>> frank abc 7, live, breaking news. dion: that breaking news, school district suspense. tonight the teachers' union says it has agreed to agreement with the oakland school district but there is still uncertainty as to what happens next. thanks for joining us. i am dion lim. you're watching every seven news at 11. let's catch you up because there is a lot of play. less than a couple hours ago, the leaders of the teachers union said they had yet to get a final draft of their agreement with ousd. the union had set an 11:00 p.m. deadline to receive the deal and just minutes ago, we learned the union has received a draft. reporter are so many from with what he is hearing -- reporter jr strong in the newsroom. j.r.: just received the text message last-minute from the

union rep who said they are reviewg the dum the union negotiating teams came outside in the last two hours and said point blank, we are done. by that statement we have agreed on terms that the district, but have not received if final contract to sign and unless that happens, the strike is set to come monday. take a listen to that announcement. >> we have been waiting since oracle park for the district to send over the agreement for us to sign it. they have not sent over an agreement that we have agreed to. , we have not signed an agreement, and we are giving them until 11:00 p.m. tonight to come down here with the full agreement so that we can sign it and get kids back into school tomorrow. j.r.: minutes ago learned they received the agreement. this is what it looks like at union headquarters tonight. the union side many members have stayed there all weekend, working on this. on saturday, teams and not had come to agreements on common good items like resources for

unhoused students about reparations for black students, school closures, and shared governance. then today they came to a federal agreement on everything, but some of the drafts had errors in it, according to the union. they say some content was missing in areas they had agreed upon or were not there. >> i am a parent in this district. i want to send my daughter to school tomorrow. we want our teachers back in the classroom tomorrow. we have been here for 32 hours, slept on the floor last night in this building. and i did not get to see my children on mother's day. i would like it if they would send over an agreement so that we can sign it and get the children and the students back in school. j.r.: i reached out to the district tonight to get their side of things, but i am still waiting to hear back, but the big update, they have received a

e road.chp says the gd samaritan and help athhadd over to crashed alongside 880 in fremont this morning, this was on the off ramp leading to highway 262. the woman was standing behind her car and the crashed car when a man in a ford f1 50 plowed into the back of her vehicle. she was killed and driver of that truck drove off and is still at large. the original driver, the woman was trying to help, was arrested for driving under the influence. in the east bay, the martinez amtrak station has reopened nearly one week after a spill led to its closure. local hazmat teams have finished their work cleaning up any contamination at the station. health officials closed off a large portion of the station on monday after finding mercury spilled in the parking lot area. traces of mercury were found

elsewhere in downtown martinez last week. officials are still trying to find the person who dumped the potentially hazardous time now to return to the weather as we take a live look outside. this is from our emeryville camera. you can see, things look pretty clear, however, there was serious fog in parts today. let's get to abc7 meteorologist frances dinglasan. francis: we parts of the bay area even though you can see across in that live shot. i want to show you the satellite radar image in you will notice we had thunderstorms in the sierra, that is winding down. but look at that marine layer, clouds pushing in overnight tonight. i bush leaguer forecast animation which might bring us a bit of drizzle and some mist. you see the areas of green. it is going to spread inland and then start to clear out back to the coast by midday.

here is a forecast animation with temperatures. right now we are in the mid-50's , upper 50's in the next hour or so. then we will start to pull it back in the afternoon and will get worse and shane except at the beaches. i have a and another cool down the accuweather 7-day forecast, coming up. dion: thank you. tomorrow san jose will begin clearing unhoused people living in encampments on the banks of coyote creek. the city is quickly building temporary housing and also getting a $4.8 million boost from the santa clara water department to provide outreach and resources for those displaced. other advocates want to see permanent housing built as well, something the mayor has agreed with. all of this is to make way for construction of nearly $5 million flood control project. santa clara valley water will begin building flood walls and other infrastructure in the coming months, to protect

against drastic flooding in the area. on this mother's day, a special celebration for moms working to get back on their feet. a local nonprofit teams up with the san francisco restaurant for unhoused mothers and their families buffet meals and moments to remember. here is abc7 news reporter tara campbell. tara: buffet afternoon for more than 40 moms looking to get back on your feet. >> it means a lot to me and to the moms because they don't have anyone to take us out to gate or a spouse. terror: teaming up with the colonial restaurant for this memory-making day. >> moms are dedicated to overcoming their barriers. they are putting in a lot of work. so anytime we have a chance to celebrate moms, we jump on it. >> a year ago i would not have imagined eating with a whole bunch of other families.

