it is getting taller where temperatures are low 50's, santa rosa, 53 napa, and the winds are quite breezy to gusty. 27 miles per hour out of the north -- at mount diablo. milder anywhere from two to seven degrees milder and there is the foggy coast. santa cruz 50. low clouds and fog clearing the coastline, keeping it cool by noon, upper 50's closer to home, half moon bay, pacifica, upper 60's fremont, low 70's pleasanton and by noon we are once again dropping off from the 80's inland. it is a cool day at the shoreline, more cooling sunday. liz: thank you. now to the big announcement from governor gavin newsom to attack the fentanyl crisis in san francisco. the governor announced he plans to bring in the chp and national guard to assist with this fight. they will team up with sfpd and district attorneys office issue. governor newsom said in part two

truths can coexist at the same time. san francisco's violent crime rate is dropping. there is more to be done to address public safety concerns. especially the fentanyl crisis. abc7news reporter tara campbell who has been covering the drug overdose and crisis has more on the announcement. tara: i've said time and time again we cannot do it alone. tara: the mayor responding friday to a major move tackling san francisco's open-air drug market. governor gavin newsom announcing he is sending in the national guard and chp to help the city get drug dealers off of the streets. >> part of what we are getting from the governor is some help, support, resources so we have the capacity necessary to take on this challenge head on. >> we make arrests day in and day out. we need to get it under control. that is exactly what we plan to do. tara: the san francisco police chief saying the details of what the support will look like are still being worked out but

making one thing clear. >> we are not talking about a military state. the national guard does into many places and helps out. and we will use this in a way that is consistent with the city and we do not know what that looks like at. all of this is very fast-moving. >> gary mccoy is a vice president at a nonprofit helping drug users on the streets and providing paths to treatment and recovery. >> it is really not going to be successful if we don't have an actual public health intervention. >> in march, the governor announced what he calls a master plan for tackling the fentanyl and opioid crisis. it includes investing billions of dollars into overdose prevention efforts, education, and cracking down on drug trafficking. >> if we are going to eliminate the supply, especially with people that have abuse and their primary substance is fentanyl, we want to make sure

we can help these folks and quickly. liz: that was tara campbell reporting. as part of this process, some hope the governor will reconsider supporting safe consumption sites. last summer the governor vetoed a bill that would've paved the way for some cities to pilot -- pilot that, including san francisco. tara has been covering the opioid crisis and went to america's first ever safe injection site. you can watch it now on demand on our abc seven streaming app. now to a major traffic alert this morning following a deadly wrongly crash on south on 101. all lanes are blocked on 101 north of the 580 interchange. that is where a pickup truck heading the wrong way reportedly slammed into a black honda around 3:30. we know at least one person was killed. it is not clear if that person was in the pickup or honda. authorities urge commuters to avoid the area and look for

alternate routes. an update on the story were first told you about tuesday. a pedestrian struck by a car at north white road and cambridge drive in san jose has died. this is the sixth deadly collision involving a pedestrian this year. the driver was taken into custody but we have not heard if an arrest has been made. san jose police say the crash is under investigation. plaintiffs in a lawsuit challenging california's gig economy law are hoping to take their case to the state's highest court. yesterday the service employees international union and a group of ride-share drivers petitioned the california supreme court to review an appeals court ruling that upheld proposition 22. you will remember that allows delivery companies like uber, lyft, and doordash contracting -- classifying their workers and independent contractors instead of employees. critics say that allows the company from being able to avoid paying health insurance and unappointed assurance.

lyft is looking to cut a most 1200 jobs, and the company has seen its stock dropped by 70% in the past year. layoffs cut 50% of their operating costs and help to bring fairs in line with its biggest rival, uber. the shares surged 6% after the news were released -- news of the planes were released. a huge development for san jose's on hold and it is unclear when it will resume. even with construction paused, the effects are already visible. abc7news reporter lauren martin has talked to city leaders about what the future holds for the project. >> a report that google's multibillion-dollar south bay campus has been put on pause caused quite the concern friday afternoon. >> i brought you here to share there is actually no news, which in this case is good news. >> the san jose mayor held a press conference to reassure the public nothing has changed since

