immunities in san jose have reduced unsheltered homelessness, but they are running out of locations. there are six open sites utilizing city-owned land and if passed, the new bill would allow for the city to use private land for the projects for the first time. >> we have already had tried it landowners reach out to us and say, i have got a parcel that i am not going to be doing anything with for the next five or 10 years. can we be part of the solution? can we help solve homelessness? and the answer should be yes. dustin: this housing would be easier and faster to scale statewide with sb 634 and allow our state to roll back the record numbers of an housed. >> together, let's be the visionary leaders who put this unconscionable systemic failure into the history books. dustin: dustin dorsey, abc 7 news. kristen: this state is providing more funding for major transportation improvement projects in the south bay. today, california' transportation secretarys announced the valley transportation authority received a $46 million grant.

technology and economics correspondent rebecca jarvis reports. rebecca: bed, bath & beyond warned in january that bankruptcy could be coming after a dismal holiday season after the pandemic. they faced inventory issues and cannot keep yourself stock. michael: california has a law that states all gift cards, even those bought before bankruptcy, must be honored, a very big deal. most states do not do that, so where do consumers stand? the stores are open now. final sales begin wednesday. all items taught during the sale are not returnable. items bought before the sale are. the store is expected to keep taking gift cards until may 8 and accepting returns and exchanges through may 24. all stores planned to be closed by june 30. if you have a coupon, it is only good today and tomorrow, and,

>> building a better bay area, moving forward and finding solutions, this is abc 7 news. dan: nearly 32 years ago ripped through the oakland hills, 25 were killed and thousands of homes destroyed. pg&e is set to bury thousands of miles of power lines across the state. kristen: but the oakland hills montclair neighborhood is not part of the plan and people who lived there would like to know why. so far, more than 1300 have signed a petition, a change.org petition, asking pg&e to put underground power lines in montclair. dan: we have the latest developments. >> i was born right here in this area. >> cynthia harrison's family has lived in the mod pair neighborhood of oakland hills for 70 years.
