warnings are posted, but forecasters in florida are watching the storm closely. in western texas, days of rain triggered this flash flooding and mudslides, forcing the governor to issue a state of emergency. and in arizona, the problem there is too little rain . construction of new homes is paused around phenix because there's not enough water. but we begin with the potential threat swirling in the gulf of mexico this morning. the air force hurricane hunters launching a plane to collect data from a tropical system forming in the gulf of mexico. just hours after the official start of hurricane season. it's just off florida's west coast, where some are still recovering from being battered by hurricane ian last september. forecasters say the new storm does not pose a threat to the us. this is actually going to start traveling south. a very strange direction for a tropical system to travel. they usually like to go north, not south. it comes as forecasters predict a near normal hurricane season in the atlantic this year with a range of 12 to 17 named storms and 5 to 9 hurricanes. and while

the worst of hurricane season is yet to come, parts of the south are dealing with heavy rain and flooding. now overnight, flood watches issued for south florida as localized storms brought heavy rain and a state of emergency has been issued for parts of west texas after heavy rains forced officials to close flooded roads in west coast is also dealing with an abundance of water from snowmelt. this video shows a gushing waterfall in yosemite. the wealth of water is even affecting businesses. lake tahoe's, truckee river rafting says they are canceling their rafting season this year, saying there's just too much water to safely raft. one place that could use some water. the phenix area. the state of arizona is now limiting construction, saying there is not enough groundwater to support some new projects. that's why, as required by law, we will pause approvals of new assured water supply determinations, those that rely on pumping groundwater for ensuring that we don't add to any future deficit as one expert

put it, arizona can now see the end of sprawl. the city of phenix says the city's water security remains unaffected. now to the other big story overnight. new video showing the moment an apartment building in iowa collapses. meanwhile, we are now learning more about the people who are still unaccounted for, including a third person who may still be inside the wreckage. this morning, abc obtaining new video showing the moment that apartment building in davenport, iowa, partially collapsed at the nest camera shows the wall starting to buckle. debris falling down before the entire wall comes crashing down. the video ends as the collapse cuts the power line. overnight, officials in davenport releasing a new missing persons poster with a third person, daniel bryan, who police say along with brandon colvin and ryan hitchcock, had a high probability of being home at the time of the collapse. his apartment was also so related to the area where we had the collapse in the building.

meanwhile, the mayor says the search of the wreckage is no longer a rescue mission but a recovery. trying to save a life to stabilize. it, trying to save the life. yesterday, a man was arrested after he trespassed at the scene of the collapse. family and community members say they are frustrated with the search and investigation as they process the grief of having potentially lost a loved one. brandon colvin's son has been sleeping near the scene. his mother says he's set to graduate from high school this weekend. i tried to drop him off to monday , tuesday, excuse me, tuesday to school to do his finals because what else are we supposed to do? okay, you have to go finals. so try. and he just broke down and ran right back here. so in my mind, it's just like if he needs to sleep here to satisfy his mind and soul, it's like, i'll sleep right there with you, baby . in yesterday, the chief building inspector for davenport

on truth. social trump had called that recording an illegal leak and a, quote, continuation of the greatest witch hunt of all time. now that the debt ceiling deal has passed both the house and senate, president biden says he will sign it into law as soon as possible. but still, not everyone is happy about it. abc's justin finch is in washington with the very latest. justin, good morning. andrew good morning. the senate passing this deal before midnight with 44 democrats and 17 republicans voting yes. and sparing the nation its first ever default. with only days to spare, the biden mccarthy debt ceiling deal cleared the senate . the ayes are 63. the nays are 36. the 60 vote threshold having been achieved and the bill is passed at the upper chamber passing the compromise legislation after racing through a series of amendments, votes and incoming fire from some senators on the right and left. but the people who negotiated this out, i wouldn't let them buy me a car. this debt ceiling agreement will cut programs for

some of the most vulnerable people in america. in a statement, president biden thanked senate leaders for quickly passing the bill and adding, no one gets everything they want in a negotiation and calling the bipartisan agreement a big win for our economy and the american people. while senate majority leader chuck schumer hailing democrats for pushing the package through congress, we did a very good job of taking the worst parts of the republican plan that would have hurt so many families. and we took those worst parts off the table. senate republicans winning guarantees. the chamber will also consider future national security and defense spending increases, including aid for ukraine. we cannot not, cannot neglect our fundamental obligation to address the nation's most pressing national security challenges. the deal brokered by the president and house speaker kevin mccarthy suspends the debt ceiling until january 20, 25, pulls back

similar story in late april. pretty sure that wasn't supposed to happen when another tourist drove down the same boat ramp, she and her passenger were also helped by locals. both drivers say they were following gps to meet a tour group and didn't know they were driving into the harbor. they thought it was a puddle. it was raining both nights, was raining. but on the other side, you have a sailboat tied to one side. and the first time and you have a boat coming on the other side the next time. so it's hard to say why they're taking down a boat ramp, but mistakes have happened before. 4 in 2019, dozens of drivers got stuck in the mud in colorado after a gps detour sent them onto an isolated, narrow path. it was a mess. why did google send us out there to begin with? it just didn't make any sense. and that same year in massachusetts, a woman was stuck on a busy section of train tracks after she said gps told her to make a wrong turn in a panic, she called 911 across the train tracks. and i can't have