last month when google announced it is assessing its timeline of downtown west. google is slated to build a massive mixed-use project of office buildings and housing units around the sap center. like most internet-based companies, google is shedding jobs. >> speed up when there is growth and when companies are contracting, pulling back after a period of over hiring, they slow down. >> a google spokesperson released this statement, we are working to ensure our real estate investments match the future needs of our hybrid workforce, business, and communities. it goes on to say they are committed to san jose. >> this project would go faster or slower based on who is hiring -- based on hiring needs and that is determined by the larger economy. tara: google has a 30 or develop an agreement, the timeline of when the tech giant decides to build will be determined like many other private property owners, already their presence

has changed part of downtown. the 100-year-old powder works closed to make way for the future village. google helped relocate the popular bistro to little italy. in december, cruz started demolishing some bakery bread depot to make room. >> pause and delayed, it is a matter of semantics. tara: the ceo of san jose downtown association is hopeful construction will not be delayed too long. >> it's a large space and vacant space for a longer time, it was never a good thing. so maybe we can become creative, all of us, together, to find a way to activate the space. in a creative manner that makes sense for downtown. >> lauren martinez, abc7news. liz: we learned the earliest teachers in oakland could go on strike may 1. day being monday. according to the oakland unified school district, negotiations are ongoing and more bargaining sessions are scheduled districtl

strike could happen with tests for advancement place my courses for schedule. open unified appeal to a stateboard to prevent the strike from happening at this time. more than 100 pop offenders and groups have come forward hoping to be chosen for a program that can light in -- can bring light into downtown san francisco. it brings pop a business is to vacant spaces. the nonprofit s.f. new deal and the city office of economic workforce development created a program. ultimately the program could place 15 pop-ups and a two to three block area of downtown. >> all kinds of food downtown, singapore and food, a moca cafe, and also a time of artists, painters, ceramic cysts, photographers. liz: organizers say seven property owners in 100% -- 130 potential pop-ups amended application. 6:09. what is it looking like out there? lisa: we have fog along the see,

treasure island line and other winds are partnering with the minnesota-based company to raise funds to buy prosthetics for injured ukrainians. abc7news reporter tim johns has a preview. >> would be here, thousands of miles away from ukraine at a winery on treasure island. but eugene's journey to get here hasn't been easy. for the past nine years, he has been fighting russia, first against the invasion of crimea and then with a full-scale war that started in ukraine last year. with the help of a translator, we talked about his experiences. >> [indiscernible] >> a moment that would cost eugene his right leg in 2014. but still he continued to fight on the front lines for years. >> the desire to win the war and desire for future children to live in a free country took

and will continue the fight. >> for nearly a decade, eugene assumed he would never be able to get his leg back. that was until i couple weeks ago when a friend introduced him to the protest foundation. a minnesota-based group that helps injured ukrainians soldiers and civilians get prosthetic limbs. >> we focus on getting prosthetics to people and get them on their feet faster because of people stay, they can get bad for a long time and they become depressed. >> since their founding, the protest foundation helped around 70 people, first by transferring them to the u.s. for medical attention and then by taking them on trips around the country to help them recover from the traumas of war. on one of those trips in january, a group stumbled upon treasure island winds. the ukrainian flag flying out front caught their attention. >> they saw the flag and said this is great and they knew they

chaperone policy in an effort to address safety issues. under the new policy, all guests 15 or younger be required to be accompanied by someone who is at least one he won with a valid photo id. the chaperone will need to remain with them for their entire visit. keep in mind this is only for people entering or staying in the park after four clock p.m. officials say there has been an increasing number of lights at amusement parks over the past two years. in an effort to reduce commuter traffic in the north bay, a bay area lawmaker is calling for a third lane to be reopened on the richmond-san rafael bridge. here is a live look at the bridge. the bill by an assembly men asked for transportation agencies to consider reopening the westbound lane during the morning. the bill also calls for adding removable eastbound barrier so a bicycle and pedestrian lane can always be maintained. the bill passed with full support monday and moves to the appropriations committee for approval. in the north bay, water rates are set to rise in novato, the

current water district is proposing a 9.5% rate hike in july. the increase would add an average of $12 to customers water bills. it is needed to address lower water sales from continued conservation and higher prices to buy imported water. about 60,000 residents are affected. the district gets about 75% of its water through the river and the rest through stafford-like reservoir. if you are looking for a place to visit this weekend, capitola is reopening after months of being sucked down -- shut down. the timing could not be better, several restaurants are back in business and in a way it looks like it never closed which is so good to see judging by the people that came out to support the community. these weekend crowds are going to help the restaurants counts back from winter storms that caused millions of dollars in damage. >> i hope everything picks up soon, especially the business. i did hear a lot of them are opening up again so it is great to see it packed and i'm helping

