today. >> more than 3000 oakland unified school district teachers and staff are on strike. they are asking for a 23% raise. >> the district has offered 22% but that would not go to all the employees affected by the contract. 34,000 students impacted by the strike. we have team coverage includ a look at a proposal that would raise -- >> unser hudson has a look at the confusion between the union and school district over what is being offered. >> this is their future. >> bay area congresswoman barbara lee pumped up the crowd at this teacher rally in front of oakland city hall. behind the scenes there is confusion and frustration at the bargaining table. >> my goal as superintendent has always been to increase the compensation of our teachers.

>> the oakland unified school district says what is on the table a historic $70 million offer. a retroactive raise, a for all teachers. up to 22% for some. >> my team has thoughtfully planned out a and made recommendations to make sure the district can afford this massive compensation package to maintain financial stability in the years to come. >> the problem is the teachers union claims it is not an official proposal. >> the last proposal i have seen was three days ago and that excluded a lot of our from where we are standing that is the proposal, to exclude our members and not provide our students with resources. >> the district says a written proposal was submitted wednesday night. the union says not true. adding to the confusion, the district argues it does not have to negotiate all of the union's demands. >> their items outside of the scope of the contract of what we are required to negotiate. the school board has not

authorized negotiators to go outside of that scope. >> some of what would be considered outside of the scope are what is in her as comment -- what is known as common good proposals societal issues like homelessness. the union does not see it that way. >> what we are calling common good -- with their calling coming good is what we are calling services. mental health services, targeting resources at are primarily lowest performing school. that is under the law. >> until there is a deal the strike will likely continue. >> the strike is h the issue of teacher pay across the state. >> cornell barnard spoke exclusively to state school super and sp superintendent tony thur about the legislation that seeks to increase sellers. >> 20 thurman was serving up lunch to students in novato.

also on his mind, the oakland teacher strike. thurman says he is ready to help. >> i've reached out to both to say we will mediate and help them to reach an agreement because we have to get this strike ended as quickly as possible so kids are in school. >> statewide teacher pay remains the biggest issue especially in the bay area where many are struggling with the high cost of living. >> we have got to increase pay for our teachers and all educators. classified staff. there is no two ways about that. proposal includes starting pay of $63,604 for first year teachers. we wanted to see how that can paste to other -- how that compares to other across the area mount diablo starts teachers at $60,000. at santa rosa, 66,412. 66,918 is the starting pay for

san francisco unified teachers. $68,500 in san jose unified. >> schools across the state are facing a workforce crisis with many teachers and school employees unable to afford to live in the communities they work in. assemblyman elmer sue chee recently proposed a bill that would give teachers a 50% raise by 2030. assembly bill 93860 keep current teachers entered the profession and attract. young people to the field. . we asked thurman about the proposal. >> my office is engaged in recruitment. were trying to recruit teachers and pay is always going to be an issue. i support the spirit of the bill. >> thurman is not sure where the funding would come from. many teachers say for now they are living on the edge of the economy. some rethinking their career path. >> it is hard to afford a mortgage in california. a lot of teachers are driving from upwards of an hour just to

get to their job. >> oakland mayor sheng thao s she hopes there is a quick resolution to the teacher strike and she joined us earlier today speaking about what her office is doing to try to make that happen. >> we have been in conversation with the administration side and with oea as well. i will continue to push for there to be an agreement for both parties to come to the table. we have to put them first. >> the city of oakland has no real authority over the school district because it has its own separate governing arm. even so the mayor says she is hopeful ousd and the teachers union come back to the bargaining table. >> new developments with the deadly stabbings that but the community of davis on a 21-year-old man who used to live in oakland has been arrested for all three stabbings. he was a third-year student at uc davis until last tuesday, two

days before the first fatal stabbing. the arrest took place this afternoon but police tamed the man yesterday. he is accused of killing two people and severely injuring a third over the past week. the police chief says a flurry of tips led them to the suspect. about 15 callers and they reported seeing a person who matched the description. he was stopped by several patrol officers. he was wearing a backpack and i the backpack was a large knife. >> it is up to the yolo county district attorney's office to file charges. u.c. davis in a statement says it separated the suspect last week due to academic reasons. >> san jose's mayor is getting back to basics when it comes to public safety. mayor matt meehan joined san jose police on their foot patrol downtown talking with local business owners. . he is focusing on cleaning up the area and curbing crime.

>> it is hard to want to spend time, spend money or invest in bringing a new business. that is why i have made improving safety one of our big three priorities. taking the city safer, ending homelessness and cleaning >> up the city. >>he hopes to double the hiring rate of police officers and also wants to implement technology to help streamline the recruiting process. his budget released in march includes money to hire 30 new officers. >> in your hotline was launched in the response to the increase in hate crimes in california. hate crimes to 2021. hateful actions reported to the hotline can include those motivated by race, sexual orientation, gender or gender identity and religion among others. reports can be made anonymously by calling 8338 no hate. the hotline o

cocoa republic moved into the crate & barrel location at 55 stockton in union square last year. in union choir, banana republic. is reducing its footprint is moving from this location on grant into a smaller space on geary. >> they are downsizing their storefront but downsizing to something we think the consumer really wants. >> as for the businesses expanding they include luxury stores. >> in response to huge demand during the pandemic. that demand has not stopped. >> chanel is moving into a bigger site. the williams-sonoma location on post. union square line says there is a big demand for discount stores. >> stores like ross are looking for a larger footprint. >> ross on market street is moving into a bigger space. it is taking over the area occupied by nordstrom rack and sex on fifth. -- and saks on fifth. there is new event space going
