>> building a better bay area, moving forward, finding solutions. this is abc7news. ama: the u.s. house has now passed a bill to avoid the nation's first-ever default on money, retirement accounts hanging in the balance. good evening. dan: let's take you through this newly approved a deal by the numbers. the final vote tonight was 314 yeas to 117 ns. democrats had more of es votes here. ama: as for what comes next, and when has that. >> the bill is passed. reporter: the house of representatives passing the debt ceiling bill negotiated between kevin mccarthy and president joe biden aimed at averting the nation's first-ever government default. >> tonight, we all made history.

this is the biggest cut and savings this congress has ever voted for. reporter: the compromise suspends the borrowing limit until 2025. it's estimated to cut 1.5 trillion dollars from the deficit over the next 10 years. passage of the legislation came with heated pushback from both sides of the aisle. some members arguing their party leaders had agreed to too many concessions. >> it's not a victory. it's a surrender. >> voting against the bill is not a vote against the president, it's against republican a scream at some -- extremism. reporter: the legislation includes rescinding billions of dollars in unused covid relief and irs funding, ending bidens freeze on student loan payments and prover -- preserving social security and veterans benefits. now the bill heads to the senate where anyone senator could block swift passage. i handful are considering amendments which could delay the approval past the projected june

after she moved to drop two of the three murder charges against alonzo logwood. a judge signed off on that decision today. logwood was charged with three murders when he was 18 years old. the district attorney's office is a key witness in two of those cases is unreliable and is refusing to testify. the witness cut a deal with a previous prosecutor and there has been problems ever since. >> according to his attorney, he was willing to be put in jail for contempt of court rather than testify. the prosecution acknowledged the problems with the case that i've been talking about for years. dan: price try to have theud removed after he rejected a plea deal that would have reduced the prison sentence from 75 years to just 15. that judge will remain on the case. the office put out a statement today that reads in part, we concluded that the previous administration had overcharged and mismanaged the case and that's why we worked so hard in

january and february to arrive at a negotiated settlement. court proceedings will continue tomorrow for the remaining charges. ama: let's get into tonight's abc 7 advancer, keeping you alerted to storylines you will be hearing more about. there's is a battle being waged over your facebook feed and what you are seeing on it as you scroll. california lawmakers will have their first vote on a plane from east bay emily woman buffy wicks that would require not just facebook but google and microsoft to pay local news outlets for the news they share on their sites. j.r. stone is breaking down what you need to know. >> i don't think this will ultimately save the news industry but i do think it could be a reliable news revenue stream. reporter: this associate professor of northeastern university is referring to what's called the journalism preservation act. a bill under consideration in sacramento that would require facebook, google, and microsoft

to pay usage fees to local news outlets or eligible digital journalism providers with the goal of getting that money to journalists. outlets that help add to the platform experience. >> i think it's well-intentioned. as a conceptual piece of legislation. i just think it's probably not well targeted toward the problem. reporter: a spokesperson for meta said wednesday, if the journalism preservation act passes we will be forced to remove news from facebook and instagram. in australia, facebook did just that for a short time when a similar requirement was put in place. they started making deals with certain news outlets. have journalists benefited their? >> to be honest, it's difficult to tell. reporter: deputy chief executive of the union that represents journalists and others in australia. he says clearly, there are big sums of money involved and some

evidence that the hurting media landscape has stabilized but it's hard to tell. >> there needs to be a guarantee that the money goes to the newsroom, not the boardroom. reporter: the bill in sacramento would require facebook and others to give 70% of certain profit. there are question marks there. lawmakers could go back to drawing board on this very issue. transparency is key. >> there should be some kind of sorting mechanism. maybe it's a regulator in the state who ensures that it would be a 70% toll, actually going to the intended recipients. you just want to make this airtight if you are going to do it this way. reporter: j.r. stone, abc 7 news. dan: let's move to the weather because there's a trend you will start to notice. sega patel is here with her 24 hour accuweather forecast. sandhya: that forecast will

include a network trend in temperatures -- upward trend in temperatures. you will see nothing but gray skies over downtown san francisco. hour-by-hour, 7:00 in the morning, patchy fog and drizzle. 50's. the fog will burn off quickly. the temperatures will rise, mainly sunny by noontime. upper 50's to low 80's. temperatures will come down. wind will be picking up once again. breezy to gusty. this isn't the only day we will see a warm up your get a closer look at your weekend, coming right up. dan: more help is finally on the way for northern california residents hit so hard by this winter storm. cal matters reports, the state is putting $95 million towards a report -- a program to help undocumented flood victims. it will go till -- to a program to assist undocumented residents suffering from hardships. the funds will be available in

