and thanks for joining us. i'm dionne lim. you're watching abc7 news at 11. in the ongoing battle against san francisco's drug overdose crisis, safe injection sites could soon become a reality. mayor london breed confirming friday there will be room in her upcoming budget for something called wellness hubs, potentially paving the way for nonprofits to open privately funded sites. here's abc seven news reporter tara campbell. >> so at the end of the day, some people are going to like it and some people aren't. >> and that's just what it is because i'm putting everything on the line to change what we need to do to a public promise from mayor london breed this week to get tougher on drug dealers and users, while more quietly making way for privately funded safe injection sites. >> places people can go to use their drugs under supervision in case of an under supervision case of an overdose. friday releasing a preview of

her upcoming budget showing room for what she calls wellness hubs. noting any inclusion of safe consumption sites in these wellness hubs will have to be privately funded. >> we are looking at receiving funds for all the city wraparound services, where the city will not help us with funding is the actual overdose prevention site. that work will be privately funded. >> overdose prevention sites also known as safe injection or safe consumption sites are illegal under federal law but the mayor believes that the new york model could provide a path forward. using private donations to operate the specific space where drugs are used, not city dollars, making the city in theory less liable. sam rivera is the executive director of onpoint nyc, the nonprofit operating to safe consumption sites in new york city. at the first in the country. he spent time in san francisco this week prepping nonprofits and says the city's showing of support is critical.

>> working with the city health department, a funder who only sees their role as providing the funds to make it happen but participating in a process where they can be creative, and support other services they know are key to allowing it to be successful. >> rivera also speaking at a fundraiser helping the project raise those much-needed private funds. >> what kind of funding are you looking at to operate a spot were actual drug use happens? what kind of number are you looking at? annually? >> annually to fund that including having a medical profession or -- professional, and emt, about 1.2 one million. >> she estimates the city's portion of the wellness hubs will cost roughly three to half $1 million per year with the mayor planning to open up to three sites in the next two years. tara campbell abc7news.

>> she traveled to vancouver canada to examine north amera's first ever safe injection site and found an abc seven documentary injecting hope which is now available on the bay area streaming app. moving on now a custodial worker is recovering from a stabbing that happened just before eight last night inside the mission 24th street station in san francisco. the victim suffered a cut on his shoulder from what is believed to be a pocket knife. a bart spokesperson said the suspect was part of a larger group that caused a disturbance. police have not made any arrests. in emeryville police are investigating a shooting that turned deadly. it happened near 41st st and san pablo avenue just after 1130 last night not far from the oaks card club. emeryville police say an officer in the area heard several gunshots and found a man shot multiple times. so far no arrests have been made, this is emeryville's first

homicide since two. a driver being pursued by officers crashed in the tunnel on the bay bridge today, it happened at about noon time and shut down three westbound lanes. as you can see, backing up traffic for miles. this delay stretched way back before the toll plaza. that pursuit began in san pablo, chp dispatch audio captured initial information on how it all unfolded. >> lane. >> initial reports are that the driver was wanted on a felony weapons charge, but we don't know if anyone was injured in the crash or how many cars were involved. officers arrested a person who tried to run from the scene. state farm says effective today, it will no longer ensure new homes or businesses in california. one of the nation's biggest insurance companies says it is due to high wildfire risk and increased construction costs.

abc seven news reporter cornell barnard explains what it means for those searching for insurance. >> the fact that they want to pick and choose who they want to cover, it just does not seem the way it should be. >> lisa knows the slogan like a good neighbor state farm is there but she wonders how true that is after the company announced it will no longer ensure new homes and properties in california due to wildfire risk and rebuilding costs. >> come on n. >> existing customers like lisa will not be affected. she and her family have spent the last five years rebuilding their santa rosa home that they lost in the 2017 fire. at the house is now complete but lisa worries about others moving to the area looking to ensure their homes or businesses. >> insurance is for when things go wrong in fire is something that goes wrong, i think if you want to ensure in the state of california which is one of the biggest areas where the insurer, then you should have to ensure everyone. >> state farmuto policies will remain the same.

