we are following the developments and have to warn you up front that this story does contain graphic language. >> it is clear that the antioch police department has treated that community echo war zone, and the community members as though they were hostiles. >> the attorney representing treyon peel, his arrest two years ago, part of a new investigation. a 14 page report prepared by the district attorneys office and obtained by abc 7 news reveals a series of text messages exchanged between antioch police officers as they relate to this case and others. officer eric romo texted "so many black people." another officer replied, "they all look the same." the response, "tell me about it, i feel like i am at the zoo. i hate these idiots." >> the report shows that my

client and one other individual were not only compounded with overarching racial hatred, but they were specifically targeted during the course of the investigation. >> six days into the investigation, there was this exchange, officer ramos, "my foot hurts, lol." response, "did you could the guy?" "yes, like a given the number of involved, they could be considered a police gang under california law. >> code 1029 and penal code section 13 670 that a lot of what we have meets the definition of a law enforcement gang. >> approximately 40% of ant police officers are engaging in these file text chains. at least 45 officers are on the

text chains of what has been disclosed thus far. 16 are in leadership roles higher-level roles like detective or sergeant. >> ellen, the chief public defender for custer county county, is calling on the district attorney to dismiss all antioch cases and review the thousands of prior convictions by the antioch police department. >> that is because there simply cannot be trust or confidence in the police coming out of the antioch police department, knowing that officers are falsifying their police reports and targeting and brutalizing black and brown members of the community. larry: abc 7 new the lawyers representing the police officers. they did not provide a comment. kristen: a santa clara city councilmember faces felony perjury charges for allegedly lying to a civil grand jury. prosecutors say anthony becker falsely denied leaking a grand jury report about an alleged

unethical relationship between e s. he isng the report to a local media outlet. heas yet to comment. the 49ers have issued a statement saying, "have cooperated fully with the district attorney's office in their investigation and will continue to do so. larry: back to our developing story about the stabbing of tech mobile bob lee. i news conference wrapped up a few minutes ago. kristen: the san francisco d.a. shared more details about what happened last tuesday morning. >> there was some type of dispute between the two men. at least that mr. nima momeni was upset with mr. lee about something prior to them leaving her residence. they left the apartment in millennium tower prior to the stabbing together. they got into esther nima momeni 's vehicle. he was driving. they ended up in the area of the stabbing, and that is where they exited the vehicle and

approximately five minutes later is when the stabbing took place. then, as you know, we have all viewed a video of mr. lee attempting to call 911 and find help and not being able to be successful with that. so, to that extent, yes, he was left to die. kristen: that is just a fraction of the new details we learned today from d.a. jenkins moments ago. larry: we learned more about the case in the timeline and documents released by the d.a.'s office. kristen: cornell barnard is live with more details. cornell: there is a lot to unpack the court documents, where prosecutors say the crime was planned and deliberate, possibly stemming from an argument between the victim, the suspect, about the suspect's sister. the 38-year-old murder suspect momeni was in court where his family sent heart symbols with their hands. >> the charges are serious. he has been charged order.

cornell: it p.m. on april 3, when lee and an unnamed friend and resident met up with khazar elyassnia, the sister of momeni and apartment of mission street, where the group was drinking. the unnamed friend told investigators lee left the apartment for his hotel room san francisco's one hotel, where he spoke to nima momeni by phone, who began questioning lee whether his sister was "doing drugs or anything inappropriate." the witness said lee assured the brother nothing inappropriate happened. court papers say lee later went to khazar's apartment street about 1239 time on april 4 -- 12:39 a.m. on april 4. video shows lee and nima momeni in the elevator before getting into his white bmw. they drove under the bay bridge where the two got out area that is when prosecutors believe

moeni stabbed -- momeni stabbed lee with a kitchen knife and then left the scene. lee stumbled on the side of an apartment building, where he collapsed. khazar mom saying, i just want to make sure you are doing ok because i know nima came way down hard with you and thank you for being a classy man. khazar momeni and he were in court but had nothing to say. nima momeni will be in court april 25 for his arraignment. the d.a. plans to ask a judge to keep him in jail because she believes he poses a risk to the public. cornell barnard, abc 7 news. larry: do we know about prior criminal history involving the suspect? cornell: court documents reveal that into 2011, nima momeni had a misdemeanor for driving with a suspended license due to a prior duionct a misdemeanor

