senior congressional correspondent rachel scott starts us off. >> reporter: good morning to you. it was a marathon night on capitol hill. after weeks of stalled negotiation and a bitter standoff that put millions of jobs at risk, congress has officially passed the debt limit deal, avoiding catastrophic default. >> the bill is passed. >> reporter: the senate passing president biden and speaker mccarthy's debt limit deal, sending it to the white house for biden to sign. >> of course nobody got everything they wanted. there was give on both sides. but this agreement was a very good outcome. >> reporter: after more than three hours of debate -- >> this is the last amendment of the evening. >> reporter: a bipartisan vote. 46 democrats and 17 republicans supported the bill. but it wasn't without resistance. majority of senate republicans voting against it. some pushing for more defense spending. >> the people who negotiated this, i wouldn't let them buy me

a car. >> reporter: while progressive democrats oppose the deal because of the new work requirements for some older americans on food assistance. >> this debt ceiling agreement will cut programs for some of the most vulnerable people in america. >> reporter:. it will reduce the deficit by $1.5 trillion over the next ten years, clawing back billions in covid relief and irs funding and ending biden's freeze on student loan payments in august. leaders admit they didn't get everything they wanted in this deal but the stakes were simply too high and time was running out. this now suspended the debt limit for the next two years putting off the next fight until after the presidential election. michael? >> those stakes were really high. thank you very much. for more on the president's win and what he's saying about that fall yesterday. let's bring in our chief white house correspondent mary bruce. the president is expected to sign the bill today. >> reporter: he plans to sign the bill as soon as possible. biden overnight praised the senate for its swift action on

this. he has been careful not to tout this as a political victory. instead calling the bipartisan agreement a big win for the country and the american people. but, michael, biden does want to get a final word in here. that's why he announced tonight he will be speaking directly to the american people in a rare oval office address. michael? >> the president, he took a bit of a fall yesterday. >> reporter: he did. the white house says he's doing all right though. the president himself trying to laugh this off, joking to reporters that he got sandbagged after he tripped on a sandbag and fell on stage at the air force academy's graduation ceremony there in colorado. the president had just finished shaking hands with graduates for nearly two hours. when he went to turn and head back to his seat and tripped on that sand ball, falling on stage. he did get back up and seemed unharmed. the president's political rivals have been quick to seize on this, donald trump, ron desantis weighing in, giving voters concerns about the president's age. this is not the image the white

house wanted but insist he simply tripped and is doing well. >> that's good news that he's doing well. thank you. now to the new jobs report set to be released this morning. analysts expect the jobs market remain strong but that can complicate things when it comes to inflation and elizabeth schulze has the latest. good morning, elizabeth. >> reporter: good morning, rebecca. this is a blockbuster number of job gains as the job market continues to defy expectations. the government new report shows 339,000 jobs were added to the work force in may. that is way above the economists forecast. there are still more available jobs than there are workers to fill them. industries with strong hiring especially in may were in healthcare, hospitality and professionaler is visions off setting some of the job cuts we have seen in some other industries like tech. this is a critical report for the federal reserve. the fed has been trying to slow

down job growth as it tries to cool off inflation. this could put pressure on the federal reserve to keep raising interest rates so increasing your borrowing cost for your mortgage, credit cards, as the fed tries to keep cooling off inflation. george? >> thank you very much. now to the new video overnight that shows the moment the iowa apartment building started to collapse. police say a third person is now missing. alex perez has the story. good morning, alex. >> reporter: good morning, george. authorities say three people unaccounted for had apartments in this section that came down. this is the first time we are seeing the collapse as it happened. overnight, new surveillance images released of the terrifying moments the iowa apartment building begins to collapse. initially you see a piece of the building falls. two minutes later another piece drops. then a large section of the building crumbles. just 2:43 after the first piece fell. the video stops before the entire collapse is seen. overnight officials in davenport

releasing a new missing person poster with a third person who police say along with brandon coleman and ryan hitchcock had a good probability of being home at the time of the collapse. >> we have families here that are still wanting answers and searching for their loved ones. >> reporter: a fema is your ban search and rescue team, including dogs, was at the site working inside. the search of the rescue is no longer a rescue mission, but recovery. now we're learning just days before the collapse a structural engineering report said the building was in imminent risk of crumbling. officials never ordered residents to leave. the cause still under investigation. the building had a history of complaints and owners had been ordered to make fixes. and the city's chief building inspector has now resigned after giving the repairs being made a pass mark instead of marking them as incompleted. michael? >> alex, so avoidable. thank you. thank you very much for your reporting. now to a new warning from the fda about the dangers of using off brand versions of drugs like

