the question, will it pass? we will have the latest. >> michael: we begin with that breaking news and the search for the missing after the department -- an apartment building collapse. our reporter reds live on the scene. >> good morning, michael. thankfully authorities say there are no reports of any injuries or deaths right now. some terrifying moments for residents here. you can see a huge section of that red building just gone. >> the building is partially collapsed. >> urgent search and rescue efforts after an apartment building partially collapsed in davenport, iowa. one person rescued from the rubble by first responders and hospitalized. >> we are finishing the rescue phase, soon it will be a recovery operation. >> they have no credible reports of people missing.

exodus. millions getting ready to head home from the holiday weekend. good morning to you, trevor. >> reporter: good morning. we know millions of people took off for this memorial day weekend and unfortunately, it is just about time for all those people to head back home. not that crazy yet but we are definitely expecting it to ramp up. friday, they screened 2.7 million passengers. busiest day since before the pandemic. pete buttigieg praised them how they handled the rush. fewer than 1% of flights were cancelled. but we are not out of the woods just yet, and people traveling internationally may be in for trouble to or from the uk, because they had backups caused by striking workers and electrical issue at the border gates. we have not seen any giant hiccups here in the united

states, we expect some crowds. it is a good idea if you are flying out, go earlier than usual and that also applies if you're one of the millions more who were driving this memorial day weekend. a lot of people are going to be driving home. aaa said 37 million americans were driving to their destinations this memorial day weekend. what we are seeing, if you want to avoid the traffic today, you want to take off this morning if you can. i know that's not fun. the heaviest of traffic congestion starts as early as noon today and then it extends all the way into the evening, about 6:00 p.m. we could be in for a slow drive. hopefully was worth it and you get to have some fun. >> good advice. trevor, thank you. now brittany bell from our new york station wabc is here with the memorial day forecast. good morning. >> good morning to you. it has been nice across the the tri-state area. that has not been the case in the carolinas. parts of the area got close to five inches of rain.

let's time out the rest of the rain. scattered showers continue to impact the carolinas and virginia. the good news is it is not going to rain all day. we're just watching widespread showers here and there and some of that rain can be on the heavier side. nice across the northeast but watching scattered strong storms all throughout the central plains. also some of the heavy rain can stretch into nursing care -- california. if you're headed to the beaches, a chance for a few showers really nice in miami. 85 degrees and 72 with a few showers. michael? >> michael: thank you, brittanee. we turn to the breakthrough on the debt ceiling. president biden and speaker mccarthy finally coming to an agreement. it is not a done deal yet. we have team coverage this morning from the white house to capitol hill and elizabeth schulze starts us off at the white house. good morning, elizabeth. >> reporter: good morning. this is a long-awaited break to. between president biden and house speaker kevin mccarthy after months of stalemate and

finger pointing over the debt ceiling. is one both sides acknowledged they did not get everything they want to build and it still needs to get through congress. this morning, with just days until the government runs out of cash, president biden and house speaker kevin mccarthy striking a deal. >> president biden: an agreement prevents the worst possible crisis, a default in the first time in our nation's history. finalizing the agreement over the weekend. the 99 page bill would suspend the debt ceiling until january 1st, 2025, put new restraints on government spending the next two years. >> it does not get everything everybody wanted. that is where we end up. >> reporter: most federal spending would stay flat, defense spending would increase. $20 billion in new funds for the irs would be cut over two years. unused covid relief money clogged back. social security, medicaid, veterans benefits stay intact >> how confident are you that this bill will pass? >> you will have republicans and

democrats be able to move this to the president. >> reporter: some house republicans are already bowing to vote against the bill, saying spending cuts are not deep enough while progressive democrats are blasting new work requirements on federal aid programs including tight limits on how long some americans up to age 54 can receive food assistance. those limitations would be phased in and would end by 2030 unless renewed again by congress. >> what you say to members of your own party who say you made too many concessions in this deal? >> reporter: both the house and the senate, the u.s. is to at risk of being unable to pay its bills. >> we are real people. you know? this is not a game. these our people's lives. hollinger in west virginia relies on medicaid and snap benefits. she says she worries her payments could be delayed. >> so there are other bills that either are going to go unpaid or we're not going to eat.

