school yesterday. she under possible suspicious circumstances. sfpd did not elaborate but said that joel, who you see here, disappeared yesterday sometime around 2:30 in the afternoon yesterday. she was last seen wearing black tights and black and white tennis shoes. some other things about her. she is 12 years old. four foot seven, one hundred 20 pounds -- 47, inches, 120 pounds. if you see her, call 911 and report her physical description. you can do this and remain anonymous. shocking new accusations in the case of a former san francisco fire commission was attacked with a metal rod earlier this month. the public office is now claiming the attack was self-defense and they are accusing the commissioner of

targeting and house people with bear spray. amanda del castillo live outside where the man will be before a judge this morning. amanda: stunning allegations. the public defender claiming the suspect eric doty was actually defending himself, as you mention, when he allegedly attacked the former fire commissioner with the metal rod earlier this month. this attack happens on april 5. instead, the public defender's office is accusing the commissioner of being linked to eight attacks on homeless people. releasing video from november 2020 one incident, claiming the person appearing to spray homeless man with bear or pepper spray is the commissioner. he has not offer his testimony regarding the attack he suffered which we are learning could jeopardize the case. the da brooke jenkins says there is no intention of dismissing the case at hand but his help is

needed. we checked with sfpd about the other alleged attacks which the public office is pending on the man. the d.a. says they do not have any police reports filed connecting him to those incident. >> the district attorney and the police have reason to believe mr. carmen yanni was involved in eight, eight, separate acts of violence. these eight separate acts of violence were perpetrated against people who are homeless. >> i have viewed a video right now, it is simply an allegation of who it is. there is more investigation that needs to take place. these are all allegations right now.

is unfolding along the mississippi river with historic flooding prompting evacuations. from the bay area to minnesota, iowa and illinois are bracing for river levels they have not seen in more than 20 years. it is due to rapidly melting snow in the north. in dibu, iowa, the city is now in a crucial lock and dam system to keep the water out. this is only the third time the city has done this since the system was installed in 1973. the impact is going to be significant for trade. >> rain usually goes downstream but in the spring, fertilizer comes upstream. a lot of the fertilizer will have to go onto the road and rail systems so it can get onto the farmers's fields as they plan. jobina: in la crosse, wisco homes are underwater and the river is expected to crest later today. kumasi: reducing runway crashes.

reggie: developing news on the potential teacher strike in oakland. a reunion at law x goleta -- lost galena elementary school. teachers are calling for the oakland unified school district to improve labor practices. the teacher submitted 21 proposals to district leaders which includes a plan to increase salaries for teachers by 23%, which defers from the district offer of 22%. >> they bargain in bad faith. it is their tactic they have been doing for years.

we are now scrambling and on the verge of a strike. reggie: the district try to challenge the legality of the strike to the california public employment board but that got denied. there is one month left in the school year in the ost see superintendent does not -- osd superintendent does not agree with the decision to strike. >> there may come a time when a strike is appropriate but that time is not now. reggie: oakland teachers have been working without a contract since october. the salary increase is dependent on other items proposed that also requires funding. kumasi: a new bill aims to address staffing shortages for regions throughout the states. the bill would address salary shortages for regions by 50% by the year 2030. educators in the workforce are struggling to get by. >> we worked many hours outside the classroom that are unpaid.

we often need to work additional jobs to make ends meet. many educators are unable to find affordable housing near where they teach or keep up with basic living experiences, save for long-term goals, and provide for their children. the bill is in initiative to close the current wage gap and recruit educators but it is not a state mandate. cool districts would still decide what they pay. reggie: caltrans is working on adding markers like this on state highways. they reflect to read if you are going in the wrong direction. it is to try to reduce the number of role -- of runway crashes. this past weekend, there were four in the bay area that killed four people. -- was on highway 101 early saturday morning and coming to work. the wrong way driver was headed right towards her, going northbound and southbound hov lane.

nba playoffs are underway. you can watch two games this week on abc seven. the matchups have not been decided since playoffs could end before game seven. if seven days -- games are needed, the actual begins sunday at 9:30 a.m. reggie: there is a new development in the years long battle over barclays people's park. governor newsom is asking to allow them to move ahead with the plan to redevelop the site. gloria rodriguez is in the newsroom with why the governor is getting involved. gloria: the governor believes the project aligns with his efforts to solve a homeless and housing crisis across the state. it would house more than 1000 students and hundred homeless people. there would be a 148 union building with a public restaurant at a separate building with 120 five beds with half were all going to unhoused people. control of the historic park has

been a bitter bow between neighbors and university. protesters took on police in an attempt to stop construction at people's park in berkeley. the court wrote uc berkeley cannot move forward with plans to build student housing at people's park until it addresses problems within the environmental impact report. there were questions about how allow the students would be and whether the university looked for alternative sites for student housing. the university has been dealing with a lack of student housing and set it would provide shelter for around four dozen people who sleep at the park during construction. university proposal is currently blocked in lower courts. kumasi: santa clara delay the per approval -- the approval of housing for people experiencing homelessness. this came after a vote that lasted seven hours. the plan called for the unit to be relocated at lawrence and

britton street that is currently an empty lot. this will be temporary housing. the plan is for it to be temporary housing with on-site support services, wheels three times a day and staffing around-the-clock. it is on the counter to be discussed. reggie: san francisco supervisors are trying to crackdown on sideshows by allowing police to use unarmed drones. in a committee on information technology, they say sideshows can lead to officers chasing cars. using a drone can help identify license plates so officers can make the arrest later. they want sfpd to come up with a drone use policy they can later vote on. kumasi: san francisco kicked off his 19th annual asian-american and pacific islander heritage month. the month-long celebration includes festivities ranging fromreings,orhops more in may.
