trying to improve ridership and they say more funding is crucial. good morning. i'm liz kreutz with lisa argen. let's get a check of the forecast this holiday weekend. lisa: it has been unseasonably cool. we have missed and drizzle along the shoreline. -- mist and drizzle. today will be the sunnier slightly warmer day. 55 at hayward. 53 at vallejo. the weekend starting out with widespread 50's, mist and drizzle towards the coast. low to mid 60's bayside. inland staying in the upper 50's with clouds. by the afternoon the clouds make an early return. we are in the low 70's. maybe mid 70's far inland. we will talk about how long this unseasonably cool weather pattern last in the next few minutes. liz: thank you.

brush fires are a risk even after our wet winter. sky 7 was over a small grass fire on friday right next to interstate 280 south of highway 92. reporter lauren martinez up with firefighters who have advice this holiday weekend. >> fire always wants to go up. lauren: several fire crews responded to a vegetation fire right off of northbound 280 south of 92 on friday. sky 7 captured video of the steep hillside charged by the flames. -- charred by the flames. >> there are some homes in crestview drive. i was worried about some structure damage. lauren: the used information from cal fire helicopters to strategize the attack. >> we cannot see the fire from where we are standing. we will use whatever type of aerial aircraft we can use.

lauren: smoke could be seen for miles. a reminder that more fires are just around the corner with summer on the way. >> there was a cool and somewhat moist day. we had a 1.5 acre fire day like today. with the hotter days it will be worse. be careful out there. lauren: don't leave barbecues or campfires unattended. >> stay smart with whatever you doing out there. it is going to be hot. just because of the storms and rain does not mean we are officially out of the drought. lauren: no structural damage or injuries were reported from the grass fire. the cause is under investigation. lauren martinez, abc 7 news. liz: the risk of all fires rising construction costs are forcing one of california's biggest insurers out of the home under business. state farm will not sell any

home insurance policies in california. that's according to the wall street journal. existing home insurance will not be affected. inflation has been a problem for home and car insurers across the country. many have posted losses as they seek regulatory approvals for rate increases to catch up with higher costs. now to good news. california's rolling blackou may be a thing of the past. the state's energy commission says january's winter storms brought more hydroelectric power. the power grid reached it to last september. the grid hit a record of 52,000 megawatts. that led to a call for residents to conserve energy. the approved conditions reduce 3000 more megawatts of backup storage this year. they don't inspect any electricity failures to happen this season because of the large increase. >> i'm happy today to let you know that the summit outlook is looking much better than we anticipated. liz: the last rolling blackouts

it expects 10 million passengers this weekend. on thursday more people past the nation's airport then on the same day in 2019 before the pandemic. this weekend is not a bad time to hit the roads instead of flying. here is what things look like in terms of traffic. today and tomorrow are your best bets. monday is the worst time to drive between noon and 3:00 p.m. on tuesday, between 4:00 and 6:00 p.m. gas is a dollar cheaper compared to last year. aaa expects 42 million drivers will hit the highways. abc 7 is committed to building a better bay area and we are looking at publicans rotation. we could see a downward spiral because of drastic cuts if they don't get funding. abc 7 news reporter tim johns talks to leaders about some proposals working their way through the legislature. tim: amid growing concern about the state of downtown san francisco, a key component is

increasingly at risk. public transit agencies like bart have said they are running out of money and fast. some say current legislative proposals will not solve the issue. >> if we don't act now we will see a horrible service cut and a downward spiral for these systems. tim: after taking a massive hit during the pandemic ridership has been slow to recover. the transit agencies have been surviving all federal money. by 2025 bart projects the ashley kalus will run out. a possibility that many fear could send them over a fiscal cliff and dramatically hit services as soon as this year. >> hi-fi did very convenient to get from one place to the other. it would definitely impact me. tim: it is not just cuts to agencies officials are worried about. they could have a devastating impact on the bay area economy. local leaders said the region's economic recovery is linked to

having a strong public transportation system. if service cuts were enacted, they would hit vulnerable members of the community the hardest. >> they cannot get to work. they cannot get the school. they cannot get to the doctor or the supermarket. tim: that's why a push is happening to asked the state to help. a plea advocates a we cannot overlook. >> we have created a plan with the metropolitan transportation commission. it does not use the general fund. the state cannot afford it. tim: tim johns, abc 7 news. liz: part pointed out minority writers will be hurt the most -- riders will be hurt the most. those who do not own a car would be affected as well. 44% of its riders fall into this category. low income communities would take a hit. people who make less than $50,000 account for nearly one third of ridres. -- riders.

