around the country, and her plans to revitalize our local economy and get downtown moving once again. >> for me, san francisco represents hope, opportunity. reporter: a sit down with london breed.the city making headlines recently for a murder of bob leo the closing of a whole foods and an ongoing drug crisis. i asked the mayor what she's doing to keep the city safe. >> are crime rates are down. our clearance rate in san francisco for homicides is at 85%. the rest of the countries averages at 60%. reporter: extra funding pushed through for the san francisco police department. public safety is one of her top concerns. according to the latest fbi data, san francisco's property crime rates are among the highest nationwide. from asides per capita, it ranges close to the bottom among major cities. oftentimes, the pr

than the reality. are you worried about the reputation that our city is getting domestically and abroad? that answer was yes. she says the city is taking steps to confront disparate -- this perception. >> we are looking at launching a campaign to get people to san francisco. we are hoping to launch it in may or june. reporter: we discussed her plan to revitalize the downtown core. offense vacancies are sitting at 30%. tech layoffs have hit the local economy hard. with hybrid work not likely to go away, breed says the city needs to reinvented central business district. she wants to attract new industries like ai and biotech into the city and convert unused office space into housing. >> what we are doing is trying to make it easier to convert office space for uses that people want, that people need. other than office space and make

our policies different than what they are now. reporter: no easy task in a city that is criticized for getting in its own way. do you think we have the political willpower to do that? you have been fierce advocates. you do have critics among the supervisors. >> i hope so. the money that is generated by downtown san francisco is the same money that those critics want to use for our social service programs. right now, our city is facing a $780 million budget deficit. reporter: she says there's no doubt that san francisco is in a transition time. she rejects the notion of the city entering a permanent downward spiral given the concentration of wealth and talent in our region. for her, the city by the bay will always be its magic. >> written the obituary of san francisco. i say to them, you better write in pencil because you will have to rewrite what happens as a

result of what we will see change in our city. more importantly, you will eat your words. reporter: another important thing was that many of these issues are intertwined and related to one another. they a each other. the mayor is aware of that. that's why she's getting the economy and city center moving again. she believes it's critical to san francisco's overall health. tim johns come abc7news. dan: growing calls for dianne feinstein to resign. she pushed back this evening and asked to be temporarily replaced on the judiciary committee. the senator has missed dozens of votes because of about with shingles. to democrats including ro , calling for her to step down. her absences holding up president biden's judicial picks. >> it is particularly painful to

them in the judiciary committee. feinstein is a member. to advance judges and judicial appointments, out of that committee, you need to have a majority of votes. without feinstein there, they don't have majority. dan: in her statement, she added that she will return to the senate as soon as it is safe for her to travel. ama: an appeals court partially blocked the decision by a federal judge in texas to suspend the fda's approval of an abortion drug. the fifth circuit court of appeals because the suspension and did allow the restrictions limiting access to the drug to stand. a coalition of groups is challenging the drug approval and the case is likely headed to the supreme court. in the south bay, a church is going to have to pay $1.2 million in fines for ignoring covid rules. a santa clara county judge reduced the fine.

calgary church has been lengthy legal fight with santa clara county, resulting in multiple lawsuits. the church chose to ignore masking and social distancing guidelines during the pandemic, citing religious freedoms. the church may appeal today's ruling. dan: in the east bay, the fallout from the races texting scandal that has ensnared a quarter of the police department could trickle down to the courts. according to our media partners, the contra costa county public defender's office things the scandal could affect thousands of cases and some defense lawyers are already moving to dismiss charges. it comes on the heels of a heated city council meeting last night that saw an outburst from mayor lamar thorpe during public comment. today, the mayor defended his actions. >> i wasn't going to allow him to hijack the experiences of so many residents who have expressed concerns about this police department and racism. i was going to stand up to that. i don't care what it looked like. dan: 17 officers are on leave

and 24 are under investigation. ama: two nashville representatives have been reinstated following a newly weeklong expulsion. justin jones was reinstated monday and justin pearson was voted back in today. >> they tried to kill democracy. they tried to expel the people's choice and the people's vote. they will awaken a sleeping giant. ama: the representatives who are both black were voted out last week while a third representative was saved by one vote. the tennessee three faced discipline after disrupting a meeting to rally for gun reform. some people said the republican leader's decision was racially motivated. jones, a grad of fisk university and -- university, received tons of support from his peers. alumni met about how to support him. >> we can support causes. we can support bills.

we can support groups. that's what we can do. ama: the 36 republican lawmakers denied that their vote was racially charged. a new proposal to accelerate electric car sales could be a historic right -- crackdown on auto pollution. the biden administration announced that two thirds of new cars will need to be electric by 2032. this includes cars, suvs, and pickup trucks. the rapid push will help the country's fight against climate change but the plan is expected to face backlash from automakers and consumers. california is ahead by requiring for 100% of new passenger vehicles to be electric by 2035. abc7news took a deep dive into california's push to zero omission vehicles. you can watch california dreaming on demand in the abc 7 bay area streaming tv app. dan: new 11:00, the big lake tahoe's on. the warmer spring weather is

starting to melt the snow. there's a lot of it after the winter we've had. we've told you about the flooding concerns but there's another potential concern lurking. it's looking for food. as j.r. stone explains, the bears are coming out of hibernation and their hungry. >> get out. go away. reporter: the bears are back. out from hibernation and experts say they are looking for food in the lake tahoe region and beyond. >> unfortunately, they do have that power of cuteness. you have to put that in the back of your mind. that's a very large wild animal. reporter: chris chopra -- joseph says his colleague recorded this video from her dining room in the sierra a couple weeks ago. she made sure to be as loud as she could so the bears new they weren't welcome. >> we've had a lot of calls like that, them going up to windows and pushing on doors to see if they can get in.

they know there's food in houses. we are encouraging people to keep their doors and windows locked. reporter: and brian recorded this video recently of a mama bear known as jacuzzi and her cubs. a few of the hundred 50 bears that were under homes this year during hibernation. now snow is melting along with the bears coming out like this massive one in tahoe city recently. vehicles are also emerging under snowbanks. we are seeing broken sleds that were left on the ground. >> as that melts, it's not just the plants and flowers and animals that are coming back out. it's the litter. reporter: joseph sent us these photos showing those with the league to sake lake tahoe busy cleaning up these littered sleds. brian says that while the snow is melting, it still covers the ground in many areas and they are especially concerned about mama bears being able to find food. >> there is no sitting and

dan: unbelievable. happening now, south is getting drenched with some places seeing as much is 20 inches of rain. turning street into lakes. it is so bad it closed the airport in fort lauderdale and travelers had to wield their luggage through the water. schools in miami have canceled classes tomorrow as well. there have been no reports of deaths or injuries but it's obviously serious. both menlo park-based metta and mattel are under fire for not keeping a better watch over the rock and play chairs that are still on the market. the product was recalled a few years ago for being linked to

dozens of deaths. the federal regulators say they are still being found on metta's facebook market place. officials want the companies to take immediate action to get these things off the market. metta said they take the matter seriously and removed all identified recalled goods. mattel has not responded. ama: we wanted to tell you about a great update to a story we brought you last night at 11:00. we pointed out her local job fair this morning at san francisco's ferry building. we saw it turn into a true haven for jobseekers. london breed was there for the second annual hospitality and small business job fair. she says it's a great way to boost the local economy. >> my hope is that this kind of event will help them to increase their capacity so that they can provide great hospitality to the public. ama: more than 80 businesses were looking to fill 1000 jobs ranging from entry-level to top-tier management positions.
