dropped the special circumstances from the murder charges filed against ivory and driver. the suspects face lifetime prison sentences. they are accused of trying to shoot someone in the car while a stray bullet hit the toddler in november of 2021. bevins faces 265 years to life. green faces 107 years to life. dropping the special circumstances mean they would not face the death penalty. ama: a student at willow glen high school has died. his name was justin. >> i just saw him recently, so it is shocking. he was so close friend. it is very hard loss. ama: san jose police say the teen was killed in a collision with a car around 1:00 a.m. near

an apartment complex. police say the driver of the car was in her late teens and did have a valid license. they say she cooperated with the investigation it was released. >> there is no indication this was done on purpose. we are investigating it as a simple vehicle collision. ama: the driver of the vehicle could still face charges pending a review by the district attorney. dan: new developments related to the antioch police department texting scandal. county prosecutors moved to dismiss the case, saying it was tainted by the officers involved. the officers faced -- two people faced charges of arson in connection with the death. prosecutors say the case relied heavily on the investigative work of officers associated with a racist text communications.

the das office said it reviewed other roles in the case and no longer had confidence in the integrity of the prosecution. that case could be one of the first felony cases we know of to be dropped because of the texting scandal. some experts say thousands of cases need to be reviewed, and the review will likely be the largest ever in u.s. history. the public defenders office is gearing up for hiring new staff to help them with a process that will likely take several years. our abc7news rep following this story for months and has the latest. reporter: alan mcdonald is the chief public defender in the county. >> we will be reviewing thousands and thousands of cases by the time we are able to pull together all of the data of impacted cases. reporter: over the next couple of years the contra costa county defender's office will be reviewing any cases involving

the antioch police officers link to texting scandal. it will go back to the beginning of each officer's career in the county. >> before that they worked at other police agencies, so we will be doing a fairly complete review of any cases they were involved in during their career as a police officer. reporter: mcdonald's has five new deputy attorneys will be hired to help that thousands of cases that may have been impacted b racial bias, false evidence, or civil rights violations. priority will be given to individuals cuy in jail or state prison. those on probation or parole next and those with a prior conviction on the record. mcdonald says this is not a get out of jail free card. >> records will be involved and the courts will evaluate the role of the officer in the case, the status of the evidence and whether there is integrity to any prior conviction. reporter: even before a review,

some cases are being dismissed says evan hewitt. >> what has been happening thus far is that the lower level cases, nonviolent cases have all been dismissed by the das office. >> is absolutely unprecedented. reporter: a professor of san jose university and many other experts say this type of review to be the largest of its kind in u.s. history. woods says that this will serve to address police accountability and transparency and may even be an opportunity for police department's the country to reevaluate their hiring and training practices, but he says it is mostly about restoring public trust. >> if we do not, then we can continue to spiral in a downward position where the concept of public safety, the relationship between police and community in antioch will be tarnished forever. ama: breaks it both water and

♪ ama: to -- con and is now getting a star on the hollywood walk of fame. fans lined the street for the unveiling of a star. tupac sold more than 75 million albums before he was shot and killed at age 25 in las vegas in 1996. the suspect in the shooting at a high school graduation ceremony in richmond, virginia was charged today with two counts of murder. the shooting killed a stepfather and his 18-year-old stepson who just graduated.

the grant's nine-year-old sister was hit by a car trying to run from the chaos but is expected to survive. five of the people were shot and survived, although one man has injuries considered life-threatening. one witness described what she saw. >> i walked past this guy, and he ran and the next thing i know he was shot. it was total, total chaos. ama: police believe the shooting was a targeted act. dan: dangerously bad air quality across the east coast has forced major league baseball to postpone two games. look at how hazy it is. the yankees white sox game at yankee stadium as been delayed until tomorrow. so has the phillies game with the detroit tigers in philadelphia. major league baseball says the decision came after a day of conversations with health and weather ethics -- experts and with the affected teams. air-quality alerts have been issued in at least 16 states.

the haze has caused by delays at airports in new jersey and new york for several broadway shows to cancel performances because of wildfires in canada, which is had an especially early start to the fire season. we were a few years ago when that happened here in california . the morning we woke up to those strange, eerie orange skies across the bay area. it was so surreal. it was like we were living on mars. ama: i had a friend who just flew in from new york and she was telling me what it is like on the east coast. we lived it. >> night at 8:00 a.m., and believe it or not as bad as it seemed for us, it is actually worse for new york city. let's take a look at an air-quality comparison, is 11th, 2020 when we experienced the orange sky.

many of our numbers were indeed to hundreds. in new york city right now, 323. earlier in the date new york city was over 400, which was the worst air quality in the world. let's take a look at visible satellite from earlier today. you will notice all of the smoke from the canadian wildfires pouring in, getting funneled by this area of low pressure that has been stationary across the northeast. they have air-quality warnings for millions of people in all areas shaded in purple. not just across the northeast. air-quality is in the unhealthy to very unhealthy category for many parts, that there are hazardous as well, which obviously it is hard to breathe there, and over the next 24 hours not a lot of change expected. it is going to be bad air quality across that region. saturday, some of that gets pushed a little bit, but it is

dan: within the next few hours of plane carrying hundreds of air india passengers were stranded -- who were stranded in russia is expected to land that san francisco international airport. ama: the passengers got stranded when their original plane and to make an emergency landing in russia because of engine trouble. earlier today we got a look at where they had to stay. it was not a hotel or the airport. >> it is a school. the classrooms are used for people to lie down and stretch their legs. these are my fellow passengers.
