[chanting] dan: teachers are calling for the oakland unified school district to improve labor practices. the teachers have submitted 21 proposals to district leaders which includes a plan to increase salary for teachers by 23%, which differs from the district's offer of a 22% increase based on pay schedule. >> they bargained in bad faith. they have been doing it for years. we are now scrambling and on the verge of a strike. dan: the district tried to challenge the legality of the

strike to the employment board but it was denied. with one month left in the school year, the superintendent does not agree with the decision to strike. no final date has been set. >> the time to strike is not now. dan: oakland teachers have been working without a contract since last october. ousd says the salary increase is dependent on other items proposed that also requires funding. ama: police in san francisco are looking for a 12-year-old girl who has not been seen since school this afternoon. investigators say the circumstances are possibly suspicious. sfpd did not elaborate. they say that jewl rayford disappeared from presidio middle school sometime around 2:30 p.m. today. she was last seen wearing black tights and black-and-white tennis shoes. here are some more identifying features. anyone who finds her should call

911 and report her location. you can remain anonymous. new, there was an important discussion on race and policing in antioch in light of a racist text message schedule allegedly involving some police officers. j.r. stone was at the meeting and has the details. j.r.: at least 50 people packed into this antioch church wednesday night for a conversation titled "race matters." this in light of racist text messages allegedly sent among antioch police officers. the conversation had just weeks after this back-and-forth between the mayor and a community member as those text were being discussed at a city council meeting. >> you are the problem! >> standing up to racism is not an easy task and that is all it is. it was standing up to racism. i don't know how clear i can

make that. j.r.: wednesday's race conversation included reverend wanda johnson, the university of san francisco professor james taylor. >> policing continues to evolve but it will not change for us. and it needs to and we have to break its back. we have to attack it like we did slavery. j.r.: as questions are still out there as to what will happen to the antioch police officers implicated in the scandal, johnson made a call for defunding the department. >> the only way to change our system, the only way to make a difference is allocating some of those funds to other programs, some of those funds to our reparations. j.r.: mayor thorpe saying many in the community are still hurting from those text messages. >> when i think about these text messages, it is all in there. we don't mean anything. i'm the value of a steak dinner. i'm the value of a steak dinner

in those text messages. my behavior is not the problem. the fact that that man did not understand that people were grieving in this community because of racism and not just black people, white people who were there apologizing for attacking myself and councilwoman wilson for the reforms we have been trying to achieve. j.r.: mayor thorpe says the city has already launched a crisis response team to respond to certain 911 calls instead of police, saying that antioch is the first city in contra costa county to do so. j.r. stone, abc7news. dan: new developments involving the deaths of two seniors at an assisted living home. state regulators taking action that could revoke the license of atria park of san mateo. the state has find the facility nearly $40,000 for health and safety violation.

it comes months after three elderly dementia patients were poisoned, two of them died. step numbers allegedly mixed up cleaning chemicals for juice. in a statement, the facility calls the incident a tragedy and add "we disagree with the decision and have filed a notice of contest to appeal that decision. we are in discussions with the department about resolution of that appeal." during this process, atria park will remain open and the employees continue to be focused on providing a safe and welcoming environment for all residents. ama: it is our guiding mission every day. we bring you the news on abc 7. what ways we can all build a better bay area. tonight, we wanted to highlight a few of those breakthroughs we discovered in our community. our first breakthrough takes us to the south bay. lauren martinez takes it from here. >> by 2

community will be the largest ethnic group in santa clara county. the pandemic only amplified health inequities and now the county is moving forward with the new health study that focuses on the latino community. local organizations see the need is higher than ever. >> i hope it does not just stop at the assessment part. >> in 2021, gardner health services partnered with the county to bring the first walk-up vaccination site in santa clara county. they serve more than 46,000 patients within the network, 70% are latino. >> 90% of our patients are a 150% of poverty. a family of four making $45,000 a year. >> requests for diabetes care and mental health services have skyrocketed. >> pre-covid, it was around 85%. then when the pandemic hit, it went up to 100%. >> the organization help people who have to make choices between health care, transportation, and

