to survive. police tell us the suspect or suspects opened fire after 9:00 last night during a block party that was happening at 24th street entry avenue. when officers arrived on scene, they say they found multiple victims with gunshot wounds. as of now, there is no suspect information available. police say the incident appears to be targeted and there is no threat to the public at this time. abc 7 news spoke to santiago irvine, the supervisor, hillary ronan, lives by and heard the gunshots. >> a block away i heard the sirens myself. this is quite an outlier. this is generally a very safe neighborhood and i was out with my three month old son about an hour ago so obviously very shook up and concern for the victims, but this is an extreme case. hope to not see this anymore. >> they say one of the victims

oakland but temperatures today actually a tad warmer than yesterday. we have a nice day ahead. by this afternoon, little sunshine makes its way into the mix and we gradually cool into your work week. i will have a look at your full we can forecast and what is ahead in the seven-day all coming up. for now, let's toss it back to you. liz: now to the latest incident in a driverless car coming to a stop in san francisco. then being stuck in the middle of the road for hours. this comes amid a debate among government leaders on how to regular the vehicles. tim johns spoke with someone who witnessed the incident. >> dylan federman was taking his husband to work early friday morning when suddenly he noticed something bizarre stuck in the middle-of-the-road. >> i was like this is strange. i started just videotaping. >> video shows a driverless cruise car stopped on 9th street in san francisco, not far from a highway 101 exit. he says it was in the middle of the street for at least two hours and was worried about the

safety risk it posed. >> there's a lot of emts that go through here, a lot of firetrucks i go through here, police that go through here. it is just not safe to have this area of the street backed up. >> he tells me he tried to reach out to cruise multiple times and walked over to another office blocks away. however he says, after receiving no help, he decided to contact sfmta. >> became a before cruise and cite of the vehicle. >> he says he is reaching out because the safety risk you believes the vehicle posed and he is not the only one who has spoken out. >> several city officials raised questions about the need for further regulation on autonomous vehicles. with one supervisor tweeting about whether they add value to the city. cruise sent abc7news a statement friday evening that reads in part, improving road safety is our chief mission and not only for cruise passengers but for everyone we share the road with. we are always improving

technology and apologize to anyone inconvenienced by these incidents. federman thinks more oversight is a way to go. >> i would really like to see some legislation that enforces the need for transparency from these technology companies, and forces them to have some way to contact them in case of an emergency. >> tim johns, abc7news. liz: cruiser received authorization last -- cruise received authorization to rollout 30 vehicles to carry passengers in select parts of the san francisco. five months later when moby came the one to get permission. both apply to start charging fairs and operate around-the-clock. cpuc has a hearing scheduled for june 29. happening today, there is a benefit to help the family of the mother and two children killed in what police are calling a murder suicide. the family partnered without patio for a taco sale in union city.

they are doing that today until 7:00 p.m.. sale will go to funeral costs for lily, stephanie, and a millie on him. the three bodies were found inside of an apartment tuesday. police hit a one-year-old boy and for your old girl were killed. they believe the mother died by suicide. the family currently has a gofundme page up. in four days, they raised nearly $18,000 of their $50,000 goal. in the south bay, a man died on his honeymoon in hawaii while snorkeling. to make matters worse, those who know the couple say thieves stole everything they had. lauren martinez has the story. lauren: tragedy stuck -- struck twice for a couple while on their honeymoon. the abc station said june 1 the newlyweds were snorkeling off of the shore of electric -- beach in wahoo when the man disappeared underwater and drowned. the honolulu emergency medical services first responders transport of the man to a hospital where he later died. >> it is tragic to see the

circumstances. >> a gofundme page identify the man as stephen phan, it reads, as if this cannot be worse, all of britney and stephen's belongings were stolen. the thieves took their cell phones, wallets, money, clothing, even stole their car rental. >> that is just unreal. you question that person as a human being. >> friends were not ready to comment on camera but described phan as nothing short of an amazing person. abc 7 reached out to honolulu police for an update on the couple's personal belongings taken during such a devastating time. an employee from aaron's dive shop released this statement describing the beach where this happened. electric beach is extreme he popular with locals and has become a popular spot for tourists. everything depends on the conditions and the day. it tends to be a great spot for beginners. in the south bay, lauren

martinez, abc7news. liz: university campus open has a new owner. the chronicle reports a real estate firm bought it and plans on finding new tenants to use it for academic purposes. it was founded in 1868 would close last month citing declining enrollment and financial problems brought on by the pandemic. it is called the oakland hills location home since 1957. the site worth -- were 36 people lost their lives and the tragic goshen fire is said to be relate -- replaced by housing. the property was bought by an oakland nonprofit more than $2 million last month. that is according to the chronicle. nonprofit plans to build housing and memorial for the victims of the fire. in december 2016, more than 100 people were attending the music event when a fire erupted inside of the warehouse, the building could begin as early as 2025. bart writers will pay more for fares to cover operational costs because of inflation.

