or whose car was being broken into in oakland, we decided to look at robberies specifically in that neighborhood, let's click over to oakland, you consider numbers are crunched, we found robberies are actually down slightly over the past 12 months compared to the annual average over the past three years. this data is from the oakland police department. if you want to know more about other crimes where you live, all you have to do is use this tool and you can click and get whatever information you really want. you can find it on abc7news.com. julian: we are keeping a close eye on the winds out there

because we have an advisory for parts of the bay area. we have a live look right here from the east bay hills camera. not moving too much right now. conditions are expected to change with gusty winds closer to the coast. with more details, let's check in with spencer christian about we should -- about what we should be on the lookout for. meteorologist: it's been a gusty day all day long especially near the coast as you pointed out. we have a wind advisory in effect for coastal areas, mainly the north bay coast until 9 p.m. tonight. the wind advisory will be in effect for the solano county and delta area from 8 p.m. tonight until 11 a.m. tomorrow morning, steady winds 20-30 mph with gusts above 40 mph. winds like this can blow unsecure objects around and cause power outages. we have gusts in many locations over 30 mph, especially at sfo and san mateo right now. going into the evening hours, the coastal gusts will increase at times this evening.

it will be windy in other locations as well. closer to midnight, the winds away from the coast will start to diminish significantly and after midnight, during the overnight hours, the coastal gusts will diminish. we are in for a call my day tomorrow, but in the meantime, we are getting a bit cool and most bay area locations. the temperature change shows it is cooler than now than at this time yesterday. the full seven-day forecast, a little bit later. larry: state lawmakers are visiting pajaro talking about efforts to reduce the flood risk for watsonville and pajaro, after the flooding of the town, forcing hundreds of people out of their homes, which lasted for weeks. the biden gave this area a major disaster declaration earlier this month. julian: a major decision has been made in the south bay. officials with the valley water

have voted to end the drought emergency which means the agencies that bring water to homes now have the option to eliminate the drought surcharges. zach fuentes has more on what retailers have decided and how it will impact your water rates. reporter: flooding and storm judge -- -- storm damage has made for a difficult 2023. in august of 2021, the coyote reservoir in santa clara county was only a 21% capacity. by january of 2023, it was at 100%. this reservoir, at 18% capacity, this last january, at 103%. the improvements led the board of directors to end santa clara county's drought emergency tuesday. >> that passes unanimously. reporter: they have the authority to declare drought emergency. they are not the retailers implementing drought surcharges. >> we are there largest retailer. we purchase about 90% of our water from valley water and they supply us with water and we

deliver the water. reporter: san jose water serves one million customers in cities throughout the south bay. since december of 2021, they have had surcharges for customers following the drought emergency declaration. san jose water customers were given an allocation for water usage using a metric called ccf, $7.13 were charts for each ccf they went over. those days are now over. >> we will no longer be giving out locations and no longer any drought surcharges for customers. reporter: many homeowners are glad to -- are glad to surcharge his gun. >> would pay a lot of money for what -- for water. >> we had a really wet winter, but the water table is still really the. reporter: they voted to keep the 15% water use reduction in place. continued efforts are encouraged by san jose water. >> we don't know what the next winter will bring. reporter: i checked in with other retailers to provide water

for next week. we spoke with the antioch mayor about some of those text messages. we want to warn you, some of these messages do contain graphic language. >> we go mexican so that blacks can feel safe. blame the blacks. someone else responds. , no response ability on their part. -- responsibility on their part. reporter: that is the antioch mayor describing for the first time some of the reset racist text messages allegedly sent by antioch police. the police chief was called to speak on the fbi's investigation into the department's texting scandal at tuesday night's city council meeting. >> we have three goals on the screen. we have 15 strategies and 20 measures of compliance. reporter: for the past year, the antioch police department been under a federal and criminal investigation -- and state criminal investigation for a wide range of offenses.

the mercury news reports the text messages were tracked from september of 2019 to january of 2022. it now involves 24 officers. 25% of the entire police force. 17 of those officers are now out on leave. >> we have adequate coverage, think you -- thankfully we have restructured staffing so the city is safe. reporter: they are putting officers on 12 hour shifts. they hope adding new recruits by the end of summer. but still the mayor says change is coming. he is calling for a special meeting next tuesday to begin the process of looking into the culture of the police department. >> we are going to start with internal affairs, the hiring and promoting practices. reporter: emotions ran high at tuesday's meeting. at one point the mayor challenged a public speaker after the speaker suggested the mayor be investigated.

[indiscernible] reporter: the mayor was criticized for his outburst. but he says he stands by his actions. >> i was not going to allow him to hijack the experiences of so many residents who expressed concerns about this police department and racism and biased policing. i was going to stand up to that and i don't care what it looked like. larry: julian: nearly two dozen sexual assault suspects are now under arrest in san jose. taken into custody during a month-long sweep of outstanding warrants by the san jose police department. >> these cases have been present from 2012 until february of this past year, so that goes to show you how these individuals have purposely absconded from justice, trying to evade law enforcement, it just didn't happen for these guys. julian: the suspects taken into

larry: today california and five other steps took a historic step to fight back against the vaping and flavored tobacco issues plaguing the bay area and beyond. juul labs has to pay $462 million and also abide by new marketing and sales restrictions as part of a multistate settlement. abc7 news reporter dustin dorsey breaks down what juul must do and how it will impact amenities locally. >> today we are announcing a historic $462 million settlement. reporter: a resolution reached between six states including california and juul labs, the e-cigarette many fracture, accused of causing an epidemic in youth, faced fears marketing restrictions. >> i am here as california's attorney general and also here is a father of three.

