year across the country. this past weekend there were four wrong way crashes that killed four people. >> liz kreutz has been looking into this. you have a unique perspective. >> it was a scary situation for me. i passed one of these drivers while driving to work saturday morning driving here to the station. although i was lucky i did survive and i was not hit, the person driving not far behind me was hit and i spoke to chp about these crashes. how often they happen and what is being done to prevent them in the future. it happened in what felt like a blink of an eye. driving down highway 101 early saturday morning while on my way to work. a wrong way driver came barreling toward me going northbound in the southbound hov lane. i was in the middle lane. the wrong way driver was in the

fast lane. i was able to get to the slow lane and i kept driving. the device would you give for someone in that situation? on what you told me you are probably one of the best people to offer that advice because you did everything correctly. move over to as far to the side as you can and keep going. > within seconds i called 911 but it was too late. while i was on the phone with dispatch the driver in this red pickup truck crashed head-on into a bmw less than a mile behind me. the wrong way driver was killed at the scene. the man he hit survived but with major injuries. >> it is deftly something that is not normal for us. >> chp officer barclay tells me wrong way drivers are extremely low coming for less than one half of 1% crashes in california. there were four crashes on bay area freeways this week and that

killed a total of four people. alcohol is believed to be a factor in three of them. impairment plays a part any these incidents whether it is alcohol, drugs or a combination of both. >> according to officer barclay, wrong way drivers under the influence often drive in the fast lane aching there on the slow lane on the opposite side. that is why >> we will see these crashes taking place in the fast lane. >> chp says up until last year runway crashes have been on the rise statewide. there were 208 in 2019, 2 hundred 20 in 2020 and 296 in 2021. caltrans says they are working on counter measures to lower the numbers. in addition to did not enter signs on all france they are adding reflective markers on the highways that reflect red if you are going in the wrong direction. >> so we can work with them to maybe come up with ideas to prevent this from happening. >> caltrans says a pilot program

they did in the sacramento area with those highway reflectors resulted in 60% drop in the number wrong way drivers in 2018 and the state is working on adding those to all state highways. really scary and it makes you realize and remember how will that you have to be when on the roads. >> oak investigating a deadly attack in chinatown. mn was found unresponsive around 7:30 this morning on 10th street harrison. he is known to the neighborhood and sleeps in the front door of a vacant business. there is no motive for the deadly beating. >> educators this afternoon held a rally to demand better labor practices from the oakland unified school district to the oakland education district called for ousd to take action on 21 proposals created by the teachers union. some are adjusting class sizes and increasing teacher salaries. the union is asking for a 23%

hurting so bad they say it is to the point where they need help from the state or else they are going to be forced to make drastic cuts to service. they are among transit agencies in california asking for $5 billion. not everyone is on board with this bailout. ryan curry explains why some lawmakers are not quite ready to hand out cash. >> state lawmakers and public transit services are asking for the -- asking the state for a large bailout or else they fear they will have to dramatically reduce their services. >> before the pandemic fare is provided more than 70% of funding for bart service. with any trade it agency -- more than any transit agency in the world. writers per week day compared to more than 400,000 before the pandemic. muni says it is a hundred million dollars by 2025. federal relief money will soon run out.

agencies are asking the state to allocate $5 billion from sources including the diesel fuel tax and the general fund to keep transit agencies running. wider ship has not recovered as quickly as we would need to make up for the loss of those federal funds and that is why the state needs to step in. >> state sen the california transit association made the request this week. he was joined by agency leaders wednesday urging his colleagues to allocate the funds. >> this is a problem that is not out of our grasp. it is very fixable. >> this plan will be paid up through one billion a year through five years while the agencies determine a long-term ridership plan. the state is -- >> there has been fraught and there has been conflict of interest. combined that with the safety problems on bart they have done very little about. >> state senator steve glaser agrees transit agencies need funding but he wants to make sure each agency has proper

oversight to make sure the money is being spent correctly. >> i am conditioning my support for transit funding on the requirement that it have the accountability and oversight i think the taxpayers and the riding public deserve. >> those at wednesday's event say it will reach a point of no return with service disruption if nothing gets done. >> agencies are already starting to see shortfalls and that is only going to cascade. units of temporary housing for the homeless. the vote came just after midnight following a seven hour special hearing that included extensive public comment on this proposal. the plan calls for the units to be located at lawrence expressway and benton street. that is an empty lot this going to be temporary housing with on-site support services, meals three times a day and staffing around the clock. >> developing news out of san francisco, the suspect accused of hitting a former fire commissioner and in the head

