people close, you know, they gonna complain, you know, because sometimes we like to put music or have fun like that, you know or talk, you know when we talk loud, you know, julio told me he didn't expect to see the police that day and on the body cam video. he didn't appear all that concerned when officers daisy, missouri goes and brandon nail arrived nothing. there's like a whole bunch of beer over here. okay, i i wasn't worried because you know, i always trust in the collision, you know, i feel like we'll say with the collision but the exchange grew tense after maserie goes ask for julio's id and nail shouted. hey sit down. hey, you don't have to talk to me. well, yeah, i told you to sit down. julio explained in spanish and english that he had to stand to retrieve his wallet from his front pants pocket. i was trying to tell them, you know, you have to understand that i need to stand up, you know to get my id, you know, they just go over me, you know

they attacked me, you know just for that you. candid officer now forces julio to the ground over beer bottles punches him in the nose and pushes his face into the rough pavement julio suffered a concussion of broken nose, and and the shoulder injury that required surgery when they wasn't there in the ground, you know, i i and i thought i'm gonna die, you know because it's you know all their blood, you know, it's really scary. you know, they transported julio to the hospital for treatment and then to jail when his wife bailed him out at three in the morning julio was still coughing up blood. very unfaith what happened. for him and for us as a family. it's unfair and it's totally like we want nothing. it is incident report officer

now wrote julia reached his right arm around the back of my neck and started to squeeze in an attempt to put me in a headlock adding. he began to swing his right hand at my head striking me several times on the left side and back of my head. julio tells me that didn't happen and it's not visible on the body cam video. i can believe it, you know. how many lives they they put in that report to me, you know, and you know, it's saying things that i never did. you know anthony label is holyo's attorney. they knew what they had done was wrong. otherwise, it wouldn't have light in the reports to try to paint julio as the aggressor based on the officer's reports. marin county da lori for goalie charged julia with obstruction resisting battery upon an officer and public intoxication then she saw the body cam video and dismiss the case at a meeting monday night the city attorney revealed an investigation by an outside consultant is done and that is now up to san rafael police chief david spiller to decide if the officers will be disciplined

more than nine months after the altercation it should not take this long to find out. and make a determination whether or not the officers were in the right or in the wrong julio has not been able to work much of the past nine months and his wife has seen a change in him. he's not the same. he has not like the same confidence. as before he tried to be the same because he say a mental lost his family. i miss my life. and i you know, he's i trying to deal with all these you know, but is high, you know, it's not it's not easy, you know. i just want to continue living for my kids, you know. the san rafael city attorney also said this week that the report on what happened will not be made public but julio's lawyer says he'll get it as part of the settlement the lawsuit. he'll be filing against the city and its police department. danana, dan what's happened to

entered a not guilty plea actually more than one on two murder charges and one attempted murder charge police are trying to determine if the hunting knife they say he had when he was arrested was used in the attacks dominguez was denied bail and will remain in jail. he was a student at uc davis until last week when he was separated for academic reasons police have not disclosed a motive for the attacks now to the developing situation with the teachers strike in oakland. there's a lot of confusion about whether negotiations are continuing or not today day two of the strike was marked with a huge rally in march by teachers through the streets of oakland, but the bargaining table sits empty for now each side pointing fingers abc 7 news reporter land melendez scott conflicting statements from both sides as to why no one is negotiating. i'm confused. you're saying that you're at the table. they're saying they're at the table. i'm confused wait. we're there. we have been there.

our team is there there's no call from the school board necessary to continue negotiations. it's been authorized. to add to the confusion the district says they made a salary offer to the union, but they never put it up for a vote and instead called a strike. the union says they never got such a proposal. well one sticking point in the negotiations is what's called common good proposals. what are those exactly abc 7 news reporter hunter hassan explains. these are issues that go beyond learning in the classroom. as hundreds take part in day two of the oakland teacher strike oakland school board member valerie bachelor says, she's getting hundreds of emails about one issue literally hundreds of emails. families educators and the community to give the district the authority to negotiate around common good demands common good proposals are often items that are not related to classroom curriculum such as green spaces on campus shared

governance or student homelessness. we are the biggest landowners here in the state in the city of oakland. and so we have a lot of properties. afford to r or redo in this example under common good the teachers union is asking the district to prioritize oakland's homeless students if there's gonna be housing there that it's affordable housing and that it potentially goes to our unhow students first the district may share those values, but won't negotiate them. there are items that are outside of the scope of contract of what we are required to negotiate. the school board has not authorized negotiators to go outside of that scope currently the sixth member school board is split on common good some are concerned about giving up too much power or being bound to projects. they can't afford bachelor argues. they can codify contract language and add staffing and funding contingencies to protect the district. all of those are all different ways. we can handle this but as a board, we have not been able to

give clear direction and directive to even have those conversations wilma serrano is the chief negotiator for the union. students money, but helpingd schools that have been historically neglected that is about directly investing in our schools and it includes things that are mandatory subjects of bargaining such as additional staffing and you think it's gonna come down down the common good. that is my feeling that is a sentiment that i'm hearing from folks on the line. that's a sentiment of folks that are not on the line, but calling me emailing me. it's really gonna come down to that in oakland. i'm successful abc 7 news the last time oakland teachers went on strike was in 2019 that strike lasted a week. we'll keep on top of this strike for as long as it takes obviously follow the latest on the abc 7 bay area app on your smartphone or wherever you stream. well our gray may theme is going to continue into the weekend it is it's going to rain on saturday abc 7 news meteorologist. sandy patel is looking ahead for

