junction, fairfield, map area, the street view showing a lighter rainfall. it is a light to moderate storm on our impact scale. the low area of pressure we are watching that will continue to spin off the coast line and as the moisture wraps around, we will have enough instability to trigger thunderstorms. let's go over the next 24 hours. tomorrow morning, scattered showers, snow possible over mount hamilton. those showers will continue off and on through the afternoon into the evening hours, and then the system starts to wind down the second half of your wednesday. i will be back with a closer look on what you can expect the rest of the week coming up. ama: the district attorney in san francisco is declining to file murder charges against a security guard accused of shooting and killing a local person at a walgreens. banko brown died after being shot thursday night at the walgreens on market street.

earlier today, a crowd mourned the shooting. san francisco says her heart breaks for brown's friends and family. jenkins goes on to say that you have reviewed statements from the suspect, and video footage from the incident. the evidence clearly shows the suspect believed he was in mortal danger and acted in self-defense. dan: teachers in oakland planning to go on strike after days with negotiation. the union announced a plan to strike tonight. if there is no deal, the walkout starts thursday. tim johns is in the newsroom and with a month left on the school year, parents are split on this. tim: if this strike goes through, it seems like it will divide some members of the community. while there were some parents that showed up in support this afternoon, others petitioned for those teachers to continue negotiating. >> we are going to strike over

the unfair labor practice. tim: the clock is ticking over a likely strike by oakland teachers. if they cannot reach a deal by thursday, 3000 union members will go on strike. >> we have done everything we can to avert this strike. the district has failed our students and the time for us to act is now. tim: teachers are asking for a 23 percent pay raise across the board. that would put them roughly in line with other educators in the area. and while, the district has offered a 22% raise for more senior educators verse, but a lower percentage for those with less experience. >> we stand with our teachers. it hurts us to see this happen to our teachers. tim: in response to the potential strike, ousd reads a statement which says in part, our team remains at the getting

table since thursday and 10 used to work in good faith towards contracts that are good for both sides. we remain optimistic we will come to a resolution to prevent teachers from hitting the picket line. that is also what some district parents want to see instead of a strike. many signed a petition urging teachers to stay in the classroom. >> it is not fair, equitable, just. these students continue to miss critical classroom time. tim: parents. she told me after the strikes of 2019 and the closures from covid, oakland kids cannot afford to lose any more valuable classroom time. >> coming down to the last four weeks of school, there are going to be so many kids impacted on this. tim: oakland teachers have been

warning out of contracts for months. their last one expired in october. ama: thank you, tim. the city of san rafael announced tonight its independent investigation is over into a complaint of excessive force by the police. two officers confronted gardener drinking beer with friends on a remote street. it quickly turned violent with the man suffering a broken nose, a concussion, and a shoulder injury that required surgery. that investigation is over but the police needs another week to decide if the officers will be disciplined. many watching the council meeting were not happy. >> for nine months you have dragged this on, and it impacts us. it impacts me in my body. >> trust has been compromised and the longer it takes to decide whether justice will be served for matteo and the

tomorrow we will see the start of a push to crack down on the supreme court. the senate judiciary committee is holding a hearing about the ethics behind the court's justices, but chief justice roberts has already declined to testify. this after several media reports alleging justices have not disclosed personal or financial deals that could be conflicts of interest. the supreme court does not have to adhere to the same ethical rules as lower courts. recently, lawmakers have introduced several bills that would force the supreme court to adopt an ethics code of conduct. >> we are trying to rebuild some of the credibility gap, the integrity gap we are starting to see right now. ama: one gallup poll from last year shows 25% of americans have confidence in the current supreme court. last week, all nine justices

released a two page joint statement saying they already and voluntarily agree to an ethics code. this is the first time a public report has explained its approach to ethics issues. another absence tomorrow will be california state senator dianne feinstein. her a democratic majority on the committee, which is required for further actions such as potentially subpoenaing justices. dan: let's move to the game we are still talking about, the warriors winning the rivalry against the sacramento kings. now it is the rivalry we all know well, the warriors versus the lakers, the bay versus ellie -- l.a. chase center is already decked out with new t-shirts for tomorrow night. j.r. stone talked with dubs fans and bay area lakers fans about the game. >> it will be something to

breakthroughs. our first is a story we have been covering for you the past few weeks. a neighborhood battle over this new housing idea in santa clara. lauren martinez explains. lauren: getting homeless families off the streets and into temporary housing is dividing residence in santa clara. vote tuesday evening after months of planning adjustments and community input. >> there has been a lot of fear but this issue is about helping people, getting people off the streets and into housing. lauren: lisa is the founder santa clara housing advocates and created it as a result of this project. >> the only thing that kept me off the street was community support that i was lucky to have. lauren: a fellow member says this project is a small part of a systemwide approach that needs to happen. >> just because it is not going

to fix everything does not mean it is not a necessary thing to do. lauren: santa clara county and the nonprofit are expecting to build a housing unit that have 30 units. residents who oppose the project say they have more than 5000 signatures that have signed a petition. >> i just want them to narrow down the focus of bit, but it is the location we are opposed to. lauren: the project is considered emergency into rem housing, which means limited screening criteria is required -- into inte means limited screening criteria is required. >> it means those who really need a shelter so they can get a job and get back. >> they should carefully examine these because it will affect the city. lauren: lauren martinez, abc7ws

tonight was founded in oakland where young minds had a special graduation tonight. the love life foundation has teamed up with fhl bank to teach high school students from across the region on financial literacy. over six weeks, students are taught about budgeting, investing, saving for the future, stock market trends, and more. students tonight celebrated completing the course. >> it has been a valuable experience for the young people and we have gotten amazing response from the parents and others in the community. they are just so excited young people are learning a valuable skill. it is not something they are taught in school curriculums. ama: each participant was given a bank account in their name and $500. for our final building a better bay area breakthrough, we found progress in the north bay. maun's relog new to train
