better than we anticipated. >> regulators say california is in the best shape in years to avoid rolling blackouts. >> thanks for joining us. regulators say there is one major reason why the power grid is in good shape. >> lena howland joins us to explain why. reporter: cautiously optimistic that the state may be up to avoid rolling blackouts altogether and one of the key reasons behind that is haven't we more hydroelectric power this year compared to last year. because of the heavy rainfall we experienced at the start of the year. it was last september when the power grid was stretched to its limit amid a 10 day he worry reaching a record high people across the state were urged to conserve or else. >> thankfully an outage was

avoided due to being able to call upon a reserve and due to millions of californians. reporter: rolling blackouts last experienced during 2020 were narrowly avoided but this year officials say the state is much better prepared as we head into the summer. >> i am really happy today to let you all know that the summer outlook is looking much better than we anticipated. reporter: with improved hydro conditions, increased capacity and 2800 megawatts of backup resources for the next extreme event, they say no electricity shortfalls are expected in 2023. >> this is because of the efforts of the agency to bring on sources and better-than-expected hydro conditions due to the winter. reporter: something the california iso agrees with and they expect to have at least 3000 more megawatts worth of

stored supply this summer compared to last. >> at the beginning of april we were looking at almost 2.5 times average hydro conditions putting us in a much better situation going into the summer. reporter: as the state pushes toward its goal of all new cars being electric by 2035 hitting a milestone of selling more than 1.5 million electric vehicle, governor newsom says the investments are,. >> we have identified 45 projects and billions investments. we recognize that is not going to get us where we need to go. the issue of reliability has to be addressed. reporter: here in california the energy commission says that the effects of climate change still remain a wildcard and if we were to experience another severe

>> we walked down here almost daily. zach: it was devastated by the winter storms, especially by massive swells. >> this whole area was really decimated. >> we had coastal inundation and tons of erosion, this entire area. the asphalt was ripped away. picnic tables were stripped. we had the ocean in the parking lot where we are standing out here zach: the public safety superintendent says huge sections of seawall were compromised and the camp around -- campground was destroyed. but now the recovery is reaching a major milestone on saturday. >> we had vehicle dealer access returning. we have the thoroughfare promenade so we have a nice walkway and all of our barbecue and picnic facilities have been restored. zach: a lot of help came from people in the community who contributed to a recovery fund set up by a nonprofit.

supporters were thrilled by the improvements they have seen. >> i am very pleased. it has exceeded my expectations. zach: despite the damage and devastation, the swells have added some important facts that have to be recognized. >> lessons learned and things are changing. these are stream whether events are happening more frequently. the campground is still closed and will remain so for the foreseeable future as we look at our options moving forward. zach: the reopenings are welcome news for those who have seen the progress and eagerly awaited restoration. >> it means so much to me that we will be able to do what we used to do just some months ago. i'm excited. totally. i am jazzed. zach: zach fuentes, abc 7 news. dan: two people are dead and another fatal crash involving pedestrians on a south bay freeway. police say a man and woman were hit by a car after they got out of their vehicle on highway 17

just after 4:00 this morning. the man died at the scene and the woman died at the hospital. earlier this week two pedestrians were also fatally hit by a car in sunnyvale after they got out of their vehicles. authorities are urging people not to get out of your car on a highway. ama: today marks two years since one of the deadliest mass shootings in bay area history. paratransit operators held a moment of silence to remember their colleagues that were killed two years ago when an employee opened fire at a railyard killing nine coworkers. a tense worker -- a te worker took his own life and died a few months later. it is one of the deadly shootings in bay area history. dan: the san francisco police department is wrapping up a virtual town hall meeting right now updating people about the investigation into a fatal shooting week ago today -- a

week ago today. the shooting happened during a standoff with a burglary suspect inside of a building which included a store in the city's glen park neighborhood. dion lim is in the newsroom with details on this meeting. dion: the townhall just ended and we about the standoff that resulted in the fatal shooting. you can hear a neighbor in the glen park neighborhood make a panicked 911 call around 2:30 in the afternoon. >> there is a guy shooting a gun. >> what is the address? >> he is inside. he has a gun. i am outside right now. he is out

dion: body cam video shows moment one officer and a bilingual officer told him to drop his gun. >> drop the gun. turn around and come back to me. come back to me. walk back to me. dion: the commander explained how he did respond to efforts to get him to surrender and step away from the firearm. he added over the course of several hours he would hold alcohol bottles, drink from them and at one point as seen in this surveillance video, appear to ingest narcotics from a dollar bill. he also removed his grocery beads. 3.5 hours after the first call was made, sfpd says he leaned over toward his firearm. that is when four officers used force, including a rifle, baton and pepper ball. he was transported to a hospital and declared dead.