bart adds 7% have a disability. hi man shot and killed by a security guard at a walgreens has filed a wrongful death lawsuit. relatives are suing the contract security company, walgreens, and the guard. they claim the guard was unfit and on edge and brown's alleged shoplifting upset the guard. peek lane's walgreens ordered security to to be more aggressive, causing the deadly confrontation. san francisco's district attorney has not filed charges against the guard who said it was self-defense. london breed is trying to finalize budget plans to increase public safety in the city. she visited with retail stores around noah valley yesterday. she acknowledged more help is needed to keep business owners and residents safe. she says her budget will put at least 220 new police officers on the ground over the next two years, along with 22 civilian support positions. she wants more accountability for federal dealers -- fentanyl

he was in custody at the juvenile justice center in 2004 . federal agents spread out martinez to interview residents about a chemical release from a refinery. the abc 7 news i team lead the fbi and epa have started a criminal and civil investigation and what happened last thanksgiving. about 10 groups of agents went door-to-door. some agents came from as far as ways honolulu. they declined to be interviewed but they confirmed investigation is now underway. residents were surprised to have the fbi knocking on their door. >> i've never heard of that are seen that. kind of interesting. >> it was a surprise? >> yes. liz: as much as 24 tons of ash rained down after the release from the martinez refinery and company. one agent told the i team the case has just begun. martin refining company not return our request for comment. it's one of the most famous structures on the planet. it is the crown jewel of san francisco.

the iconic golden gate bridge opened to the public 86 years ago today. the bridge opened on may 27, 1937, in the middle the great depression under budget and ahead of schedule. it took five years to build and it cost $35 million. on the day it opened an estimated 200,000 people walked across the bridge, paying a total of $.25. today roughly 112,000 vehicles traverse the bridge every day. most paying a total of nearly nine dollars. abc 7 news anchor dan ashley asked about how much the bridge is worth the day all these years later. >> what is it worth? >> today? $10 billion to $12 billion. liz: experts say the appraisal takes into account not just the hard cost of rebuilding it but its value as a tourist attraction, a commuter link, and its role in commerce

transporting goods up and down the west coast. food insecurity is back to pandemic levels. that's according to a local food bank. the amount of volunteers is also at a low. zach fuentes tells us why and what we can do to help. >> plea came from germany 10 months back and we started working here when the kids are free from school. i come here once a week. zach: when they came to the states they wanted to find a way to get back to their new community. they found the opportunity at second harvest of silicon valley. >> there is real food insecurity. i wanted to give back and do something useful with my time. zach: the food bank serves people throughout santa clara and san mateo county. >> most people getting free groceries from different organizations, those organizations are getting that food from us for free. zach: the food bank says providing the services become more urgent. >> people are shocked to realize we are serving at this point as

many people as we were at the peak of the pandemic. it seems like the crisis is over but the crisis is far from over for low-income people. zach: the monetary donations are needed, one of their biggest needs is for volunteers. unless they give more in the coming weeks, production targets will be a struggle. >> we see a slump in general in the summer. people are engaged with the end of school, going on vacation. you are going on vacation, but we're not. zach: the issue is not limited to san mateo and santa clara counties. >> we talk to area food banks all the time and we are all seeing the same thing. increased need and reduced resources. we really need the volunteers. zach: second harvest offers plenty of volunteer shift for boxing produce to milk and eggs. they are tasks almost anyone can do. >> we can find things or people to do while sitting but you need enthusiastic attitudes. zach: to register had