ozempic and wegovy for weight loss. erielle reshef is here with details. >> reporter: we know how popular the use of diabetes medications for weight haas have become. the brand names drugs can be pricey. the fda is urging people to think twice about buying a compounded version. the videos are all over tik tok touting the use of diabetes medications like ozempic and monjauro. >> i took ozempic for a whole year and i lost 87 pounds. i'll take it. >> reporter: but now the fda warning that off brand compounded forms of those medications could be unsafe. the agency cautioning that it does not review compounded versions of these drugs for safety, effectiveness or quality, and urging people not to use them if the approved form is available. >> if a patient elects to use a compounded form of the medication, we cannot guarantee

what's actually in that drug. >> reporter: it comes as more and more americans are turning to diabetes drugs to shed pounds and, as some have reported finding cheaper verges of semaglutide, the active ingredient, in compounding pharmacies. ashley harkens said she decided to turn to a compounding pharmacy when her insurance failed to cover ozempic because she didn't have diabetes. it was $1,600. and that was just for four weeks. i couldn't afford that. i found a compound pharmacy on tik tok and it was much cheaper to go this way. >> reporter: while ashley said that formulation worked for her, the fda say it has received some reports of adverse effects after people took compounded semaglutide. fda officials say some of the compounding pharmacies claiming to sell semaglutide may instead sell other formulations that haven't been shown to be safe or effective. as you heard there, the fda says

it has reviewed some reports of negative effects of some compounded diabetes drugs but didn't specify how many cases or give details about reactions. doctors say the semaglutide should only be taken with a prescription and under the supervision of your physician. rebecca? >> listen to the doctors. all right, erielle. thanks so much for joining us. now to the major flash flooding in texas and dramatic caress ques. ginger's tracking the latest. hey, ginger. these are crazy images. >> this is what happens when you go from exceptional drought in the texas panhandle to your wettest may on record. some places saw just that. so just in the last 24 hours we have isolated storms that dropped up to eight plus inches. radar estimated eight plus inches in two different parts. this is o donnell, texas, highway 87 there. still looks closed this morning. you can imagine why. storm chasers helping people out of their car. some of it was kind of rushing past. so you know you can move a vehicle easily with two feet of water.

when we say turn around, don't drown, it means a lot. here's that extreme to exceptional drought. this was may 7th. through the next three weeks they had incredible amounts of rain. here's just the last 48 hours of rainfall with that 6 to 8 inches also west of amarillo. i'd love to say they're drying out. that's not the case. a lot of rain coming. 2 to 3 inches easily in quick amounts, 3 to 5 in some spots. you could also see big hail. lubbock, st. angelo, all have to watch for flooding today. now to a new warning about popular cash apps like venmo and pay pal, storing your money there could make your cash unavailable. good morning. >> good morning to all of you guys. this news could help a lot of people. according to pew research, more than 3/4 of all adults have used a payment app. this morning consumer financial protection bureau is issuing a new warning that people who keep their quash in those peer to peer payment apps, venmo, cash app and zelle, are at risk of losing their money in a crisis

because they are not protected by federal depos sit insurance. there has been enhanced scrutiny on federal deposit insurance after three regional banks collapsed in the past three months. the typical bank is insured for up to $250,000 but if a payment service suddenly goes out of business, any funds there could just vanish. your money could be gone. some payment apps offer pass through insurance through a bank or credit union. while that offers protection if a lender fails, it does not insure the customer if the app fails. customers are advised to transfer any funds on a payment app to an insured bank or credit union. last year consumers conducted almost $1 trillion, $893 billion of business on these apps. guys, i know i use one of these weekly. i'm a little embarrassed to admit, i never even thought of this. >> me neither. >> me either.

the horrifying act of random violence that almost ended her life and how she's never going to give up. over six weeks ago you were shot three times. is that hard to believe? >> i don't even know. i'm just trying to do everything i can to be normal. and do everything a senior in high school would do. >> reporter: just six weeks ago, 18-year-old payton washington was fighting for her life in the icu after being shot three times while car pooling home from cheerleading practice. >> he pulled out a gun and started shooting at us. >> the star member of woodland's elite tumbling team, washington and three teammates were at their car pool point at a grocery store outside of austin, texas, just after midnight on april 18th. tell me what you remember? >> i was actually texting and eating twizzlers. >> being a teenager.

