impacting thousands of people and while these attacks are common cybersecurity experts say this one stands out and abc 7 news our team reporter stephanie sierra has been on this from the very beginning and joined us to explain why? yes, dan, and i'm a new insight tonight. we're looking into several ransomware. type of network outage insurance, but cyber security experts say at least one of the policies may have lacked necessary protections to minimize the damage. two ransomware attacks to california entities, oakland and san bernardino county yet the outcome of each hack vastly different at least for now four months after the play ransom group hacked into the city of oakland's network sources say no payment was made but more than 600 gigabytes of data was leaked on more than one million

dollars was paid to a reported russian linked hacker group that temporarily shut down the san bernardino county sheriff's department computers in early april the i-team confirmed the county footed roughly half the bill more than 511,000 and insurance covered the rest. the fbi condemns any ransom payment or negotiations made with hackers, but is reportedly investigating both hacks. so why did one entity pay and the other didn't it's an opportunity to reflect? as to you know, what went wrong what opportunities are there for improvement chris hetner is a 30-year veteran cybersecurity professional who spent years advising the sec on cyber resiliency policies. i would question does the organization does the entity have insurance the item confirmed both oakland and san bernardino county has some type of network outage or cyber liability coverage. we consulted hetner about oakland's policy that's defined as comprehensive providing coverage for things like

information security regulatory defense and cyborg extortion. most of these coverage is our aligned to traditional data breach oriented types of attacks or perhaps even the ability to face a website or compromise the information of an entity hetner says what's often not considered in this type of coverage is the impact of business and eruption or loss of services. we many organizations that assume they have the proper cyber insurance coverage? when they have the actual event occur they seek to get some reconciliation from their carrier and their broker and the policy just wasn't designed for that type of event. it's unclear if that situation is what happened to oakland san bernardino county told us they prepared for the possibility of such an incident by securing appropriate insurance coverage. the i-team asked oakland officials if ransomware attacks are included in their policy, but have yet to hear back. do you think oakland's coverage

howland has the very latest. as oakland teachers gather for a seventh day on the picket lines the oakland education association says progress has been made there are many places where we've come to agreement. we still have a little bit of work to do but we are at this moment in time feeling hopeful carrie anderson a second grade teacher who serves on the executive board of the union says it's important to know that their common good goals are one of 20 proposals and she says it's not what's holding things up right now having enough teachers in classrooms keeping teachers and classrooms and schools year after year. that includes having counselors speech pathologists nurses. so a lot of it is around that financial piece around staffing. meanwhile, sam davis from the oakland unified school board is calling for an end to the strike and says there are other ways to negotiate outside of a labor agreement. i just wish that they would end the strike and allow the last points tul.

the technology in silicon valley the us government hopes to spread out the wealth and turn more metro areas into hot spots for tech innovation and to possibly develop 20 tech hubs around the country. the idea here is to make sure that we are democratizing technology and innovation across the country. this is not only a program that is about economic development, but it's also about the us's global competitiveness as part of phase one 500 million dollars in grant funding is available for potential tech hubs, the grand application process kicked off on this friday. among those who can apply by the august 15th deadline business and government groups the us department of commerce says, it has a 10-year window and mind and they say the goal is to jumpstart the industries of tomorrow, whether it's quantum computing whether it's in the biotech industry and energy tech expert ahmed benafa says creating more tech hubs won't hurt the bay area. he says this program simply offers seed money. the key thing is they say this

you. so when did it, you know click? um, it really clicked for me when you know, i had a black student figure in my life. my cousin siobhan hines. she went she graduated from lowell high school and then continue her education at hampton university and it kind of just struck out to me that if she can do it. definitely can do it. from that moment on imani clifton wasted the right university even organizing a tour to some of the historically black colleges something her high school was not prepared to do i kind of just went out and pulled together a group of my people from the black student union and was just like okay if they're not gonna give it to us then we're gonna get the money so we could do it by of imani found winston-salem state university in north carolina to be the perfect fit just to be in a scenery where it's normal for black people to be successful. it's normal for us to be above