it is just as simple as that. >> president biden and speaker mccarthy are urging swift passage of the bill. it would eliminate the threat of a default until after the 2024 presidential election. setting up yet another high-stakes showdown. the president now says he is looking into whether he could invoke the 14th amendment bypass congress in future debt ceiling debates. >> michael: thank you for that, elizabeth. for more, jay o'brien is on capitol hill with the latest. >> michael, good morning. president biden and speaker mccarthy making the hard sell to lawmakers in their parties to back this deal. a top house gop source telling me that moderate democrats are expected to play a crucial role in passing this legislation especially after several republicans have already come out against it. sources tell abc news a small group of house republicans returned early here to dc to drum up support to pass this bill. meantime at the white house, senior administration officials called several congressional

democrats immediately after this agreement was announced and held virtual briefings for other democrats last night. now, if this bill passes the house on that wednesday planned vote, it will immediately go to the senate or could immediately go to the senate by that same day at the earliest. senate minority leader mitch mcconnell saying he agrees and supports to steal in a statement i. he is calling on his chamber to pass it "swiftly." there are, though, concerns about procedural roadblocks potentially in the senate. majority leader chuck schumer telling his colleagues and warning his colleagues that if republicans or democrats filibuster, that could potentially push this vote back procedurally days even to the weekend which could come dangerously close to monday june 5th, deadline. linsey? >> see if they can get it across the finish line. now to the political turmoil in

texas where ken paxton has been impeached and suspended on bribery and corruption allegations. elwyn lopez has the latest on how his wife could play a role in his political future. >> reporter: good morning. the third term attorney general now impeached by a majority of his fellow republicans. so far and the texas governor has been silent on the matter all this of course, proving to be historic. this is the third time that texas has seen anything like it in its history and that political showdown is headed to the state senate. this morning, a deep red state in political turmoil. ken paxton, a republican, suspended from his duties. >> has everyone voted? the resolution is adopted. >> reporter: the gop-controlled house overwhelmingly voted to impeach the texas a.g. over a series of accusations of bribery and corruption. the wide array of allegations

include him directing employees to violate state law, firing those who reported him, making false statements to the state securities board in benefiting from a campaign donor's decision to import his alleged mistress. the donor denies any wrongdoing. >> the fact that i was prohibited from presenting evidence to defend myself reveals that this shameful process was curated from the start as an act of political retribution. >> reporter: paxton denied the accusations, taking to twitter to slam the vote, calling it illegal, unethical, and profoundly unjust. had and that he looks forward to a quick resolution, and in the texas senate. his wife could be weighing in on his political fate. no word yet on whether she will recuse herself. and two-thirds of the republican dominated senate would be needed to oust paxton.

so far no date has been set for the senate trial. russia is unleashing new attacks on kyiv at this hour after the largest drone attack on the capital since it invaded ukraine. tom soufi burridge is live with the latest. good morning. >> reporter: good morning. news just in. series of russian missiles striking the ukrainian capital and attacked right in the middle of the day is unusual. people rushing to take cover. missiles and air defense. strikes in the sky overhead. russia launching a separate barrage of missiles and exposes overnight. this is a day after the biggest drone attack on kyiv since the beginning of the word. meaning in the past 36 hours, russia has launched around 150 cruise missiles and lethal explosive drones at ukraine in cities. ukraine's airport saying air defense shot most of those down. only one person killed. meanwhile, ukraine ramping up its missile strikes deep behind the front lines.

these videos including online showing smoke rising from areas of russian occupied ukraine. this morning, a senior ukrainian commander here in eastern ukraine telling me final preparations for a major counteroffensive are in full swing. ukraine looking to weaken the russian military between artillery fire and missile strikes before ukrainian forces try to push forward. michael. >> michael: thank you so much for import reporting. we're going to turn now to a close call at the indianapolis 500. a high-speed crash sent a tire flying over the crowded stands. mona kosar abdi joins us with what happened. good morning. >> reporter: the greatest spectacle in racing was just that, sunday. in a horrifying turn of events, the race came to a stop after a crash with spectators in great danger. this morning, josef newgarden in the long awaited win a wild finish. >> i am beyond words. i don't know what you say.