the transit agencies as part of the deficit is due to a declining ridership brought on by the pandemic. california public transit agencies across the state are asking governor newsom for a $5 million bailout area bart officials expect the increase of fairs to bring on a 26 point dollars through the july 2024. it is money they say is desperately needed. >> paying more for energy for instance, the electricity to run the trains is a big cost driver we have. obviously we need to pay our workers a living wage and also to fit costs we have -- fixed costs we have come a train station with 50 stations. liz: the average fare will go up by $.23 in january. happening now, the southbound lanes of 680 are closed for roadwork. crews are replacing pavement between snow boulevard and this road. the shutdown started last night and lanes are scheduled to reopen monday at 4:00 a.m. details will be in place. the closure only impacts the southbound lanes.

in california, multiple wildfires in recent years have been blamed on jeannie and his equipment. utility is taking action to prevent future fires b burying power lines. work is already underway in sonoma county. thursday night durg a town hall,g&e revealed more lines are going to be put underground. the press democrat reports work will start on the six mile stretch along highway 12 from santa rosa to kenwood and should be completed next year. pete's coffee is closing its location at a warehouse in oakland damaged in march on the roof collapsed during a storm. the company says layoffs will begin july 19 for employees who did not elect to work at the company's new location in tracy. initially, employees were relocated to different sites but now at least 110 could face layoffs. let's get a quick check of the forecast with shayla as we had to break. shayla: good morning, guys. nice and cool. you can see a live look on the

conditions, especially along the coast. that will stick around for most of the morning and then by the afternoon, some areas have a chance to clear a little bit and some sunshine in the mix. many of you will continue to see cloudy skies through the day. temperatures stick around to stay below average over the next few days and we are also tracking this, a slight chance for isolated thunderstorms this afternoon. not going to see much moisture with this system. as you head out the door, on the cooler side and a little wind not too much. just wind speeds around 12 miles per hour for san francisco and fairfield, even into pittsburgh, you are starting to see wind speeds creeping into the teens and those will continue to pick up into the afternoon hours. taking a look out there, you can see the marine layer we were talking about to start the morning. that will stick around heading into the later hours and then look at this, higher elevations, you could see the chance of thunderstorms by this afternoon. very slight. that will continue to move out into the afternoon hours and all of this is thanks to a

low-pressure system we've got moving through. that is off of the coast, keeping the marine layer there and continue to keep temperatures below average. that will stick around, especially heading into the next couple days. tomorrow morning, the marine layer comes back but we also see a little sunshine into sunday afternoon. going to see that and to the mix and after, a warming trend comes our way my -- by midweek. today, talking about temperatures below average. san jose will see a high of 74 today. we will see the mix of sun and clouds, 60 eight menlo park, definitely seeing cooler conditions to where the coast, half moon bay only making it to upper 50's. also looking like you will see the marine layer sticking around longer, especially heading toward the beaches. 60 for you in bodega bay, 61 since and beach, we continue to see the sun and clouds this afternoon. air quality looking good for you as well. 80 for you right now in pittsburgh so not too much

sunshine unfortunately but look at the seven-day, we could see some make our way by end of week. a little bit of a cool down into the next few days. that is because of the trough of low pressure and by mid to end week, as that moves out, we see temperatures warm again. finally they will feel like spring again, just about average. over the next couple days on the cooler side, some sunshine in the mix but really thick marine layer out there over the next few days, at least to start the morning. liz: after the break, to pay or not to pay, that is the question when it comes to writers actually paying when taking you need. how the fares or lack of our impacting agency dollars. for likes or followers. their path isn't for the casually curious. and that's what makes it matter the most when they find it. the exact thing that can change the world. some say it's what they were born to do...

we spent a morning to take a look at the program. >> on this clear morning, we decided to ride on the oldest publicly operated transit system in america. paying of course using my clipper card. it is reassuring to see most muni lines are back to near pandemic levels. also encouraging is who oversees muni. >> most people are still paying as they had covid. >> paying did he say? because we had our doubts, we decided to record who paid and who did not. here we go, these two women did not pay, neither did he. this couple walked right on without paying. this man attempted to pay but for some reason his whipper card never worked.

too busy talking on the phone. no, no. this passenger paid with her clipper card but the person behind her did not. no, and one more no. that is $12.50 that muni did not collect from those five people. we estimated about three quarters of the people who got on the bus never paid. a muni driver told us a good day for her is when 40% of passengers pay. >> i'm honest but if i were really pressed and did not have anything, i would do the same thing. >> some are candid about the reason for not paying. >> i think post-pandemic it is kind of like the norm as far as i've seen. especially when it goes up and down market.