delta. temperatures in the mid-50's for you. 57 in sunnyvale. looking at numbers also pretty much in the 50's with cloud cover on half moon bay. the next several hours we have mist and drizzle with clouds clinging to the coast. you may need the wipers from time to time. by 10:00, check it out. we have a blanket of cloud throughout much of the north bay but seeing that clearing in the east bay. as we get towards the 2:00 to 3:00 hour we have more sun but the clouds coming back into play. first sunday yet another system dropping down from the north. by the afternoon we have a lot of cloud cover throughout much of the bay area. we could see the possibility of a 20% chance or less of a thunderstorm for sonoma, napa, and then we clear out in the sunnier conditions for your holiday on monday.

the winds building throughout the day. 25 to 30 miles per hour winds all throughout the bay. the delta gusting once again. temperatures today only in the 60's and 70's for most of us. clouds at the coast. looking at your sunday, little changed except the numbers are going to come down. that system to the north. which is see later clearing. winds continued. look at memorial day. a little bit of a bump in the numbers. that is what i mean with the subtle day-to-day changes. as we go through the rest of the week there is another system that will allow for the reinforcing shot of that cooler air, that influx of low cloud deck. as we look towards the north bay and napa nice day in the afternoon with upper 60's for bottlerock. a cooler afternoon with slightly slower clearing. as for the highs today, still below average.

afternoon forecast as the clouds come back in that will lead to a cooler sunday. liz: developing news on the looming debt limit deadline. here's a live look from capitol hill. president biden says an agreement is "very close." republicans say there has been progress made in negotiations. the deadline to raise the limit for the u.s. defaults on its debt has been extended by four days. a deal could be made as soon as today. allison: president biden spending the holiday weekend at camp david but on his way uptown sang the white house and republican negotiators are close to a deal on raising the debt ceiling before the government runs out of money to pay its debts. >> things are looking good. i'm very optimistic. allison: a key republican negotiator agreeing, saying the sides are close. >>

debt agreement. it is the hardest, longest wait. that are why there are these gaps with language. allison: republicans are demanding steep cuts in agreement for raising the debt ceiling, saying there should be a spending cap for the next decade and stricter work requirements for people who receive federal-aid. democrats say that the nonstarter. late friday afternoon, secretary janet yellen writing to congress, extending the estimated deadline to raise the debt limit now june 5. despite the extra time, she warns a default would cause severe hardship to american families, harm of the global leadership position and raise questions about our ability to defend our national security interests. economists say the u.s. defaulting, as many as 8 million jobs could be lost. more than one million troops would not be paid. payments to the more than 66 million americans who rely on social security checks could come to a halt. >> without social security and

any old building like this on the ocean you can peel something off and you find something more. a lot of the stucco was cracked and we had to peel off almost all of it off. we are racing to try to get open for saturday morning. dustin: chuck hammers says even after months of repairs following damage to these businesses due to a storm the work still continues. he hopes to reopen this weekend. others are still weeks to a month away. the city has in working with businesses from the beginning to help anyway they can. >> we have held weekly businesses to help walk businesses through the recovery process, to get the permits city to rebuild and open. dustin: they need funding and that falls in the state and federal government. even after promises from the governor and president joe biden when they visited town these restaurants received no money. >> to goes mostly to residential. it has been a slog. none of these businesses have got alone yet. dustin: they know memorial day

the fbi has released documents about a plot to kill queen elizabeth during her visit to san francisco 40 years ago. the threat was made in a call to an sfpd officer who frequented the dover club and the mission. it was popular with sympathizers of the irish republican army. the caller claimed his daughter had been killed by a rubber bullet in northern ireland. the man said he was going to either drop an object out the golden gate bridge onto the queen's royal yacht or try to kill her when she visited yosemite. the documents did not indicate whether any arrests were made. along the sonoma coastline, sea otters could be making return. according to the san francisco chronicle, politicians are considering bringing the animals back to the habitat through a local coastal program. to comes as see urgent damaged hundreds of miles of sonoma's coast this past decade. sea otters eat see urchins which will restore balance if they return. sea otters became extinct in the
