custody. >> the prosecutor of clay county, there was a racial component. >> charges coming after weekend of protest in kansas city. terrifying ordeal unfolding just before 10:00 p.m. thursday night. loved ones say the teenager was supposed to pick up his younger siblings from a home on 115th terrace. yarl accidently going to home on 115th street instead. when he rang the doorbell, he was shot through a glass door struck in the head and the arm police say. >> he saw my nephew there, he shot him in the head. my nephew fell to the ground and he shot him again. >> andrew lester claimed he thought someone was breaking in and it was the last thing he wanted to do. but he was scared to death of yarl's size. yarl telling police that lester told him don't come around here following the shooting. yarl's aunt aunt said after he

was shot he was able to run for help but twice turned away by neighbors. >> finally at the third house he was able to get help. however he was told to put his hands up and get on the ground and that was when he got on the ground like he passed out. he was finally able to get the help. >> yarl released saturday to recover at home and his injuries will impact him permanently. suffering from a cracked skull, traumatic brain injury, post-concussion syndrome and subhemorale on the left lobe. >> he's guarded based on significance of this traumatic brain injury and he's in fact miraculous and we're excited. >> the high school junior loving classical muse and i can jazz and wants to study chemical engineering waking up at home and in the care of doctors and

super bowl performance from her emmy said awards. the season finale of "abbott elementary." because we are looking forward to it. the breaking news overnight, american journalist evan gershkovich appeared in a moscow court room this morning to appeal his arrest on charges of espionage. could land him in prison for 20 years. his a he has called the allegations categorically false. also this morning, a 20 year old woman is dead after being shot by a homeowner in new york. she was killed after she and her friends mistakenly drove to the wrong address. when they left the driver, the homeowner shot at the car. he is charged with second-degree murder. an ohio grand jury deciding not to charge the eight officers who gunned down in jayland walker in june of last year. officers tried to pull over walker's car for a traffic violation. he refused, starting a chase. they say walker fired a gun at them. >> i am sorry to be the bearer of the news but it is tax day.

the cloud. particles that act like magnets for water droplets, bonding together until they are heavy enough to fall to the ground as rain or snow. pilot showed us a cloud seeding demonstration flight. says that cloud seeding can make 3 to 15% more snow pack. because that water can be priceless. it can be the difference between adding a couple week to hear irrigation cycle for your crops. >> ginger: the lower colorado river basin states of colorado, nevada, and california actually pay for cloud seeding all the way over here in utah that will impact a snow pack. at the university of colorado, researchers are working on artificial intelligence to deploy cloud seeding drones. it's not just cloud seeding from the sky. there are hundreds of those things that thing you see in the foreground is a ground based cloud theory. sending tiny silver iodide

particles into the sky. when a storm comes true, the go up to 2,000 feet above our head, into the store, those mountains and make more snow than it naturally would. what cloud seeding has been helping get every last drop at some of the driest years on record. this past winter, mother nature came through. the southern rockies which for the colorado river got more than four times the average stock but experts say it's still not enough. because it would take five or six years just like most years and most people myself included think we will never ever see these reservoirs refilled again. >> ginger: even with revamped cloud seeding, something has to give. because it's really hard to tease apart what's over overuse and what is climate change. agriculture is somewhere around 75% of all water used in the lower basin. the cities are actually quite a tiny part. it comes down to what is agriculture going to do about this? >> ginger: as much as cloud seeding is a boost or a help, it's not a solution.

the main solution is solution is -- >> conservation. >> ginger: conservation across the board. just last week, the department of interior announced the federal government may have to step in to help make the cuts that we need to preserve the colorado river. that would be an unprecedented move. federal government also has committed 2.6 million more dollars for cloud seeding and i just learned that the weather modification programs anticipate adding at least another 200 of those ground based cloud seeding machines before next season. they are really ramping up efforts because i know you give i asked you this already but environmentally safe, what has been put out? >> ginger: all the research shows that the amount of silver iodide that makes it to the ground is negligible. >> tomorrow, becky worley is going to have some tips for finding those sneaky leaks that are in our homes that could be wasting water and costing you money. coming up next here on "good morning america," sheryl lee ralph going to join us live.
