i don't see violence, i see trauma. that is what we are going to bring, the kindness, the relationship. reggie: in the south are signs of progress on tackling homelessness including in san jose. the number of sheltered people rose 7.8% in the county and 12.9% in san jose. homelessness decreased dropped 4%. the mayor says he has more plans to invest in affordable housing. >> we are leading the way in san jose and reducing unsheltered homelessness by embracing solutions that are faster to deploy and in order for them to be faster they have to be more cost-effective. reggie: the city credits its success in part to quick build emergency interim housing. kumasi: the house is expected to make a vote on the debt limit

reggie: north korea's first attempt to put a spy satellite into space failed overnight. another launched reportedly being planned for as soon as possible. north korea's estate news agency says the rocket launch failed because of instability in the

engine and fuel system. south korea's military salvaged what they believe is a piece of the wreckage from the launch rocket. the pentagon has released images of a chinese fighter jet coming within 400 feet of a u.s. surveillance plane. video shows u.s. air force pilots watching the fighter jet rapidly approach and then roar past the reconnaissance plane, forcing it to bounce wildly through the turbulence. the pentagon is calling this unnecessarily aggressive. a senior offense -- defense official does not believe they are acting independently but part of a wider pattern of aggressive intercepts in the engine. a new survey finds more than half of the nation's teachers leave arming themselves would make students less safe. one in five teachers say they would be interested in carrying a gun at school. data also says 64% belie

francisco's chinatown. it happened monday at aa bakery. the suspect, 61-year-old released on prison on parole less than two weeks ago. he sentenced to nine years in prison. people are still trying to wrap their heads around what happened. >> by this people in the community are shaking. kumasi: he is booked in san francisco county jail and the victim in the stabbing was taking -- taken to the hospital with life letting injuries. --life threatening injuries. reggie: communities in oakland could have budget cuts as the city sees a historic budget deficit. there was a special meeting to address possible cuts, one group impacted is the department of
