told you about last month. it would reduce the amount of public financing needed to develop a new park. the newspaper reports that bally's would demolish the tropicana hotel and build a retractable roof stadium near the las vegas strip. kumasi: it is the fifth day oakland teachers are on strike and there is no deal between their union and the oakland unified school district. beyond a pay raise, the main sticking point remains the so-called common good items, which include resources for students in need, climate initiatives, and more. in a statement last night, the school district said negotiations are making some progress. the last time oakland teachers went on strike was 2019. it lasted for a week. we will keep on top of the strike for as long as it takes. you can follow the latest on the abc 7 bay area app on your smart or wherever you stream. reggie: fears of an economic

catastrophe are growing this morning after a meeting of top congressional leaders and president biden. no deal was reached to raise the debt ceiling. it appears they did not even make progress. jobina: the president met with congressional leaders for over one hour yesterday with no progress. republicans are using the debt ceiling as a leverage point to push for big spending cuts. president biden says those cuts are a nonstarter. he would like the clean bill to raise the debt limit, like what has happened in the past, including three times under president trump. the treasury department has warned if no deal is made, the u.s. could default by june 1, sending the economic tailspin that we have heard so much about into efect. >> everybody in the -- into effect. >> everybody in the media understood the risk of default, our economy would fall into a recession, it would devastate retirement accounts, increased borrowing costs. jobina: it would mean federal

payments would stop, including social security payments and paychex for the military. president biden is reportedly considering using the 14th amendment to raise the debt limit without congressional approval, but there is worry it will not be effective and will spark a lengthy litigation. president biden says he will meet with top congressional leaders again on friday. we will be watching that. kumasi: today, community leaders and advocates will come together in an effort to find solutions for san francisco's open-air drug markets. they are hosting their fourth community forum and planning to discuss how it believes city officials can better fund plans to solve the drug crisis and recovery options for people. the event comes as mayor london breed and supervisors are working on the budget for next year. san francisco leaders are demanding the release of the video and any evidence from the killing of brown.

brown was shot by a store security guard at a walgreens on market street. in a meeting yesterday, the board of supervisors passed a resolution seeking whatever they can get from the district attorney's office and police department. the da releasing evidence before a final charging decision is made could compromise the investigation. >> what this is saying is release everything you can release. >> i also believe that all of us who have public roles have a responsibility to affirm the legitimacy of our criminal justice system, whenever that comes into question. >> still need to organize and get in front of the district attorney, still need to organize and get in front of the police department, still need to organize and get in front of walgreens. somebody has to give us that video. kumasi: the resolution does make any type of release mandatory, but the board did hint that it could issue a subpoena. reggie: berkeley city council

has voted to confirm interim police chief jennifer lewis as the permanent chief, despite the lingering controversy. the vote came before midnight after it was delayed late last year. her appointment next history in berkeley. >> i am proud to become the berkeley's first woman police chief, first asian-american police chief, first openly gay police chief. i also bring two decades of law enforcement experience and knowledge in every division in our department. reggie: louis became interim chief in 2021 and claimed she had no knowledge of a scandal that involved accusations of racist text messages" arrest system within the department. some community groups in the city director of police accountability asked for the vote to be delayed again. they argue the investigation into the scandal should be completed first. lisa: good morning. wednesday bringing in a few clouds around. we are looking at clear spots in

kumasi: dave chapelle is back in san francisco for last-minute shows. he performed at punchline comedy club last night. he is no stranger to the city, performing at chase center last september with chris rock. he also premiered his yet to be released documentary back in 2021. reggie: bart ridership has struggled to recover after the pandemic. a new survey from the bay area

council is revealing it is not one issue but many that are keeping people from riding. according to the survey, safety is the number one issue. 45% of people say they have safety concerns and only 17% of people describe the system as safe. >> people are hesitating to get back on board because they have fear about doing so or they do not want to experience these conditions. reggie: besides safety, other top priorities mentioned were more frequent cleaning, working restrooms, and ejecting people who violate bart' codes of conduct. the poll results lead the bay area council to call for specific changes, including increased police on trains and installing new, more secure fear gates within a year f -- fare gates within a year. kumasi: police officers are trying to make chinatown safer to visit. they started a new safety measure with a walk side-by-side for patrols, in response to a string of burglaries earlier this assign of hope for a

