oakland unified school district. jan to the pay raise, the main sticking point is the so-called common good items, to include resources for students in need, and more. in a statement last night, the school district said negotiations are making progress. the last time oakland teachers went on strike was in 2019, and that lasted a week. we are going to keep on top of this for as long as it takes. you can follow the latest on the abc 7 bay area news app. reggie: fears of an economic catastrophe are growing after that meeting of top congressional leaders and president biden. no deal was reached to raise the debt ceiling. it does not look like they made any progress. jobina: president biden met with congressional leaders for over an hour yesterday, without any progress, as you mentioned. publicans are using the debt ceiling as leverage to push for big spending cuts. president biden says those cuts are a nonstarter. he wants a clean bill to raise

the debt limit, like what happened in the past, including three times under president trump. the treasury department has warned if no deal is made, the u.s. could default by june 1, sending the economy into a tailspin. pres. biden: everyone in the media understood the risk of default. our economy would falter on this significant decision. it would devastate retirement accounts, increase borrowing costs. jobina: a default would mean federal payments would stop, including social security payments and pay checks for the military. president biden is reportedly considering using the 14th amendment to raise the limit without congressional approval, but there is worry it won't be effective and will start a lengthy litigation period. president biden says he will meet with top congressional leaders again on friday. reggie: community leaders and advocates will come together in an effort to find solutions to san francisco's open air drug markets.

together sf is hosting its fourth amenity forum. the group plans to discuss how it believes city officials can better fund plans to solve the drug crisis and recovery options . it comes as mayor london breed and supervisors are working on the budget for next year. kumasi: san francisco leaders are formally demanding the release of video and evidence from the killing of brown, shot by a store security guard at a walgreens on market street. the board of supervisors passed a resolution seeking whatever they can get from the district attorney's office and the police department. diego jenkins says information before charging is made could compromise the investigation. >> this is saying release everything you can release. >> i believe all of us who have public roles have a responsibility to affirm the legitimacy of our criminal justice system whenever that comes into question. >> we still need to organize and get in front of the district

attorney. we still need to organize and get in front of the police department. still need to organize and get in front of walgreens. somebody has to give us that video. kumasi: the resolution does not make any sort of mandatory release request, but the board did hint it could issue a subpoena. reggie: new overnight, berkeley city council has voted to confirm interim police chief jennifer lewis as the permanent chief, despite lingering controversy. the vote came just before midnight, after it was delayed late last year. lewis's appointment makes history in berkeley. >> i'm friendly to become berkeley's first woman police chief, first asian-american police chief, first openly gay police chief. i also bring two decades of law enforcement experience and knowledge in every division in our department. reggie: lewis became interim chief in march of 2021. she has maintained she had no

knowledge of a scandal that involved accusations of racist text messages and a quota arrest system within the department. some community groups and the city director of police accountability have asked for the vote to be delayed again. they argue the investigation into the scandal should be completed first. kumasi: tonight the warriors are taking on the lakers in game five of the western conference semifinals, and it is a must-win for golden state to stay in the playoffs. they have to win three games in a row to keep their dreams of another championship alive. reporter amanda del castillo is live outside chase center with more on how they are getting ready for game five. amanda: we are going to keep it positive this morning and talk about the great potential and possibility for golden state. the workers are back home tonight, and we know they are going to make the lakers work for that game five when. dub nation will get front row seats to see the boys do what they do, right here on home

kumasi: welcome back. this morning, officials at uc berkeley are letting the public know that they do not have plans to change the school's name,

despite a connection that name has to slavery. according to the chronicle, this came up because a college in ireland decided to rename its berkeley library. the university is named george berkeley, a slaveholder who had plans to force indigenous children to convert to kryst unity. uc's spokesperson says that in the 100 55 years since the university's founding, berkeley has come to represent different values and perspectives. clear mayor declined to comment on whether the city will consider a name change. reggie: part ridership has struggled to recover after the pandemic. a noose -- a new survey has revealed it is not just one issue, but a lot keeping people from writing. safety is the number one issue. 45% of people say they have safety concerns. only 17% of people describe the system as safe. >> people are hesitating to get back on board because they have

fear about doing so, or they don't want to experience these conditions. reggie: besides safety, other top priorities mentioned in the survey were more frequent cleaning, working restrooms, and ejecting people who violate bart's code of conduct. the poll results have led the bay area council to call for changes including increased policeates within a year. kumasi: openness trying to make chinatown safer to visit. they walk side-by-side on patrols. this is in response to a string of burglaries that happened this year. for some business owners, the patrols are a sign of hope for a needed economic boost. >> the crime started three and a half years ago. we lost a lot of our customers. they say they are afraid to come out. we want foot traffic to come back in. kumasi: the chinatown