dion: sfpd stressed the importance of transparency and says there are no additional threats to the community. because this investigation is ongoing, they could not draw conclusions if the police officers behind the shooting were warranted for their actions. it is a story we will continue to follow. dion lim, abc7 news. ama: new details about a plot to kill queen elizabeth 40 years ago. according to documents, the threat was made to a call at an sfpd officer who frequented the dover club that was popular with sympathizers of the irish republican army at the time. the officer said the caller claimed his daughter had been killed by a rubber bullet in northern ireland. the man said he was going to either drop an object off the golden gate bridge onto the queen's royal yacht or try to kill her when she visited yosemite. the documents did not indicate whether any arrests were made. dan: just ahead at 5:00, happening again.

ama: another retail giant is shutting down operations. old navy will shutter its flagship store on july 1. it opened in 1997. the company says the way it leverages operations as changed and is looking for a new downtown location that better fits its needs.

the mayor says the closure is part of a larger shift in the overall retail model. >> it is a different time. retail is going to it is not going to be what it was especially in the place that you can have your deliveries on the tip of your po ge stuff sent to your house. ama: banana republic closed in april. the company says it is committed to doing business in san francisco. dan: developing news, the a's have released the first renderings of the proposed 1.5 billion dollars ballpark on the vegas strip. officials say the retractable roof stadium will sit on nine acres of the 35 acre tropicana site. critics have pointed out problems. the a's management admits it is the first rendering that they will release. leaders reached agreement on a funding package that includes up to $380 million

in public financing. neither the a's nor the tropicana side are mentioned in the draft which will be introduced in the coming days. the team owners could take a vote in mid-june but a definite deal is still not done. ama: northern california's largest anime convention returns to san jose this weekend with four days of fun for all ages. dustin dorsey explains how the growth of anime culture has only helped this convention expand over the years. san jose has transformed out of the world you know and into the world of anime. a convention known being created by the fans for the fans, it has returns once again for the annual memorial day weekend of fun and excitement. >> we are all here to express ourselves creatively. it is a great outlet for us. it brings together people from so many different backgrounds. dustin: this convention has a little bit of every walk of life

and a little bit of something for everyone of them. art displays, millions of items for sale and cosplay. it transforms guests from ordinary to extraordinary. anime characters, superheroes, disney classics and much more. many of which are self-made. >> more creative, more inclusive. it is great. i love it. >> it gives me an opportunity to be creative and put my skills to the test. i like to pick overly ambitious costumes. like this one. dustin: what started as a student-ran convention in 1994 to northern california's largest anime convention. organizers say it has grown as the culture expands in popularity. critics found global demand for anime content grew 118% from 2020 to 2022 making get one of the fastest growing content genres. >> when we first started doing

researchers looked at 2400 overweight people with type two diabetes and they found moderate to vigorous physical activity in the afternoon reduced glucose levels and had the highest chance of being able to stop taking medication. researchers admit they don't exactly know why afternoon exercise has better results, adding exercise at any time is beneficial. afternoon may help type 2 diabetes but it is good anytime to do it. ama: it is a nice day to get out and ride a bike without training wheels for the first time. dan: we just got the video of ama's daughter booking a bike without training wheels. sandhya: it is a great day. congratulations. it is a good day to be outside to be biking, walking, jogging. let's take a look at a live picture from zephyr cove where it is cloudy right now and

thunderstorms have been developing. let's check out the tahoe forecast in case you are going up there for the weekend. it will be absolutely unsettled the next four days but at least they will be some sun in the first half of the day tomorrow will be a chance of showers and storms in the afternoon. we will repeat that through memorial day and even past that. the good news with these temperatures is it is slowing the snow melt so low to mid-60's in the afternoon, mid-to-upper 30's in the mornings. a good idea to be aware in case you encounter any thunderstorms to head indoors. certainly on live doppler 7 you are seeing those thunderstorms in the sierra nevada flaring up. there is rain accompanying those storms which is good from a fire danger perspective and flood advisory has been issued until 7:15. on live doppler 7 you will notice that the clouds are still clinging to parts of the coastline and parts of the north bay. santa rosa has been socked in all day holding temperatures down. probably wondering when the sun

a sticky situation for a southwest pilot after getting locked out of a plane. these pictures show the trying to climb through the window. southwestryo expand the situation saying the pilot inadvertently pushed the flight deck closed on a fight that happened to sacramento. the flight departed as scheduled. ama: tonight, a first of its kind baby spa in michigan. it is dedicated to infants from two weeks to 18 months old. dan: babies receive hydrotherapy and massage. the benefits are more than skin deep. the brainchild of a certified nurse. ama: she trained as a masseuse to help her baby who struggled with colic. she was so happy with the results, she is showing other parents and babies how to find relief. it treats babies with constipation and colic and promotes sleep and development.
