these are the graduates of oakland's 191st police academy. >> they have been trained to countless number of hours. >> this officer did not have go far, he was born and raised in oakland. he says joining the department's his solution to some of the city's problems. >> being from oakland, you see a lot of things other cities are not necessarily exposed to. it came to my attention that i wanted to do this because i wanted to genuinely help my community. >> the six-month program includes physical endurance and training and coursework in the classroom. officer elizabeth garcia won the award for academic excellence. she is new to law enforcement, having worked in payrolls the past nine years. this is her first time to the academy. >> it is a lot of information in four months. it was not easy but well worth it. this is a dream come true. >> the oakland mayor, who fired

the oakland police chief over the alleged misconduct in an officer investigation, welcomed the new cadets as part of the oakland family. >> just know that we appreciate you and society cannot exist without you. >> the mayor's new budget allocates funding for six more police academies over the next two years, hoping to fill the declining number of officers. she says she is encouraged by the new recruits' commitment to the city. >> people want to serve in oakland because they can be a changemaker. people care about the community. now is the time to step up in these leadership roles. >> humanity, what we is love. >> two officers will go to richmond and another to all reminded that public safety is paramount, especially as they begin their career against the backdrop of a national debate around policing and social justice. >> who are you?

>> we have some of the strongest rip currents. they are so strong that at times, it can pull a grown adult into the sea and ankle-deep water. cornell: the russian river is flowing big-time. in fact, the flow rate is 450% higher than a year ago. that is why officials are urging caution this weekend, asking river goers to use lifejackets. >> these are the first times folks are getting in the water after winter. maybe your ability to some is a little rusty. we are not looking at lazy river conditions. cornell: back at baker beach, ross expects a full house come saturday. he hopes everyone will be safe. >> do not get close to the water. it is always -- is to be safe and at the same time enjoy the weather and the weekend time with family and friends. cornell: the fire department says if you are brave enough to

go into the water, where lifeguards are on duty is the safest bet, stinson and santa cruz, to name a few. if you are heading out this weekend, do not forget the sunscreen and hydrate. we are live in tiburon, abc 7 news. dan: we have not had to do all of that in a while, thank you. happening now, we are monitoring the road conditions in downtown san francisco, where a few blocks are closed for a night market. you can see drivers are forced to turn off battery street, a major artery to get to the bay bridge. battery street is closed between washington and sacramento. parts of clay and merchant street are affected. the closures are expected to last until midnight. tonight's inaugural night market started at 5:00 p.m. and runs until 10:00. it features nearly three dozen local vendors and will include south asian music, dancing, and street food. this is the first of three

ama: there are new calls for federal oversight of the vallejo police department. dan: this as the deadline approaches for the department to implement dozens of changes following it number of deadly police shootings. ama: melanie woodrow has the story. melanie: the vallejo police department faces calls for independent police oversight. a change.org petition started by the solano county aclu chapter has more than 600 signatures. >> we are supporting this because it has been far too long. melanie: michelle and ashley are sisters of their brother who was shot by police in 2020. after the district attorney recused herself from the case, the attorney general's office took over in 2021. two years later, the investigation continues. >> this process is exhausting. it should not take this long. ama: cory mccoy shares in their frustration. vallejo police shot and killed

his brother on february 9, 2019. the solano county d.a. recused herself from investigating that case, as well. solano county hired an independent prosecutor, who determined the officers felt their lives were threatened and acted in self-defense. >> there is absolutely no consequences, nor is there any supervision when it comes to a police department that basically kills. >> andrea is cochair of the solano county aclu chapter. >> there has not been substantial enough changes in the department to rebuild trust with the community and retain officers that will practice good policing. melanie: the vallejo police department tells abc 7 news that efforts are underway to create an oversight and accountability commission, eight above appointed community members. the vallejo mayor -- >> i suspect there will be a lot of interest. melanie: beyond the community-based commission, the petition calls for a court supervised monitor and independent advisor.

bit more on monday away from the coastline, and they go up and down a few degrees every day. ama: that time of year. thank you. dan: in the east bay, the oakland coliseum may have a new sports organization, the african-american sports and entertainment group, along with oakland roots and the oakland soul announced an exclusive negotiation agreement with oakland. the organization's to align their effort to create a mixed-use, mixed income sports anchored community. if approved, they will play matches at the site on an interim basis. and the oakland soul will kick off their first home game ever tomorrow. it is a women's soccer team in the pre-professional uslw league. all the games will be played at merritt college. the goal is to plant soccer roots in oakland with a young team. most of the players are under the age of 20, and they are good.
