residents say when it happened, it felt like an earthquake. so far, no reports of deaths, but multiple people are unaccounted for. and crews were working there through the night. there are concerns that more of the building could come down. abc's derrick dennis has the details. freaking building just collapse just this morning a shocking scene in davenport, iowa. the middle of an apartment building collapsing floor by floor just before 5 p.m. sunday with residents inside this floor has caved in. and there's a subject trapped in apartment 510 multi agencies responded with the sole purpose of finding people and getting them out of the building . at least six storeys of the 80 unit building caved in with some apartments completely destroyed . fire crews were able to rescue seven individuals oils on their initial response and escort more than a dozen individuals out as they were self evacuating from the building. authorities say crews found a natural gas leak and water leaking from the floors as emergency crews

arrived. and there was a lot of screams. a lot of cries, a lot of people saying help the entire thing shook. i dropped everything i was doing when i checked out of out of my door and down the hall, i saw some apartments, had water coming out from under their doors. there was a lot of dust and debris. neighbors had reported ongoing water damage problems, bricks falling from the facade and a long list of needed repairs. apparently building owner did have permits to make exterior wall repairs that was under direction of his hired engineer . the collapse, reminiscent of a four story garage that pancaked in new york city in april. one person killed, maintenance issues blamed for that collapse . the lingering concern in iowa. the stability of the remaining structure and the search for any trapped injured or dead in the collapse. i'm hoping they bring my dog out and that she'll come back out to me. she's my world. it's currently unclear what

caused the collapse. the city says heavier equipment and more advanced rescue crews are being called in to go through the building. andrew rhiannon derek, thank you for that update. now to washington, where president biden and house speaker kevin mccarthy are hoping to drum up enough support from congress after striking a deal to raise the debt limit and avoid a catastrophic default. but some lawmakers are clearly not happy . abc's justin finch joins us now with those details. justin, good morning. andrew good morning. after nearly three weeks of tense negotiation, the president and house speaker reached a tentative debt ceiling deal over the weekend. the two also agreeing on another point that neither party got everything it wanted. this morning with the treasury secretary warning the nation could be seven days away from defaulting on its debts, a new lap in the race to raise the debt ceiling is underway. the speaker and i made clear from the start that the only way forward was a bypass kisan agreement. president joe biden

urging congress to pass the debt limit deal he brokered with house speaker kevin mccarthy. both leaders forced to make concessions. it doesn't get everything everybody wanted, but that's in divided government. that's where we end up. the compromise would increase the country's $31 trillion debt ceiling through the 2024 presidential election and lock in new spending restraints, sources tell abc news the budget deal keeps most federal spending roughly flat next year, raising it by 1% in 2025. defense spending would increase. the agreement includes new work requirements with time limits on how long some americans up to age 54 can receive food assistance. sources say the bill would also preserve social security, medicaid and veterans benefits. congress members are reacting to the 99 page legislation version released sunday. staunch conservative like virginia republican bob

good believe mccarthy gave up too much writing. no one claiming to be a conservative could justify a yes vote. congressional progressive caucus chair pramila jayapal on cnn on. and i think it is really unfortunate that the president opened the door to this. meantime, many america fans who rely on federal assistance like this west virginia single mom were a capitol hill. delays will cost her family. there are other bills that either are going to go unpaid or we're not going to eat. and congress members are due back to capitol hill beginning tomorrow from their holiday recess with the house on track for a debt ceiling vote wednesday day. and the senate already bracing for a potential votes friday and into the weekend. andrew but it does sound like they have a tentative deal in place. justin, thank you. in ukraine, officials say 52 of the 54 drones in a russian attack on kyiv over the weekend were shot down. one person was killed in the attack. it comes as ukraine's military

preparations for a major offensive are intensifying. abc's tom soufi burridge is in ukraine. we're seeing a major spike in ukrainian missile strikes in areas deep inside russian occupied territory. the ukrainians aiming to weaken the russian military by hitting their command centers and supply depots. and that is crucial. before the ukrainians try and push forward while those strikes are being carried out. the ukrainians tell tom they are keeping an eye on the frontlines through a network of drones over the battlefield. the erdogan regime will continue. turkey's longtime president has won his runoff against a center left challenger, erdogan picked up 52% of the vote. the leaders of hungary and qatar were the first to congratulate him. president biden tweeted he looks forward to working with erdogan as nato allies in texas. the republican attorney general of texas will soon face a state senate trial now that he's been impeached by the gop led house. ken paxton was immediately suspended

