reaching a deal with oakland at all. dan: the oakland mayor let it out that -- after news broke that the a's are closing in on a new ballpark in vegas. ama: we will get a better idea on what's next. casey pratt has been following the stadium saga from the beginning and says the mayor has every right to be angry. reporter: oakland city officials told me they had a 90% completed deal and the rug was pulled out from under them by the a's. they had set aside several days to hammer out an agreement and even pulled their attorneys for the sessions. on thursday night, a phone call came in that changed everything. >> it was the moment that i noticed that the a's were just using the city of oakland to leverage. 6:00 p.m. last night when i received a phone call from dave kaplan. heads up. we have a land deal in las

vegas. mid negotiations. the closest we've ever been to making a deal. reporter: the mayor pulled out of negotiations, refusing to allow the a's to use oakland for leverage to get a better deal in las vegas. a savvy move that leaves stadium hubs hinging on legislation in las vegas. so is it over? not until shovels hit the hot las vegas dirt. for oakland baseball to be saved , it would take an 11th hour sale and a new ownership group to come in. city officials tell me they be willing to work with them. ama: thank you. if the a's do leave, what happens to the coliseum site and the land around it? developing it is something that has been mentioned several times but there could be a major hurdle. even if the a's moved to las vegas. j.r. stone explains. reporter: all eyes on the oakland coliseum site and nearby properties as the oakland a's have signed a binding agreement

to purchase land for a new stadium in las vegas. >> oakland is one of the greatest places in the world. we love it here. reporter: that from lindsay behrens who is optimistic about the future of the area. the soccer team announced thursday a proposal with the city and county to enter into a lease that would put a temporary soccer stadium with stans. years. we are super excited to official with the proposal. we are hoping that that will work out for us. reporter: the situation is complicated. currently the a's are buying the counties 50% take of coliseum land. they've entered into a development agreement with aas

e.g., a black-owned development team. the group wants equity to be the focus in property improvements. here's board of supers what -- president nate miley. >> i would hope that we would get the a's to sell their interest in the county to the african-american so -- sports entertainment group so that that group can control the entire site. reporter: the roots are hoping for approval of what would be a multimillion dollar private investment in the area. bear in says they've sold out many of their soccer games with a 5000 person capacity at laney college. this would allow for 10,000 fans to watch games. >> our goal is to be in this facility by 2025. reporter: he is saddened by the a's news but looking at the glass half full. >> losing the a's economic impact on the area.

for the coliseum area in the city of oakland if the right things are done. reporter: j.r. stone, abc 7 news. dan: san francisco began rolling out new rules and regulations for park -- park within the city. for the first time, local restaurants will have to pay in order to keep their park let's up and running. as jim johnson explains, for some places that's easier said than done. >> i'm here. i will finish over there. reporter: the cost of keeping up the park let's simply wasn't worth it. >> $200. reporter: the city began rolling out its post-pandemic parklet program. pay fees and restaurants can

make the outdoor dining spaces permanent. >> fees for parklets range depending on the tier of park lit -- parklet you are seeking to upgrade as well as how many parking spaces you are seeking to occupy. reporter: some form of relief could be coming. restaurant groups are working with city leerto find ways to cut the costs. that help would come too late. >> it's the cost of building his park let's and keeping them up to code that's the real killer. >> if somebody is short on cash and has to front that money, if you can't staffer at, these all these things where it's like, is it really worth it. >> the city is offering some incentives already. the golden gate restaurant association is trying to get officials to waive the fees at least for the first year. while they recognize that it takes money to run the park lit program, many restaurants in the city are just scraping by. after a few difficult years, his
