the department int policies will be audited. one of the people targeted in the messages is threatening a lawsuit. six years ago youth leader of the year was identified as a target and a 21 page report and that texting scandal. the report included a racist and sexually explicit message that came from the sergeants phones. she said she knows the sergeant personally and you see him here in this facebook post. >> very violated and traumatized. i feel unsafe in the city. reggie: she was born in the u.s. to a muslim family. she is concerned about the continued stereotyping of the arab and muslim communities. kumasi: new developments in the shooting of a six-year-old. and 85-year-old kansas city man

has been arrested. his pick up his younger brothers but went to the wrong address. the homeowner says he thought it was a break-in. when lester over the door he shot the 16-year-old once in the head and seven times in the arm. they say raise could be a factor but he will not face hate crime charges because he will not -- in missouri they carry a lesser sentence than the felony charges he is facing. jobina: protests have been happening across the country. as people grapple with it and what happened kansas city, people are finding their own ways to express their emotions, including 16-year-old san jose artist kyler gordon. he has been painting portraits of prominent people since he was 10 years old.

reggie: the pothole blitz is underway in oakland. the mayor and others took part in a ceremonial fill-in yesterday morning. the mayor said it was the first phase of a new event called one oakland spring cleaning. >> we are highlighting services that make their city cleaner and safer and a better place to live and that means pothole filling. i believe if we come together we can confront any of the issues in the city of oakland. reggie: she says this brinkley will feature daily events leading up to earth day on saturday. -- says the spring clean will feature daily events leading up to earth day. they will be filling in as many potholes as possible in the weeks ahead. kumasi: san mateo county will

celebrate the opening of its new navigation center that has sleeping units for the unhoused. it includes individual living spaces and is also pet friendly. reggie: supporters of public transit are planning to rally in san francisco city hall and are calling on the governor to increase funding. many agencies are struggling to recover from the pandemic. they've been funded through covid relief money from the federal government but that money will eventually end. summer morning if something is not done -- some are warning if something is not done we could see our public transit enter a death spiral. >> we are urging our governor to step up. overwhelmingly low income folks in the bay area, essential workers, people of color who are public transportation every day. reggie: he outlined what a death

the ceremony is set to start did start on the fountain just before 5:00 this morning. we typically see at 5:12, the exact time the earthquake rocked the city on april 18, 1906, we get a brief moment of silence followed by about 30 seconds of sirens to commemorate that specific moment. we also saw a wreath dedication. after all of the destruction in 1906 survivors came to the fountain to post notices looking for family or friends amid the rubble. it also held added significance as it is the oldest surviving monument from that day. in attendance this morning mayor london breed, the former mayor, and san francisco fire, police, emergency management departments.

more than 3000 people died and hundreds of thousands lost their homes. the 7.8 magnitude earthquake destroyed much of the city and caused billions of dollars of damage in today's dollars. we did hear from former mayor willie brown yesterday who encouraged people to try to get people to come out this morning. >> i think they ought to be here. i have been here consistently for multiple years at 5:00. in san francisco it is always a party. amanda: following that ceremony at the fountain, everyone moved to church and 20th street's near dolores park for the giltingf the fire hydrant. this is expected to last through 6:30 this morning. beyond remembering this event is also a reminder of the importance of disaster

fremont to oakland we are in the mid 40's. a live look outside the exploratorium camera featuring partly cloudy conditions. a cool april afternoon. we are staying in the 50's today. 10 degrees below where we should be. a closer look at these highs and snow falling around tahoe. we will have that coming up in about nine minutes. kumasi: the defamation case against fox news is said to get underway after last-minute delay. what is supposed to happen today? jobina: jury selection is expected to wrap up this morning and then opening statements will be made. there was news of a possible last-minute agreement between dominion voting systems and fox. that does not seem to have materialized. some thought that was the reason for the delay. the judge did say a delay like that is not unusual. >> it is not unusual. most cases settle without a trial and many settle on the courthouse steps.

