a.m. and later died. today police announced nima momeni was a rest the murder in the case. ama: police say that the two knew each other and this was not a random crime. for details, let's go to cornell bernard, in the newsroom with more. reporter: the police chief, offering few details on the murder but did say it was not a random crime because they knew one another. the da broke and -- da brooke jenkins, calling out those who spread false information about the crime early on. >> he was taken into custody without incident. reporter: the police chief, announcing a break in the case in the stabbing death of 43-year-old tech executive bob lee. scott says the 38-year-old was arrested in the east bay and charged with murder. according to his linkedin profile, he was a tech an entrepreneur who worked for expand i.t. lee and his suspected killer were not strangers. >> we can confirm that mr. lee

and mr. momeni knew each other. however, we will not be able to provide further details at this time. reporter: scott, not sharing information on a possible motive. sources say lee had two stab wounds in his upper chest. images obtained by the daily mail show lee stumbling along main street after the stabbing. lee, scene through the front side doors of the port side apartment as he attempted to use the ground. he died at the scene. the case, gaining international attention. >> i will say this, we've been on this around-the-clock from the start. i just want to make sure that the world knows that we have other homicides that we were -- that we work just as hard on. i understand and appreciate the interest in this case. that is not lost on any of us. reporter: san francisco district attorney brooke jenkins says momeni is being charged with murder and a special enhancement for alleging the murder was committed with a knife. jenkins called out elon musk by

name for putting out misinformation about the crime and for those who criticized the city for its street crime. >> the reckless and irresponsible statements like those contained in mr. musk's tweets that assumed incorrect circumstances served to mislead the world and their perceptions of san francisco and also -- in their perceptions of san francisco and also negatively impact the pursuit of justice for victims of crime. reporter: the mayor, praising the da and police chief for their work on the case. >> we appreciate their hard work to ensure that bubbly's family -- bob lee's family receives justice and anyone in the city receives justice. reporter: momeni will be arraigned tomorrow and she plans to file a motion to ensure he remains in custody without bail given he is concerned to be a public safety risk. ama: b bob lee's

writing in part, "we are thankful for the hard-working detectives at the sf pd for bringing him to justice." dan: tonight we are also learning about the man accused of killing bob lee. our coverage continues with lena hollande, more on the suspect's passed and the connection between the two men. reporter: was arrested about 8.5 miles away, on the other side of the break bridge and his left and emeryville -- at his loft in emeryville. while it's not clear how they knew each other and what the motive was, according to the suspect's linkedin page, the 38-year-old also ran his own tech company for the past 13 years called expand i.t., based out of emeryville. but within hours of his arrest, his company's website went dark and phones went unanswered. his profile also says he

graduated from uc berkeley, was bilingual in farsi, and spent time working as a consultant for other bay area companies like cole strange. >> neighbor accused of the murder. reporter: this is the same pl police showed up with bullhorns to arrest him early thursday morning. while singer says he has not seen momeni in the past few weeks, he's never noticed any red flags. >> is a very outgoing, suite, down to earth -- sweet, down to earth very professional gentlemen. this is a complete shock to us, to everyone in the building. he's a good neighbor. reporter: one of his many close friends is breathing a sigh of relief after hearing about the arrest. while he personally did not know the suspect, he says his focus is rather on lee's grieving

family. >> this is a senseless act of violence and all we can do now is help his family and help them recover from this. we want to see him brought to justice. ama: the murder was a high-profile case that was given a lot of attention by police and the media. dan: that is brings little comfort of course to the families of those victims whose cases have yet to be solved. ama: lee melendez -- leah melendez is here to shed some light on one particular case. reporter: it has been 10 months since sam were shot in the marina district of san francisco and here we are, no one has been arrested. and his family is wondering why their son's case has not been solved, despite having so much evidence. it was the evening of june 1 2022.san francisco was preparinr

the golden state warriors nba championship parade with lots of visitors that weekend. the 32-year-old was a tourist at that night in the marina district. he was walking when he encountered someone in a jeep cherokee. he then approached the vehicle, words were exchanged, and as he was backing away, he was shot twice in the chest. the crime took place on alhambra and scott street in a quiet upscale san francisco neighborhood. this surveillance camera across the street was able to record everything, including the make and model of the vehicle from which the shots came. a great jeep grand cherokee suv believed to have three people inside. despite all this information, and to $50,000 reward, the murder has never been solved. sam's parents spoke to us last week from arizona. >> the problem is there are so many out there responsible for

this. there's multiple people that were in the car. so this person needs to be behind bars before this happens to another primary. ---- to another family. reporter: today we asked police chief williams. if the murder investigation would receive as much attention. >> we hire retired offic retired investigators to assist in these cases, we have a cold case unit and we don't give up on these cases. if the evidence takes us to an arrest, we will definitely make that arrest. with that case, we still have more work to do and we will do more work. reporter: so far police have solved 85% of homicide cases the seer. >> to make it clear, people who commit crimes in our city of any capacity will be brought to justice. that is our goal to make san francisco a better more safer city for each and every one of us. reporter: during the press conference, police were quick to point out that they have solved a 1994 homicide case.

