through. here's live doppler 7. you can see isolated showers this morning, mainly in the north bay with that front. press on in a little tighter, and you can see from petaluma to santa rosa, we do have some light isolated rain moving through. these are the clouds that drizzle this had morning. we'll keep the chance of an isolated shower in the forecast through 9:00 a.m. it's so isolated, we're not even giving it a number on the storm impact scale. the front will move through quickly. by lunch time, it's out of here. we'll find increasing sunshine by the afternoon and temperatures mainly in the 60's. we'll take a closer look at afternoon highs coming up, but let's check in with jobina and see how they're doing. jobina: good morning, everyone. we're going back to san jose, where we are following a brushfire earlier and giving you the thumbs up, because that has cleared. you'll face minor residual delays in this area along northbound 880 before northbound 101 and also on 101 itself you can see the speed limit there. live look at the toll plaza. lights came on at 5:38 and

traffic is beginning to stack. kumasi: teachers in oakland starting off the week the same way they ended last week, on the picket line. the oakland unified school district and the oakland education association met yesterday for the first time since tuesday. abc 7 news reporter joining us live in oakland this morning with the latest. reporter: there are just 14 school days left in the school year, and today marks day three of the oakland teachers strike. but we do have some new information, new breakthrough at the bargaining table that happened over the weekend. the oakland education association, which is the teachers union, says osud now has the authorization to negotiate the full package the union has been demanding, specifically breaking the deadlock around common good proposals we've been hearing so much about. these proposals relate to issues outside of classroom curriculum. we're talking homelessness, environmental justice and shared governance. while notice deal has been reached yet, you'll remember the

school district was only willing to note on employee compensation, saying common good proposals were not mandatory to negotiate by law. we're told osud sent two negotiators to meet with the 50-member bargaining table. while the district declined to comment, they highlighted salary increases, writing, providing this historic increase is no small feat. we've put all our money on the table to take care of our teachers and there is not much room to do anything else. members of the bargaining team saying they want the community to understand, while teachers salary is important, they feel it's crucial the full package is too. >> i believe that it was -- it has been the strike that has really pushed us into really exposing how dysfunctional this process has been. >> it's a big thing for us, shared governance. we want students, families, communities, educators all to have a say in how schools are run. that's really important to us.

reporter: this weekend's meeting between o.e.a. and osud have marked the first time the two sides met since last tuesday. negotiations were still underway, but with no real reached this means most educators will be back on the lines at 7:30 this morning. we saw more than 3,000 out on the mornings of thursday and friday. across 80 school sites. we know today's demonstration will be followed by a 12:30 rally at highland community school. abc 7 news. reggie: thank you. this morning authorities in texas are trying to figure out if white supremacist i'd ideal is part of the motivation in a mass shoot nag mall. eight people were killed, at least seven wounded. the victims ranging in age from 5 to 61 years old. the investigation. jobina: 199th mass shooting of 2023. , and we are just 128 days into

the year. so this all happened in allen, texas, which is north of dallas. the shooter was killed by a police officer on a different call who ran toward the gunfire. a vigil was held yesterday for the victims. overnight officials said seven people are still in the hospital, three in critical condition. witnesses say even the law enforcement officers who responded had a difficult time coping with what happened. >> to see the first responders act visibly shaken and crying and trying to catch their breath and trying to understand what was going on, that will always be in my mind. jobina: investigators say the gunman was wearing a patch associated with white supremacists, and they are now looking for other clues to his ideology and for a motive. authorities say the suspect was discharged from the army in 2008 due to mental health concerns. kumasi: new information is emerging as a second deadly

