which predicts that in california, 400,000 to one million acres will burn. that puts the state average or slightly above average for fire danger later in the summer. to put that in perspective, nearly one million acres burned in just the dixie fire and 2021 -- in 2021. >> we shouldn't expect fires in july. which is different from the previous years. reporter: right now, fu -- fuel moisture is high everywhere. >> it is a great year for grazing cattle this year. it should be. also a good year if there's a lot of grass to burn. you tend to have more intense and faster spreading fires. >> have a lot of downed trees. so there will definitely be a lot of fuel there. the good news is these

out in the report, we will have the fuels for fire this year because of all the rain we have had but the fuel is moist and at the moment which gives us hope for a less than average fire season. that is projected highs, from six to 13 degrees cooler than average. you could say that it is several degrees cooler than thisime day all around the bay inll.u hig wr anve a saturday, we get a big warm up but it's not going to be a heat wave. we are not talking about excessive warmth. we expect a little bit more rainfall overnight tonight into tomorrow, but under a 10th of an inch. not enough to produce flooding concerns. just enough to keep those fuels moist, as the experts were saying there.

have already filled some 2700 pothole since march 1 fills many as possible in the weeks ahead. kristen: santa clara city council member, accused of perjury in a case involving the 49ers appeared in court for the first time today. amanda del castillo was in the courtroom and has the latest developments. reporter: he leaked the documents then lied. court documents detail a then confidential draft copy of his civil grand jury report titled "unsportsmanlike conduct," scheduled to be publicly released five days later. . before that could happen, silicon valley voices revealed an article with great detail, the

49ers communications officer. it claims becker lied under oath, denying he was the source. the.he is expected to return ma3 to enter a plea. >> wen yu light of the civil grand jury, you are lying to everyone who lives here. when you leak a confidential report to the target of that report, you have taken sides against santa clara county. reporter: becker and his attorney, declining to comment after this morning's court appearance. jeff rosen emphasized becker ignored the law. the leak is being charged as a misdemeanor. the alleged lie, a felony. if convicted, becker faces a maximum sentence of four years in county jail. for right now he remains out of custody. the next court appearance, the arraignment is scheduled for may

3 at 1:30 p.m. amanda del castillo, abc7 news. julian: the san francisco school board is considering adding a bond measure for capital improvements worth $1.7 billion. the plan does not include money for the construction of the new school of the arts which had been promised back in 2016 to voters. the senior education reporter joins us live from the newsroom, leanne melendez. have beeom vots who feel cheated here. people e me havd,et built?t it was supposed to. but then the pandemic hit and some of that money was used instead for upgrades and filtration systems. the question now is, will the school ever be built, like voters wanted? the school of the arts is located in an isolated area of san francisco. many have argued that it should

be in the heart of the arts community, in close proximity to the opera, the ballet, the davie symphony hall, and the san francisco jazz center. >> if you can walk across the street and watch a dress rehearsal or have a master class, you are going to come away with experiences that you will never forget. reporter: that is the arts advocate who in 2016 like south -- like thousandsnanciscs ted location for the art school and arcenter to serve all public school students at 135 vanness avenue. it was a which $100 million were -- would go toward the construction of the school in the center. except that the money gotdiverted to other project s. >> i won't say that i feel cheated but i will say that i feel disheartened. i think they deserve better. reporter: with the money for the

school, the district was supposed to find matching fronts from private donors -- funds from private donors but failed to do so despite having the support of huge artists like michael thomas. few voters realize that what they voted on in 2016 never got built. when the money got diverted, the director of the california education partners was quoted as saying, "we have schools that have immediate needs that absolutely have to be addressed. this in no way closes the door on future bond programs raising money for the school of the arts." except that, again, most voters failed to know that the school board will soon be presented with a $1.7 billion facilities master plan to improve structural conditions at their existing schools, without any of the money going to build the new school of the arts and arts center as promised in 2016.

she is a former school board member. >> that is a tremendous oversight. how can you say this is a master plan for facilities and leave out a project to whi district has been committed for decades? reporter: here's what the superintendent told me during an interview shortly after taking office less than a year ago. >> not only do i want to support that school, i want to make sure we are providing opportunities for our kids in all schools it is a path to success and a path to developing critical thinking skills and problem solving skills that we have in our high school graduate profile. it's definitely a priority to support the arts programming. reporter: that was the superintendent in july of 2022. the facility's master plan has not been finalized, but again there is no money included in there for the construction of the school of the arts. it will be presented to the