>> exactly. >> that's when the unimaginable happened. >> when i heard the first shot i turned with my blanket. i didn't know where it was coming from. it was so loud that my ears were ringing. i knew to turn and do something. >> heather ross, her teammate, said she went to get into a car she thought was her own. when she opened the door she saw a stranger sitting in the passenger seat. she backed away and returned to her friend's car. then she said the stranger who police say was 25-year-old pedro rodriguez jr. approached them. were you afraid when he approached your car? >> i didn't see him, honestly. i was still looking at my phone. i heard in the background what was happening but i didn't think it was going to be as big of a deal it was. he kept saying, i'm sorry, i'm sorry. that's the last thing he said. >> ross said the stranger pulled out a gun and began firing multiple shots. the cheerleaders driving off fleeing the scene trying to get to safety. >> we were trying to getted away as fast as we could. all the other girls were screaming. i was really just telling myself to breathe.

it was hard to breathe 'cause of my diaphragm. >> you didn't know you were shot? >> no, not at all. i didn't know if it was a man or woman. >> ross was grazed by a bullet. washington was shot three times. >> i was trying to stay as calm as possible for the other people in the car. i could tell how sad and scared they were. the more calm you are, like, your body will stay calm as well. so i mean, it was scary, but i wasn't going to act like i was scared. >> you're shot and you're keeping everyone else calm. >> well tried. i saw blood on the seat, my passenger seat. i knew somewhere i was bleeding but i had so much adrenaline, i had no idea where. whenever we pulled over, got to throw up. that's when i was throwing up blood. i was like, that's not normal. that's when i knew something somewhere was wrong. >> a medivac helicopter transferred washington to an austin area hospital where she was placed in icu in critical condition. where were you shot?

>> my right butt twice and then my back. it shot through. i only felt pain in my left ab. i was like, why is my ab sore. we didn't even work out that hard. like, why is it hurting? that's where it went. >> do you have permanent damage? >> yes. my spleen was shattered. my stomach has two holes in it. my diaphragm had two holes in it. then they had to remove lobe from my pancreas. i had 32 staples. >> washington posted these pictures online of her injuries and intense rehab. >> the hardest part was after the surgeries. >> how hard was it to go, i can't do some of the things that i used to do? >> it was hard. like, it hurt to walk or stand. it was really weird when a week before you were doing bunch of flips, running the track and doing long jump and all this stuff.

can't get out of bed by yourself. can't roll off the couch. can't stand by yourself. going up the stairs i would get winded. just stuff that you never thought of before. it was hard. >> authorities taking the alleged gun man into custody and charging him with deadly conduct. a third degree felony. the incident is still under investigation and the police have not revealed that the suspect had a motive. the suspect was released on $100,000 bail. washington says right now she's focused on her health and fellow teammates that were in the car. >> he did what he did and i'm slt just gonna try and get through it. there's no point in me really thinking about what he did. >> payton washington! [ cheers ] >> just five weeks after being shot, washington joined her friends at graduation. the 5.1 gpa national honor student is committed to getting her life back. there are so many people out

there who maybe this is the first time they've seen your story. what do you want them to know about you and your story? >> you can literally do anything, if you push and persevere. don't doubt yourself ever because you can do anything as long as you're putting your 120% into it. >> payton is absolutely incredible. so determined. she told me she plans to go back to cheering and tumbling by next month. she's also planning to go to baylor in the fall. what's so scary, this mistake can happen to anyone. according to every town research, more than 300 people are shot every day in america. something that we hope will change, and change soon. >> she is remarkable. >> such a self-possessed girl. >> incredible girl. i had a great time talking to her. just the fact that she's keeping everyone else calm when she's the one in the most danger. it was pretty spectacular to hear, to see. i was blown away by her. >> i was blown away.

requirements for some older americans on food assistance. and will also end president biden's student loan repayment pause in august. it is expected to reduce the deficit by $1.5 trillion and suspend the debt limit for the next two years pushing off the next fight over this until after the next presidential election. not everybody was happy. republicans wanted deeper spending cuts, more money for the military. democrats were not happy about some of the new work requirements. but in the end it did pass with strong bipartisan support. in a statement, the president acknowledged not every side got what they wanted but still calling it a major win for the country. he's expected to sign this bill later today and address the nation tonight. >> true compromise. thank you very much. rebecca? >> okay, george. we turn to the new jobs report just out showing a high number of jobs created. this could have a big impact on interest rates and your money. elizabeth schulze has the latest for our viewers in the west. good morning, elizabeth. >> reporter: good morning, rebecca. the jobs market has been defying expectations.

this is yet another surprisingly strong number. the new government data shows 339,000 jobs were added to the work force in may. that is way above economists forecasts. the unemployment rate did tick up to 3.7%. the reality is there are still more jobs than workers. analysts say some of the industries that are hiring the most include health care, education, hospitality and professional services. this report is critical for the federal reserve. the fed has been trying to slow down job growth and trying to cool inflation. so this report could put more pressure on the federal reserve to keep raising interests, increasing the cost of borrowing money for your mortgage or your credit card. rebecca? >> it's important to everyone when you think about those credit card bills and mortgages. all right. elizabeth schulze, thank you very much. now to a dramatic rescue caught on camera when an suv was stolen with a toddler inside. a good samaritan jumped in to save the day. erielle reshef has details.