[laughter] >> but jeff really -- jeff clarified. >> what we've done is download new fare instruments. you can download muni mobile and they with your phone rather than your clipper card. >> have you heard of the muni mobile app. >> yeah. >> do you use it? >> no. >> we found one using muni mobile, who had a one-day pass on his phone. >> so you paid using the app. >> yes. >> there are people that feel because others are pay -- are not paying, why should i? >> absolutely. that is the reason. >> that attitude shift is what in psychology is often referred to as crowd behavior. >> we still try to pay our fair is we can, but it gets to a point to where it is like what

is the point? you know? >> because bus drivers have been assaulted in the past were trying to collect a fair, it is understandable that they do not engage with anyone who refuses to pay. that is the responsibility of the fair inspectors that are supposed to ask to show proof of payment. >> we have transit inspectors out every day collecting good data about who is paying and who is not. >> when was the last time you saw an enforcement officer on muni? >> i would probably say a year ago on a muni train, not on a bus. >> here is a problem with not paying, transit fares represent 18% of sfmta's revenue or million. that is part of the reason why muni had a 134 million dollar deficit in 2022. too many numbers for you you say? perhaps you will be interested in knowing how muni is seriously

thinking about addressing this shortfall. listen up, because t likely affect you. >> extend the hours because of parking meters on weekdays to include nights. and on sundays. that is 20,000 parking meters that could potentially be active on sundays. >> that would bring in an extra $18 million per year, enough to save three muni lines. >> other proposals include expanding neighborhood parking permits, increased taxes on offstreet parking in downtown garages, and another idea that circulated in the past is downtown congestion pricing. except after the pandemic, downtown has been slow to recover. tone -- so many proposals out there, why not do something simple like enforce fares? >> we should. fare evasion is a small piece of the problem. even if we had 100% fair

below average throughout the day. looking out into this afternoon, my graphic is a step behind me. you can see the marine layer continues to stick around and we finally have a chance of clearing into the afternoon hours. we will break down your we forecast and take a look at for the week but for now, i will toss it back to you. liz: we continue to follow the overnight shooting out of san francisco's mission district. nine people were shot. all of the victims are expected to be ok. here is what we know. according to san francisco police, the shooting happened after 9:00 last night. at tree avenue and 24th street. police believe this was a targeted incident and they say there is no threat to the public at this time. there is no suspect information as of right now. all of the victims were taken to san francisco general hospital. abc7news spoke to an aide to hillary ronen who lives blocks away from where the shooting happened. he said one of the victims had to undergo surgery last night.

the other victims were treated for nonlife turning injuries. former president donald trump is expected to be back on the campaign trail today one day after the unsealing of a 37 count indictment into his alleged mishandling of classified documents. for the first time, a former u.s. president is facing federal criminal charges, including willful retention of government documents, conspiracy, and obstruction. an a to the former president has also been charged. here's allison caustic with the latest. >> donald trump facing a 37 count indictment, unsealed by the special counsel following an investigation into the former president alleged mishandling of classified records. prosecutors saying in the indictment that trump was personally involved in the willful retention of government records after leaving office and obstructed authorities and urged to retrieve them. the indictment alleges while president trump gathered classified documents and other materials in boxes, including

information regarding defensive weapon capabilities, both the united states -- of both the united states foreign countries, nuclear programs, potential vulnerabilities of the united states, and allies military attack and plans for possible retaliation. in response to a foreign attack. the classified documents allegedly packed into boxes and stored at his private club in mar-a-lago in florida. which hosted events for thousands of guests. the indictment, including images of documents allegedly unsecured in bathroom, a ballroom, and shower. special counsel jack smith saying trump is innocent until proven guilty but also saying the laws apply to everyone. >> our laws that protect national defense information are critical to the safety and security of the united states and they must be enforced. >> the indictment alleges on two separate occasions trump showed

not survive. there is air-quality alerts across 20 states right now. smoky air is plaguing major cities as smoke is drifting south of the canadian wildfires. reena roy has the latest. >> from lingering haze in new york city to barely visible bridges in philadelphia, a thick, massive plume of smoke shrouding major cities in america. similar conditions in cleveland, baltimore, and washington, d.c.. -- d.c. a so-called code purple signaling hazardous air quality. >> they told me it was code herbal and i thought it was getting better so we are not even use to this language to deal with this type of air quality. >> poor air quality extending as far south as atlanta and memphis and west as st. louis and indianapolis. in harrisburg, pennsylvania, the air-quality index heading 491 on the one to 500 scale, even worse than new york city's 484 wednesday.