housing. >> it is not ok for us to know and accept someone would become un-housed because of a cancer diagnosis. maybe the outcome of this needs assessment could be looking into taking a deeper dive into what people are facing. >> this new study will be gathering data in different phases. >> i think we have the greatest impact towards achieving health equity when we ask the right questions and ask the right people. part of the process will be to identify and address different health conditions or health outcomes. >> the supervisor, who helped refer this study, said the report would be due by spring of next year. in san jose, lauren martinez, abc7news. ama: danour next breakthrough in one area that really affects us all and now our public transit

systems are in trouble. today, we were there to hear one ambitious plan to help pull our transit into the future. some local leaders are requesting a large financial bailout from the state to the tune of $5 billion. it's because agencies like bart, and mta are bracing for steep cuts in the next few years. it is brought on by the serious pandemic drops in ridership that have not recovered since. some lawmakers are not so sure the funding would be managed correctly. >> there has been front, there has been conflict of interest. you combine that with the safety problems on bart that they have done very little about. ama: today, senator steve glaser agrees with the funding idea, but wants to make sure there is proper oversight over how it is spent. this key discussion on what to do is ongoing and we will be sure to follow it. one important thing to still figure out, how to get people back on board. our final building a better bay

ama: new developments in berkeley. governor newsom asked the state supreme court to allow uc berkeley to build student at lummis housing and nearby people's park. control of this historic park has been a bitter battle between neighbors and the university, but because it would offer partial housing for the homeless, it aligns with governor newsom's efforts to solve the homeless prices across the state. the university's proposal was locked in the lower court. dan: part of our mission in

building a better bay area is finding ways to keep our economy humming. you may be seeing the federal government close to hitting the debt ceiling. the house took a step forward, passing a bill to raise the country's debt ceiling, but experts say that all important deadline is coming up quickly, sometime in june. we wanted to take a look at what this means for you and how to protect your money with so much uncertainty in washington. as lawmakers work to avoid the first ever u.s. debt default, what does it mean for your finances? and what can you do to protect your money amid all the uncertainty in washington? >> a breach of the debt limit would be catastrophic to the financial system. dan: economists say if lawmakers failed to reach a deal, the u.s. would fail to pay back its debts and interest payments on national debt, which could disrupt social security payments, veterans benefits, and federal employee salaries. >> the longer it goes on, the more people will not get paid

and the more chaos that will create throughout the economy. dan: experts say if you depend on government programs, take time to come up with a backup plan in case you lose access to those benefits. also, this is a great time to revisit the budget or create one if you don't have one. and find opportunities to save more money. >> the dysfunction we are observing in washington is very disconcerting and suggest lawmakers will not be able to get it together in time. dan: if there is a default, the economic ramifications would be right spread. any ding on the u.s. credit rating would likely raise interest rates on mortgages, car loans and other types of debt to account for additional risk. and then there's the possibility of volatility in the stock market. the past debt ceiling crises have direct markets, including back in 2011 when the s&p 500 shed 17%. as far as where the debt ceiling debate currently stands, the

moderate heat risk of illnesses so take it easy. very high uv index expected which means sunscreen is a must. temperatures came into the upper 80's to low 90's in our warmest spots. 90 degrees. 56 in half moon bay where the fog was sitting. everyone else in between. speaking of the fog, the top of the golden gate bridge is barely visible so that fog is pretty thick near the coastline. on live doppler 7, you will see visibility has dropped to a quarter mile or less in half moon bay. if your commute takes you across the area, half moon bay tends to be a very foggy spot so be careful. 40's to 60's on your temperatures. still pretty mild across many parts of the bay area. tomorrow morning, 40's, 50's and fog to start the day but inland areas are into the 80's by the lunch hour. if you will be outside tomorrow