lauren with the potential surge of immigrants crossing the border as title 42 is set to end thursday, some bay area nonprofits are expecting an influx of families. >> we are looking at 10 to 15 families a week. we could see that multiplying and double after title 42 is lifted. lauren: one woman helped immigrant family with food, -- one group helped immigrant family with food and temporary shelter. >> we have little resources to help hotel rooms -- to help families get hotel rooms. we have survival packs, packed with food. lauren: the organization is having discussions with the city of san jose and santa clara county on how to create a robust network of support for immigrant families. on thursday, they will be launching a hotline to streamline help. >> newly arrived immigrant families to be able to call the

number, and we can build support them, help them come into our office and get them stabilized. lauren: when title 42 restrictions were put in place in 2020, dr. linda visited the border in south texas with her group alas and members from bay area border relief. >> what is important in this dialogue is that these families are fleeing significant violence and life-and-death situations. lauren: at the time, there were not argent of shelters in mexico to help, so she saw -- there were not large enough shelters in mexico to help. >> you look into the children's eyes and you see the parents and the love they have of them to make a change. it is when you really understand that this is a human rights crisis. inthe lauren: abc 7 -- lauren: in the south bay, lauren martinez, abc 7. news kumasi: oakland teachers are on strike for a fifth day and there was no deal between the union and the school

district. gloria rodríguez is in the newsroom with the latest. gloria: the t oakland education association, is planning a rally at 3:30 today in oakland before the district board meeting. in a statement last night, the school district said negotiations are making some progress. [chanting] fourth day away from the classroom, on strike. the union is asking for a 23% pay raise for teachers across the board, but the district offered a 22% increase for the most tenured teachers and staff, calling it structured salary increases. beyond a pay raise, a sticking point remains the so-called common good items, things like shar gernc help for mess students, and reparations for black students. the oakland education association is holding firm on their goal to include those common good items in a new contract. >> we want it in our contract so

we can force it. you can pass the policy. policies change. when you put it in a contract, we can hold the district accountable. >> i believe they have done it in the wrong way. you cannot circumvent the democratic process and hold kids hostage in order to make progress on these things. gloria: that is one father who is fed up with two strikes in the past five years. he took his third-grader to school three of the four days on strike and feels like common good goals have no place in the labor agreement. some parents to support the strike. the strike continues into a fifth day today. we will keep you updated on any new developments. reggie: a major hazardous mercury spill in the small town of martinez is worse than originally thought. words were closed overnight half of marina vista avenue.

crews have tracked the origin to a trashcan outside of the arount morning, the garbage can was emptied into a pickup truck and officials have now found traces of mercury along the truck's route. officials say they believe as much as mercury was initially spilled. contra costa public health is concerned some people may have tracked it indoors on monday. >> what we care about is people thinking, did i walk in that area in the street? if i did, let me take my shoes off, let me double bagged them and leave them outside and called the hazmat unit, and we can give you further instructions as to what to do. reggie: the amtrak station has been closed since monday. currently, there is no timeline of when it could reopen. kumasi: new details about an apartment fire we first told you about yesterday on abc 7 mornings. san francisco fire officials are blaming a lithium battery from an e bike.

jobina: over-the-counter birth control pills are available in more than 100 countries right now, and pressure to make them available here has been building ever since roe v. wade was overturned. advocates wants specific to, called o pill, available to people of any age without a prescription. at a hearing yesterday, the advisory panel questioned whether young women would use the pill correctly without the help of a doctor or adult. if the advisers recommend the pill, it would move ahead to the fda for approval. the agency typically follows the advisor's guidance. >> so they can access contraception more easily and be able to make those decisions that they want to make about their health and family. jobina: there was another major health headline involving women's health right now.a federal task force is drafting new recommendations for breast-cancer screening, saying most women should begin mammograms at age 40. that is 10 years earlier than prior recommendations because