schools in new york city and philadelphia switching to remote learning. parents encouraged to watch for signs of shortness of breath, chest pain, and wheezing. people urged to stay indoors or mask up. >> this is our old friend, one you never want to see perhaps, but this could make a difference. >> the good news is conditions are slowly improving in some areas with winds shifting and smoke starting to move out of the u.s., eventually north to canada. reena roy, abc news, new york. liz: in the south bay, wo is said to start on a long-awaited project to increase blood put to -- protection near san jose. the preration ahead of the work did causeoversy amongthe or advocates. abc7news reporter zach fuentes has more on why officials say it is a matter of public safety. >> these floodwaters in 2017 devastated many san jose neighborhoods and highlighted the need to improve local waterways. this month, valley water starts a flood protection project to keep it from happening.

>> we need to make sure the areas in san jose are protected for potential floodwaters. >> that is what valley water says the coyote creek protection project is set to do. in days, the nine mile stretch will be prepared and construction will start after. >> this is a big project. the first phase will start now and the goal is to have it completed by the fall 2024 and then we begin the second phase and start construction in 2020 five and have that completed by 2027. >> while communication about the project continues, it stirred up controversy. up to 200 on housed people that live along coyote creek had to clear the area. as we forced -- first reported in april, valley water offer to give $4.8 million to do the work. some on housed advocates say the work has to be done and say those living along the creek were not giving proper alternatives. >> they get swept from place to place, broken promises and broken people. >> the city of san jose housing department says it successfully housed a proximally 30 people at an interim housing site.

they add additional housing and shelter opportunities will be based on availability. valley water says the coyote creek flood protection project has to start now because it is tied in with the anderson dam retrofit project underway. >> the timing of these to -- two projects have to meet because if there are any delays in the project, it does not delay the other project. you need to get this done now. >> community meetings for residence impact start tuesday with another planned june 14. zach fuentes, abc7news. liz: today, oakland police department is holding their second annual gun buyback. the gunds event takes surrendered firearms and re-purposes them into tools. anyone who turns in a firearm can receive $300 in gift card. the event starts at 10:00 a.m. and goes until 2:00 p.m. at thy word ministries in oakland. last year, opd collected over 130 firearms and gave way more than $10,000 in gift cards. still ahead, could we soon see the warmest year on record?

liz: here is a live look outside right now. time is 6:40. the bay is a little gray to start our saturday. an fda advisory panel voted to affirm the alzheimer's drug that shows clinical benefit for treatment of the disease. the move paves the way from the medication to be considered for full fda approval. the medication, a monoclonal antibody, is one of the first drugs that appears to slow the progression of cognitive decline. an fda decision is expected by july 6. the world meteorological organization is projecting we may see the warmest year globally on record in the next five years. what does that mean for the bay area?

a.m. and goes until 5:00 a.m. let's get another check of the forecast with shayla gerard and. shayla: good morning. cool and cloudy for us but some clearing by this afternoon. you can see the live look outside, a pretty heavy marine layer to start the morning and that will be sticking around even into the early afternoon hours for many of us. those cloudy skies to start the day, temperatures below average again but the good news is it will be a tad warmer than what we saw yesterday. we have also got this, a slight chance of some thunderstorms. into the afternoon hours. not going to see much moisture from the system. heading out the door, a cool start to the day, temperatures in the 50's and a little breeze. most of you seeing wind speeds in the single digits and you can see some of us in fairfield and pittsburgh just starting to see the speeds get into the teens. the winds will be mild to start the morning but, by this afternoon, we see them pick up a tad. we also see a chance of clearing by this afternoon.

here is the marine layer we were talking about a moment ago. cloudy skies to start, that does linger even into the early afternoon hours. here is the slight chance of thunderstorms bear valley, could see some by this afternoon. that sticks into -- into the afternoon hours. not much moisture from the system and that will move quickly. all of this right here, cloudy conditions, cooler temperatures, that is because we have a low-pressure system sitting off of the coast and continuing to keep temperatures below average. they can even give us a drizzle as we start our morning. into tomorrow, the marine layer returns again and, by sunday afternoon, could see more sunshine than today. that is something we will track getting closer. speaking of today, temperatures are not too bad. a bit warmer than yesterday. 74 for you in san jose, some areas going to see more of the sunshine but especially along the coast, half moon bay, upper 50's, coastal communities, beaches, got a hold on to the marine layer into the afternoon