talk about his with capitol corridor. martina station is closed due to a hazmat situation that started yesterday. trains at the martinez station stopped near old station depot and use the ferry street road crossing until further notice. kumasi: governor gavin newsom is declining to publicly say whether he srtraon pments to blk californians. over the weekend, the reparations task force approved recommendations which could cost billions of dollars to address disparities in health care, housing, and policing. the task force has been looking at how to mitigate injustices and discrimination stemming from slavery. the recommendations will be presented in june. reggie: the biden administration is expected to publish new rules that limit asylum eligibility for non-mexican migrants who cross the border thought approval. the new guidelines, head of title 42 expiring tomorrow. under these new, updated rules, migrants would be ineligible for

asylum if they cross illegally and were not denied by another country first. migrants will be required to enroll in the patrol program were you scheduling in the app to find a federal point of entry. authorities will impose consequences beyond what migrants face under title 42, including five-year bands on reentry which are part of standard immigration law. the new rules are expected to be challenged in court. yesterday, president biden spoke about his administration's preparation. pres. biden: i spoke close to an hour with the mexican president today. we are doing all we can. the answer is it remains to be seen. we have gotten overwhelming cooperation from mexico, that it remains to be seen. it is going to be chaotic for a while. reggie: president biden deployed more than a thousand active duty troops to assist for nearly three months.

planning a rally at 3:30 in oakland before the district board meeting. in a statement last night, the school said negotiations are making some progress. >> ♪ get up, get down oakland is a uniontown ♪ gloria: teachers spent their fourth day away from the classroom, on strike. the union 23% pay raise for teachers, across-the-board, with the district has offered a 22% increase for the most tenured teachers and staff, calling it structured salary increases. he owned a pay raise, the sticking point remains the so-called common good items the oakland education association holding firm on their goal to include common goal -- common good items in a new contract. >> you can pass a policy. policies change. you put it in a contract, we can hold the district accountable to doing that.

diane: we are coming on with breaking news. republican congressman george santos is in custody after turning himself in on federal criminal charges. unsealed court filings show he is facing 13 counts in total, stemming from wire fraud, money laundering, theft of public funds, and making false statements. the u.s. says in a statement, taken together, the allegations and indictment charged santos with relying on repeated dishonesty and deception to a center congress ended rich himself. an investigator reporter -- to assent to congress and enrich himself. walk us through this. reporter: congress and santos has been placed under arrest in central islip, long island, and alleyseds thedistin schemttos rney pieces to asthe ha ongress thment ces him wat the hofhe pa,

unemploefits e meano helpple o needt duri theid dono forpaignndrhimsel the itmeg ingse camn fun f hirsonal the mhat posedgogo for his election to congress actually went into his personal piggy bank, according to federal prosecutors. and finally the federal charges and accused santos of making false statements to the house of representatives about the source of his income about money that he received coming in and going out. and so all told. they say that this is the height of deception by a sitting us congressman who has now been placed under arrest and i want to bring in our senior congressional correspondent rachel scott. for more on the repercussions here, rachel santos has been facing accusations for quite a while. now. what does this mean for his future in congress for him now to be federally charged. well. diane congressman jorge santos

has been accused of fabricating almost every single detail of his life from his resume to his background. while he has been under scrutiny for those allegations, it is the focus of this investigation on the money about how he possibly misused in illegally used his campaign finances that could land him and even more legal jeopardy here, where he could currently face up to 20 years in prison on the 13 counts that federal prosecutors are moving forward. with we know that santos, for his part has been defiant. through it all. we have had the opportunity to press in multiple times about many of these allegations back on capitol hill in the halls of congress, he has told me repeatedly that he will not step down that he will not resign. it remains unclear how he will plead when he enters the courtroom in just a few hours, but we do know that he has launched his reelection campaign . one thing that is very notable here is that even if santos is convicted, he could still continue as a member of congress, it would take two

thirds of a majority vote in the house in order to remove him from office. and as we know right now house speaker kevin mccarthy, even in the face of these charges, has stood beside congressman santos. he says that he's waiting to see how this all plays out in the courts. but you can certainly expect pressure to grow on the republican congressman to step down and resign. diane and i want to go to chief washington correspondent jonathan karl for more john big picture. what's the impact here to have a congressman now? federally charged well, first of all, these are serious charges. this is not running the mill indictment one that stands out to me. in addition to the campaign finance charges, the charges of effectively money laundering are the allegations that he effectively stole money through the unemployment system. the extent the extension of unemployment benefits during the during the pandemic that he was getting these benefits,