following the vote on 20 articles, including bribery, fraud and abuse of office. his wife is a sitting senator. she has not said if she would recuse herself in the trial. now to elizabeth holmes. the theranos founder is expected to begin her prison sentence tomorrow for defrauding investors in her blood testing startup. at one time, holmes was one of the youngest people on the forbes list of billionaires. now she's preparing to serve nearly 11 years behind bars. us this morning, new details about what prison life will look like for elizabeth holmes, the disgraced theranos founder is set to start her fraud sentence on tuesday afternoon. holmes will serve her 11 year term at this now infamous minimum security prison in bryan, texas. cells do not have doors at the all female facility, and according to this drawing from the wall street journal, have two sets of double bunks, a table and lockers, life there includes 6 a.m. wake up calls and require odd jobs that

pay as little as $0.12 an hour. but she will have easy access to the internet, along with the prison's recreation pavilion, a jogging track and hair salon. she will have access to basic entertainment. she'll be able to make phone calls, and she will relax into to a very pedestrian lifestyle for a number of years. holmes the one time tech mogul promised technology that could run hundreds of health tests with just a few drops of blood. do you swear to tell the truth, the whole truth and nothing but the truth? i do, only to be exposed as a fraud. her story made into a limited series as the dropout here at theranos, we see a world in which no one ever has to say. if only i'd known sooner and even a book. the new york times reveals holmes has now given up her theranos persona, ditching the black clothes and dropping the artificial speaking voice. she was famous for settling into life as a mom of two in texas.

the gun violence archive, there have been more than 250 mass shootings in the us this year. a drive on a central florida beach ends with a woman under arrest. investigators say she had too much to drink before winding up in the drink near daytona. here's abc's jacqueline lee. the reckless driver on smyrna dunes, a woman is charged with driving her vehicle up to 50mph on a volusia county, florida beach packed with holiday revelers allegedly while under the influence. police say she allegedly plowed her car into the water after almost hitting a child. they kind of stopped us and they said that we almost hit a child. i didn't think that we did. in the moments after body camera footage shows deputies interviewing 26 year old sarah ramsammy of orlando, who appears to admit that she was behind the wheel. we were just trying to turn around. we didn't think that we could do a u turn around here, and we're just trying to keep going. authorities say ramsey smith sped down the dog

primatene mist. breathe easy again. welcome back. south korea's asiana airlines has stopped selling emergency exit row seats after a passenger opened an emergency door in flight. passengers were terrified as a blast of wind whipped around the cabin. the plane landed safely, but 12 people were taken to the hospital with breathing problems. it was flying at about 700ft when the door was opened. and this would have been much more serious if it had happened in the forward part of the airplane, because that emergency slide would have shot out right in front of the engine. it could have wrapped itself around the wing and caused controllability or engine issues just at the most critical part of the landing. just really terrifying. the man charged with opening the door could face up to ten years in prison. the sports this year's indianapolis 500 had some unexpected excitement. a car's tire went flying toward the crowd and in a spectacular crash. and the winner of the race saw years of aggravation at

the brickyard finally come to an end after a decade of frustration. it was josef newgarden crossing the finish line at the indianapolis 500 team penske at the indianapolis motor speedway, and josef, you got it finally wins the indianapolis 500, entering sunday's race, newgarden had been zero for 11 in the greatest spectacle in racing, the indy 500 is the most difficult race in the world to win and to finally be able to do it. this is my 12th attempt. it is not easy. nothing's given here and i'm just so thankful for my team. but the race not without some heart stopping moments. a crash near the front of the pack began a terrifying collision near the grandstands. oh oh, my god. car wrecks. oh, my god. kyle kirkwood losing control with just 17 laps to go, spinning out, sending him airborne, smacking into the wall, cameras showing his tire flying off, just missing seats filled with spectators. the tire then slamming into this white car in the parking lot. after the race. reporters posting
