let's go to j.r. stone who is joining us live in the newsroom with what this means for the students. j.r.: the district says after seven days and nights on the bargaining table, the oakland education association has made the decision to strike. they tweeted this evening basically saying the district has been missing in action at the bargaining table and are demanding a livable wage. strike signs ready to go on the picket lines as the oakland unified school district notified parents around 9:00 wednesday night that teachers will go ahead with their planned strike on thursday. >> i don't know what's going on, but i am not bringing my children to school tomorrow because there is conflicting messages. j.r.: schools will be open according to the district, but luis says she's not bringing her daughter or niece to school. she made the decision before the district note went out. >> there may be teachers, there may not.

they are asking for parents to volunteer, but there are messages saying don't volunteer yet. i'm going to keep mine with me. j.r.: oakland unified says central office staff have been assigned to serve at schools to ensure students are safe. the teachers union says the union has failed to come to the table in good faith. parents we spoke with brought up teacher pay, specifically starting teacher pay which could be increased to slightly above $60,000. a number that is still being debated. >> everybody has to start somewhere, but you also have to be able to, number one, pay your bills. it is a very expensive area to live. j.r.: at least one parent we spoke with was vocal against any strike, saying kids are behind after covid closures and the 2019 strike. >> if you have salary disputes,

dispute that on the side. j.r.: parents picking up the children on wednesday say they stand with educators and support a short strike. >> if we were talking about, like months long or extended periods, i think that is concerning. i think a couple of days is something that we can figure out as a community. >> i support the teachers 100%, so i don't think it is their fault. i'm considering homeschooling actually because of school shootings and this stuff. j.r.: in a message to the community, the school district said the end of the school year is always filled with milestone events for the students, so they want to ensure regular school resumes as soon as possible. i met a number of kids this evening in oakland. you feel for them. seeing this is the second time in five years that these two sides could not come to an agreement. dan: you have to feel for them, absolutely. thanks. we want to give you now a breakdown of how the money

stacks up for teachers in oakland and in the bay area. we are spending time tonight in the deep dive at 11:00. here's the average pay for current teachers plus benefits depending on your experience. ranging from $52,000 for a first year teacher to more than $94,000 a year for veteran teachers. now, let's compare that to the state average. state data shows in a unified school district with more than 20,000 kids, first-year teachers get paid about the same as those in oakland. but, midcareer and experienced teachers in oakland are making less, around $5,000 to $10,000 on average. how does that compare to the rest of the bay area? we took an average -- a look the average teacher salary from other districts with roughly the same enrollment size. you see the average salary of oakland unified falls at the bottom and by a considerable amount.

interestingly enough, just a few days ago, a state lawmaker introduced a bill that would give teachers and staff a whopping 50% raise by 2030. >> if we want -- teachers and essential school staff what they deserve. dan: the bill would take the power of teacher salaries to the state. the proposal is moving through the state assembly this week. to find our full coverage on education in the bay area, check out abc7news.com. ama: chief william scott shared details about the fatal shooting by a walgreens security guard last week. speaking before the police commission tonight, chief scott set up the 24-year-old was suspected of shoplifting, spat on the guard and raised in arm towards the guard. that is when the guard drew his gun and fired. he was not shot in the back and brown was unarmed. san francisco district attorney brooke jenkins said she would

not seek a murder charge against the guard, citing insufficient evidence and the belief he acted in self-defense. chief scott told the commission this is still an open investigation. >> our folks have been asked by their chain of command to continue to investigate some of the things you are asking about. because we believe they are important to this case. ama: san francisco board president is now urging the d.a. to reconsider her decision. state senator scott wiener says brown's death was preventable. dan: our work to build a better bay area means taking a look at things that affect our everyday quality of life. yesterday stunning announcement of the closure of two norstrom stores in san francisco got us thinking, what might the future of retail, the future of shopping look like and how other places might be doing better. shoppers say they are not surprised by the news. they prefer to shop closer to

home. and for the convenience is one reason, parking is free and it is less busy. sean randolph says it could be time to rethink retail. >> i think there is a new model out there where the traditional retail mall is being rethought. retail has struggled a little bit in the pandemic but it is not going away. the question is how is retail designed in the future draw people in? dan: malls located in suburban areas are bringing tons of consumers to downtown walnut creek and valley fair. randolph says shopping areas are being redesigned to include entertainment, a variety of retail, and other amenities. ama: a strange mystery at a public garden in san jose. 50 koi have been stolen from the pond at the japanese friendship garden. as lauren martinez explains, these fish are not cheap.