good morning again, erielle. >> good morning. police say the toddler was sleeping in this car when his mom ran inside for just a moment but the car and the boy were gone in an instant. thankfully that bystander stepped in. this morning police are searching for this man who they say stole a car with a sleeping 2-year-old in the back seat. authorities say the boy's parents were quickly stopping at a relative's house thursday morning and didn't want to disturb him so left him sleeping in the vehicle. police say it took just seconds for the suspect to steal the car shortly after leaving the child on a nearby street where he was found by a good samaritan. >> i didn't see any parents. i thought i better stop and check on him. he was crying a little bit. i knew it was important to keep him calm. i acted like nothing really was going on. >> that bystander alerting police, who reunited the toddler with his family. >> you okay?

kitchen? come on. the nails and the hair and they're sweating. they don't know how to cook at all. it's a lot of fun. >> this is pride month. i think it's important to show drag as a positive part of culture in the divisive world that we live in. it's nice to see a version of drag that is them being their authentic selves. they're fun. it's like a celebration of it all and not taking yourself too seriously. so i think the timing of the show is really good. >> you want to talk about celebrations. david, you're up for the gift of the clock. two weeks this man is turning 50. how are we celebrating? >> he's already started. >> really? >> 50 days before my 50th birthday i received an envelope. i have been on a daily scavenger treasure hunt. every single day someone has been planning this. >> you are a good husband.

♪ taking care of business every day ♪ ♪ taking care of business every day ♪ >> back with our series that highlights small businesses across the country. this morning whit johnson is bringing us a story from an old friend of mine in new york. >> reporter: hey, george. good morning. we are in morning heights new york inside a pastry shop. hungarian pastry shop has been here for more than 60 years. george, i understand you're a big fan. you've been here many times,

right? >> i went to columbia. it's right in that neighborhood. that's a place i used to go study, have some pastry, good coffee. it's been around so long. such an institution in that neighborhood. >> reporter: we love it, george. we've been scouring the internet to try to find photographic evidence of george in his college days eating here at the pastry shop. we're still working on that. as you mentioned, this is saul about giving back and honoring the local businesses across this country. this is a neighborhood institution. usually a line out the door as people go inside, try to get their hands on one of these tasty treats. we're going to speak with the owner but first look at his story. ♪ taking care of business every day ♪ >> reporter: philip biniorisis is bringing the taste of hungary to new york city. the pastry shop first opened its doors in 1961 but it wasn't until 1976 when philip's father bought the shop alongside a few friends. >> many customers have known me since i was a kid. just longevity gives you a

history with people. that's a really beautiful thing. ♪ >> reporter: in 2012, philip, taking over after his father retired, continuing the legacy through a range of delicious pastries. these sweet treats aren't the only things making their mark in the shop. the store at the center of literary inspiration, framing the book jackets of novels that were written right here at the shop. >> as it continued, people now bring me things. i wrote my book here. i came here for two years writing. i finally got published. i want to put my book on the wall. get to feel good that you are part of something that is communal, part of something that's on going. >> reporter: it's the heart of the community that keeps business afloat. >> as changes happen in a city, a community, just being there for everybody who's coming in and then connecting them to a place where otherwise it could just feel very cold.

♪ taking care of business every day ♪ >> reporter: and we are here with philip from the hungarian pastry shop. >> how are you doing? >> reporter: great, great. we are all up in your business. it's part of our segment as we recognize local businesses across america. i understand you have what you would call your most iconic treat people come in for. walk us through it here. >> all right. so this opened in 1961. we've been serving the same croissant dough. not the same croissant. since then. it's a specialty of the house. it's a unique dough you won't find anywhere else. we serve it with apricot jam and a pat of butter. we've been doing that for 60 plus years and a cup of coffee. >> i love it. i had some outside. amazing. it really is. what is your secret to success when you talk about it being in place for more than 60 years? to make it in new york city, what's the secret? >> well, there's a couple things, i guess. one is people.

as long as the place has people in it, it's alive. just finding a way to be open and available and all here for customers. one of the most important lessons my dad taught me was serve people. always be present. be behind the counter, be engaged and serve people. i think we do that. >> reporter: you do that. you've been such a big part of this community, we at gma fell in love with your story. so, by the way, did american express, because the folks over there would like to grant the hungarian pastry shop a $40,000 grant. cue the confetti. [ cheers ] yes, right? congratulations to you. these guys have absolutely earned it. what does it mean to you? >> well, we've got a lot of work to do. [ laughter ] so this will definitely help. we've got some plans to -- well,
