it is facing a drop in sales and now westfield will transfer it to its lender who will operate -- who will appoint somebody else to operate the mall. >> it is part of union square, which is iconic. to see a shrink like this is unfortunate, but i think reinvention is going to be key. hopefully, some investor will come in and make the purchase and help us reinvent. reporter: mayor london breed says the changeover is a sign of the times. she says struggling retail stores have been a problem nationwide. it piles on to the current problems that san francisco faces. >> these values will remain open, but also having conversations with the lenders and the business community,

san francisco has been struggling's distance the pandemic. -- struggling since the pandemic. a data team downtown recovery and 63 cities found san francisco ranked dead last. it is the line at the bottom of the graph. how recent activity compares to pre-pandemic levels. here is our reporter. reporter: for 25 years, union square 4k has been a fixture downtown, with francisco gonzalez working here for 10 years. >> we have seen a decrease in tourists. it is tough. reporter: especially when

compared to how other cities are doing. san francisco ranks last out of 63 cities downtown recoveries. this woman i california retailers association. >> i am not surprised. san francisco used to be the premier place to go. reporter: the downtown area san francisco was at about 29% of its activity during the same period in 2019. the downtown area of san jose was at about 75% of its activity. oakland was at about 48% during the same period. vacancies may account for some of the differences. office vacancy in san francisco tripled from a 6.3% vacancy rate to a 17.2% vacancy rate. >> maybe there is not

for companies to come back. reporter: last week, mayor london breed announced upcoming events in chinatown to attract visitors to shop and down -- dying in the neighborhood. >> to remind people makes san francisco so special. >> i was just in san month and people were out running in the streets. you feel safe when you walk around. reporter: in his interview, gonzalez also mentioned san diego. >> it looked pretty clean at least. reporter: san diego made the top 10 list for downtown recoveries as of april 10. two other california bakersfield and fresno, made it to the top five.

an ever-growing c city leaders as san francisco looks to flourish again. liz: to break this matier is here. dan: why is san francisco struggling so much? a lot of other cities are bouncing back. >> it is homelessness, it is safety. we are a boom bust we have been through ups and downs. but what we bet heavily on the city was office, retail and tourism. that was where we belt heavy. what happened? people are working remotely.

and the idea was other cities have more of a mix. there are actually reasons for people to go there. they have schools and universities downtown. the option is you can stay out of san francisco. liz: going back to the westfield mall, will this make this worse? >> yes, in the short term and in the midterm. but that is tough given the retail market. were they close part of it off and make it smaller. and it looks like a ghost mall. it is not a good look for san francisco.

our reporter is with us now with a closer look at the issue. a problem for years. muni does not collect the needed revenue and then the agency finds itself in deficit. the problem is aggravated because there are not enough fair inspectors. less now than there were in 2019. we show you how not paying to ride on muni has become a common theme for regular passengers. muni has budgeted for fewer fair inspectors than it did in 2019 before the pandemic. 45 instead of 50. that does not mean there are actually 45 inspectors. as of may, they only

the payroll and only 23 were active, meaning a few were on some kind of leave. we went to the chinatown muni station to see if any inspectors were asking to see verification of payment and did not find a single one. the head of the agency which oversees muni says that is about to change. >> we can continue to how your in critical categories, including fair inspectors, control officers and safety ambassadors. reporter: the legislature is expected to vote on thursday to close the deficit gap of several transit systems, including muni because ridership has yet to come back to pre-pandemic levels. since 2019, muni a sharp decline in ridership. the state will provide half what muni needs to stabilize its

finances. >> it buys us time to figure out how do we close the other half of the deficit. reporter: one way is to come up with the plant to make sure passengers paid the citation when they are caught. even in 2019, muni about half of the citations. that trend continues today. >> there is funding for robust fair inspectors. >> if we want muni to we need to pay our fair share. reporter: here is what happens when you do not pay the citation. it is sent to the treasurer's office and they will try to collect the fine. if that does not work, they may be sent to the tax board, which assesses state tax refunds. you see the problem there, that could take a long time. liz: it does seem they
