small businesses in the mission. and a bay area veteran celebrates his 100th birthday this memorial day holiday weekend. his advice for living a long life. abc7news at five is next. predicts a bipartisan majority of congress will approve a compromise in the coming days to raise the nation's debt ceiling and divert a historic default that would up and the economy. good evening and thank you for joining us. this afternoon president biden is urging congress to pass the agreement saying it will prevent the worst possible crisis. the house speaker is also defending the debt ceiling deal which was reached last night and ends a month long stalemate. here is abc news reporter jay o'brien. >> just days before potentially catastrophic u.s. default house speaker kevin mccarthy announced saturday evening republicans had come to an agreement in

principle with president biden to raise the debt limit. in a statement the president calling it an important step forward and a compromise. the president speaking with mccarthy sunday afternoon to review the finalized language of the legislation. >> make sure all the t's are crossed in the eyes are dotted we are in good shape. >> mccarthy praising the deal calling it good for the american people. >> it does not get everything everyone wanted but in divided government that is where we end up. i think it is a positive bill. >> after the tentative agreement was reached white house officials began calling democrats to sell them on the deal. in a letter to fellow house democrats minority leader hakeem jeffries said the text of the legislative bill would be available for their review shortly after mccarthy and the president spoke sunday afternoon, telling cbs -- >> i do expect that there will be democratic support once we have the ability to actually be fully briefed by the white house.

>> mccarthy pledged lawmakers would have 72 hours to read the text of the bill before a vote expected on wednesday. but over in the senate, majority leader chuck schumer warning his colleagues of the potential for friday and weekend votes in the event of filibusters by either side of the aisle. mccarthy saying he is confident the bill will pass the house with a majority in his conference supporting it. >> you will have republicans and democrats be able to move this to the president, the president agreed as well. >> sources tell abc they agreed to keep nondefense spending flat through 2020 four increase in 2025 fair. it fully funds medical care for veterans and faces a new work -- work requirements for snap recipients. there will be no changes to medicaid requirements and streamline the review for energy projects. jay o'brien abc news the capitol. >> former president donald trump has opened a big lead in california's march 2024 republican presidential primary. a new poll released by the

institute of governmental studies at uc berkeley shows the former president of his nearest rival florida governor ron desantis by 18 percentage points. as among republicans likely to vote in next year's primary. that poll showed desantis ahead of trump last year. now trump's at 44% and desantis at 26%. no other republican received more than 4% support. former president did well with strongly conservative republicans, men, noncollege graduates and voters aged 50 to 64. on this holiday weekend a celebration of latin american culture. san francisco's icons it -- iconic carnaval parade is celebrating its 45th year with crowds reaching pre-pandemic levels. abc7news reporter cornell barnard tells us the parade means a big boost to small businesses. >> are you already? here we go.

businesses on 24th street. >> this coffee shop has seen many challenges. >> we have seen a decline do to the pandemic as foot traffic so to have this come out and have people witness the carnival and shopping around to all the small places on 24th street means a lot. >> but for this mission community carnaval is raising a lot more than profits. >> more importantly, it is supporting and feeding our souls. we have to look within and feed ourselves. after the pandemic, there is no better way to do it than dancing and feeling the movements of all of those cultures and traditions here at carnaval. barnard abc7news. >> san francisco is expected to delay plans to extend metered parking hours, that is according to the chronicle. it was planned to extend metered parking hours through 10 p.m. monday and saturday starting in late july, the agency also

wanted to add sunday metered hours until noon, but the plan raised concerns at city hall in the long-term impact on businesses. at last week the board of supervisors unanimously adopted a resolution urging sfmta to postpone implementation of the city it studies the economic impact of those extended hours. tomorrow morning memorial day same -- ceremony will be held at the san francisco national cemetery in the presidio. yesterday boy scouts planted flags at the 30,000 headstones for the soldiers, family members and notable figures laid to rest there. tomorrow's ceremony starts at 11, and will include a band concert and flyover by the coast guard air station salem at cisco. meantime a memorial day vigil will also be held in lafayette. east bay congressman mark desaulnier will speak during the service at the lafayette hillside memorial, organizers say the event will help remember the ultimate sacrifice and help reflect on consequences of war. at the memorial was first

created in 2006 by a small group of people who decided to build a tribute for those dying in iraq. that memorial starts at 5:30 p.m. tomorrow and is located right across from the lafayette bart station. one bay area veteran is celebrating 100 years of life this memorial day holiday. oakland native alfred gross will turn 100 years old on june 1. his family members threw him a huge birthday bash today at round hill country to celebrate the century milestone. alfred is a world war ii vet who served as a lieutenant in the u.s. navy, he now spends time competing against world-famous bridge players five times a week. the veteran says he has a good life because he lives with no complaints. >> that is the way i live life. a big smile and be happy. it helps to have a long life. >> that is fantastic advice. alfred also stayed true to his bay area roots, he is a former uc berkeley mascot and a

>> in the east bay, we are halfway through the annual san ramon art and wind festival. that event kicked off this morning in the city's central park area. the two daylong extravaganza features fine arts and food along with kite flying demos and international music. you have already missed today but there is another chance to partake in the fun. the final day of the festival happens tomorrow from 11 a.m. until 6 p.m.. and also today is the final day of this year's bottlerock music festival in napa. tonight the red hot chili peppers, little knobs x and the wu tang clan are all set to perform. tickets are sold out. what'd you say before the show, this was right up your alley? >> i like wine, bottles of wine and i like to rock. so bottlerock. >> it is a lot of fun and i'm glad that the weather seemed to hold for today. >> it has held up pretty well but just to the northwest of

bottlerock there is rain but i will give you a look at what is going on. we have some active weather in the northern most part of our viewing area. right around lakewood and clear lake. we've got not only some showers but there has been a little thunderstorm activity there because the area is quite unstable. here's why. looking at the satellite radar composite image you can see an area of low pressure over northern california and the pacific northwest. it is not only bring us an onshore wind flow but is producing enough instability that it has built up enough moisture in the atmosphere that there has been some thunderstorm activity in that region. it is not likely to spread or expand very widely across the bay area but that is where it is happening. here is a look at our surface wind flow. at 24 mile-per-hour winds in san francisco. we've got some fairly substantial winds and breezes in the other parts of the bay area. as you may have noticed it is quite a bit cooler than at this time yesterday.

clouds coming up from the southeast and swinging back around to the northwest. and maybe some patchy rental in here during the overman night and morning hours tomorrow before we get sunshine. overnight low temperatures will be in the mainly low to mid 50's. highs tomorrow upper 50's at the coast upper 60's to near 70 around the bay shoreline and some low to mid 70's inland. it will be a bit sunnier than it was today. here is a look at the accuweather 7-day forecast. a nice memorial day. a minor warm up from the conditions we were feeling today , cooler and breezier on tuesday. still below average temperatures on thursday -- wednesday rather going into thursday we will see the beginning of a minor warm up. friday, saturday and sunday will start to feel more like june by then. because may will be gone. june will bring in a little bit of a warming trend but it may not last very long. >> we were having this discussion, when is it finally