asserting each and every week that he was unemployed when he was actually drawing a salary at one point from the from his company in florida, and another point from his campaign. he was doing this while he was running for congress. so these are serious charges will be immense pressure on the republican leadership to do something about this. santos has already been stripped of his committee assignments. the question is what congress act to do the vote that rachel referred to a vote to expel him from congress. i would not i think that that is off the table. certainly i believe that would happen if you were actually convicted of these charges, but i think they'll be pressure to do it. even with this indictment one big factor here, though. is the size of the republican majority. one reason why kevin mccarthy has stood by santos through all of this. so far, there are only it's only a five seat republican majority. every seat really matters in

this congress, and in many ways , kevin mccarthy can't afford to lose a single seat. but again that said, these are extremely serious charges against congressman santos. they sure and i want to bring that point to our chief legal analyst dan abrams. dan what are the potential consequences here for santos and the legal ramifications in terms of a precedent? yeah. i mean, look, he could be facing up to 20 years for each of the most serious charges here. and if you actually look at the indictment you see, what they've done is they've basically said that through wire fraud counts one through five. he's gone about getting the money in a fraudulent way, meaning getting people to go out there claim it's for the campaign. then get that money and then count 6 to 8 are him transferring the money into his own personal account. same thing you see for the unemployment count nine is the getting the money 10 and 11 is the transferring of it into his

account, but a couple of big picture things to think about here. number one is this is going to take time right? from a political perspective, it's going to allow if they show choose republicans to punt, and they say, well, look, you know, let's see what happens in this trial. hey these are just accusations at this point, which is true. these are just accusations at this point, and if trial could take six months from now. it could take a year from now. it could push us back to the point where jorge santos is up for reelection again and that as a result of a political matter. the amount of time that it takes could allow them to postpone that decision. the second thing i would say about this charges, charges or what this isn't about. this isn't about jorge santos lying about his residence. that's not what these charges are going to. this is about stealing money, and they're pretty clear here in in part, about what they were for

that santos was using it to make personal purchases, including designer clothing. so they're trying to make the point that this isn't close is what prosecutors are saying. this is an ambiguous this is money that he claimed or score his campaign that was used on things that in no way, shape or form could have been used on his campaign and the amounts that you're talking about on the unemployment peace with regard to covid, or might even higher and more significant. and they're making the point. this is big money this matters and, as jonathan karl correctly said, these are very serious charges. rachel, what's next for santos today? well diane, we have just learned that congressman jorge santos met the fbi in an off site location this morning and surrendered. we have also just learned, according to sources that before leaving for new york yesterday, he did inform the

thing, as we just heard dan abrams described. these are federal charges that go to money issues, including money laundering, wire fraud, stealing public funds, lying on federal disclosure funds -- that is a big deal. kumasi: the thing i took away is even this -- he could still be a member of congress. there is a process beyond this to remove him from office if he is found guilty. think charges potentially facing up to 20 years for each of the most serious charges. this is something we will keep an eye on. reggie: he will be in court later today, we think, to make his plea.

will be on abc 7 at 11:30 on sunday, or it could be game one of the western conference finals. and of course the teams have not been decided yet. happening today, fda advisers are planning to vote on whether to recommend the first over-the-counter birth control pill. jobina: over-the-counter birth control pills are available in more than 100 countries right now, and the pressure to make them available here has been building ever since roe v. wade was overturned. advocates want a specific birth control pill called the o pill available to people of any age without a prescription. the advisory panel question whether young women would use the pill correctly without the help of a doctor or adult. if the advisers recommend the pill, it would head to the fda for approval. the agency typically follows the advisor's guidance.

>> they couldn't make decisions they want to make about their health and their family. jobina: there is another major headline involving women's health right now. a federal task force is drafting new recommendations for breast cancer screenings, saying most women should begin mammograms at age 40. that is 10 years earlier than prior recommendations for the age of 50. doctors say they are seeing an increase in higher rates of breast cancer in younger women. those guidelines will become official after a public comment period. reggie: former president donald trump says he will appeal a verdict which found he sexually abused journalist e. jean carroll in 1996. from continues to maintain he does not know who caroll -- carroll is. mr. trump: a truncating jud went out of his way to make sure the result of this trial was as negative as it could possibly be

and defamation. now for your morning money report. inflation slowed for a 10th straight month in april. the consumer price index increased 4.9% compared to last year, and increased 0.4% on a monthly basis. today's report, along with last month' strong jobs report, will help the fed decide if it is going to raise interest rates again. the shift to remote work has been good for suburban shopping. according to the wall street journal, foot traffic in malls and shopping centers outside of cities is up, with workers home for at least part of the week. down tent city areas are seeing 25% less foot traffic compared to pre-pandemic levels. no here in san francisco we had a much bigger drop than that. any downtown businesses used to cater to that five-day commuter workweek, and now a lot of these jobs have relocated to the suburbs. kumasi: the professional