board in may and t hope is that somehow it will be added and per the wish of the voters. julian: thank you so much. teachers in the oakland unified school district began voting today on whether to authorize a strike. the vote comes almost a month after teachers staged a one day wildcat strike. union leaders are urging members to authorize a strike in this week's vote. the union says increases in state funding should be enough to fairly compensate teachers. the district says it's committed to reaching an agreement the school year, with the race being a top priority. kristen: the u.s. department of evansville event has announced grants in housing vouchers to address homelessness. san jose and santa clara counties will receive more than $11 million in grant awards to prevent and end unsheltered homelessness in the south bay. >> i think the federal

investment is modeled after what happens herein santa clara. -- here in santa clara. the collaboration. that is something i am glad they saw. we just want to see it gummed up that much more. kristen: hud also contra costa county will get a grant awarded more than $5.3 million. daly city and san mateo county were awarded more than $3.5 million. in february's round of awards, other counties will get more than $15 million. berkeley's 2020 measure will require new homes and commercial buildings to use only electrical lines unless it couldn't be constructed without natural gas piping. the appeals court in san francisco ruled the ordinance conflicts with federal laws on energy efficiency. julian: still to come --

file and pay does not apply to residents and businesses located in lassen, modoc, and shasta county's. those three were not declared disaster areas. apple has launched its long anticipated savings account offered through goldman sachs. apple credit card earnings will automatically flow into the accounts. account holders can also direct deposit. that is starting with an interest rate of 4.15%. it will be a floating rate. major banks in the bay area are offering customers as little as 0.05%. david's bridal has filed for bankruptcy, the second time in five years the company has about 300 stores across the u.s. and canada and employs more than 10,000 workers. david's bridal stores remain open and the company says it plans to keep operating, including fulfilling all customer orders without disruption or delay.

>> building a better bay area. moving forward. finding solutions. this is abc7 news. julian: now to the growing outrage in missouri after police say a teenage boy was shot when he mistakenly went to the wrong home to pick up his younger sibling. kristen: it was released from the hospital a few hours ago. . the alleged shooter was released from police custody pending further investigation. julian: rena roy has the latest. reporter: hundreds of protesters, taking to the streets in kansas city, missouri demanding justice. the outrage comes after police say 16-year-old ralph y. was struck by a homeowner after mistakenly going to the wrong

home. police say the high school junior's parents asked him to pick up his sibling at an address on 115th terrace, but he accidentally went to a home on to his family he was shot in the head through a glass door after he rang the doorbell. yarl, now in stable condition. his aunt hopeful for a full recovery. >> it will feel a lot of love. because this is a lot of people. reporter: the shooter was taken into custody then released pending further investigation. >> we do have a police department is listening and cares and would take all of these cases seriously. reporter: the mayor of kansas city, saying there will be a thorough review of the incident to determine if any charges will be filed. the community, searching for answers and calling for an arrest. d motivated. that is an active investigation.

but i do recognize the racial components of the case. i do recognize and understand the community's concern. reporter: the family's legal team, saying the family is demanding swift action from the clay county prosecutors and law enforcement to identify arrest and prosecute to the full extent of the law the man responsible for this horrendous and unjustifiable shooting. the teenager's family is expected to hold a press conference tuesday. meantime police say they plan to get a formal statement from yarl once his condition improved and he is able to speak with law enforcement. kristen: 17 people have been arrested in connection with an investigation into rival criminal syndicates that span multiple california counties. the rival groups served were inscrutable authorities say the violence began with fistfights and sword attacks and escalated to at least 11 shootings.

the attorney general sayssays two other shootings. -- says least two other shootings. >> further harm has been prevented. every day we do one of those things it's a good day for public safety. today doing all those things is an extraordinary day. kristen: there are five outstanding warrants. investigators seized 41 firearms including an ar-15, ak-47's, handguns, and at least one machine gun. julian: tesla has disclosed to the federal transportation regulators that january's fatal crash on interstate 680 did involve the automated driver assist system. the tesla slammed into a fire truck at walnut creek. who are looking at pictures of the aftermath. it killed the driver and injured four firefighters. the fire truck was on scene for a separate traffic accident. bloomberg reports there have not been 17 fatal incidents involving tesla's automated

driving assist system since june of 2021. dels.en:n incentive gotma car bn starting tomorrow, the federal tax credit many new electric vehicles can get will be cut down significantly. julian: me av rned to electric vehicles. a move many say has been cost-saving in the long run. >> i spend far less now on gas. the car itself is not as expensive as ev's used to be. reporter: a big incentive to go electric has been that $7,500 federal tax credit. >> i drive a 2019 kia. it took 70 the price of my car. reporter: new models were allowed to get that credit moving forward. some will not qualify for the credit at all and some will get half.
