definition of a law enforcement gang approximately 40% of antioch police officers are engaging in these vile text chains at least 45 officers are on the checks chains of what's been disclosed. thus far 16 of them are in leadership roles or higher level roles such as detective or sergeant ellen mcdonald the chief public defender for contra. costa county says, she's calling on the district attorney to dismiss all antioch cases and review the thousands of prior convictions by the antioch police department. that's because there's simply cannot be trust or confidence in the police work coming out of the amyok police department knowing that officers are falsifying their police reports that they're targeting and brutalizing black and brown members of the community in antioch on abc 7 news. abc 7 news reached out to the lawyers representing the police officers. they did not provide remote provider request for comment.

well arrests have been made in the freeway shooting that killed a five-year-old girl last weekend court documents reveal. the shooting is believed to have been gang related abc 7 news reporter. zach fuentes found details linking the suspects to another shooting. saturday evening will mark one week since five year old eliana was shot to death while in the car with her family as they went to dinner in milpitas a family spokesperson telling us more about the young girl. he was so excited for easter he had a school event coming up a field trip. she couldn't wait to go. on those now more details into what happened that tragic night have been released prosecutors say it links the suspects behind that shooting to one other. here's what we know from the alameda county district attorney's office and court documents obtained by abc 7's i-team shortly before that deadly shooting at southbound 880 in dixon landing road. another person was shot at in fremont fremont police say they got a call saying that three men got out of a car and shot at someone police connected with the victim and viewed surveillance video of the shooting documents say the victim was walking on fremont

boulevard wearing red a color associated with the norteños gang. the da says the suspects are fremont sereno gang members arrival of the north daniel gang the suspects allegedly drove by the victim in a red honda commented on the color of the victim's red clothes shot at him return to the car and got away the victim in that shooting was not hit by the gunfire 15 minutes later according to the da the 880 shooting that killed five year old eliana happened. she was in the car with her mother father grandmother and half brother the honda believed to be connected with the suspects pulled the long side suv the alameda county. says the suspects believed it was a rival gang car the victims in the car say that two passengers in that honda pulled out guns and fired several shots into the car. eliana was hitting the chest later dying three and a half hours later santa cruz police noticed the license plate of the red honda on highway 17 pulled them over and arrested two suspects. a third suspect was arrested on thursday. those suspects are roberto anaya cristo, ayala valderrama and emmanuel sarango court

claim were the final hours of cash app founder bob lee's life. there was some type of dispute between the two men at least that mr. momenti was upset with mr. lee about something prior to them leaving her residents. in that phone conversation prosecutors say many asked to leave if his sister had done anything inappropriate earlier in the day when lee the sister and a friend were having drinks together lee said nothing inappropriate had happened according to the witness. so here's how the charging document lays out the final 12 hours of bob lee's life on monday april 3rd around 3:30 in the afternoon. glee another man described as a witness how many sister and another woman were drinking together in apartment in the 1500 block of mission street hours later lee and the witness left and went to his hotel the one hotel. that's where the witness heard lee speaking with momentum on the phone ■about the suspect's sister around 12:30 am on tuesday, april 4th. lee was seen on surveillance cameras entering the millennium

francisco has been both difficult and frustrating today the mayor introduced yet another plan to address this issue which continues to tarnish the city's image abc 7 news reporter leanne melendez joins us once again from the newsroom with more on those details leanne. well leanne sends 2019. san francisco has been able to reduce the number of homeless people those living on the streets by 15% now here's a new ambitious number. the city has set a goal of

reducing unsheltered homelessness by 50 percent and they think they can do in five years. this was supposed to be a market rate apartment building when they were unable to rent it out during the pandemic the city stepped in to purchase it using state and local monies today 168 formally homeless families will live at city garden with services to ensure that they never go back to being on housed. so the services are about providing the support to help them be successful. there are about 100 of these supportive housing buildings in the city overall more affordable housing is needed in san francisco. we are required under the state to build 82,000 units in the next five years today the city laid out yet. another plan called home by the bay to try to make a significant dent in the homeless problem. the goal is to be more aggressive by reducing the number of people who are

homeless and living on the street by 50% in the next five years while lowering those who are homeless. staying in a shelter by 15% but to do so the city says it needs to expand its building stock in every san francisco neighborhood in san francisco. the biggest problem is our own processes planning and conditional use permits and there's a lot of things that get in the way of this. so a lot of the key to success is going to be streamlining projects the land also calls for being more equitable for example, even though african-americans represent 5% of the population in san francisco. they make up 38% of the homeless population since 2019. the latino population has also seen an increase in their numbers when we think about disparities and how we place people in housing. we have to make sure that we're really having an impact on

people's lives. the mayor says this will require the help and support of not only city leaders, but nonprofits the private sector and the government and d on the plan goes into effect in july. okay. leon have to be honest all of this sounds so promising, but do we really know if the city is on track to meet any of these goals? well, you know there is accountability right so remember in november 2022 san francisco voters approved the creation of the homeless oversight commission now, it's comprised of a number of people people who are once homeless you have another person who knows and understands budgets and finance. another is a member of the business community and there is also a mental health specialist as well. so it's you know, well put together now they will oversee how the department of homelessness and supportive housing spends its money and also dion if they are meeting these goals right? i know we will be following it every step of the way. we shall see leanne in the newsroom anything. thanks.