lauren: iconic freshwater fish. staff at this supply store are reacting to the news that more than 50 of them were stolen from the japanese friendship garden in san jose. >> i was sad and disappointed why someone would go through that effort and steal fish from a park. lauren: a spokesperson from the department of parks and recreation services says it happened overnight on april 29. >> they were stolen over the previous weekend from isolation tanks. lauren: each fish costs about $75, so approximately $4000 worth of fish were stolen. in the 1960's, 300 koi fish were gifted to san jose from the city of okiana, japan. there are no 220 fish. >> we are definitely wrapping up our security. we have had several instances of break-ins in the past year, including stolen tools and

equipment. lauren: parks and recreation purchase supplies and food from champion mission, a koi and pond supply store. they cater to koi collectors. >> some people keep them for luck, most people keep them verb enjoyment. it depends on the quality of the fish, the pattern, the size. lauren: prices can range from $25 each to $25,000 each. >> not really easy to keep. lauren: he is surprised so many were taken during one night. the owner says he does not hear or see koi theft often. >> it is not easy selling that because people would recognize them, or they can remember the fish. it's not something you can just sell, like a stolen car. lauren: investigators say if anyone has information, please report it to the non-emergency line. lauren martinez, abc7news. ama: bart is showing off its

oakland could face a lifetime behind bars. prosecutors say he killed a woman driving past his house on saturday. ama: investigators say the man just been frustrated over traffic noise. tim johns is following the story. tim: in an prerecorded video, the district attorney announcing murder charges against an oakland man. he's accused of killing a 21-year-old woman with an assault rifle as she was driving by his house. he was angry about noisy cars raising by his home, so he started shooting at random. >> there are too many guns in this community, and there are too many people who are too quick to use a gun. tim: similar incidents have made national headlines recently. people being shot for seemingly no reason. mental health experts believe it is due to a combination of factors. >> they probably don't have support of family, friends, community to be able to express when they get angry, to be able

to process when they get upset. so instead, what happens is it builds and builds and people snap. tim: experts call it the frustration aggression hypothesis. a theory that says aggression is the result of something blocking a person's ability to reach their goal. >> we really do have a mental health tsunami going on, with anxiety, depression, suicide, homicide, substance abuse. the data is striking. tim: professor plant teachers at santa clara university. research shows that these days, people are much quicker to have an extreme reaction. >> when you have frustration, stress, aggression and you have a firearm right there, you've got a big problem. tim: a problem that may only be getting worse. >> the predictors of these incidents don't seem to be diminishing. they seem to be increasing. tim:im j abc7news. daer 60 yehemaking, the fda hass

stamp of approval to the first vaccine to protect against the respiratory virus known as rsv. the new drug is designed for adults over the age of 60. rsv infections are commonly found in young children but could be deadly for seniors with underlying health issues. it is expected to rollout by the fall. more vaccines are in the final stages of testing and could be submitted for approval soon. ama: meta is facing calls to enforce stricter rules, this time over the messenger kids app. u.s. regulators claim meta violated the children's online privacy protection rule and misled parents about the safety measures. the ftc says children were able to communicate with other users without their parents approval. the agency also accuses meta of improperly sharing user data after agreeing to strict rules in a $5 billion settlement in 2020. they have proposed banning meta

a short break and more rain coming. on live doppler 7, you tice a lt showers around livermore. street-level radar, dublin boulevard, san ramon valley into danville, we are seeing some slippery roadways also in the south bay to send martin across 101 going into gilroy. as we look at the sierra, if you ever have been up there in the mountains this time of year, you know they don't get snow all the time but it is may, and they are talking about rain and snow mixing in across the region. as we look at live doppler 7, taking you back in time. a couple lightning strikes in the north bay earlier this afternoon and evening. yes, some isolated thunder. that opportunity for thunderstorms is pretty much gone. here's what's happening. this area of low pressure will finally shift southward and move toward southern california where they already have winter weather advisories going up and

single. i got my. emergency crews rescued six workers after a partial collapse at a movie studio construction site near downtown los angeles. some of those workers were trapped in cherry pickers stuck in some weird angles. firefighters couldn't reach them from the ground, so they lifted them to safety by helicopter. doctors check them out, saying nobody was badly hurt. glad to hear that, well three mcdonald's restaurants in louisville, kentucky, have been fined more