incident in texas over the weekend. eight people have died after a s.u.v. plowed into a bus stop near the u.s.-mexico border. at least nine other people were hurt after the silver range rover ran into the crowd of people in the city of brownsville. the driver of that s.u.v. has been arrested. video of the incident shows a suspect driving at a high rate of speed before the crash. authorities are still trying to pin down a motive. the crash happened outside of a shelter that provided resources to migrants. >> this is a homeless shelter, and right now they have a lot of immigrants from the current influx that we're having, they're putting them there, shelter for overnight, waiting for their final destination, so they're on the bus or the plane. kumasi: some of those hit were migrants under the care of u.s. border patrol. in washington, house republicans are planning a thursday vote on a hard-line border security bill. the plan aims to make permanent some of president trump's restrictive immigration

measures, including resuming construction of a border wall. the vote will happen as title 42 ends. that's the trump-era policy that's allowed some migrants to be rapidly deported. president trump extended the policy when he took office. it's not clear if the g.o.p. immigration bill has enough support in the democratically controlled senate to advance there. reggie: the suspect arrested in a string of stabbings in davis is expected back in court for a preliminary hearing. carlos dominguez pleaded not guilty friday. dominguez is accused of stabbing three people, killing two of them, leaving one woman severely injured. police say he was a student at u.c.-davis until two weeks ago when he was suspended for academic reasons. this morning dominguez is being held in custody without bond. kumasi: in san francisco, community members are demanding the release of walgreens video footage showing the moments that led to the death of the

24-year-old who was shot and killed by a security guard near the store on marcus street last month. yesterday demonstrators marched through san francisco. the attorney has said the guard will not be facing murder charges. last week police chief bill scott told reporters brown was suspected of shoplifting, spitting and raising an arm at the guard. he also said brown was not shot in the back and that brown was unarmed. this investigation is still open. reggie: the san francisco municipal transit agency is giving out tests to help a void paying a fine for a fake parking ticket. we first told about you this friday. reddit users posted for the's of the phony tickets like this one. that have a q.r. code, which takes you to a fake website that looks a lot like the real site. sfmta says the fake site has been taken down. the agency tweeted a link so that you can see if your parking ticket is legit. you can also go to sfmta.com,

kumasi: welcome back, everyone. former president donald trump will not be testifying in the rape and battery lawsuit against him. his lawyers notified the judge of the plan on thursday and allowed for a deadline for the decision to pass yesterday without submitting any plans to the court. the federal civil case doesn't require his appearance, nor is he at risk of any jail time. e. jean carroll is alleging that trump raped her in a luxury department store dressing room in the mid 1990's.

he's denying these claims. closing arguments are set for today, and the jury will likely get that case tomorrow. in the south bay, san jose lawmakers and local leaders are upset over the way law enforcement and caltranss handle cinco de mayo celebrations over the weekend. caltranss closed some and off ramps in san jose, and police had a very heavy presence around the festivities. this was the first celebration after the city lifted its decades-long ban on cruising. many people were looking forward to showing off their cars, but david polanco of the united low rider council of san jose said he witnessed a number of vehicles that were flying large mexico flags being pulled over by officers. >> it is just kind of, you know, unfortunate considering the ban was just lifted. we are san jose. we are, you know, a heavy chicano community. we should be able to celebrate in our city in a positive, safe

way. kumasi: san jose city councilmember omar torres was also upset. he believes people were profiled by police. san jose police said on friday their goal was to make sure everyone had a safe weekend. at the time she warned side shows would not be tolerate. reggie: we're celebrationing asian american islander pacific heritage month. hundreds of people took part in a 5k that went from japantown to chinatown. it was the second annual our heritage 5k sun fun from the nonprofit, asians are strong. runners passed by 14 historic aapi landmarks. organizers say the run is to celebrate aapi heritage month and embodies the resurgence of the new aapi movement. >> we can come together, be stronger together, and not be afraid of some of the hate out there, knowing that we have people around us, supporting us,