the company says stearm made this decision due toistoric increases in construction costs outpacing inflation, rapidly growing catastrophe exposure, and a challenging reinsurance market. it is necessary to take these actions now to improve the company's financial strength. california has experienced record wildfires in the past six years, they are the second insurance company to stop offering coverage due to wildfires. last year aig notified thousands of californians their policies would not be renewed. state farm no longer accepting new customers, the question is where can people go for insurance and high-risk areas? >> we hope the public understands insurance, what it does, what -- how it works. >> she says california's fair plan is the insurer of last resort for many and high-risk areas but it is complicated. >> it is a basic policy that only offers fire insurance and then you have to get another policy, a wraparound policy to go with it.

>> california's department of insurance says state farm's actions should not affect other companies. as for lisa she says for now she is happy to have insurance for her new fire resistant home. >> if we find some wood we can knock on it. >> in santa rosa cornell barnard. >> many events are planned in the bay area on monday to honor the men and women who died while serving in the military. that includes one at the san francisco national cemetery in the presidio. today boy scouts planted flags at the 30,000 headstones for the soldiers. family members and notable figures that are laid to rest there. monday's ceremony starts at 11 a.m. and includes a band concert and flyover by the coast guard air station san francisco. over the east bay volunteers also prepped the lafayette hillside memorial fort memorial days vigil on monday. east bay congressman mark to sign it will speak during the service the memorial was first created back in 2006 by a small group of people who decided to

>> tonight and the east bay a dive team recovered the body of a man who drowned after jumping from a boat. witnesses say the man jumped into lake del valle to retrieve an aura that fell in the water. he started struggling and went under. east bay regional parks marine patrol officers in the alameda county fire dive team helped search for the man. a team located the man's body after 9 p.m.. workers are getting ready to reopen the golden gate bridge parking lots which are now closed to cars most of the days and weekends to reduce traffic

congestion. it today was the first day of closures which will last through october 8. the parking lots at the welcome center and vista pointe in marin county are closed from 11 a.m. to 5 p.m. on saturdays, sundays and holidays. keep in mind you can still park and overflow lots on the san francisco side or take public transit, use rideshare or bike. today, we marked asian american and pacific islander heritage month with a first of its kind look at a festival in fremont. multiple asian american nonprofits band together to celebrate the diverse fremont community. at a first annual asian heritage festival day at the downtown event center. in addition to performances, vendors showcased foods, arts and crafts. at the festival was started by a hindu cardiologist who wanted to unite his community the chinese, japanese and all asian cultures. new at 1100s of people upon the alameda county fairgrounds for a special night

my family lives in one house, there might be two or three families in one house. many were victims of violence so that is why they formed asian pacific american community center to try to help each other and to try to get assistance from government. they were very successful at doing that. >> helps youth and seniors make their way. >> all of our kids are low income and the majority of the kids speak wish as their first language but their parents are monolingual speaking whether it is spanish, vietnamese, cantonese. >> there are a lot of talented kids they just need to be exposed. >> what i like about it is how they are very efficient with kids that have trouble learning. >> afterschool you dear homework and talk to the staff and you can be comfortable with them and talk about your personal life. i think it's really comforting. >> since high school i wanted to become the person i wish i had had. not only is someone who helped

that in mind. we don't expect rainfall, measurable rain during the day but those clouds will linger and overnight for low temperatures mainly in the low 50's, as you go further inland into the east bay closer to mid 50's. highs tomorrow mid 50's at the coast low 60's around the bay shoreline and only up to about 70 or 72 in the warmest inland spots. it will be minimally warmer monday, maybe some mid 70's inland and upper 60's around the bay but it cools down tuesday. you don't get much of a warm up again until the week, friday and we will see inland highs near 80 and around 70 near the shoreline. that is relatively warm compared with what we have had lately. but still below the seasonal average. >> it is so funny because the forecast is the way it is i don't have much to say about it. it is so steady. >> i like that. i like when people don't say much about the forecast. >> that's true they can't complain that way.