the name of the victim is ana urdiales, murdered in january of 1994, and that is all we know so far. if you ask me, was this timely? have to say, absolutely, mentioning a 94 case, and they know they have to solve the very important high-profile case. bob lee. there was pressure from everywhere, social media, and so forth, but they really wanted to point out this 1994 case to say, we are on it and we will not forget the victims. ama: bob lee's death was bolster the narrative that san francisco is an inherently dangerous place. while some feel that way, the data shows a different story, the city's homicide rate in 2021 shows san francisco near the bottom of the list of major cities in america. statistically, there were 6.9 homicides per 100,000 people that year. the city with the highest homicide rate is st. louis which

has 66.5 homicides per 100,000 people. dan: let's move on. authorities are investigating a deadly freeway shooting in the east bay in oakland. chp says one person was killed in an incident involving two vehicles on westbound interstate 580 that happened at lakeshore avenue. the victim wasn't cited toyota tacoma pyramid a pickup truck that had smashed into a pole and was riddled with bullets as you can see. the second car, a toyota corolla, ended up about a block away with front and back and damage. the identity of the victim has not been released and there is no word on any other suspects or victims. ama: new developments -- a hayward man accused of threatening violence at the state capitol building in sacramento is now in custody. police and roseville arrested 30-year-old jackson p. this afternoon on attempted homicide charges related to a shots fired incident last night at kaiser permanente medical center in roseville. he is also suspected of making threats against the state capitol building in sacramento earlier today, which prompted a brief evacuation.

i had no idea how much i wamy case was worth. c call the barnes firm to find out what your case could be worth. we will help get you the best result possible. ♪ call one eight hundred, eight million ♪ dan: pg&e says a proposal could help lower bills for its customers who need the most relief. it calls for a fixed monthly charge that would be based on income. ama: while some pg&e critics are in favor of income based fixed charges, they are not in favor of the proposal for it. we have more. reporter: pg&e provides necessary utilities with the cost is more than families can afford. mark tony with turn, which advocates for affordable renewable energy, the organization he says gets constant calls of people struggling to pay their pg&e bill.

>> they've got to come back on food and shoes for the children -- cut back on shoes and food for their children because the rates are to god on high. reporter: pg&e says companies have submitted a proposal to the state's public utilities commission. pg&e sang the proposal would bring an updated billing structure for residential customers. that includes a fixed monthly charge for the costs that don't rely on how much power you use. in other words a cost that everyone pays for things like read maintenance and operations would be income based. and it would also lower the average amount residential customers pay for each kilowatt hour by a third. here's a breakdown of what the fixed cost would be if the proposal goes through -- low income customers could pay as low as $15 and no more than $30. moderate income earners, $51. the top 25%, pg&e admits that high income customers would have a build increase of 24% under this model. they say it would reduce bills for everyone else. turn says the proposal does not do enough or moderate level

earners many of whom still live paycheck-to-paycheck. >> it does nothing to address the fundamental affordability crisis. reporter: for now they say they have their own proposal which includes capping how high the puc can hike utility rates. >> we support the concept of having lower monthly bills for low income customers who are just struggling to make ends meet by having a slightly higher monthly bill for the high income and leaving the middle income customers right where they are. reporter: the pg&e proposal, based on a proposition set to be issued by july of 2024. dan: as the warriors get ready to hit the road to open the playoffs in sacramento, the fans here in the bay area are getting warmed up for the postseason in their own way. the blue and gold get together in san francisco. that story is next.

california's drought today, we are one step closer to a zero drought -- to zero drought in the state. the image on your left is this week, only 8% of the state is in drought conditions now compared to 25% last week and significant better than the start of the water year which began on october 1. dan: what a dramatic turnaround. that is really neat to see. we may get a little bit more rain. meteorologist: let's get to meteorologist sandhya patel meteorologist: let's talk about the drought. 25% of california, and the drought last week -- in the drought last week. october 1 of last year, 99% of our state was in a drought, so definitely a huge difference with all the storms coming through. 8.79% of the state or 9% if you don't want to be that precise is in a drought, so we have seen an improvement for sure from last week to this weekend we

decked out -- was all decked out in blue and gold in anticipation. ryan curry has a look at all the preparations. it is blue and gold day. san francisco and the rest of the bay area are ready for another warriors playoff run. >> people continue to try and count out the warriors. they said we wouldn't make it to the playoffs. well, guess what? saturday we are going to show them what we are made of. [applause] reporter: the warriors team executives joined the mayor at city hall for a flag raising ceremony, saying this team has the potential to repeat their success of last year. >> we have been to the nba finals six times in the last eight years and brought home four championships. reporter: the energy at city hall was also felt at chase sent. the first game will be up in sacramento. but just like last year, they will be hosting watch parties here throughout the city. which means you can expect a lot of crowds here in san francisco. >> it's great to see them play and i want to see how far they go. i want to be with my friends. we are going to be cheering and screaming. it's the enerha feed