time being and the fog will be back in the picture as we had towards tomorrow morning. i do want to show you an update from the climate prediction center yesterday the issued an el niño watch. remember the last few months. we were in a la niña now, we've moved into a neutral phase now looking a had what they have found is the sea surface temperatures near the equatorial pacific are higher or warmer than average and that is signaling an el nino here. so and so neutral conditions continue through spring. so we're going to keep that going 62% chance of el nino developing between may and july is what they're saying this year the range of possibilities for in 10 chance of a strong el niño one in 10 chance of no el nino towards the end of the end of the year and the reason why it's still too early to predict the precipitation is it depends on how strong that el? nino is if it's a weak moderate or strong or very strong el nino the last time i recall covering one of the worst el niños that we have experienced here in the bay area and also the monterey

boulevard. some cars are dodging the divots while others test their luck. hoping to not pop a tire cars dodge all day long trying to beat the potholes both ways. mike tatum has owned this car wash for over 30 years. he says the road in front of his shop has never been this bad that's supposed like this. you know somebody at night time and i'm on a motorcycle or some come through. they're gonna they're gonna get they're gonna really hurt yourself this week oakland released a report highlighting the damage to oakland roads from the storms in january. they estimate this damage guardrail off golf links road will cost around $250,000 to fix this road off claremont avenue is projected to cost around a hundred thousand they say in total fixing all the damage from january alone could cost them 7.1 million dollars, but what residents are mostly concerned about are the potholes oakland public works kind of nearly 400 new potholes in the month of january alone. a lot of them have these yellow painted circles to warn drivers, but if you ask oakland residents they don't think those warnings

are enough. i feel like i'm playing whack-a-mole trying to miss the potholes. i need a jenkins says she got a flat tire. just three weeks ago after running over a pothole. i had put brand new tires on my car two weeks later. i hit a pothole like the what felt like the size of a swimming pool and then i had to go spend another $300 to get another tire oakland says they're holding meetings with female on funding to make repairs. we reached out to the city for further comment and are waiting to hear back both jenkins and tatum say if the city doesn't act soon more cars will be damaged. i've been born and raised in oakland, i love oakland and i have never seen oakland so ran down. i wonder if it's even parable in oakland ryan curry abc 7 news coming up a skyscraper in the sunset district what it would look like next here with the neighbors think of the idea.

dubai or the uae but not in not in the sunset across from the zoo. we reached out to the developer siege planning llc, but have not heard back. meanwhile, san francisco's planning department director release this statement today saying quote the proposed project is flat out inconsistent with local zoning rules and state density bonus laws. it sets back our efforts to appropriately add housing on the city's west side and meet her housing element targets. frankly. it's a distraction local leaders agree. from the housing work that we're doing. i don't think that they're relying on any housing law that i've authored as a legislator. i think that they're relying on the state density bonus law which has been around for 40 years. we need housing all throughout the west side. absolutely that site needs housing. but to plop a salesforce tower there. i mean, it's it's ridiculous in the past more than 1500 people signed a petition to stop another plan. that would have put up a

a santa clara city council member is now facing perjury charges after allegedly lying about sharing confidential city documents with the san francisco 49ers abc 7 news reporter dustin dorsey. spoke with the legal analyst about what this could mean for the councilmember as as well as the team. lies leaks and litigation santa clara city councilmember anthony becker indicted on charges of perjury for allegedly lying under oath to a santa clara county civil grand jury district attorney. jeff rosen shared a statement reading councilmember becker violated the public's trust that an elected official would commit perjury and lie under oath before the grand jury strikes at the very heart of our justice system and requires accountability legal analysts stephen clark suggests the da brought on these charges because he believes they'll stick perjury happens every day. but it's rarely prosecuted because it is difficult to prosecute and the fact that the da has brought these charges suggests that they have a strong case in court documents prosecutors claim becker lied

under oath in november when he denied leaking a civil grand jury report to silicon valley voice into the san francisco 49ers.ths charged as a misdemeanor. the alleged lie is charged as a felony becker allegedly sent the report to the team's chief communications and public affairs officer a few days before it was to be publicly released. it detailed what's described as an unethical relationship between several santa clara city council members including becker in the san francisco 49ers. neither becker the mayor nor the city council responded to our calls by news time, but the team sent us this statement today saying the 49ers have cooperated fully with a district attorney's office in their investigation and will continue to do so, however, because this is an ongoing legal matter the organization is not able to make any further comment at this time clark says conviction on the felony perjury charge could mean four years. jail time and a removal of a city title perjury is a very serious allegation and it calls into question. someone's moral judgment and when you have a case like this where you're asked a specific

this tip goes to hopper and is completely optional customers have the ability to opt in or out wait. is that legal in california? again steve wagner from the california labor commissioner's office? that's something i'm probably not qualified to answer because when you get into the online you get into the problem of whose law controls. are we talking about federal law we talk about california law. we're talking about the law and the country where the website might be based. i don't know. well, then this is a complete violation of of the spirit and probably the letter of california law that requires tips to go to workers and employers and if it's not going to the workers and employers, they shouldn't call it a tip. they should call it a corporate surcharge, which is exactly what it is. but then again no one would pay for a corporate surcharge would they i ask copper for an on camera interview so i could understand why the company should get a tip hopper decline. consumer watch dogs jamie court
