the bank with a gunshot wound. the victim is stable but we do not know how badly their wounded. we are getting new details about the pleasanton home depot -- home depot should in back left a loss prevention employee dead. the suspects face new charges. deputies making the arrest also saved the suspects life. reporter: newly released court documents relieve the 42-year-old woman accused of shooting and killing blake mohs inside of a pleasanton home depot told investigators she fired the gun accidentally after he tried to wrestle a stolen item out of her hands. she was holding her 21-month-old toddler when she took off in a getaway car driven by a 31-year-old man. the car was quickly tracked by assure us office aircraft to the home in oakland.

they saw her get out of the car holding her toddler and hand the child to her grandmother before they say she ran and hid. >> as soon as there was confirmation of where the vehicle was, the deputies were able to make contact and get those people into custody. reporter: the sheriff's office says she was sitting alone in the backseat of a patrol car for 10 minutes when a deputy went back to check on her. that is one they realized something was terribly wrong. >> they noticed she was slouched down in the seat and he opened the back door and called her name and saw she was limp. she was unresponsive. reporter: despite being handcuffed, she was able to wrap the seat belt around her neck three times. >> they were able to set her up, push her head back and untangled the seatbelt. at that point, they pulled her out of the car and while she was on the ground, she took an

today after higher-than-expected jobless claims. and the federal reserve continued to signal interest rate hikes are likely. mortgage rates rose this week to the highest level in a month. the 30 year fixed rate mortgage average 6.39%. the mortgage bankers association expects mortgage rates to fall to around 5.5% by the end of the year, but more house and supplies needed to affordability. dan: thousands of people laid off from bed, bath & beyond say they have not gotten their severance pay. the chain has been closed and hundreds of stores since last year. some of the former in new jersey accuse the chain of deliberately announcing layoffs right before a new state law kicked in mandating severance pay.

wi california will deliver 100% of the water requested by the state water project. it is all extremely encouraging. it is earth month. abc7news has been focusing on water. gloria rodríguez sierra nevada foothills to see where drinking water originates for more than a million east bay customers. reporter: in california we have been dealing with drought conditions the past couple of years, but with all of the recent storms, abundance of water. but that does not mean our water issues are over. >> in california, you are never fully in the clear when it comes to drought or months. the challenges the variability.

reporter: she is the utility district superintendent. the dam was built in the 1920's to supply water to the east bay. i hiked to the top of the dam. it is a strenuous climb and if you get a sense of how the water gets from the dam in the sierra nevada foothills to the bay area more than 100 miles away. this is the dams superintendent. he says we have cycles of drought and heavy rain. >> we have had very heavy water years in 2017, 2019 and this year. but in 2015, we were in the worst drought since 1976. reporter: about 90% of regular water comes from party

reservoir, then goes to the dam. the major project. i got a look at the construction site for the expansion of the water treatment plant. it will be the size of a football field. this is a rendering of the million dollar project expected to be completed in 2027. >> we have 90 miles of pipelines all the way to the water treatment plant. it takes between two and four days for the water to get here. once it is here, it goes through a filtration process similar to a brita filter you might have at home. reporter: through pipes to customers in the east bay.