charge related to a switchblade found in his car. larry: thank you. kristen: we turn to the latest on the national guardsmen accused of leaking highly classified government documents. larry: the 21-year-old suspect was charged in a federal courtroom in boston. we have the latest from outside the courthouse. >> 21-year-old national guardsmen jack teixeira faces up to 15 years in prison if convicted, after federal authorities say he leaked highly classified pentagon documents. in a federal court room in boston friday afternoon, he was formally charged with unauthorized retention and transmission of national defense of information and willful retention of classified documents. he did not enter a plea. >> this is not just about taking him documents. that is illegal, but this is about the transmission. there are serious penalties associated with that. >> after an intense week long hunt for a source of the leak,

investigators zeroed in on jack to share at his home on tuesday, several days before the fda interviewed a discord chat remember according to the complaint. discord is a social media platform where he allegedly posted the documents. officials indicating the platform, not identified by name in the complaint, helped the fbi track him down by giving investigators their credentials behind the account associated with the leak. >> what we are going to see is that security officials are going to take a hard look at how they safeguard and classify information and how they evaluate online activity on social media forearms and putting protective measures in place. >> the criminal complaint reveals charges are based on when government document that teixeira allegedly posted in february, but there could potentially be more charges in the future. the arrest comes as a teenager, whose identity was withheld, spoke with "the washington post" with permission from his mother, claiming to be a member of the group by knowing the alleged

leaker, calling him by the nickname "og." >> a young, charismatic man, who loved nature, god, shooting guns, and racing cars. >> the criminal complaint against teixeira says he had high-level top-secret clearance to sensitive information on a need to know basis. investigators still looking into a motive in this case. reena roy, abc news, boston. kristen: the san francisco fire department store innes avenue paramedics today. collectively, the group has 80 years of ems experience. department officials say the qualifications include college degrees in fire science, para-medicine, public health, and eight weeks of training at the ems academy. some new paramedics could report to their new assignments as soon as tomorrow. that would mean that begins a one, year-long probationary period with the department. larry: coming up, helping the homeless. san francisco's ongoing battle and their new plan. playoff fever. heating up as the warriors get

from the roof camera, the flag is blowing, along with the trees along the embarcadero. mid-60's nevada. 69 fairfield. let's look at those winds right . we are looking at live doppler seven and we don't have any rain, but that could change early next week. let's talk about what we do now. the climate prediction center issued an el niño watch yesterday, and basically said that we are starting to see warmer than average sea surface temperatures near the equator. there are signs that we will be seeing changes later this year. neutral conditions will continue through spring. remember, we were in a la niña last year. 62% chance of el niño developing between may and july. here is the range of possibilities. a four in 10 chance of el niño and a one in 10 chance

blding a rd bay a andng lu ts isbc 7 news.kristen: homelessness issue in san francisco has been difficult and frustrating. the outcomes could be a lot better. larry: today, the mayor introduced another plan to address the problem, which continues to tarnish the city image. leah melendez's live with details. leah: since

has been able to reduce the number of homeless people, those living on the streets by 15%. now, listen to this number. the city has set a goal of reducing unsheltered homelessness by 50%, and they think they can do it in five years. this was supposed to be a market rate apartment building. when they were unable to rented out during the pandemic, the city stepped in to purchase it, using state and local moneys. today, hundred 6 forrl homeilies will live at city garden with services to ensure they never go back to being on housed -- on housed. -- unhoused. >> the servers is to help them be successful. leah: there are 100 supportive housing buildings in the city. overall, more affordable housing is needed in san francisco. >> we are required under the state to build 82,000 units in the next five years. leah: today, the city laid out

another plan called home by the bay to try to make a significant dent in the homeless problem. the goal is to be more aggressive by reducing the number of people who are homeless and living on the street by 50% in the next five years, while lowering those who are homeless but staying in the shelter by 15%. to do so, the city says it needs to expand its building stock in every san francisco neighborhood. >> in san francisco, the biggest problem is the planning, conditional use permits. there are a lot of things that get in the way of this, so a lot of the key to success is going to be streamlining projects. lyanne: the plan also calls for being more equitable. for example, even though african-americans represent 5% of the population in san francisco, they make up 38% of the homeless population.