dion: developing news out of texas tonight. one person is dead and 10 internet after a tornado hit me the mexico border editor morning. it hit early saturday morning as people were sleeping. residents were given little warning of the tornado touched down. >> seeing some other devastation for a community that had no warning whatsoever. dion: the tornado lasted up to four minutes but caused extensive damage to several businesses and homes. an abc news crew even heard cries and found this terrified dog under a home. throughout the midwest, over 50 tornadoes tore through part of the area over the weekend. there were no reported deaths from those incidents. the former chief executive of field silicon valley bank has been ordered to testify before a senate committee this week. greg becker will

the senate committee on banking, housing and urban affairs. he is expected to be peppered with questions about what went wrong with svb, one of several regional banks that failed. regulars have also suggested that the former chief executive of san francisco-based first republic also appear, another lender that failed. new details to a story we first alerted you to this past week, cbs has agreed to pay $7.5 million in a civil case for selling expired medication and baby products to several counties, including marin county. the county will receive $600,000 as part of the settlement for civil penalties and investigative costs. in a settlement released to the news service, cvs says in part "cvs pharmacy has a clear removal policy in place to ensure items are pulled from shelves before reaching the expiration dates.

any unintentional deviations from this policy brought to our attention are quickly rectified." while many of us were celebrity or mothers on this mother's day, this year was an extra special one for some. reporter jr stone shows as two bay area families was mothers went above and beyond giving their kids the gift of an organ transplant. >> this is francesca. we call her frankie. she is 18 months old. >> she born child. jr: two separate families, two little girls both found to have a liver condition in the month after they were born, a condition that could have killed them. >> something always felt off for me about her and the way that she looked much different than my husband or in my firstborn. we typically hav

and she was so yellow from the ribbon. it was awful. jr: for frankie, liver transplants were the best solution. her family was vocal online about her need for a liver, and the world reacted. their posts on social media were shared by. ali stephen curry's sister, but also a singer. more than 250 donor applicants came forward for frankie's case, where more than a half-dozen people said they would donateej, in both cases, mom stepped up. jr: it was her third intermission at that point. their work obligations with liver disease. i said, it is me. i will just go through with it. >> at the idea of what if i

didn't go through with this, frankie would die. there was a little anxiety there. jr: both months on different days but in strikingly similar situations last year, went through with the liver transplants. they had part of their liver taken out in san francisco, and then transferred to the other side of town at ucsf benioff children's hospital in mission bay. the girls then had their liver transplant surgeries. >> it means everything. she gave life to this baby twice. jr: today girl. while joy is singing on the microphone, frank is healthy. >> day-to-day in all the struggles, they are the heroes. jr: yes. call either one of these moms a

hero and they will tell you they did what they had to do as a mother. >> i don't like calling myself that -- we have to redo this -- i feel like any mom in my shoes would do the same thing. [voice breaks] and i feel like -- i don't want to -- there are so many children out there that need a transplant, whether it is a kidney or a liver. they are still heroes, too, you know. so i feel like any mom in my situation, if she could, she would. i don't think i am special. i think we are just lucky. really blessed that we were able to. jr: jr stone, abc7 news. dion: still going to call her a hero. frances: my heart is so awful to imagine the kindness of strangers. i think hero is fine, she can own it. dion: so sweet.

with is this onshore flow, the marine layer will be a big influence of weeklong. i am showing live doppler seven satellite radar image. . you can see the clouds filling in along the coastline and that will continue to spread in mind overnight -- spread in that overnight. temperatures are in the mid-50's. still hanging onto 61 in brentwood. but we will be going down to the mid-50's overnight. you must have noticed how much cooler it was today with that onshore sea breeze influencing our temperatures, in some areas we were 20 degrees cooler right now compared to 24 hours ago. cooler in concord and livermore and most of the east bay and parts of the peninsula. around the north bay is where we are seeing clouds rolling right now, just about even from where we were yesterday. you can see some of the low clouds. we will be dealing with low clouds and fog overnight, even some mist and drizzle possible tomorrow morning. mostly sunny during the afternoon for everyone except at

the beaches. we will warm up on tuesday. through mid-week it will be warm in. then towards the end of the week we will see milder temperatures for everybody inland and around the bay. lows will drop into the low to mid 50's. you can see pockets of green indicating that our forecast model is picking up some drizzle at the beaches. tomorrow afternoon it will be similar to today's highs. the warmest sports will be in the 80's, not like the 90's yesterday. mid-80's through antioch and livermore. around san francisco, closer to average at 66 with that onshore flow. oakland, 70. san jose, 81 degrees and plenty of sunshine by midday for almost everybody. here is a look at tuesday. we are picking up a bit of heat returning to the inland neighborhoods, possibly some low 90's and some 80's through some