and beyond in the shining star in the room. so i feel like just being in an area like that will motivate me to be my better self and just be amazing imani who is a youth leader at her church and community wants a career in healthcare management to make sure every community has access to care, they need seeing more black people in healthcare facilities. like i feel like that does make it like more comfortable for them easier for them to relate. she's just so full of life and energy and she's just so positive all the time and when things sometimes things wouldn't go as planned and our plan would be like, okay. so what can we do? what did we learn from this? it's always a positive outlook instead of a negative one imani says her mother has been the driving force behind her leadership skills. just need to be my greatest self and push for her and for whatever i want to do in life. you have to be the one to take the initiative.

qualified officers to protect our community. ama: to make sure they serve everyone equally. we are looking at two different angles tonight. dan: let's begin with the vallejo police department, which faces new calls for federal oversight. the dateline -- the deadline to make changes after number of deadly shootings is less than a month away now. abc 7 news eitan reporter melanie woodrow -- i team reporter melanie woodrow has more. melanie: a change.org has more than 600 signatures. >> we are supporting this because it has been to long. melanie: michelle and ashley are sisters of their brother who was shot by police in 2020. after the solano district attorney recused herself from the case, the attorney general's office took over may 13, 2021. two years later, the

investigation continues. >> this process is exhausting. it should not take this long. ama: cory mccoy shares in their frustration. vallejo police shot and killed his brother willie mccoy on february 9, 2019. solano county d.a. abrams recused herself from investigating that case, as well. solano county hired an independent prosecutor, who determined the officers felt their lives were threatened and acted in self-defense. >> there is absolutely no consequences, nor is there any supervision when it comes to a police department that basically kills with impunity. melanie: of the solano county aclu chapter. andrea: there has not been substantial enough changes in the department to rebuild trust with the community and retain officers that will practice good policing. melanie: the vallejo police department tells abc 7 news that efforts are underway to create a vallejo police oversight and accountability commission, made

up of appointed community members. valeo mayor robert mcconnell -- mayor there will be a lot of interest. melanie: beyond the community-based commission, the petition calls for a court supervised monitor and independent advisor. also, that the state department of justice extend its oversight of the department for five more years. mayor mcconnell: everything i have read about federal oversight indicates to me that it is a bad idea. melanie: next week, the vpd interim police chief is expected to update city council on the progress on an outside consultant recommendation, as well as ongoing collaborative reform efforts with the california doj. california attorney general rob bonta said that collaborative reform is not the only option. ag bonta: there is an opportunity for another type of approach, including a pattern of practice investigation. that is on the table, as well. melanie: calls for change as a community tries to heal. >> my family is wondering and has continued to wonder for four years, where's the outcome? -- the outrage? melanie: melanie woodrow, abc 7 news.

ama: today, oakland added 18 new officers who just graduated from the police department. abc 7 news >> as they stand, they protect and serve. these are graduate department's 191st academy graduated. he did not have to go far. he said joining the police department is his way to be part of his solution to some of the city's problems. >> being from oakland, you see a lot of things other cities are not necessarily exposed to. it really came to my attention that i wanted to do this, because i wanted to genuinely help my community. >> the six-month program includes physical endurance and training but also a lot of coursework in the classroom.

officer elizabeth garcia won the award for academic excellence. she is new to law enforcement, having worked in payrolls the past nine years. this is her first time to the academy. officer garcia: it is a lot of information in four months. it was definitely not easy. it was difficult but well worth it. this is a dream come true. >> oakland mayor sheng thao fired the oakland police chief over the alleged misconduct in an officer investigation, welcomed the new cadets as part of the oakland family. mayor tao: just know that we appreciate you and society cannot exist without you. >> mayor thao's new budget allocates funding for six more police academies over the next two years, hoping to fill the declining number of officers. she says she is encouraged by the new recruits' commitment to the city. mayor thao: people want to serve in oakland because they can be a changemaker. people care about the community. now is the time to step up in these leadership roles. >> humanity, what we really need is love.