since 2019, the latino population has also seen an increase in their numbers. >> when we think about disparities and how we place people in housing, we have to make sure we are really having an impact on people's lives. lyanne: the mayor says this will require the help and support of not only city leaders but nonprofit, the private sector, and the government. the plan goes into effect in july. let's see how they do. kristen: but this is a very ambitious plan. how will we know if the city is on track to meeting the goals? lyanne: accountability, right? remember in november 2022, san francisco voters approved the creation of the homeless oversight commission. they will oversee how the department of homelessness and supportive housing spends its money and if they are meeting the goals. it is up to them. kristen: thank you. larry: now onto those plans for a 50-story skyscraper in san francisco's outer sunset neighborhood. these are the images of what the

structure would look like. it towers over all of the buildings in the area. the building would add 700 apartments, as well as a 200 car parking lot in the basement. now, it would be located at sloat boulevard between 45th and 46th avenue. not a lot of top buildings here. mostly single-family homes are now. suzanne phan has a closer look at the proposal. >> what do you think about this? >> it is definitely out of scale to the area. suzanne: imagine a skyscraper here at 2700 sloat boulevard. 55 stories. >> that does not make sense for an area like this. suzanne: the proposal calls for 712 apartments. 15,000 square feet of retail space, 113 affordable units, bike parking and a car basement. we showed neighbors renderings of the project.

footprint is sustainable out here. >> it is bizarre. >> it looks like it should be in dubai or the uae but not in the sunset across from the zoo. suzanne: we reached out to the developers but have not heard back. meanwhile, san francisco's planning department director released a statement saying, "the proposed project is flat-out inconsistent with local zoning rules and state density bonus laws. it sets back our efforts to appropriately add housing on the west side. frankly, it is a distraction." local leaders agree. >> it is a distraction from the housing work that we are doing. i do not think that they are relying on any housing law that i have authored as a legislator. i think that they are relying on the state density bonus law, which has been around for 40 years. >> we need housing through the west side, absolutely. that site needs housing. but to build a salesforce tower there is ridiculous. suzanne: in the past, more than 1500 signed a petition to stop another plan that would have put

up a 12 story building in the same spot. suzanne has lived in the outer sunset since 1993. >> i know there are a lot of issues with affordable housing and resources and spaces. suzanne: she says we need more housing but it has to be sustainable. she says the new proposal wasn't the answer. >> it is not fit out here in a visual way, but it also would change the entire community around here, the traffic, and the walkable neighborhood. suzanne: suzanne phan, abc 7 news. larry: you have some great views. [laughter] kristen: i guess. it does really stand out. larry: i would be surprised if the proposal gets this far because it does not fit. kristen: the robot takeover has begun. one bear of a scare.

about emeryville? larry: go emeryville. sandhya: i think in the bay area, a lot of people are conscientious about the environment and it is a good thing. larry: i think we need the whole planet to do it emeryville is doing. we are going to have to science our way out of the plastic problem in the oceans and everyplace else for that matter. kristen: we need the science to be real good because the people are not always so good. larry: you are right about that. forget about his next class, how about bunkbed class? air new zealand's launching bunk beds in economy class, including pillows, sheets, earplugs, a reading light, usb port --have to be charged up --and a ventilation outlet. you can book one for a four hour period. the beds launch in september of 2024 for longer flights. it is not clear how much it will cost but the airline was looking at pricing at $400 to $500 for a four hour window.

you will do almost anything to get one of those beds. sandhya: especially when you have a 22 hour flight and you can sleep for a few hours. kristen: you just hope whoever is in the other bunk is not that annoying person. this feels like a good value proposition because if you were justified first-class, we have those flat seats, normally, that can cost $10,000 more for such a long cross ocean flight. to be able to pay $400 $500 to get four or five hours where you can truly rest well and share that cost with four or five other people, that seems to make sense. larry: what about your kids?