i'm surprised this case has not settled. jobina: dominion is suing $1.6 billion about false claims made on fox news news about its voting machines. fox claims it should not be reliable because it was were laying what it believes were newsworthy claims made by president trump and its allies. tents have been set up to shield some of the witnesses, including some of fox news top anchors. the trials expected to last about six weeks. kumasi: 17 people have been arrested in to an investigation into rival criminal syndicates that spanned multiple northern california counties. the california attorney general's office says the groups targeted the sick community. search warrants were served. investigators say the violence started with fistfights and sort attacks which escalated to 11 shootings. attorney general says the

brickwork of law enforcement prevented two other shootings. >> future gun violence, future crime, future harm has been prevented. any day we do one of those things is a good day for public safety. today doing all of those things is an extraordinary day. kumasi: in addition to the 17 people arrested, there are five outstanding warrants. investigators seized 41 firearms including an ar-15, ak-47s, and at least one machine gun. reggie: fire experts are weighing in on the 2023 fire forecast from the accuweather meteorologist. if you thought all the rain was extinguishing our fire chance that is not accurate. this is predicting 400,000 to one million acres will burn. that puts us at average or above average fire danger later in the summer. nearly one million acres burned in just the dixie fire in 2021.

problems will arise once the brass dries out. >> when we get into fall we can always have high fire danger because it is the driest time of the year. kumasi: experts say -- reggie: experts say if you live by grassy hillsides it is more important than ever to cut the growth back. kumasi: the fire protection district has unveiled two state-of-the-art fire engines. firefighters pushed the trucks backwards into the station in half moon bay. this is a tradition that dates back to when firefighters had to dutch -- had to detach horses from wooden carriages. one of the engines will state half moon bay. reggie: do details about the ikea store coming to san francisco. the store will have round-the-clock security. our partner the sf standard says this comes after a downtown whole food announced its closure because of staff safety concerns.

ikea says the safety of coworkers and customers is the highest priority. the store on market street is expected to open in the coming months. kumasi: san francisco is launching a new program in an effort to breathe life into downtown called vacant to vibrant connecting landlords with cultural organizations and small businesses that would use vacant spaces for pop-ups. the applications are open right now. selected pop-ups will get a grant of up to $8,000 and help get permits the program will pay for. there'll be three rounds of this over the next year. each round will last three months and is expected to start in the late summer. reggie: san franciscans are remembering the great earthquake of 1906. ceremonies being held to mark 117 years since that day. amanda de pous-tio -- amanda del castillo you is live. amanda: the group cleared out just a few moments ago. we are standing here at 20th and

in our own lives. amanda: part of the theme and this morning was about that resiliency, the remembrance, and also making sure and reminding people to stay prepared for any natural disaster. they say it has not happened, 7.8 magnitude earthquake, since 1906, they want to make sure anyone is prepared for anything that comes our way. speaking about san francisco's resiliency, these people who are out today dedicate every year to this because they say it is important to them and gives them a chance to thank the first responders who have come since then for all of their hard work and keeping the city safe. that is something they wanted to emphasize. you can always visit this golden hydrant at 20th and church streets. there is a wreath on it right now. i talked about the rededication.

dianne feinstein on the high-stakes judiciary committee but the plan could 89-year-old dianne feinstein has been recovering from shingles since march 7. a replacement would allow positions on joe biden's judicial nominees to move forward. at least three republican senators have said they will not support a move to temporarily replace the democratic senator on the senate judiciary committee, saying they would not want to help democrats advance president joe biden's agenda. one senator saying helping schumer replace dianne feinstein would equate to helping democrats pack the court with activist judges. >> she is hopeful on returning soon. we think the republican should allow temporary replacement until she returns. >> never, not once, have w allowed temporary substitutes on committees. now was not the time to start. republicans are not going to
