>> building a better bay area, moving forward, finding solutions, this is abc 7 news. ama: barricades began today along cap street in san francisco's mission district. this is part of to curb the ongoing problem of alleged prostitution in the area.

good evening i'm ama daetz. dan: and i'm dan ashley. people are concerned that steel barriers could affect response times during emergencies. ama: abc 7 i team reporter stephanie sierra joins us with details. stephanie: the new barriers will be a collapsible steel, replacing the cement eric eads that were put up -- barricades that were put up two months ago. this comes after a huge push in the area of people who were fed up with the alleged sex work, noise, and violence on the streets. out with the old come in with the new, in an effort to curb alleged sex work, san francisco's capp street is yet again getting a barricade upgrade, from traffic -- trample traffic barriers to graffiti's cement walls, there were also talk of water-based barriers, but after all that, the city settled on steel.

these will replace the existing cement barriers. san francisco public works began drilling eight holes in the ground that will house them along four blocks of capp street, from 18 to 22nd. neighbors could not be more excited. >> there's local shopping, people feel safer. stephanie: how will the new system work? >> the barriers can be removed within a matter of seconds to one minute, depending on the circumstances and who is present. stephanie: lieutenant jonathan baxter says the fire department is concerned about any impact a response time come as emergency crews take four minutes to six minutes to arrive before patient care starts to deteriorate. in the event of an emergency, first responders will be able to use a remote device to collapse the barriers within a minute, so emergency crews can enter. >> it looks kind of bad

this cannot be a permanent solution. stephanie: fed up with alleged sex work, crime, traffic, and noise, this group says the barricades have improved the safety of capp street over the last four months, something they say is necessary. >> there were easily 40 women working, now maybe 10 or less as a whole. >> peace and quiet. peace and quiet for everybody. >> let's return our street to a family community. >> people are beginning to feel safe again here. stephanie: overall, alleged sex work has been reduced by at least 60% around capp street since those barricades have been installed, and while some residents have seen the improvement, others say it is impacting 21st and shot well. ama: when will these new steel barricades be fully installed?

stephanie: within two weeks. right now, they are preparing for that full installation by checking the utility complex, but as far as how long they will be there, we are told for the foreseeable future. ama: stephanie, thank you. dan: the san francisco board of supervisors is meeting right now and expect expecting to call in the district attorney's office to release video and other evidence in the killing of bagel brown. a security guard -- banko brown. a security guard shot and killed brown. d.a. jenkins says a final decision has not been made on whether to file charges. the board has not taken up a resolution. ama: the family of a murder to 64-year-old woman is speaking out after she was stabbed multiple times, allegedly by her next-door neighbor. the family requested to abc 7 news anchor dion lim that we only use her last name.

she was going to the triangle apartment friday morning when she was stabbed three times and tried to escape into a stairwell but was not discovered until about an hour later. ss paid -- sfp as, whose family lives in the same building in the unit next door. despite their pain, sharing what happened is important. >> he said he did not want to speak out, probably he can be released after, and his mom died for nothing. >> reminder that we have problems in our society, in san francisco. ama: esparza was booked on multiple charges, including murder. dan: breaking news in oakland where there is a three car crash involving two oakland police cruisers. this happened just after 4:00 this afternoon near sixth and

jefferson streets, about two blocks from oakland police headquarters. there's no word yet what led up to the crash or whether anyone is hurt, but we are on it. and in oakland chinatown, today kicked off a unique new safety measure for the neighborhood, which has been hit hard by vandalism and theft. abc 7 news anchor dion lim how volunteers are coming together to bring shoppers back. dion: signs are back as the patrol group kicked off their first joint patrol in chinatown tuesday, a job police and a number of other volunteer patrol groups have been doing since early 2020, but never together. >> they have been patrolling entire towns since the pandemic as of today. this marks their 800 day. dion: the joint effort includes multiple officers and volunteers every first tuesday of the month, a direct response to a spring of brazen burglaries in chinatown early this year.

for some business owners, it means hope for a desperately needed economic boost. >> because it happene ago, we lost a lot of our outside customers. they say, "i'm afraid to come out." we want traffic to come back. dion: in februar department and mayor tao partners together. >> there has not been a lot of major crimes in the chinatown area. our statistics compared to last year, compared to two years ago is a lot less major crime and violent crimes are down. dion: it is a step-by-step effort that cannot come soon enough for this neighborhood. in oakland, dion lim, abc 7 news . ama: now to our developing story

on the oakland teachers strike. there is no deal between the teachers union and the district, and the strike is expected today tomorrow. the main sticking point is the common good goals in the contract. abc 7 news lena howland has the latest. >> step up, ste is a uniontown. lena: teachers spent their fourth day away from the classroom on strike. the oakland education association holding firm on their goals to include, good items in the new contractor >> we want a new contract. policies change. when you put it in a contract, then we can hold the district accountable to doing that. lena: assembly member in the, who supports the union, says they are achievable for the good of all students. >> with focusing on an opportunity to use housing, house our homeless kids, that we have that have a shared governance model. dion: some believe the union has

taken it too far. >> i believe they've done in the wrong way. dion: fed up with multiple strikes in the last few years. >> you cannot hold kids hostage in order to make progress on these things. dion:dion: jesse has two kids in the district and crossed the picket line to bring his third-grader, but says common good goals have no place in a labor agreement. >> i know the unit is advocating for stuff so many of us believe in around, like, justice and homelessness and equal access, stuff that does not belong in a union contract. this is stuff they can be worked out as a community and in many cases by our elected leaders. >> personally, i believe it is all connected. dion: other parents, like josh connor, whose five-year-old and six-year-old daughters, made their own signs to join their teachers on the picket line tuesday, says common good items need to be part of the contract. >> at the same time, i feel like

the teachers are fighting for all of us in oakland, so those common good goals are part of that, and they can't teach well if the kids are hungry, if they don't have somewhere to sleep at night, so they are fighting for those things so we can all have a safe place to learn. lena: in oakland, lena howland, abc 7 news. dan: in the south bay, one of the first narcan thinking machines was unveiled today, and it comes on national fentanyl awareness day. abc 7 news reporter zach fuentes has more on one of the latest strategies to try to save lives. >> do you want to learn about sentinel and how to save a life? zach: santa clara university students working hard to get out that critical information. now they have a way to get narcan to the community. this vending machine is dispensing them free of charge. when used correctly, the kits can reverse the effects of an opioid overdose. >> we are one of the first to have it, so we are proud. zach: dr. jamie tang is a

professor of public health at santa clara university. she and her students played a key role not just getting them ascending machines on campus but how to use it. >> if you want a recovery -- >> we are overwhelmed by the positive responses already. zach: tragically, stati the need for more to have and use narcan. in 2021, there were nearly 6000 deaths related to fentanyl overdoses. the san francisco county experienced 435 opioid-related deaths. alameda county saw 233 and santa clara county 154. the department of public health saying synthetic opioid overdose deaths may be largely related to fentanyl. they would link and then punishments for these crimes.

dan: in the east bay, the martinez police are investigating a mercury spill that forced an amtrak station to investigators are trying to determine how the spill ended up in the gutter outside the amtrak station. crews were cleaning up the spill until 3:00 this morning and returns today to do for the cleanup and try to figure out the contamination. amtrak passengers were forced to get off at a nearby station. the contra costa health apartment has this message for anyone who may have stepped in that substance or come into contact with it. >> if you do see visible contamination, just slowly and safely remove shoes and clothing, place those in a bag, and then seal it, place it in another bag, seal that bag, so