with a metal pipe had another court date today. his lawyer dropped the stunning claimed the attack was self-defense or the lawyer says there is video to prove it. suzanne phan was in court for the proceedings. this was quite the twist. >> the public defender claims the x fire commissioner is linked to as many as eight attacks on homeless people. authorities say he has not offered his testimony to the police or the das office and some say that could jeopardize the case. >> i would say my client was acting in lawful self-defense. >> the public defender claims are client was defending himself against former fire chief dara carmen yanni when he allegedly attacked him with a metal rod. today her office released a video from a november 2021 incident. the person seen spraying a homeless man with bear spray or pepper spray appears to be the fire chief. >> that video is shocking. >> the district attorney and the police have no reason to believe

that he was involved in separate acts of violence. these eight separate acts of violence were perpetrated against people who are homeless. >> today we asked the district attorney about those eight alleged incidents possibly involving carmen yanni. >> i have viewed a video and right now it is simply an allegation of who it is. there is more investigation that needs to take place. these are all allegations right now for any of these alleged circumstances >> da jenkins says her priorities is what happened april 5 and having carmen yanni appear in court tomorrow for the per luminary c hearing. >> the consequence if we don't go forward tomorrow is he must be released into the public. >> is he being uncooperative?

dustin dorsey shows you how this program is literally changing lives. community a more beautiful place while a homelessness solution in san jose aims to make the city a better place. this combination makes up the san jose bridge program. >> our number one priority has to be ending the era of encampments. we have got to get people housed. we have got to get people opportunity. we have to take care of our whole city and what is beautiful about this program is it is a really holistic approach. >> they provide on housed residents what services, wages at a path to self-sufficiency. participants are employed by the city to work for 20 hours a week to assist in community cleaning efforts like today in guadalupe river park. within three to 50,000 pounds of trash have been cleaned up in the past year. >> it is not just a job. it is a way of life. everybody likes to enjoy the beautiful guadalupe area.

-- with yosemite hospitality says there will be no activity east of the crossover. reservations for lodging and camp rounds in eastern yosemite valley will automatically be canceled and refunded. officials say friday's closure was a hard decision but visitor safety is their top priority. >> we want to avoid a potential emergency situation of guests and visitors being stuck and not being able to get in and out of the park so this is out of abundance of precaution and to ensure the safety of everyone coming to yosemite park. >> this will last until wednesday, may 3 or longer because flooding cannot occur in the late spring or early summer months. you can visit parts of yosemite during the closure. just make sure you prepare.

street as first republic sent the dow jones spiraling. the dow fell by 228 well and nasdaq climbed 55 points. the s&p 500 was off by 15. part of the reason for first republic's struggles, the san francisco based bank reported a significant drop in deposits. there are concerns after receiving two multibillion-dollar bailouts the bank will not survive. rob hayes with our sister station in los angeles has a look at what is next. the ropes. shares worth more than $150 a year ago today closed slightly higher than five dollars. or than 50% of its value wiped out this week after the bank said customers withdrew 40% of its deposits so far this year. >> they have low profit margins. they made a lot of loans out at low interest rates. >> president of la-based

financial he says investors are keeping a close eye on first republic after the collapse of silicon valley bank and signature bank last month. first republic officials say it has been able to survive because a group of large stepped in and deposited $30 billion. first republic is known for its outstanding customer service now many of those customers are fleeing. the fdic, federal deposit insurance corporation guarantees 250 thousand dollars per depositor per bank meaning joint accounts are guaranteed up to half $1 million pe. he says that encourages depositors to remove any amounts over that stripping first republic and other regional banks of funds they used to make profits. >> they are taking out that money above and beyond, that is where you see billions of dollars flooding out of that bank right when they need those reserves. >> to deal with this crisis, first republic says it will sell off unprofitable assets like

example, an active shooter scare at the university of oklahoma. law enforcement swarming the campus but it was all a hoax. a phenomenon experts say has doubled in the last year. since last june about 250 colleges and 100 high schools have received fake reports of bomb or shooting threats causing chaos and confusion and forcing law enforcement to expend vital resources. experts say technology including artificial intelligence has helped sweaters allowing them to disguise their voices and make their calls untraceable. >> you are using a voice over ip. these are not old analog phones that are being used to call these in. this is all voice over the internet. it is using ai and other tools. >> so far this year at least 173 mass shootings have reported nationwide. combine that with a number of these fake calls and there is fatigue for everyone involved.