everybody out -- them helping everybody out. liz: business owners are optimistic they can restore the village to its former glory. two restaurants are closed but are almost ready to reopen. that is some good news and also good news for us and for these business owners and the weather will be nice. lisa: puts everybody in a good mood i think. temperatures just as warm today, we had low 80's yesterday from kentfield to redwood city, livermore and concord, mid 70's in oakland. today, the onshore wind in 50's. 62 yesterday at half moon bay and we have about 1.25 mile visibility along the shoreline. there is a marine layer that gets well-established into tomorrow afternoon due to a feature to the north of us that will act to cool us down for 48 hours or 72 or so before a warm back up to the second half of the upcoming work week. the golden gate bridge, nice and

clear here where temperatures are in the low 50's from san francisco, oakland, palo alto, half moon bay, the fog at 50. it is 55 san jose and slightly cooler from novato to santa rosa. the high clouds from our roof camera, 53 napa, 55 concord, upper elevation wines are quite gusty, 20 to 40 miles an hour. then there's a look at the deck of low clouds, creeping into san francisco so temperatures near average in the low 60's. elsewhere, well above average. partly cloudy and not as cold this morning. warm inland, cool and breezy at the coast. quite gusty into your sunday afternoon. then temperatures will trend lower as we start monday as well. still pretty nice out there. stopping this at 3:30, high clouds. otherwise the low cloud deck for your sunday morning pulling back to the coast for a sunny sunday, though temperatures coming down anywhere from about four to

seven degrees. some of that is due to gusty winds and this is today. the winds are building from 20 to 30 and even 40 mile-per-hour gusts throughout the afternoon. a little less intense by late in the day. here's a look at temperatures sunday. instead of upper 70's along our inland valleys, we will have low to mid 70's but still pretty nice out there, conditions continue at the coast. the coolest day will be monday. a lot of sun, upper 50's to the downtown to the mid-seventies inland. by tuesday, this forecast model once to turn it around already back into the 80's. look like perhaps wednesday is the warmest day. there is 50 degrees santa cruz, a foggy coast, 72 later, around the boardwalk. 61 ocean beach today. so it will be breezy to gusty out there. high clouds and sun, 78 san jose

cars. several people said the same thing happen to them in other places. michael finney has their story. michael: what else can be grabbed out of my wallet? >> edgar matthews was trying to use a debit card to pay for groceries but that never happened. >> i had not tapped it or in sitter did or swiped it -- or inserted it or swiped it and outcomes the receipt and i said how did this get paid for? >> the cashier could explain it. she stood there with a blank. >> i thought the guy had a me had been charged, saying someone paid for this on a credit card somewhere. >> turns out the tap to pay card reader had ignored the debit card in edward's hand and instead it reached into his back pocket through his wallet and charged his bank of america credit card tucked inside. >> that was a big reach. around me or through me to my wallet, why did he grab the card near it? how did it decide what to grab? >> sonya says it happened at a

doctor's office. >> i went to pay and they said you are already paid and i said i had not inserted my card, i had not taken it out of my wallet. >> turns out her card reader there had sent radio waves into her purse and charged her credit card without her knowing it. and that was not all. >> three days later at a boutique -- >> sonja got an even bigger surprise at a little shop. >> the woman said, oh my, it just read three cards. >> the stores tap to pay system charged not only one but three credit cards talked into a wallet inside of her purse. >> i say i was two feet away at thus point -- that point for sure. >> all charges were reversed but it was troubling. >> could inadvertently be happening everywhere, multiple times a day? it makes you very uncomfortable and frightened. >> it's literally in your pocket

samuel alito and clarence thomas descending, alito writing the administration and manufacturer are not entitled to a stay because they have not shown they are likely to suffer it repairable harm in the interim. the senior counsel for alliance defending freedom, which filed a lawsuit challenging the fda approval of mifepristone, responding in a statement saying "we look forward to a final outcome in this case that will hold the fda accountable." president biden releasing a statement saying "my administration will continue to defend fda's independent expert authority to review, approve, and regulate a wide range of prescription drugs." legal experts say this case could have a much bigger impact. >> if you can have a drug be approved, be on the market for 23 years, then have it pulled from the market, that is deeply problematic. if you are a pharmaceutical company, you may think twice about investing money in