agency is seeing a stiff drop, 6300 on friday and just 4200 on saturday. but as abc news reporter and warrant reports, there are worries of the situation could get worse thanks to a federal judge's milling about asylum-seekers. em: many had predicted a surge of migrants as title 42 came to an end last week, but the dhs secretary says they have seen in approximately 50% drop at the number of people at the southern border compared to before the trump-era policy expired. >> they have gone down. my hope is they will continue to go down. we need some more help from congress in terms of finding the necessary changes. em: for the migrants now arriving at the border new restrictions are in place -- none mexican migrants are required to first apply for and be denied as in another country, and they will have to make an appointment at a port of entry on an app. if those rules are not

they could be removed and not allowed to enter the u.s. for at least five years. >> i think a lot of immigrants are heeding the advice and trying to do what they are supposed to do legally, so the numbers are not what was initially predicted. em: the aclu has announced it is suing the biden administration on these new policies, calling them unlawful. >> there is a safe, lawful and orderly way to reach the united states and seek humanitarian relief, and that is through the lawful pathways that we have expanded under president biden's leadership. em: meanwhile a federal judge in florida ruled migrants cannot be released from border facilities without a formal notice to appear in court. the better administration because the judge's ruling harmful. >> when our border patrol stations become overcrowded, it is a matter of the safety and security of people, including our personnel, not just the vulnerable migrants, to be able to lease them.

em: the department of justice request for a restraining order on that ruling was denied. the department is now expected to appeal the 11th circuit for an emergency stay. em n ,dion: new york is superior to turn one of its iconic hotels into a shelter for asylum-seekers. it is in midtown manhattan. it will reopen as an arrival center this week. it shattered during the pandemic, but will now use 1000 rooms for asylum-seekers. this will be one of two sites mayor eric adams is opening to prepare for an influx of incoming migrants. at least two schools in brooklyn are also preparing to house migrants. now to the east where we were therefor a special mother's day celebration. an oakland nonprofit organization is raising funds to provide bail support and assistance to mothers who were formerly incarcerated. tonight at abc7 news reporter cornell barnard shows as a

special story of family. >>. >> i just wanted to give you mothers your flowers will you are here. cornell: special mother's day celebration in oakland honoring moms with brunch, and a taste of freedom from >> we bail people out and host an event to uplift them and connect them with community services. cornell: she is the founder of the foundation, which works to identify moms who are low-level offenders in need of bail support. >> am grateful for the new start. this is such a blessing. cornell: she was reunited with her two small kids thanked the program, which relies on donations. >> they helped me by bailing me out, for one. i wouldn't be here enjoying this mother's day if they didn't help me. [laughs] i would still be behind bars if they did not help me. cornell: the foundation says nearly two-thirds of women in jail are women of color some who can't afford bail facing charges for low-level crimes. this week a rally was held

outside the alameda county courthouse, calling toll-free black mothers from prison. she says she started the foundation after finding little support after her prison release. >> it was hard to find work. anytime i would get a job, once my record came back, i would be terminated. that encouraged me to go to school to put some distance between myself and my record. cornell: not only is the foundation of raising bail, is preparing others to reenter society by providing job assistance and self-care. she is sharing her mother's day journey with those just beginning there's. >> stay focused. it's going to be hard. it's not an easy journey trying to go back and apologize to your children. jose. the collision happened saturday night in the northbound lanes. the highway patrol tells the mercury news, officers from the adult male victim dead in the slow lane. they also said the truck did not stop at the scene, making this a hit-and-run. as for why the man was on the freeway, that is still under investigation. after making national headlines last month, tennessee lawmaker and oakland native justin jones was back in the bay area today. he delivered a commencement speech at uc berkeley's school of public policy. jones spoke about his career in politics, and becoming the youngest lawmaker in tennessee at 27 years old. he give graduates words of advice as they move into careers in public policy. >> reports to review with as you leave this institution -- three points to leave you with, going out into a world which desperately needs your voice. those three points are -- to

[applause] dion: jones, you will remember, made national headlines last month when he was expelled from the tennessee state then reinstated for his protests over gun violence after a recent school shooting in nashville. in san jose today, an event to honor asian-american and pacific islander heritage month. donors and supporters came together for the cry america bay area gala. cry stands for child, writes and youth. the mission is to raise funds for a children's mission in india. >> for our children of india and, i think every child has the right to smile, be happy, and the right to have a choice of what they want to do. dion: the gala raised nearly $200,000 in donations. for two decades, cry has provided education, health care, safety and more for underprivileged children in

dion: happening tomorrow, campgrounds in somebody national park are slated to close because of flooding concerns. housekeeping camp and others will be off-limits. the park service says more closures are possible, but it will give a more accurate update tomorrow morning. parts of the park closed briefly a couple weeks ago due to flooding concerns along the merced river.