and proud to stand up here today with a message to e-cigarette and vaping manufacturers. if you set your sights on our children, we will set our sights on you. reporter: the settlement will force retailers to secure juul products behind counters and verify the age of purchasers. the company must stop using people under 35 years oldi in its marketing material. hes says california's will go to education, research, and enforcement efforts surrounding vaping and flavored tobacco. >> funding that will help our state healed from harm done and prevent more young people from starting down a path of addiction that can take a lifetime to end. today's settlement is a step forward in bringing juul to justice. reporter: the iteam dove into the issues surrounding vaping and flavored tobacco products like those sold from the formerly san francisco-based juul. despite city and state bans,

they found illegal sales continued at some smoke shop locations this year. code enforcement's division manager says today's sediment will help local efforts to help curb the deadly problem. >> the implement of the band before the state been one to affect. i think we've been ahead of the curve -- went into effect. i think we've been ahead of the curve. it not only the state has done, but nationwide, having these types of legislation only helps further protect the children from these products. reporter: the state is making it clear that young people come before corporate profits in california. in san jose, dustin dorsey, abc7 news. julian: it is starting to feel a lot like spring and the tahoe area which means the record snow that fell in the area in recent weeks is beginning to melt now. pictures from south lake tahoe show several feet of snow melting here. state agencies are urging us to take extra precautions and be aware of the cold water dangers, as the snowpack melts in the coming weeks and months.

rain and everything else. we appreciated. thank you. ready to practice a short time ago i game center. with game one happening close by in sacramento, we are talking 90 miles up the road northeast, both fan bases are showing their allegiances. ryan curry went to the midpoint in fairfield, talking with people about the game this weekend. reporter: for the first time ever, the golden state warriors and sacramento kings will face each other at the playoffs. it doesn't take long to get from center in frisco -- some from san francisco to sacramento. so we went to fairfield. the halfway point between the two cities and home to fans of both teams. >> i'm hoping for seven games and whoever wins deserves it. reporter: he owns the only sports bar in downtown fairfield. he expects saturday to be one of his busiest days ever. >> we experience it a lot like

football when the 49ers play the raiders and the giants play the a's. this has never happened. reporter: given that it's only a couple hour drive between the two cities, fans of both teams will live in the neutral lying areas expect the towns to come alive on saturday. thomas lozano there's a reason they will win the series. >> now, we have everybody and nobody wants to see us lose so i am excited. >> my brother is a warrior span. i've been telling him i don't have supreme confidence but i think we have a good spot and we will give them a run for their money. reporter: they say it is common for people coming from both cities to stop in fairfield. the top from downtown says all of their beers are local from either the bay area or sacramento. soon this town that sits on the border of both markets will be divided amongst which basketball team they prefer. >> it will be cool to see

julian: welcome back. time for some consumer news. larry: michael fenney is here with the headlines. good news regarding inflation. reporter: finally it's good to hear, new data out today shows inflation has slowed to its lowest year-over-year rate since may of 2021. consumcese

5% last mon compared to a year earlier. marking the ninth consecutive month of smaller price hikes. the report comes as the federal reserve aims to bring inflation down to normal levels without pushing the u.s. into a recession. despite an overall cooling of the inflation, many grocery store prices remain well above the average inflation rate. linkedin is rolling out a new way for users to identify their identities and where they work. they are partnering with clear, the secure identity platform, to provide verification for its members, free of charge. all they need to do was provide their government issued id and phone number to clear those for the airport people. it is one more way for users to demonstrate the authenticity of their profile. higher interest rates are hurting home sales, especially vacation home sales. a new report from redfin shows

mortgages for primary homes dropped by 13% last month. mortgages for second homes -- get this -- dropped 52% from pre-pandemic levels. that is the lowest level since 2016. interest rates for a 30 year mortgage hovered around 6.5% last month. that is pretty standard. but rates go up, people start going, "maybe i don't need a vacation." larry: i was hoping -- you were hoping to afford your first home. it's rough. a hard time for realtors and potential buyers for sure. thank you, michael. in the east bay, more help on the way for former foster >> in the east bay more help for youth. congressman mark presented a check to court appointed special advocates for casa. the money will help expand programs for mental health services for former foster youth. casa is near and dear to anchor

solutions, this is abc7 news. >> the warriors and the kings, playoff series begins on saturday here on abc7. the warriors headed to the practice court as they prepare to defend their title. sports anchor chris alvarez was in practice. joining us from the chase center, chris, a roller coaster of a season. the warriors have got to be happy. >> it's on to the playoffs and then the games that really count. >> this is all that matters, they are in the playoffs and have a chance to defend their title. we got great news for ourselves today, two of the first four games are on abc7. saturday will be on the air and then game for will be next sunday at chase center on abc as well, so here is how the schedule lineup is as we look at practice video of stefan curry. we were not able to see the scrimmage but we saw him get up some extra shots. game one, saturday. game two, monday in sacramento. and we shoot back to the bay for game three.

basic things about men, popular idea is men go to their cave. you come home as a man and need time to recover. women go i want to recover with you, i want to talk with you, we need to be together and that is what she needs. years later, i am now giving a biological understanding. women need estrogen to cope with stress which happens when they're talking to you. >> is that what it is? >> men it needed 10 times more testosterone than a woman to recover from stress, so when we are not talking our testosterone goes up. say you are watching the news, relaxing, working out at work all day. this downtime allows his testosterone to recover and then he can come back into the estrogen world of connecting with his wife. if women do not understand that, they take that personally. >> it's interesting that there is a physiological reason. >> there is biology to this and when she is talking to penny on her stress level, the more words she can get out to a receptive listener is important.