>> reporter: the race ending with three red flags. the first, a high speed crash with kirkwood and rosen kwis. his car spun out when one of his tires flipped his car. it went soaring over the fence, narrowly missing the crowd as they watched in horror. >> i saw that are coming and i thought i was going to get hit. >> reporter: the car hit a wall, going airborne. the tire landed in the parking lot damaging the white sedan. >> i'm like, okay, i thought he hit a golf cart. they are like robin, that's your car. >> reporter: they exited their cars and are said to be doing okay. shortly after the race started after the race started, under the driver lost control and less than let -- 10 laps remaining. multiple cars were caught. then newgarden securing the victory in a 2.5-mile sprint to the finish. and according to indycar one person did suffer minor injuries

good morning, trevor. >> reporter: good morning again, linsey. resource -- told the suspect was under a lot of stress and he wanted out of the plane because he felt like he was suffocating. opening that emergency door midflight puts a lot of people at risk and the video from inside the cabin is quite frightening. this morning, a korean man in accounted custody after accused of opening an exit door mid flight. terrifying passengers caught the incident on camera friday. the 33-year-old suspect whose last name is lee is facing a decade in prison. authorities say he was traveling solo domestically in south korea. he was preparing to land 700 feet above ground.

>> witnesses say she was driving roughly 50 miles per hour before plunging into the water, nearly hitting a child along the way. >> who was driving? >> over there. we're just some of the people they almost hit, like this little girl. >> they kind of stopped us and said we almost hit a child. i didn't think that we did. >> the car coming to a stop in the water near beach goers. deputies said her blood alcohol was nearly twice the legal limit. >> we were trying to turn around, didn't think we could do a u-turn here. >> you were inches away from multiple people. >> charged with driving under the influence, reckless driving, failure to obey a traffic control device. although vehicles are allowed on some parts of this beach, police say this was not a designated area. >> the driver is out on bond. we reached out to her, haven't heard back. thankfully, no one was hurt. >> we're glad for that.

between biden and house speaker kevin mccarthy. just days before that june 5th deadline when the u.s. runs out of cash. this 99-page bill released overnight would suspend the debt ceiling allowed the government to keep paying its bills for two more years. as part of the deal, most federal spending would stay flat next year while defense spending would increase. $20 billion in new funds for the irs would be cut. unspent covid relief money would be called back. social security medicaid and veterans benefitss would all stay in tact -- benefits would all stay intact. putting time limits on how long some americans now up to age 54 can receive food assistance. progressive democrats are upset with that position. while conservative republicans argue that this bill does not cut spending enough. so both biden and mccarthy acknowledged they did not get everything they want in this deal. their task is to sell it and get

it through congress. the house is expected to vote as soon as wednesday. guys. >> mary: elizabeth, thank you. new study about the benefits of afternoon exercise for people with type 2 diabetes. erielle reshef has the latest. good morning. >> reporter: good morning. we have been talking about the benefits of walking. this new study shows people with type 2 diabetes who exercise in the afternoon have better control of their blood sugar averages and experts look -- look at more than 2400 adults who were overweight with obesity and type 2 diabetes in a four-year lifestyle intervention trial. originally the study was conducted to assist with weight loss. researchers found a direct correlation to lower blood sugar. those who completed moderate to vigorous physical activity in the afternoon had better a1c levels compared to those who were in active. experts say these results maybe tied to circadian rhythm. the fact that postmeal exercise lowers blood sugar and possible

have you ever seen or heard of this? it is roast ratatouille. it is a chickpea pancake. when it comes out of the pan it is hot and delicious. you can eat it just as it is. >> you can keep at undressed. >> and we are using goat cheese, which that one was that her. this will have goat cheese all over it. >> talk to us a bit about presentation. even if i could pull off cooking this, how do you make it look this good when you are having a party? >> i design recipes to look good. you just have to follow the recipes and instructions and your plate looks beautiful, two. i don't just pretend that the seller it looks like that. i present it in the instructions. >> i appreciate your confidence. >> for this vegetable mix, go for the little zucchini and the little eggplant because they just look cuter. that is great. just remember.