june. residents in paro protested in the past to try to expedite the relief that they need. eligible households could qualify for up to $4500. ama: former san francisco district attorney -- is launching what he is calling his most ambitious progress -- program yet. the first-ever executive director of the new criminal law and justice center at the uc berkeley law school. the center will serve as a hub of research and advocacy. the focus is to fight for law and policy changes in the criminal justice system. he was recalled as d.a. san francisco in 2022, three years after being elected. the current state treasurer has announced she's running for lieutenant governor of california. she would be the first asian-american and second woman ever elected. she has previously served on the san francisco board of supervisors and california state assembly. the election will be in 2026. dan: we are less than an hour

away from celebrating the official start of pride month. tim johns was in the castro tonight, talking with people in the city's iconic neighborhood about how they are preparing. reporter: in the heart of the castro district, many businesses are hard at work preparing for one of their busiest times of the year. >> we are definitely seeing the normal events coming back. pride brunch, family pride event. reporter: 202023 will be the first time when pride celebrations will be back in full force. dozens of events will be held around the castro and the city. not least of all san francisco's pride parade at the end of the month. a boon for local businesses. >> bread-and-butter month of the year. we see the kickoff as things propel. reporter: all the old favorites are set to come back. there will be new additions as well.

june 25 right here on abc 7 and on our streaming tv app. our news anchors coverage. ama: at abc 7, we are constantly working to build a better bay area. we are finding breakthroughs with solutions to homelessness. the city is moving toward turning an empty lot into safe rv parking in san jose. it would be on berryessa road. in novato, rvs have taken over for an furred road which is nestled between 101 and a sink shuai. marin county has brought in resources. >> the folks that live here were our neighbors in the county before they became on house. they are our neighbors now, here. they will continue to be our neighbors as they find their way back to permanent housing. ama: the county isn't allowing the camp to grow but it's not going to force the current residents out. san francisco mayor london breed rolled out her budget today and

is focusing spending on addressing homelessness and cried. the budget looks to spend more than $14 billion but needs to cut expenses to close at $780 million deficit. when it comes to the house, spending is going to increase by about 3%. she's looking to rebuild the police department by providing funding to hire 220 police officers. they are about 600 officers below the staffing recommendation. oakland tonight. we were there to get a sneak peek of a new tech hub taking steps to help young black men follow their dreams in the tech world. >> to me, it's cool to see us removing these barriers to the passions that kids already have. >> they learn communication skills. >> these youth have somewhere else to somewhere other than the streets. the things that they are accustomed to. drug violence, gang violence, things like that. ama: the hidden genius project mentors youth.

dan: in salinas, a standoff is over after deputies killed the suspect. the man is accused of shooting a county sheriff's deputy this morning. the deputy was serving an eviction notice. after the shooting, the man barricaded himself inside a home. >> i want to thank the public again for their patients. during this very tragic incident. i'm going to let the public know that the suspect that we try to get to peacefully surrender continued firing on our law enforcement agencies, endangering the folks you see behind me, their officers, and the public. dan: the sheriff says the deputies expected to survive but will have a long recovery. he's a 17 year veteran of the

sheriff's office. ama: now to the east bay. another crack down on the illegal fireworks. one city is trying something new. livermore is looking to shut down fireworks at those big fourth of july parties. lauren martinez is finding the new ways you could be fined. reporter: in the community of livermore, a new fireworks ordinance will be in effect ahead of the fourth holiday. fireworks in livermore are already illegal. >> the law before, it was really hard for officers to enforce because they had to see a person setting off a firework in their presence. reporter: now the city council approved amendments to the law aiming to hold posts of social gatherings responsible when the person who set off a firework cannot be identified. >> they can cite a person who is hosting a party or a gathering where fireworks are being discharged or they can cite the property owner. they don't have to see the

person leading the firework. reporter: officers can use their own observations, witness statements, or other information to issue a citation of up to $500. >> you have people that always have fireworks in the middle of the night. bottle rockets pop off. reporter: we spoke to residents in downtown who say they support cracking down on fireworks but citing the property owner or host isn't right. >> i don't think you have control over everybody at your house, especially if you have a big party. reporter: residents are encouraged to attend a professional firework show instead. this ordinance will go into effect starting june 22 with no expiration date. >> realistically, we know we can't eliminate all fireworks in the city of livermore but we hope this is an extra enforcement tool to help deter people from discharging fireworks. we don't want to have to issue citations. reporter: lauren martinez, abc 7 news. ama: amazon will shell out $31

million to federal -- settle lawsuits. the federal trade commission accuses amazon of spying on customers using their alexa devices. the agency claims amazon cap voice recordings, videos, and geolocation information for years, often without people's consent. ring has agreed to implement a new data security program. dan: animal control officers in palo alto first thought a call for help was a case of mistaken bird identity. ama: they discovered the eagle had indeed landed. last week, animal control believed the homeowner misidentified a bird that was injured in her backyard as an eagle but sure enough, that's what they found. dan: a five-year-old bald eagle had crashed into the residence back patio window and it was stunned and was sitting on the side yard trying to get his bearings and recuperate get the eagle flew away shortly after officers arrived.