slow traffic in the east bay, but everybody else is great. reggie: thank you. developing news on the peninsula. redwood city police are investigating after five people were shot early yesterday morning. offers say a group of four adults and a 16-year-old boy were drinking on the sidewalk. that's when someone with a gun approached them, started shooting, and then ran off. police say all the injuries are serious, but nonlife-threatening. officers are still actively looking for that shooter. kumasi: in chico, authorities are investigating after a deadly drive-by shooting at a house party. a 17-year-old girl was killed and five other people hurt early saturday morning. chico police haven't arrested anyone, but said there's no threat to the public. investigators say the shooting was not random. police also say they responded to the same party 30 minutes before the shooting after reports of someone brandishing a gun. that person was arrested. reggie: a breakthrough between

the union representing oakland teachers and the district, but there's still no deal. that means thousands of teachers will be out of the classroom and back on the picket line for a third day today. our reporter is live in oakland with what we know about these negotiations. amanda? reporter: reggie, odsu educators are getting ready to hit picket line, many of them just ck on the bet 3,0re goi t mo s that on thursday and friday of last week. today's demonstration will be followed by a rally at highland community school at 12:30. but as you mentioned, that breakthrough at the bargaining table happening over the weekend. it signaled the first time the two sides have met since last tuesday. the oakland unified school district and oakland education association bargaining teams were negotiating well into the night last night. we're told odsu sent two negotiators to meet with the

its descendants in california for more than two years. african-americans living in california with an ancestor or ancestors tied to slavery could get cash payments and other reforms. the panel's proposal contains restitution estimates to african-americans living in california who have experienced housing discrimination, racial injustice, and more. the panelists say that now is the time. >> we got a new practitioner. we got new social engineers. and make sure that we deliver something to this black population or else we never will do it. reporter: according to a reporter, a resident over the age of 70 could get payments up to $1.2 million. the final report will contain 95 recommendations for determining what reparations will look like in the future. state legislators must pass all or some of the recommendations.

to pass a proposal into law come july, the final report is due to state lawmakers at the end of june. reggie? reggie: thank you, gloria. janet yellen says there are no good options for the country to avoid an economic calamity if congress fails to raise the nation's borrowing limit. jobina is at the live desk with that. join secretarialen isn't ruling out president biden bypassing lawmakers and acting on his own to try to prevent what would be america's first-ever federal default. biden and other congressional leaders from both sides of the aisle are scheduled to meet tomorrow. g.o.p. lawmakers led by house speaker kevin mccarthy are demanding spending cuts. president biden has repeatedly said the threat of default shouldn't be used as leverage in budget negotiations. secretary yellen says since 1960 the debt ceiling has been raised 78 times, three times during the prior administration, and always with bipartisan support.

she believes it's unacceptable for congress to threaten financial havoc for american households and the global financial system. >> if congress doesn't act, we're likely to see financial market consequences in 2011 there was a steep decline in the stock market, and our borrowing costs back in 2011, the u.s. was downgraded by the credit rating agencies. there would be permanently higher borrowing costs for americans for buying a home, buying a car, and failure to raise the debt ceiling would cause a steep economic down turn. jobina: increasing the debt limit wouldn't authorize new federal spending, but allowing to pay for what congress has already approved. for example, social security and medicare payments or interest on loans. secretary yellen says the treasury department is expected to run out of money to pay its

bills by june 1 if congress doesn't suspend or raise the debt limit. reggie? reggie: thank you, jobina. it was an emotional sunday for both a's and giants fans who are mourning the passing of the six-time all-star and three-time world series champ, vida blue. he died at 73. abc 7 news reporter spoke with fans who were remembering this bay area favorite. reporter: he was the hard-throwing left hander who became one of baseball's biggest draws in the early 1970's. his name was vida blue. >> he was this dynamic as anybody in the bay area. you wanted to see vida blue. when he pitched, you wanted to be at the game. reporter: knbr radio host remembers vida as a kind and humble man who helped lead the oakland a's to three straight world series titles. the team tweeted rest in peace, vida, and sent thisre deck indin
