about the issue at the heart of this matter, pay. and proposed legislation that seeks to increase teacher salaries across california. >> having a good day so far? >> state superintendent tony thurman was serving up lunch to students at pleasant valley elementary school in novato on during nutrition program and employees. also in his mind, the oakland teachers strike. thurman said he is ready to help. >> i've reached out to both sides to say will mediate and help them to reach an agreement because we have to get the strike ended as quickly as possible so kids are in school. >> statewide teacher pay remains the biggest issue for instruction especially in the bay area where many are struggling with the high cost of living. >> we have got to increase pay for our teachers and all educators. classified staff. there is no two ways about that. >> oakland unified said its proposal includes the starting pay of 63,604 dollars for first year teachers but we wanted to

see how that compares to other large districts across the bay area. mount diablo unified starts teachers at $60,000. in santa rosa city schools it is 66,918 is the starting pay for san francisco unified teachers and in san jose it is $68,500. >> student state are facing a crisis with teachers and employees unable to afford the communities they work in. >> an sme men proposed a bill that would give teachers a 50% raise by 2030. assembly bill 938 60 keep current teachers in the profession and attract younger people to the field. we asked thurman about the proposal. >> my office is engaged in recruitment. pay is always going to be an issue. i support the spirit of the bill. >> thurman is not sure where the funding would come from.

wet. >> developing news out of dav where a man who used to live in oakland and once went to laney college is under arrest for a series of stabbings that shook that community >>. yesterday afternoon we had about 15 callers and they reported seeing a person who matched the description. he was stopped by several patrol officers. he was wearing a backpack. in the backpack was a large knife. >> two people died and a third was seriously hurt. the first dabbing happened last thursday. we have also learned the suspect was a student at uc davis up until two days before the first dabbing. he is identified as 21-year-old carlos or alice dominguez. uc davis says it separated from him last week due to academic reasons. >> we heard about stories leaving downtown san francisco but what you may have

for the fourth straight trading session in row. this comes amid fears of the health of the banks around the country. the dow has turned negative for the year. the nasdaq trapped 59. the s&p lost 30 points. representatives from hollywood studios are finally breaking the silence on the third day of the writers guild of america strike. the alliance of motion picture and television producers did not agree with any of the writers issues. they say writers average 20 to 24 weeks of work every year which earns them close to or more than a six-figure over 11,000 writers are demanding better pay and more job security as streaming platforms dominate their work which means more shows but shorter seasons and fewer episodes so there is less work. the last wga strike a

rape, kidnapping, grand theft, elder theft, also, burglary, robbery and arson. the supervisor denied our request to discuss these data points but we asked him before the meeting about a department of justice study that examined 190 when child molesters 15 to 30 years after their lease from a canadian prison. the doj has done a study that found child molesters have the highest recidivism rate. does that change your answer? >> look, stephanie, that is not going to change my mind. >> supporters of the c ordinance argue the amendments use victims of violence as an excuse to provide double punishments immigrants by putting them at the hands of ice. a man formerly incarcerated when he was 14 spoke about his transformation after his release. >> but was handed over to ice and detained for over 18 months in detention. that was the worst experience of my life. >> the system sometimes makes mistakes and sends innocent people to jail.

people to continue to do these types of crimes? i am also a victim of sexual assault. as a victim, i can tell you all you want is the perpetrator as far from you as possible. >> the sheriff's office stopped cooperating with ice in . the new ruling expands that policy to all county departments, agencies and employees pre-bidding them from using any county funds to cooperate with ice including providing the agency with an individual's personal information or access to county facilities unless they have a warrant signed by a federal judge. how long could that take? >> they could take as little as half a day. it can take up to three days. it depends. >> mark has been a federal criminal defense attorney for 32 years. he says if there is a risk to public safety of our instances to get an emergency warrant. >> they are u probation which means they have april officer who supervises them. it is their duty to watch to make sure there is not recidivism. >> data obtained by the i team

shows a pattern of recidivism and or reoffending among immigrants and a san mateo county transferred to ice from 2018 through 2021. most of those individuals had been arrested many times before. 1, 7, 9, 10, 11, 17 in one case, 20 according to data compiled by ice, san mateo joined santa clara, san francisco, alameda, contra costa, now have, sonoma county's that have adopted similar ordinances resolutions, policies or other practices over the years. along with more than a dozen of other bay area cities but many still have exemptions for serious and violent crimes. the ordinance and a hayward still gives police the ability to interact with ice and informed them of an undocumented immigrants release. if that person poses a public safety threat. in emeryville city employees are pre-booted from working with ice

if it involves sharing a versions immigration status but police can still interact with ice if there is a danger to the in san francisco the sanctuary law has 46 exemptions for local authorities to cooperate with ice in certain cases including murder, rape, robbery, arson and carjacking. >> the state will notify immigration authorities. >> state law has dozens of exemptions for people convicted of serious and violent felonies. san mateo is not the only county that has had controversy around amending sanctuary policies. we have seen failed efforts in san jose after the high-profile murder of larson and the grace baptist church stabbings in 2020. a few months ago in san francisco after admin amendment was proposed that would've exempted protections from immigrants convicted of dealing fentanyl. >> very interesting and complex obviously. thanks very much. >> coming up, may the fourth be with you.