tomorrow the california state reparations task force will hold its second to last meeting. the group has been studying and developing a reparations proposals for black californians who can trace their heritage back to an enslaved person tomorrow. it's expected to vote on final proposals abc 7 news anchor and race and social justice reporter. julian glover has a look at the work of the task force to date. more than two years after ab-3121 was signed into law by governor gavin newsom california's first in the nation's state reparations task force is nearing the end of its work and finally answering the question of what reparations could look like. so it's very work intensive. it's very fast track. i would say we're in the thick of the most challenging aspect of the work right now camilla moore is the chair of the task force that has a two-fold mission first study slavery and

its lingering negative effects on african-americans and second to develop proposals for remedies for the atrocities of that harm through policy changes and potentially cash payments those recommendations drafted at these public forums that travel the state. we sat down with several members of the nine-person task force to get a better understanding of the recommendations that will be voted on this weekend and deliver to lawmakers in july, but first, let's start with why reparations why now? you hear lots of folks. say well, california, into the union as a free state. why should california? why should californiaans be on the hook for reparations? so the idea that california has a role to play in this is is actually very straightforward. and so when we think about lingering effects we are thinking about things that are jim crow racism. we're thinking of about the use of eminent domain in the

dismantling of african-american communities in many ways to facilitate the development of the state the kind of of principles that were first enacted during slavery found themselves showing up in various ways soon thereafter and have in many ways continue to impact the lives and opportunities for african americans in the state of california the task force focused on these lingering effects of slavery in its 500 page interim report released last summer the report details 12 areas to be addressed from the unjust legal system to housing discrimination separate and unequal education to racism in the environment and infrastructure of the dozen harms identified the task force highlights policy changes towards seven areas and a combination of policy and cash payments towards the other five dr. jovan scott lewis oversaw the team of economists who have the tough task of crunching the numbers based on hard evidence. we are not giving people money. we are returning monies taken

returning monies stolen returning. right the moneys that had been lost based upon the kinds of this possession of disenfranchisement the findings a black californian at least 71 years old that can trace their lineage back to an enslaved person could receive up to 1.2 million dollars in cash payments if the recommendations are voted into law by the legislature that's 966,000 for health harms 159,000 for mass incarceration in over policing in up to $8,000 for housing discrimination the work of the task force was not to conduct a feasibility study. there's no mention of how these payments would be funded. it's important to note none of this comes to pass unless the state legislature agrees to adopt all or some of the group's recommendations. how feasible is it how likely is it that the recommendations that you all put forward to the state legislature will actually come to be no. we don't want our interim report

or our final report to collect deaths on the show as the work of the task force years completion don tamaki, the only non black member of the group says it'll take californians of all walks of life to see reparations happen, you know, certainly it's a matter of justice. it's a morality issue and you know, because i'm japanese american and we know something about being incarcerated losing our property. i think we have a duty basically to speak out for the countless black californians who've traveled the state closely watching the task. force's work. they say the time to act is now my great-grandfather was a sharecropper. who had 17 children and worked from sunup to sundown and died with absolutely nothing. a took his land and created laws to keep his land. what do you think? he would say about you being here today? making sure your voices heard

last month. ama: the director of the cdc is stepping down. it coincides with the end of the national covid-19 public health emergency. dr. rochelle walensky has led the cdc for more than two years she was in charge during the pandemic. she plans to leave at the end of june the u.s. is set to end at covid-19 public health emergency next week. today, the world health organization acquired an end to the covid-19 global health emergency that has been in place since january 2020. dan: there is legi working its way through sacramento that would allow mobile pharmacies to offer medications to treat opioid of addiction. it has a lot of support in san francisco where the impact of the opioid and magnetic -- opioid epidemic is obvious. >> the goal here is to get people off deadly drugs, and in order to do that, you have to go off and meet people where they are and also do the follow-up, and if we can do that, we can get a lot of people off of these drugs.

dan: in the north bay, work is about to start on one of the largest wildfire prevention projects in marin county history. it involves creating a massive firebreak or buffer zone around this one city. abc 7 news reporter cornell barnard takes a look at the project. >> it is going to connect all the way around novato. dion: novato fire chief till tyler was showing us how the next major wildfire could be stopped thanks to the biggest fire zone the north bay has ever seen. >> fires are burning longer and more destructive than ever, so it is incumbent on agencies to work together to try to protect these coming to these. cornell: they are partnering

with the marin fire prevention authority to create a giant, shaded fuel break or fire safety zone around the entire city. >> this project was not only ambitious, it is a bad -- it is massive, creating big fuel breaks like this one, 200 to 300 feet wide stretching 60 miles around the city. on a map, the firebreak would look like this, and circling the flatlands, into the hills. >> if we create the fuel breaks right up against the boundary of the homes, when the embers land, they don't create new fires. cornell: he showed us this hillside where work has already begun, clearing flammable non-native brush. he says the firebreak could buy extra time for firefighters and homeowners to react, in the event of a wildfire. >> we decrease the risk of the rate of spread of the fire, we decrease the intensity, we give residents more time to evacuate and we give firefighters an opportunity to put the fire out. cornell: the five-year, $8 million project depends on

are tracking the wet weather that is spreading across the region. street-level radar from vallejo to american canyon, american canyon road across 80, it is wet. in the east bay, it has been steady, light to moderate rain for the past hour or so. oakland, alameda, san leandro, heading across 980, 580, 13, it is going to be a bit dicey tonight. parts of the north bay from santa rosa to southcenter roseau, petaluma, adobe road see in moderate showers as well. it is a level 1 storm on our exclusive abc 7 news impact scale, and the main area of low pressure will cross northern california by tomorrow morning. the showers will be pretty much moving through here, and by tomorrow afternoon, we get a break. winter weather advisory 8:00 tonight at 28 -- 8:00 p.m. tomorrow, three inches to six inches of snow. at the lower elevations. the snow level will be around 5000 feet, so passes will be impacted.