research to develop drugs, particularly those deemed controversial. >> the fifth circuit court of appeals is scheduled to hear oral arguments in month and the case could eventually end up back at the supreme court. allison caustic, abc7news. liz: authorities are on the hunt for one or more shooting suspects after eight people were shot at two separate locations in washington, d.c. last night. authorities say seven people were shot at the first location and the second location police found a 12-year-old girl shot with non-life-threatening injuries. she is expected to survive. officials say the victims are in stable condition and police are unsure if both shootings are related. the motive is still being investigated at this time. the number of improperly stored guns found at airport security checkpoints has gone up in 2023. according to the tsa, officers intercepted more than 1500 firearms between january 1 and march 31. that is a 10% when compared to

the same time last year. 93% of the guns were loaded. guns are allowed on planes but they have to be in a locked case, checked like luggage, and cleared to the airline. the two suspects in tuesday's deadly shooting at a home depot in pleasanton appeared in court yesterday. the 32-year-old and 31-year-old were arraigned separately. one is charged with four felonies including murder and robbery, for allegedly shooting and killing a 26-year-old unarmed home depot security worker. she told police her gun accident we will now -- went off as he tried to wrestle a stolen item out of her hand. she said guillory was a getaway driver and is charged with evading an officer, accessory after the fact, and child abuse. that is because the child was inside of the car. gofundme has been established to help the victim family. you can find the leak -- link on our website, abc7news.com.

people living in a san francisco building that burned wednesday say they have been re-victimized. eve broke in and stole valuables with those displaced. dion lim's spoke to a resident and fire official about the issue. >> knowing the russian help building she lives in was going up in flames in a two alarm fire wednesday afternoon was not the most traumatic part of this who request you not to use her last name. >> i did not even think about what -- something worse that could happen and it just added to everything. >> as she pointed out the gaping holes in the now uninhabitable park on leavenworth street, she explained how thieves entered the building not once but twice. >> they took most of my valuables, maybe around $10,000 or more. >> i personally chase off a bunch, one last night with a crowbar. >> tenants of the building say they have experienced package thefts and break-ins in the past.

but that consecutive crimes, especially after a fire, that initially displaced two dozen people, including a 97 your grandma, is distressing. >> i have not gotten any sleep since it. i have bloodshot eyes, i'm living in fear and living in fear of people coming into the unit all day long. >> we covered a number of stories about burglaries happening after wildfires. but wanted to know if this type of crime is happening across the city. >> we are hearing of more thefts of property after the property is released from our custody back to the property owner. this is a reason why it is so important for property owners to listen to the advice we give to them after every fire in san francisco on the importance of securing the building. >> we reached out to building management and are awaiting the response. she said she is sharing her my maireonorpeaking out is i want to raise awareness

that something like this happened and i question if any of that could have been prevented. this is deafly going to be something i think about whenever i choose another place to live. >> the red cross is now assisting seven residents. she set up a gofundme to help her displaced neighbors her to rebuild. in san francisco, dion lim, abc7news. liz: a group of homeless advocates in san jose is asking the city to stop clearing out homeless encampment's. the group students again sweep says it is in violation of the city's own policy. >> the message this sends to us, they are at less liberty to take up space in this area than the dogs of the homeowners. >> they have been waiting for a safe parking site that is not materialized anywhere in our city. liz: the group says instead of sweeps, the city needs to increase funding for outreach and resource sites. we reached out to the city of san jose but have not heard back.

foot dam. it is a strenuous climb but you get a sense of how the water gets from the dam in the sayer nevada foothills -- sierra nevada foothills to the bay area more than one hunter miles away. steve roan is the dam's assistant superintendent. he said he's been through cycles of drought and heavy rain. >> we had heavy drought in 2017 another and 2019. in 2015 we were in the worst route we had been in since 1976. so it is just boom and bust. >> about 90% of easy mud's comes from the reservoir and goes to the dam. the water then comes through aqueducts to be treated. they are a major project to upgrade the plants. >> i geared up in a hard hat to give a look at the construction site for the ean

liz: dog fest is back from 11:00 to 4:00 today, filled with carnival style games and bounce houses for the kids. there will be a dog show and contest where you can cheer on your favorite furry friends as they take their turn on the catwalk to compete for best tail and best ears. the event as a fundraiser for mckinley elementary school. dog fest is free but if you want to take part in the competition, it will take you 20 bucks. a group of bears were found on the trampoline and a backyard. they climbed on top to play and one bear is seen chewing on the
